expensive primary race in u.s. history. the major blow to progressives. plus, we're live with a big update in former president trump's veepstakes when he could announce a running mate. breaking overnight, evan gershkovich stands trial in russia. the first american journalist arrested for alleged espionage since the cold war, a charge he and the state department fiercely denied. we're live with what's at stake. the midwest, still under water after catastrophic flooding. a minnesota dam is partially failed, leaving residents on edge. now, the severe storms are shifting toward the east. angie lassman is tracking the system for us. tap out why? a judge is saying no to a massive credit card settlement over swiping fees after a decades long fight. from childhood best friends to champions, panther star matthew tkachuk hoists the stanley cup. a week after jayson tatum won his first ring with the celtics, how they supported each other
4:02 am
through it all. it's wednesday,s right now. good morning. thanks for being up early with me. i'm frances rivera. the results are in for the most expensive house primary in u.s. history. nbc news projects. congressman jamaal bowman has lost his primary race in new york, his loss highlighting a divide in the democratic party over the war in the middle east. bowman has been a vocal critic of israel. he was defeated by moderate democrat george latimer, who had the backing of pro-israel groups. an estimated $25 million was spent on ads for this closely watched race. meanwhile, in colorado, nbc news projects that republican lauren boebert has won her primary this after she switched to a friendlier district after a very narrow win in her last election. let's turn now to the top of the ticket. and nbc's alice barr, who joins us from d.c. good morning alice. donald trump has been teasing a possible running mate announcement. so what do we
4:03 am
know about the timing? frances, it is possible that we could learn former president trump's vice presidential pick as soon as today. publicly, mr. trump has said that he plans to make the announcement at or just before the republican national convention next month. but four sources familiar with the discussions tell nbc news that there have been high level talks about possibly moving up. that decision could be this week, aiming to make a splash just before tomorrow night's debate. the sources stressed that the timing is not final yet, and we could still be waiting until the convention. the contenders are said to include north dakota governor doug burgum and senators jd vance and marco rubio, who are all expected to be in atlanta for the debate. mr. trump has been holding informal policy sessions with advisers and holding those public rallies. meanwhile, president biden has been preparing intensely privately at camp david, three sources
4:04 am
familiar with the preparations tell nbc news he's also prepping with his team to try to goad mr. trump into an outburst and reveal what they say is the true trump. they say biden's advisers have been studying the former president's recent comments to try to identify what topics might get under his skin. while trump campaign spokesperson says former president trump will be focused, disciplined and on message when he takes the stage tomorrow night. and we will watch soon enough. alice barr for us, alice, thank you. five people were killed and a teenage girl critically wounded in a shooting in north las vegas monday night. police tracked down a suspect the following morning who shot and killed himself before he could be apprehended. he's been named as 47 year old eric adams, a possible motive has not been released. cops were responding to reports of a shooting when they found the victims in two separate apartments. none of them have been named by authorities yet. the ages of those who died range between early 20s and late 50s. the 13 year old girl is in the hospital
4:05 am
in critical condition. this morning, the violence coming on the heels of a major announcement from the surgeon general, doctor vivek murthy, declared gun violence a public health crisis for the first time ever. the nation's top doctor also called for universal background checks and a ban on automatic rifles. the national rifle association called it, quote, an extension of the biden administration's war on law abiding gun owners. now to breaking news. the espionage trial of american journalist evan gershkovich is underway this morning in russia. the 32 year old wall street journal reporter was arrested in march of last year. the us state department has designated gershkovich as wrongfully detained in russia. for the latest, let's go to matt bodner, who's following developments for us. good morning. matt. what exactly is gershkovich accused of? good morning frances. well, gershkovich is being accused of no less than espionage. and this is really one of the most serious charges that can be brought against you in the russian federation today. the maximum penalty is 20 years. the trials are held behind closed
4:06 am
doors, with the case and the evidence all classified. top secret. now, we have seen gershkovich this morning. reporters were allowed into the room for about 10 to 15 minutes before the start of the hearing. gershkovich appearing in those in those videos to put on a very strong face as we've seen throughout this case, that we have seen him today for the first time with his head shaved, he has been moved by the way, from moscow to yekaterinburg, where he was arrested, where this trial is taking place, i want to stress how little we know and how little we can be expected to learn about what is taking place in that courtroom today, what will take place moving forward. the court has issued a statement saying that investigators accuse him of traveling to yekaterinburg on assignment for the cia to collect information about tank production at the uralvagonzavod plants that is russia's main tank factory. there's little reason to believe that gershkovich will not be convicted of these charges. the us government, for example, considers him a political prisoner who has been targeted by the russian government as a pawn to trade for russian hackers. also, spies detained by the west. more to the point, russia has a shockingly low
4:07 am
acquittal rate across all categories of crimes less than 1. acquittals in espionage cases specifically are virtually unheard of, especially with the war in ukraine. so far, i have to say gershkovich his case has followed a very similar pattern to that of another american detained by russia for espionage, that, of course, being paul whelan. whelan was arrested in moscow in 2018 on those charges. that case took a year or two to reach a verdict. he's still serving time under those charges. he received 16 years. so unfortunately, francis, it looks like we're still kind of have a lot of ways to go for evan here. back to you. all right. matt bodner for us. matt thank you. new this morning after more than five years in prison, wikileaks founder julian assange is a free man. assange pleaded guilty to conspiracy to obtain and disclose national defense information when he published american state secrets through wikileaks. he has been detained in a maximum security prison in england fighting extradition to the u.s. the plea deal was entered in a court in the u.s.
