relief plan and the direction impact it's having on borrowers. this is today in the bay good tuesday morning. thanks for starting your morning with us. i'm marcus washington and i'm ginger conejero saab laura garcia is off this morning. we're going to get a look at the roads with mike in just a bit. but first we're going to start out with the weather because things look like they're changing. yes. it's been very interesting here seeing the rain even some lightning strikes the high humidity and yes still the heat. we're going to see a mixed bag of it all for today as we're getting that wave of some mid-level moisture coming into the bay area with some spotty showers. as you're getting up and heading out. now, a lot of green here on the radar, but some of it is evaporating before hitting the ground, and we're watching out for the possibility that some of this could produce some thunderstorms. we can see the streaks there coming from this live camera looking at walnut creek, very colorful sky,
6:02 am
but also some of that virga, that dry lightning and the possibility of some of these thunderstorms moving through will be watching out for that for today. mike, you are looking at a hazard on the san mateo bridge. in fact, now we have two hazards right by where the arrow is. we had the original vehicle that we're following. i believe it's a tesla. they're judging by the shape of it. it's been over on the side in the service area. then there was another box truck that pulled over and stood there. it's out there for five minutes. i guess it's gone now. not helping the tesla, but we are having this reported by chp. i believe that is the report. everything moves smoothly. there is a general build around the rest of the bay. we'll sort that out coming up. thanks, mike. well just into our newsroom, san francisco police are not yet confirming a report recently posted to citizen app. this is along with this video. it suggests that there has been an early morning shooting in the tenderloin. now, the person who posted that video says that it happened along ellis street. and the poster also suggests that we

there were at least two victims here. now we have reached out to police and we are waiting to get more information. well, illegal sideshows, they are becoming a serious issue across the bay area. and today one east bay city is looking to put an end to the wild activity today in the bay's bob redell joins us live from outside antioch city hall. and bob, leaders there are considering a new ordinance. they are. good morning to you, ginger and marcus. have you been following the story to the city of antioch? actually has been considering a new ordinance prohibiting illegal sideshows here in the city since 2022. but for various reasons, the city council mayor have not been able to come to an agreement. they might tonight, though, when a city council meets at city hall behind me at 7:00 to decide on this ordinance. now, like many cities in the bay area antioch has struggled to shut down this dangerous, illegal activity that usually shuts down intersections while drivers burn rubber and spin their cars at high speeds.
6:04 am
this is video of a large sideshow that took place here in antioch, at the intersection of laurel road and kenyatta valley. this was just after the new year . the antioch boat launch has also been another popular destination for sideshows in the city. but earlier this year, the city added concrete barriers to prevent cars from entering that area from an adjacent parking lot. so tonight, the city council will consider two versions of a new ordinance, one that prohibits organizers and advertising of sideshows. the second version not only would go after the participants, but also the spectators and anyone watching within 200ft of the sideshow or street race. if approved, this ordinance would add more muscle to the state law, which already prohibits sideshow activity. this was the scene this weekend on the bay bridge, where a sideshow shut down the eastbound span for about 30 minutes saturday night. the chp says its helicopter flew over the crowd, and when they did that, people on the bridge pointed lasers at the pilots, which is obviously very dangerous. chp did arrest a number of people on the bridge for alleged crimes, including

dui, reckless driving and vehicle theft. reporting live here outside the antioch city hall, bob redell today in the bay. i hope we start to find solutions to address this problem. thank you. bob. now, two federal court judges are blocking president biden's new student debt relief plan judges from missouri and kansas. they halted parts of the plan. and it comes after several states filed a joint lawsuit against the biden administration, saying it overstepped its authority when implementing the save income driven repayment plan. now, the biden administration cannot cancel any more student debt or make any provision to the plan until the cases are fully litigated. to date, $5 billion in student loan debt has been canceled through the save program. well, new overnight, the man behind one of the biggest leaks of american military secrets is being released from prison today in the bay's alice barr joining us live from washington with more on that deal of freeing

the x account for wikileaks posted this video of assange boarding a plane yesterday in london. he has reached a deal with the u.s. justice department to avoid more jail time. part of the deal means he will attend a hearing in a u.s. federal court on u.s. controlled islands north of guam. he is expected to plead guilty to one charge under the espionage act, experts say he'll be handed a 62 month sentence that corresponds to time he already served there in that u.k. prison. it means he will be able to walk free and a national security spokesperson said that this deal was brokered by the department of justice and that the white house was not involved. marcus. all right. alice barr in washington, thanks for that update. well, new this morning, a surprise announcement by the u.s. surgeon general. he's declaring gun violence a public health crisis. doctor vivek murthy cites the rise in

