the first. now the sequel. from anger to a different kind of emotion. we begin this hour with confusion and questions at america's border with mexico, president biden just signed a controversial executive action on immigration. >> now thousands are trying to figure out what happens next, it took effect at 12:01 this morning giving the president authority to turn people away seeking asylum at the border. >> the president just arrived in france a short time ago, ahead of tomorrow's ceremony to commemorate the 80th anniversary of d-day. joining us is david noriega is at the border along san diego. david, are you seeing any difference in the number of people crossing there today, what's happening compared to yesterday?

>> reporter: the short answer is no immediately visible difference so far, let me show you what we've seen, how this is kind of working. behind this fence, there's actually another fence which is the fence actually separating the u.s. from mexico. once a migrant sets foot in that land between the fences they can't be expelled back to mexico. they have to be detained by cpb and put into removal proceedings. because they no longer have access to asylum may be deported more quickly. the u.s. has the capacity to quickly deport people in mexico in northern triangle. half of the migrants come from other parts of the world. it's going to take some time for the actual material consequences of this executive action to be visible here on the ground. >> david, thank you. kelly, what is the biden administration saying about why

president biden decided to take this action on immigration right now in this moment? >> reporter: well, certainly it's been a push from the biden administration to get legislative action far more enduring and important. the president was part of the negotiations to get that done and republicans stopped it in part from the influence of donald trump as a candidate. so taking executive action is something that the president has within his capacity and couple of real reasons, national security implication about the importance of a nation that believes in immigration also having its rules enforced regarding secured borders. and you can certainly the political context as well, apart from the policy the president is certainly a part of the re-election campaign where there's a lot of pressure on border issues, earlier today jake sullivan the president's

national security adviser talked about why this needed to be done now. >> if he has to act on his own, his law enforcement and his border patrol agents don't have anything they need which is why they need more resources from congress. when he made his announcement yesterday he made it after a period of intense preparations so that it could be an effective policy. >> reporter: certainly the resources from congress goes back to the issue of legislation and that is not a part of this action. >> kelly o'donnell for us and david noriega, thanks. tens of millions of people in southwest are dealing with a potentially record-breaking heat wave. places like sacramento, california, could hit 105 today phoenix, could reach 113 degrees tomorrow. >> it's so hot in phoenix that firefighters are trying out a new tactic to save people from

heat stroke. they plan to transport patients to the hospital in human-sized bags of ice to cool them down. >> that of course is a mannequin. meteorologist bill karins is standing by with all the heat alerts but we start with liz creutz in las vegas. it's supposed to be even worse tomorrow, how are people preparing for that? >> reporter: yeah, it's hot, we're in the triple digits here in las vegas and only expected to get hotter, an excessive heat warning in effect until 9:00 p.m. on friday and tomorrow is the day we're watching because it's forecast to hit 11 degrees. if it does it will be a record here in las vegas the hottest it's been this early in the year, the previous record is 110 on june 6th. you're seeing a bunch of kids out here playing in a splash pad trying to beat the hit. the head of the camp said this is early for them to do this

activity, they come to the splash pad more in early july. are you concerned about what this means for the rest of the summer, here's what she said? >> yeah, it's a little concerning, we do keep most of our field trips indoors, but when we have times like this to get them out we definitely want to get them out in sunshine as much as we can. >> you're not wearing shoes. >> i'm definitely a vegas -- at this point. >> reporter: very impressive. certainly people here are used to this heat but it's deadly. last year there were more 300 heat-related deaths around the las vegas area. it's serious. officials have opened cooling centers. >> liz, thanks. at least the kids look like they're having fun behind you there. bill karins, where else are we going to see these high temperatures and how long is it

going to last. >> not just vegas, we've been watching texas and spreading throughout the west. the peak of this being thursday and friday, today is exceptionally hot. about 10, 20 degrees warmer than it should be, as far as records go, numerous states, idaho, nevada, we'll see records over the next couple of days in numerous locations, and being early in the season people aren't used to the heat, excessive heat warnings for 31 million people. 100 in vegas. palm springs, 96. close to that record high today in vegas. 109. a forecast of 108. only hotter thursday, friday. >> people got to stay cool. bill karins, thank you. dramatic day of testimony in hunter biden's federal gun trial. after his ex-wife took the stand