4:08 am
mariana islands, and he was sentenced to time served. assange is now en route to his native australia. hunter biden's law license has now been suspended in washington, d.c, after his criminal conviction on federal gun charges. the d.c. court of appeals said the suspension was effective immediately and directed to institute a formal disciplinary proceeding. the board could recommend biden be disbarred if it finds that he was convicted of a serious crime. his representative did not immediately return a request for comment. a quick thinking police officer in new jersey hailed a hero after saving an elderly couple from a house fire. new body cam footage captures the dramatic scene as the officer races towards a burning home engulfed in smoke, trapping, discovering, discovering a trapped couple inside. his first, his. his first rescue the wife. then he saved the disabled husband. none of them suffered serious injuries. let's turn now to the flood emergency unfolding in the midwest. flood waters spilled into neighborhoods as communities in minnesota watched
4:09 am
to see of their dam will hold up. here's nbc's adrian broaddus . catastrophic flooding across the midwest. in south dakota, neighborhoods off the big sioux river are unrecognizable, with streets completely caved in and people unable to access their homes. some cars washed away. others are teetering on the edge of those collapsed roads, and the water is still gushing. in minnesota, entire communities are submerged. we literally watched our childhood wash over the bank trees, buildings. residents near mankato are bracing for the possible failure of the rapid dam dam. oh my god, that's her life. she's jennie barnes grew up here. her father and brother live in this house by the river. we're hanging in there. our house is hanging by a thread. it's not just their home they're worried about. the family has owned the dam store for more than 50 years. that's
4:10 am
what we worry about the most. the store we know the house is gone. we know we'll never be able to go back in that house. but let's keep the dam store. that's the main goal. but that's our business. that's our livelihood. and in sioux city, iowa, the water levels are going down. residents aren't out of the woods yet. shaquille brewster is there. 24 hours ago, this road was completely flooded. the water here is clearly receding. but you see, the big sioux river is still at historic levels, rich and amy evacuated their mother. how weird is it to be this close to the house? but not able to access it right? very, very. yeah. devastating is a good word. it's right there. yeah. crazy within reach. but it's not within reach. with a strong line of thunderstorms already wreaking havoc across michigan, more rain is set to return here by the end of the week. and our thanks to adrian for that report and for a look where that severe weather is heading. next. let's get to nbc meteorologist angie
4:11 am
lassman. angie. good morning. you were gone for over a week. severe weather, then coming back, even more severe weather. yeah. busy. busy when it comes to the weather. francis, good morning to you. great to be back with you. we do have, as you mentioned, some more severe weather to gear up for as we get through the day today. on top of that, still dealing with the river flooding in a couple of those spots, we're likely going to see that start to wind down here as the week goes on. but in the meantime, still dealing with more rain, you can see how active it already is this morning with some of those severe thunderstorm watches and warnings. and by the time we get into the afternoon hours and specifically overnight two, we're going to see an even more expansive area have that impact be a possibility. 61 million people included in that from the mid-atlantic out towards the ohio valley, including the northeast. as this system works its way to the east this morning, we're going to focus on the severe threat for missouri. but later today, it's likely going to be the i 95 corridor and into the overnight hours. by early tomorrow morning, we'll kick this out, but we will be looking at some of those stronger storms possible across parts of the northeast here, as we get into the overnight hours
4:12 am
tonight. plus, we've got the heat alerts, 47 million people included in this dallas, raleigh, jacksonville all included in that as temperatures head to the 90s. but feel like the triple digits this afternoon. that's a look at the weather across the country. let's see what's happening in your neighborhood. good wednesday morning i'm chief meteorologist jeff ranieri. we'll start it off with some areas of fog and temperatures in the 50s. by the afternoon should be a little bit of a cooler day with numbers dropping back down to the mid 80s. more details on this forecast coming right up with your news headlines at five 101 today. and that's a look at your forecast. frances, back to you i appreciate that. thank you angie, the cdc issuing a new health alert about an unexpectedly high number of dengue fever cases in the united states. there have been more than 2200 cases so far, with more than half in puerto rico. the island declared a public health emergency in march. most cases in the u.s. are from travelers. dengue fever is spread by mosquitoes, which are most active in hot weather. symptoms include fever, headaches, nausea, vomiting, rash, and body pain. all right.

swipe fee settlement. but first electric automaker rivian is getting a supercharged investment from vw. cnbc's arabella gumede is in london with those details. good morning arabella. yeah, good morning frances. look let's talk about that vw and rivian story right. so vw choosing them to put in that massive investment in rivian then in really both are trying to boost up and pick up their electric vehicle sales. right. because of course volkswagen wants to get into that game. but it has been a struggle. of course, some of the big players here have continued to see demand wane in this segment. so trying to, i guess, push into a segment that is currently very competitive and there's a whole lot of regulation in and around it as well. stocks for rivian actually managed to move up quite significantly on the back of that investment. then from volkswagen, rivian has also needed the funding in order to push out a lot more output when it comes to the amount of vehicles that it has on board as well. so a significant investment being put into rivian now and volkswagen certainly
4:16 am
hoping that it produces a whole lot more electric vehicles and ultimately sales later on down the road in collaboration on the other side. you made note then of that very significant story, visa and mastercard. of course they will then get they got their 30 billion settlement offer sort of not agreed. then by the judge ultimately saying that a lot more still needs to be done. consumers need to be able to, of course, get a little bit more out of that deal meant that consumers were paying a fee, of course, of between 1.5 and 3.5% for every swipe on a mastercard and that network service. and the complainants are hoping that that fee will be reduced. will that happen? well, certainly we'll see very soon. we hope so. okay, arabella. thank you. still to come. tis the dang season over in kansas city. the super bowl champs are collaborating with a hometown institution for a new kind of holiday special coming up right after this. and this. let me ask you, you're using head and shoulders, right? only when i see flakes. then i switch back