6:20 am
lot of rain and shine in our forecast for today. a little bit of everything starting out with this wave of some subtropical moisture moving into the middle levels of our atmosphere. so that's producing a lot of green here, but not a lot of measurable rain. even though some of us have seen those spotty showers coming through, it may rain for a couple of minutes, and then it's out of there, and it's really not enough to really help moisten everything up. the vegetation. so we're just seeing the very humid and also some spotty rain coming through. but one thing i'm watching for with this is the potential of dry lightning. so what is that? well, typically in a cell where we have some rain here in the clouds, it comes all the way to the ground. if the air is humid enough. but what we see sometimes is a layer of dry air right up under that rain. and a lot of it evaporates before hitting the ground. so some of us saw that rain yesterday into this morning and
6:21 am
it's been very spotty. we can already see it here as we take a look at the walnut creek camera. that's what it looks like. that's what virga looks like. and so far we haven't seen a lot of lightning strikes, which is great news. but there's still that possible as we go throughout today, if we do get lightning and it hits some dry vegetation, that could start some new fires. so this is very concerning. and it's still going to be very warm today and add in the humidity. so it's going to feel warmer than it did yesterday. even though the temperatures are about the same with some 60s near the coastline as well as upper 60s in san francisco, anywhere from 60s in the north bay, from bodega bay to 95 in ukiah. for this afternoon, our 7-day forecast shows that once this humidity drops and we get rid of that chance of the thunderstorms, we're looking great the rest of the week and into the weekend. mike, you're looking at a build up coming out of the east bay. yeah, no surprise it's the bay bridge to start with. we do have the backup filling all lanes and
6:22 am
showing you the hov lanes. that's your advantage. of course. 80 overcrossing not a big deal. in fact, it's just finished filling in over here past our screen. we did have a disabled vehicle early, but that cleared up without any additional issues and without any crashes. that's great news as we're looking at the richmond bridge, more slowing out of contra costa county. and that's where the build really is there. that green highlights maybe some damp roadways. so keep that in mind in many patches around the bay. back to you. all right. thanks mike. well, we all know county fairs are typically about rides, fun and delicious fried food, but our climate in crisis is being highlighted a head on today in the bay, meteorologist cory hall shows us the vital natural resource that's taking center stage. and as we head to break, a reminder to tune in to nbc bay area tomorrow as the giants battle the cubs at oracle park, you can watch that action at 6:30 p.m. right here on nbc bay area.

burned more than 1200 acres in sonoma county. that fire started nine days ago, destroying three structures and damaged two others. the cause is still not known. from fire to water. meteorologist kari hall has a look at this morning's climate and crisis. now marcus, it's great that they put out that fire because the marin county fair kicks off next week with the theme this year is to make a splash, focusing on our most important resource, water.
6:26 am
county leaders say they picked the theme based on what will resonate with the community, beyond just hot dogs and cotton candy, and last year's theme about renewable energy and electrification, water is a critical topic in the bay area. whether you're talking about sea level rise or water bills or droughts or floods, marin county leaders say this year's theme and the exhibits will inspire those fair goers. we are partnering with marin municipal water district and north marin municipal water district, and they are bringing in one of their model homes, where basically it's an interactive educational experience that people can walk through this model home and not only learn about how the water comes from mount tam or the reservoir and goes all the way through to their tap, but they can also learn about ways to conserve water. the fair runs from july 3rd through the seventh with fireworks and free concerts.