today. >> the two divorced in 2017. she wrote a memoir that included details about his struggles with addiction back in 2022, he's pleaded not guilty to three felonies related to owning a gun while he was using illegal drugs. >> ken dilanian is outside the courthouse in wilmington, delaware, for us, what have we heard from her during the day? >> reporter: she was married to hunter biden for 24 years, she testified that she first discovered he was crack at their d.c. home. he acknowledged that he was using crack. she described his descent into addiction that destroyed their marriage. he was using drugs, she was very concerned about it, they ended up getting a divorce in 2017. the purpose of this testimony was to lay the foundation for the jury.

>> ken, beyond his ex-wife, another woman in a relationship with hunter biden testified today. what did she say on stand. >> reporter: according to testimony, hunter biden at one point referred to her as his girlfriend. they met at a strip club. by time she met hunter he was smoking crack at a time of every 20 minutes. again the purpose of this testimony is to show that in the months leading up to the gun purchase, mr. biden was addicted to and using drugs. what this testimony doesn't prove, though, is whether he was using drugs right at the time he bought the gun and that's his line of defense. his attorneys argue he wasn't doing that. time now for today's money minute. a big change is coming to ebay.

>> and another streaming service is raising their prices. kate rooney joins us now. so starting in august ebay will not accept american express over what the company says quote unacceptable high fees. american express said it's disappointed in the move, quote, will limit customers' payment choices. costco and amex had a similar breakup. days before the debut of season 2 of hbo's record breaking house of dragon, it plans to raise price on max. $1 per month. new subscribers will see those new prices pop up immediately.

a major loss in an italian courtroom for amanda knox, the american exchange student who became famous when her roommate was murdered. back in 2009. the conviction was overturned in 2015. separately she was also convicted of slander 16 years ago for wrongfully accusing man of the roommate's murder. keir simmons joins us now from florence, italy, keir, good to see you, amanda knox was hoping this trial would ultd matly

vindicate her once and a for all, what ultimately happened? >> reporter: well, she didn't get her way, that was what she was hoping for. we saw her in court, she looked confident. she spoke to the judges in fluent italian, initially back in 2007 she had stumbling italian, now she's fluent after this ordeal she's been through, she talked to her and she talked about her interrogation by italian police and she didn't have a lawyer. all of that she said was evidence that although she made this accusation of someone else over the killing of meredith kercher. the judge did not agree, they actually convicted her and sentenced her to three years in jail, she spent four years in jail, wrongfully, because she was acquitted on appeal, so she

won't spend three years in jail, but for her, clearly it was devastating. >> let's dig into that devastation, keir, how is amanda knox reacting to this slander conviction, have we heard anything from her? >> reporter: well, we watched her in court, she wiped away tears, she was embraced by her husband, a long embrace, i spoke to her lawyer who told me she was just too emotional to come out and make a public statement, said they would consider an appeal after these years of battling to clear her name and to make the point she's been cleared a long time of the murder, she was originally convicted of, it's now this question of whether she wrongfully accused somebody else of that same murder, her lawyer says that she really is battling today emotionally with this.

you can imagine, because she really thought she kind of be able to fully clear her name, instead, now, she's facing more of what she described in court today as a nightmare. >> the nightmare continues for a lot in this. cell phone call service for at&t customers appears to be back on track after massive disruptions yesterday. the company said it wasn't an outage but a quote, nationwide issue that prevented at&t customers from being able to call people on other carriers, people with verizon also reported issues and nbc business and data correspondent brian cheung. brian, what did they call it an issue, nationwide issue, any sense what that means? >> no, we don't. we don't know what caused those issues yesterday. it lasted about seven hours from about noon eastern time to about 7:00 p.m., there were issues

