rivera. we begin this morning in italy, where president biden is attending a high-stakes international summit on the ukraine war. the g-7 meeting in the southern part of the country will also focus on the war in gaza, climate change and the threat of a.i. and development in africa. for the latest, let's go to italy and claudio lavanga. what's expected to come out of this summit? >> reporter: good morning frances. on his way to italy on air force one, jake sullivan, the national security advisor told reporters that while they are at the g-7 meeting, president biden and president shzelenskyy are expecd to sign a new bilateral security agreement that sullivan said will send a message to vladimir putin. he told reporters, and i quote, if vladimir putin thinks he can outlast the coalition support in ukraine he's wrong. he just cannot wait us out, and this agreement will show our

resolve and commitment. president biden is expected to rally support among g-7 leaders behind his new proposal to issue a new $50 billion fund to ukraine that will be repaid in the future with the billions of dollars in profits from frozen russian assets across the western world, especially in the european union. for now, this proposal has received support among the g-7 leaders, but there may be some concerns about the threat of retaliation from russia and also the precedent that this will set in using frozen assets under international law. other issues will be climate change, the ongoing war in gaza, migration and artificial intelligence, a session that will be attended by pope francis in person, making him the first pope to ever attend a g-7 summit. he's expected to ask world leaders to respect ethics when developing a.i. frances? >> claudio, thank you. a cease-fire in the middle

east remains elusive this morning as both israel and hamas disagree on the terms of the latest truce proposal. a source familiar with the talks tells nbc news that hamas is seeking an explicit timeline for when israeli forces would fully withdraw from the gaza strip. meanwhile, tisraelis insist hams must be removed. he said the u.s. will continue to work with mediators from egypt and qatar to bridge the gaps. let's turn to capitol hill where democrats plan to vote on bills that would protect access to ivf treatments in the u.s. alice barr joins us now. this is the second time this month didn'ts have pushed for a vote related to reproductive rights. >> reporter: that's right, frances. democrats see this as a winning issue for them and an important

issue for voters, and they continue to try to show a contrast with republicans on reproductive rights ahead of the november elections. in-vitro fertilization is a procedure used by millions of families. we saw nationwide uproar when access was put in jeopardy in alabama. and just yesterday, the southern baptist convention came out against ivf. it's the largest and most politically powerful protestant denomination in the country. this new package of bills would prevent states from imposing restrictions, expand access for service members and veterans and require insurance plans to cover fertility treatments. senator tammy duckworth is one of several lawmakers pushing for the vote today. ivf helped her grow her own family. >> i struggled for ten years post my deployment to iraq. trying to start a family. and it was only through the miracle of ivf that i have my two little girls. >> if you poll republicans, if you poll democrats and

independents, all of them know that this is obvious and is not something that should be controversial. >> reporter: many republican senators say they do support ivf and proposed their own bill that would have cut funding to any state that restricted it, but t their party is expected to block this bill today. every gop senator signed a statement saying ivf is legal in every state, and they accuse democrats of fear mongering and causing confusion. frances? >> alice, thank you. the house has voted to hold attorney general merrick garland in contempt of congress. all but one republican voting to hold garland in contempt for defying a subpoena to turn over audio of president biden speaking with special with spe coucounsel robert hur. the white house invoked executive privilege over the audio, but the house was already given the transcript.

a developing story out of northern illinois this morning. three sheriff's deputies are recovering after a shootout with a suspect last night about a hundred miles west of chicago. officers were responding to a report that someone was threatening to harm themselves and others. >> the suspect was also injured. this morning we're learning new details about that dramatic bus hijacking in atlanta tuesday. a local television station captured an interview with a suspect just hours before police say 39-year-old joseph grier shot a man with his own gun and then commandeered a city bus. here's priya sridhar. >> what is happening? >> reporter: a terrifying scene unfolding during rush hour in atlanta tuesday. >> shots fired. person shooting on the bus. >> reporter: as 39-year-old joseph grier hijacked a gwinnett county transit bus with 17 passengers on board. >> i think somebody's taken the bus hostage.

>> reporter: police say it started with a fight between grier and a fellow passenger. that passenger pulled out a gun, then grier grabbed it and shot the passenger before ordering the bus driver to flee the scene, authorities say. >> right now, i'm in an extreme hold. >> reporter: grier spoke to wxia at the scene of an unrelated shooting in downtown atlanta. telling our affiliate he was bipolar and manic. >> my thing, i'm in a manic episode. >> reporter: hours later is when police say grier hijacked the bus. johnny gilbert says his wife was a passenger as it all unfolded. >> she called me up and told me that a guy, one guy shot another guy on the bus. >> reporter: police say grier fatally shot that passenger with the passenger's own gun. the victim identified as 58-year-old ernest bird jr. >> my heart goes out to the family. >> reporter: entire hijacking lasted nearly 40 minutes. the bus seen driving in the wrong direction of traffic and hitting multiple cars before a

georgia state trooper was finally able to stop the busby shooting his gun into the engine. >> it's something that we'll never forget. >> reporter: authorities confirming the suspect is a convicted felon. he now faces 31 charges, including kidnapping and murder. >> thanks to priya for that report. an arizona man is facing charges for allegedly planning a mass shooting in atlanta specifically targeting mcame black americans and other minorities. he was looking to start a race war ahead of the election. he told a confidential source he wanted to carry out a mass shooting at an atlanta rap concert. the source alerted the phoenix fbi. he was indicted on several gun charges, including firearms trafficking. a lawyer for prieto did not immediately return our request for comment. a devastating blow to the last-living survivors of the 1921 tull at tsa race massacre.
