"early today" starts right now. good morning, glad you're with me. i'm frances rivera. much of south florida remains water laug waterlogged this morning. two people were killed when a car lost control on wet roads in collier county. rescue crews are working to help neighbors left stranded due to the catastrophic flooding across the state. the storm system creating a swath of travel nightmares. the rising waters temporarily shutting down part of i-95. parts of southern florida saw 10 to 20 inches of rain over two days. that's comparable to hurricane totals. and the ground is now saturated and vulnerable in an area that's already flood prone. and while residents work to dry things out, more rain is on the way. nbc meteorologist angie lassman is tracking the next round for us.

angie, good morning. when can they get this break they so need? >> good morning, frances. we're really not going to see a significant break until the backside of the weekend. we still have more of this rain in the picture. right now most folks across this region are quiet, but we've got flood alerts up for 7 million people as we gear up for more o happening. it's the greatest risk for the extreme southern portions of south florida. less when it comes to coverage of storms, but still not zero when it comes to the rain chances. so the flooding threat will be there likely as we get into your saturday as well. the impressive rainfall totals that we've had so far on top of another maybe 2 to 4 inches, no surprise that we could see some of this flooding ongoing across parts of south florida as we get at least through saturday. back over to you. >> we'll get another update for you in just a few minutes. the second day of the g7 summit is about to get under way in italy. president biden on the first

day, cementing american support for ukraine by signing a ten-year security agreement with president zelenskyy. mr. biden offering a message to russia's vladimir putin. >> you cannot wait us out. you cannot divide us, and we'll be with ukraine until they prevail in this war. >> for the latest, let's go live to italy and claudio lavanga. we understand the president also made comments on a potential cease-fire in the gaza war. >> reporter: that's right, frances. good morning. well, president biden essentially said he does not expect a cease-fire deal to be reached in the near future, especially after neither hamas nor israel have accepted or embraced the latest proposal. take a listen to what he said. >> i've laid out an approach that has been endorsed by the u.n. security council, by the g7, by the israelis, and the biggest hangup so far is hamas

refusing to sign on, even though they have submitted something similar. whether or not it comes to fruition remains to be seen. we're going to continue to push. >> reporter: while there is no breakthrough expected to come out of the g7 summit on the gaza war, the first day of the summit was very useful when it comes to the ukrainian war. well, now president biden and zelenskyy, as you mentioned, they signed a bilateral deal that will last for ten years. and for the next ten years, washington is committing to provide military assistance to ukraine. now president biden said that this will deter future attacks and also help ukraine to defend itself now and in the future while president zelenskyy has said that this will serve as a bridge for ukraine's attempts to join nato. also during the first day of the summit, g-7 leaders approved biden's plan to pay or issue a

$50 billion funds to ukraine that will be repaid with the profits generated by the billions of dollars in frozen assets or russian frozen assets in the west, especially in the european union. back to you, frances. >> chaudlaudio, thank you. at that same press conference at the g7, president biden was also asked about his son hunter's felony conviction on gun charges this week. mr. biden ended speculation about whether he would interfere in the case as president. he reiterated that he would not pardon hunter, adding that he would not commute his sentence either. the president also expressed support for his son. >> i'm extremely proud of my son hunter, he has overcome an addiction. he's one of the brightest, most decent men i know. >> the younger biden's trial drew attention to his time as a crack cocaine addict. a sentencing date has not yet been set. former president trump

returned to capitol hill for the first time since the january 6 attack, meeting privately with many republicans, including some who have criticized him sharply since the capitol riot. here's nbc's ali vitali. >> a great meeting. >> reporter: former president trump back on capitol hill for the first time since the january 6 attack by his supporters. >> we agree just about on everything, and if there isn't, we'll work it out. >> reporter: a congressional pep rally of sorts for the likely gop nominee, speaking to lawmakers behind closed doors. >> there's tremendous unity in the republican party. we want to see borders. we want to see strong military. we want to see just success for our country. and we don't have success right now. >> reporter: among the signs of mr. trump's success rallying his party. the attendance of top republican mitch mcconnell who hasn't spoken to the president in four years. he's sharply criticized mr. trump, calling him practically and morally responsible for what happened on january 6 but has

since endorsed him. how was to seeing the former president? >> we had a good meeting. >> reporter: also there, potential vp pick marco rubio. what does it say macconnell was sayab about macconnell being there? three senators skipped it, citing scheduling conflicts. senate republicans spent part of their day blocking a bill brought by democrats. it would require health insurance plans to recover fertility treatments. all but two republicans voted no to this bill. some saying it goes too far and is unnecessary. >> it seems a deceiving, disrespectful bill to misinform and scare the public. to gin up democratic votes for november, and that is a shame.

>> mean while, a major ruling from the supreme court. the justices deciding to uphold continued access to the most-commonly-used abortion pill in the country. a lawsuit challenged the fda's approval of the drug. the court refused to weigh in, deciding the plaintiffs had no legal right to sue. a new doj report is condemning the phoenix police department for violating residents' constitutional rights. an investigation spanning three years found that the city's cops used excessive force against disabled and discriminated against ethnic minorities and homeless people, a first for a doj probe. it also found a pattern of retaliation against those who criticize the police. the department says they have made several changes to address policing since the probe began. but city leaders have announced a meeting to address possible next steps. now to the high temperatures fueling a dangerous blaze north of phoenix. crews continue to battle the rose fire that is still 0%

contained. nbc's liz kreutz has the details. >> reporter: firefighters have been battling a destructive wildfire north of phoenix. the rose fire igniting late afternoon wednesday outside the town of wickenburg, jumping highway 60. this major highway is now closed in both directions, and you can sigh fire crews there and the helicopter doing a water drop to try to put out these flames. the fire, fueled by strong winds and the dry, scorching heat, destroying six homes and forcing residents to evacuate. >> we had a neighbor call us and say did you noi know you are ab to be evacuated? >> reporter: paul is just a couple miles from his house. >> we walked out and looked and saw big plumes of smoke. and we decided to head for the hills. >> thank you. and let's get back to angie