with people trying to call at&t phones from another carrier, apparently had some problems. now this did also appear to impact verizon customers, suggesting largely it was at&t to verizon and vice versa. again, we don't know what happened. after seven hours, at 7:00 p.m., 8:00 p.m. eastern time yesterday, the issue has been resolved. >> so are these two things one oftens or is it possible they're related. >> what we know right now the february issue, at&t said after the fact was related to upgrades they were trying to make to their systems but when it comes to what happened yesterday, no

but we're still looking at some warm valley temperatures up to 92 in livermore and 103 in ukiah. san francisco will be in the low 70s, and it comes down even more for friday. we'll take a look at our 7-day forecast and what to expect this weekend. coming up in about 30 minutes. all right, carrie, thank you. the extreme heat is creating new hurdles for crews on the front lines of fires in the east bay. when those crews are called in, it means suiting up in full fire gear. and firefighters say that can add another 20 plus degrees to the 100 degree weather. when you're underneath all that equipment. cal fire battalion chief josh silveira says that with the rainy season over, the heat can really create dangerous conditions. it's a double edged sword. we have the fuel moistures go up in the timber and brush components, where they're able to really soak up and retain the moisture from the rainy season. with that, we also get these really robust grass crops. he adds that when crews

are fighting a fire for days with high temperatures, they try to pace themselves and hydrate to keep everyone safe. we are learning more details about the early morning protest at stanford university. an investigation is now underway after police arrested 13 people. one officer is also recovering from an injury. nbc bay area's ginger conejero saab is at stanford with the latest on the protest encampment at white plaza. here on stanford's campus has basically been cleared. now, this is known to be the campus free speech zone. the encampment protesting encampment has gone on for some five weeks now. now, not too long ago, we saw campus staff load belongings from the encampment into trucks. we have not gotten official word from campus security or the university where they'll be taken, but we did overhear someone tell students that belongings will be held for 90 days at an office. now, we reached out to the to the university, but have not yet heard back. specifically regarding the encampment. we did, however, speak with one

student who has been camped out here. she was shocked to see the encampment cleared after briefly leaving it this morning. here's more of what she had to say. no idea this was happening. workers were very aggressive with students when they tried to get their stuff. students who were in the encampment before this started were pushed out very aggressively. we're not given any sort of clear information or context as to why this was happening, and obviously this comes as a retaliation after 13 brave stanford students were arrested this morning. now, this comes after another campus protest took place here at stanford early this morning that led to the arrest of 13 students. and that didn't happen. far from where we are now. it is much calmer around the main quad than it was earlier this morning. that was when we saw tense moments between protesters, campus security and santa clara county sheriff's officers. the university confirmed a public safety officer was injured after being shoved by protesters who were interfering with a transport vehicle. that protest lasted just several hours. it began at 530 this morning. that

is when students barricaded themselves to the building that houses the university president's office. here are some images posted on social media from an account identified to be organizers of that protest , their demands calling for divestment, disclosure and the dropping of charges for students involved in pro-palestine protest at the university. however, with a very different response this morning saying, quote, all arrested students will be immediately suspended and in case any of them are seniors, they will not be allowed to graduate in palo alto, ginger conejero saab. nbc bay area news. ginger, thank you. pruneyard cinemas in campbell says it doesn't know if it can stay open much longer. here's a letter the movie theaters owners sent to city mayor susan landry about a recent rent hike, along with the rise in property taxes. they say that, coupled with lingering impacts from the pandemic, are impacting its future. pruneyard says it's continuing to discuss its lease with its landlord, but it is refusing to engage. they

water main break. however, a boil water advisory is still in place across several atlanta neighborhoods until the georgia department of environmental protection signs off on the water quality. thousands were without water for days after a series of water main breaks occurred in two pipes that were reportedly a century old last friday. a couple in new york city found a safe containing almost $100,000, they say it happened while they were magnet fishing, which is when you throw a powerful magnet into the water to pull things out. the couple were shocked when they opened the safe and found hundreds of bills, police said the couple can keep the safe and contents since there's no way to identify the owner. king charles iii has entered circulation. will be pictured on the banknotes. second english monarch to be pictured on a banknote.