after days of silence, oakland mayor sheng thao is speaking out following the fbi search of her home. what she is now saying about the turn of events that has her under the microscope, and the reason she says she's the victim today, or this is rather today in the bay area. and good morning. on this tuesday morning, i'm ginger conejero saab. laura garcia is off, and i'm marcus washington. let's get a look at that forecast for you. this morning. we've got a lot to talk about. meteorologist kari hall has a look at the sunshine, the rain and so much more. yeah. you know, people were saying, am i in miami? what's happening here with the rain, that thunderstorms, the humidity and of course, the heat. and we're seeing this mixed bag of weather as a wave of some moisture moves into the mid levels of our atmosphere. it looks very busy there on the radar, but a lot of that rain is evaporating before it has a chance to hit the ground. but some of us are still
6:32 am
able to see some of those spotty showers moving through, and it is definitely a warmer start across the bay area and will be a humid day as we track that chance of those thunderstorms. so we'll get a look at our hour by hour forecast coming up in a few minutes. thanks a lot, kari. well, in just a few hours, san francisco unified will discuss the future of its schools, and in the coming years, there could be fewer schools altogether. today in the bay's kris sanchez joins us with the emotional conversation that's expected as the district looks to make cuts. well, you know what it's like to be part of a school community and how devastating it is when you have to change. so a lot of districts are facing the same issues, declining enrollment and fewer students, of course, mean fewer dollars to keep schools open. so let's start there with the conversation out of san francisco unified. they have 4000 fewer students since the 2017 2018 school year, and sfusd projects. it will have 4300 fewer students by the year 2032. and that's the reason for what the district calls its resource alignment initiative. today the
6:33 am
superintendent will update the board and public on the community conversations that they've had, and they'll discuss the criteria for determining which schools are most viable, and they will weigh each criteria and how important each of those criteria should be. here's what they will consider under the equity category. access to schools and programs and the historical challenges of each school. they will also consider academic performance. each school's culture and climate, and the students socio emotional development. and schools will also be graded on how well they use the resources that they get and how many families choose to send their children to those schools. how many satisfied teachers they have there, meaning low teacher turnover. a third party will weigh all of these criteria and determine what the rank should be, and then they will present that later on. but this is just part of an ongoing conversation. look, another challenge they're facing. i know the school district, san francisco unified already faced the budget challenges there. right. so they
6:34 am
are facing about a $148 million deficit. so there are going to be some cuts coming in that, you know, regard as well. but they also had a problem with their payroll system, which left teachers and staff in a lurch, because when you don't get your paycheck on time, you know, it's a whole cascading effect. so a lot of challenges for san francisco unified. but again, we could see those emotional conversations about fewer schools, i'll remind you, school board meetings, they are public. those are your elected officials. and they are open to everyone. a conversation that people should participate in. absolutely. before it's too late. before it's too late. great points. thanks, chris. well, from san francisco, let's move over to oakland. a stunning development hours after oakland mayor sheng thao broke her silence, her lawyer announces that he is withdrawing from her case. her now former lawyer, tony brass, has not released his reason for withdrawing, keeping his announcement brief, saying that he is no longer representing the mayor. this is the latest development after fbi
6:35 am
agents searched the mayor's home and three other oakland locations last thursday. the mayor maintains her innocence, saying she has done nothing wrong. now, in a statement, the mayor says, quote, i appreciate tony brass for providing me with initial legal guidance. he helped me better understand the investigation and my legal options. over the weekend, i obtained new legal counsel and thanked mr. brass for his counsel. i will share the name of my new counsel once agreements are finalized. and now, as far as the fbi search is concerned, we spoke with a former federal prosecutor and criminal justice lecturer at san jose state university who says it's still unclear what crimes were committed in this case. sometimes there's a sense that evidence may be destroyed, and so therefore it's urgent that then, a search warrant be sought with the approval of the magistrate judge establishing probable cause. and i want to be crystal clear. i have done nothing wrong. i can tell you
6:36 am
with confidence that this investigation is not about me. now, as far as the next steps in the case are concerned, singh believes it could be a while before we get details on the full scope of the investigation. well, a very contagious disease is infecting more people in the south bay. the shigella outbreak is getting worse now. last week, santa clara county officials confirming there that there have been three people contracted the disease and that number has risen to nine confirmed cases, with another 21 people suspected. some of those cases are happening along encampments on the guadalupe guadalupe river. this is by highway 89. officials are reminding people do not swim in that river, nor should you drink the water there. also, it is important to watch out for a few symptoms. some of the symptoms are nausea, vomiting, watery diarrhea. but probably the most alarming

symptom that might bring somebody to the hospital, is bloody diarrhea. now, the county is providing clean water and hygiene kits to people living in the encampments along the river. happening today, what may be a big day in the effort to build a new city from scratch in solano county, supervisors are expected to hear from the registrar of voters about the likely fall ballot measure. the petition has already qualified with enough signatures. now the group california forever wants voters to weigh their plan to build on land near travis air force base. the measure would rezone more than 17,000 acres to allow for a development group, leaders yesterday announced a new partnership to boost health care, as well in solano county. now make sure to watch today in the bay streaming newscast at eight. we're actually going to talk one on one with the group's founder and ceo. you can learn more about that city that they're trying to build. again, that's our streaming newscast, which you can watch on roku,

6:47 am
ratio holds up even if you take covid out of it, removing all the pandemic relief, the trump administration borrowed 4.8 trillion, the biden administration 2.2 trillion. speaking of debt, judges in kansas and missouri have blocked biden's plan to lower monthly student debt payments. the save plan also canceled some debt, but several republican groups the same ones who successfully blocked biden's relief plans at the supreme court, were able to convince judges to suspend biden's new plan nationwide. it was supposed to go into effect on monday. lauren boebert, the politician who watched today she has an election in colorado, a primary for republicans in a republican district. so if she wins today, she'll likely win the general. now, boebert is not running for her own seat in the third district, which she won by just a few hundred votes. last time she switched to the nearby fourth, which is more republican. so marcus winning the republican ticket today

coming through and also a few lightning strikes. that's been the concern with this mid-level moisture coming in. and as we track the rain, not a lot of it. it's been fairly spotty, but we are getting some lightning strikes over the sacramento valley that we'll have to monitor for here in the bay area. as well. and a typical thunderstorm, you get the rain that falls all the way to the ground. if the air is humid enough. but what we have here is as that rain falls out of the cloud, it encounters a layer of some dry air. just underneath that, so much of the rain is evaporating before hitting the ground. we call that virga. but if there is some lightning within that thunderstorm, that lightning may definitely make it to the ground. and if it hits some dry vegetation, it could spark some new fires. so we're watching out for that possibility today. increased fire danger and the risk of some dry lightning. but overall it's just going to feel humid and hot this afternoon for the inland areas. we do have a cooling