a guard at the american embassy in beirut, lebanon s recovering right after a gunman opened fire outside the facility earlier today. this video verified by nbc news appears to show the gunman shooting a rival near the building's entrance. they heard 15 to 20 shots total. the shootered had since been captured and held by authorities there. yosh lederman is with us now, josh, what more do we know about what happened at the embassy and do we know who this gunman is. >> reporter: this gunfire lasted for about 30 minutes. the gun man is now recovering from his injured from being shot. they believe he's a syrian national, potentially from a

town in eastern lebanon near the syrian border, lebanese military put out a statement they've raided several homes believed to be associated with his relatives as well as arrested some of his relatives. we also know according to u.s. government, one guard, lebanese person who was protecting that embassy was also injured, but their injuries are believed to be minor. >> can i talk about what's happening inside israel, today's a national holiday there, jerusalem day, clashes in the old city. >> reporter: we saw thousands marching in a very sensitive area of jerusalem that's controlled by palestinians, we saw the far-right national security minister bragging that they had parade pray at the shroud of the temple mount. some of these protesters have

been chanting death to arabs. this same march is the one that set off the last war in gaza three years ago and certainly the events today are helping to tamp down tensions. >> josh, thank you. the third time was a charm for boeing, it successfully launched two nasa astronauts aboard its starliner capsule today, first time seasoneding a crew to the international space station. nasa astronauts took off from cape at 10:52 this morning. marissa parra is in atlanta and joins us now. marissa, they have -- florida, excuse me -- how long will this journey to space station take and what will they do once they get there. >> reporter: they're on the international space station as we speak, and they should arriving some time just after

12:00 tomorrow afternoon. the idea behind this mission is this is a test mission, you're veteran test pilots and what they do they test the abilities of star gin leer to make sure that it's ready for these future mission to the international space station. it's to have boeing to bring astronauts to the international space station. they're looking at every aspect. they'll spend about eight days up there before they make their way back to evert. everybody's focus right now is making sure their return is just as successful as what we saw this morning. >> marissa, this is a big week for space launches, what is spacex planning? >> reporter: the faa just granted approval and permission for starship, spacex's megarocket, the most powerful rocket that's been developed so far, that's set to do its four uncrewed test mission tomorrow,

happening in texas not here in florida, but what we'll be seeing this is part of the even larger mission to bring astronauts to the moon once again, so starship has been commissioned by nasa to be a part of the long-awaited artemis mission. spacex said they hope starship can be a part of bringing humans back to the moon but eventually mars. >> i hope you enjoy it out there. marissa, thank you. in today's mental health check, when you think of therapy, somebody sitting on a couch opening up to a professional but that could soon be changing, growing group of therapists are ditching the office and taking their clients out into the wilderness.

in today's modern parenting we're talking family and finances. loaning money to friends and family including dultd children can sometimes be risky or awkward. >> according to 2022 survey by creditcards.com, 42% of people surveyed said they lost money due to loans that made to family or friends. caleb, when is it ever a good idea to lend cash to family and friends? >> yeah, it's always a tough decision, are you the learned of the last resort, helping them in an emergency? that's a good time to do it. lack efficient credit history, maybe you lone money so they don't need to have that credit history.

maybe they don't have enough income requirements or they don't meet the income requirements to do the borrowing themselves but you always have to remember you got to be prepared to not get that money back if something should happen. >> really helpful. caleb, what are some general smart money rules to follow if you're lending out money. >> document it especially if it's friend. family members, different. to have a promissory note with conditions. how long, when is it going to be paid back? have that set up. you can charge interest but you have to do it within limits of the irs and you'll pay taxes on that interest. if you loan someone more than $10,000 they're liable for it as well. 10,000 bucks or more is going to trigger an irs flag. >> you feed to talk to some experts on that, too, are there

any instances when you should not lend out money? >> if they never paid you back, pretty good data point. loaning for want is different from loaning for need. loaning anything using your own credit puts you at risk and credit report at risk. >> let's talk about younger kids and money, typically comes up in the form of an allowance, should parents pay their kids an allowance and what age should they start if they choose to? >> great question, we're dealing with this in my household now. advance on that loan. is this for them being able to food after practice, to go out to movies?
