resignation in the administration of oakland's mayor sheng thao is following the fbi search for a home. all of this amid significant changes in a proposed budget for the city. also, it's crunch time for the supreme court. the key rulings expected in a matter of hours and the impact they'll have. plus, today marks 30 days into the paris olympics. all morning long, we will introduce you to athletes gearing up for the games. this is today in the bay good wednesday morning. i'm marcus washington and i'm ginger conejero saab laura garcia is off this morning. now we will get a look at the forecast with kari in just a moment. but first we want to check in with mike. mike, you've got more on that bart line. yeah. the not a great start to the bart system. we have an alert for folks that it will mean possibly a 20 minute delay for folks who would intend to use that red line. the red line is suspended just like basically over the weekend, but a different reason as far as i

can tell. emergency track work between the macarthur and 19th street station results in the red line stopping, but you can use the yellow and the orange lines in combination. you'll transfer over at the macarthur station. those who do take that for the morning commute know the option. there's also ac transit and county connection through the area. it's between macarthur and the 19th stations right over here near the berkeley curve. the rest of the bart system will work, but again, there will be delays because that red line is no longer working. we also have and that's until further notice. we also have two crashes along the east shore freeway. so i'll talk about both those, all the activity in that portion of the east bay. but kari, there's a little bit of wind registering on the delta top right corner. the rest of the bay seems calmer than yesterday. yeah, we're starting out with lower humidity and also some cooler temperatures. we're back to the 50s instead of the 60s where we started yesterday. at this time, it's right there at 59 degrees in san jose. we have a breezy wind coming through dublin right now, and we are looking at temperatures in the mid 60s for

san francisco and it won't be as warm as it was yesterday. i know that humidity made it feel a lot hotter. we're up to 81 today in livermore and seeing temperatures in much of the north bay in the upper 70s and low 80s. so we'll talk about more changes ahead in our microclimate forecast. that's coming up in a few minutes. all right. thank you. well okay. new for you overnight. an apparent shooting is under investigation over in oakland. it happened around 915 last night near 73rd and macarthur, our photographer on the scene says one man was shot, but police have not yet confirmed that shooting so far a motive is not clear and there is no information on any arrests at this time. and of course, crime is already a big problem over in oakland and fighting could soon become more difficult. the city of oakland is now considering millions of dollars in cuts today in the bay's bob redell joins us live. and bob, this can really have a major impact on public safety. this could these

proposed cuts, these brand new proposed cuts, could impose a hiring freeze on the oakland, excuse me? police department. and this is a police department. that's already operating on reduced staff and needs more officers on the street. the president of the oakland police officers association fears that this budget cut could have a significant impact on the level of service and safety. opd could then provide. yesterday, oakland mayor sheng thao proposed $63 million in new cuts to balance the city's budget. a mayor tao announced this resolution to her previous budget proposal, and she had to do this to meet a mandatory june 30th deadline. and also, she's saying this in case the city isn't able to sell its share of the college property in time, which the mayor said that sale would balance the budget. now, the city council will meet today and friday to discuss a list of potential cuts, including, as i mentioned, freezing open police department positions, also fire

positions and possibly browning out for fire engine companies. here's the response from the oakland naacp, which has already called on mayor chao to resign after the fbi raided her home last week. without the police, without the law, it's even going to be worse. lawlessness now, in a newsletter yesterday, the mayor released, she wrote this quote i will remain focused on supporting the city council this week as they vote to pass a balanced budget. we will complete the transaction for the sale of the coliseum property to the african american sports entertainment group, and we will continue to address crime head on now. oakland police now says 14 people were shot last wednesday during a juneteenth celebration near lake merritt. the initial report was 15. opd says that 15 person was actually shot elsewhere in the city. police have not yet arrested anyone in connection with the

mass shooting near the lake. the next morning. so now we're talking about last thursday morning. that's when the fbi raided the mayor's home and three other locations in oakland . she has not been charged with a crime. and in a press conference monday, the mayor said she was adamant in the fact that she says she's innocent and has done nothing wrong. the next day, the attorney she recently had hired resigned and yesterday the mayor's communication director abruptly resigned. reporting live, bob redell today in the bay. seems like our office can't catch a break right now. something new every day. all right, bob, thank you so much for that. now, today, we are awaiting several key rulings from the supreme court. and as the nation anticipates the ruling on its second abortion case in recent months, abortion rights advocates are sounding the alarm that access to reproductive health care is being threatened, even more. in the two years since the dobbs case was overturned or overturned. roe v wade. now, since that ruling, 14 states

we could learn as soon as this week who former president donald trump's running mate will be. now, four sources familiar with the discussion telling nbc news the announcement could move up ahead of tomorrow's closely watched debate. for more on this, we want to turn to today in the base alice barr. she's live in washington for us this morning. alice, a lot going on here, a lot going on. marcus and ginger a lot to watch for. and sources are cautioning that the timing is not set yet for this trump vp announcement. so we could still be waiting until next month. the sources do say that what the campaign wants is someone who can be the future of the republican party without overshadowing the former president, with both president biden and former president trump looking to break through in tomorrow night's debate, four sources tell nbc news. the trump campaign is thinking of making a splash by announcing his pick for running mate as soon as this week, the former president not tipping his hand yet in an interview on newsmax. we'll make a decision fairly soon and i

we're talking about more than a dozen rowers who train at the rogers rowing center over in oakland will be competing in paris. ben davidson and sean zoek soucek will be going to the paris olympics, going for gold in the men's double school scull. now they punch their ticket to paris by winning the world rowing final. olympic quarter qualifier last month in switzerland, and it will be the first olympics for kozak. kozak, while davidson just missed winning the medal in tokyo. it was a big deal, i think something i've wanted to do since i started rowing in high school. so to actually do it and see myself there is pretty cool. it means a lot to me to be able to be able to go back a second time. i'd say the biggest thing is, is to be able to bring my family with me is a big thing. for me, it was. this has been a journey we've been on together now since. since i started instead of 2010. it was a great experience to race in tokyo, but tough to not have my family there. so i'm really excited to be able to bring them with me

crash blocking two lanes of the upper east shore freeway westbound 80 at san pablo dam road. there is a crash. it's got some more slowing quick build as we come off the carquinez bridge and out of pinole. we are watching that delay in the bart system as well. i actually might have some good news regarding the red line coming up. well, good morning. very happy wednesday to you. big news for electric car maker rivian. volkswagen says it will invest as much as $5 billion in the american carmaker. in rivian stock was up big on the news on tuesday. we were looking at the company's financials after the last quarterly report. rivian loses about 30 to $40,000 for every car it makes. so this gives rivian a real lifeline. nvidia stock turned around on tuesday as well. oh, we've got two rivian's here. interesting. all right well nvidia erasing all of monday's gains and pushing the nasdaq higher realtors tell cnbc they're predicting a slow summer housing market. mortgage rates still

high. mortgage applications down about 13% from this time last year. moxian a company in the north bay that makes an alternative to portable diesel generators, laying off 101 workers. they filed a warn notice with the state. they had just moved into the old ford plant in richmond. a group of 16 nobel winning economists, including joseph stiglitz and robert shiller, have signed a letter warning inflation will run out of control if donald trump is elected and goes through with his economic plans. trump says he'll enforce a tariff on each and every product made in china, which is what most things americans buy outside of food are from china. now, the people on the list, largely backers of biden in the past, though nonpartisan groups like oxford economics have also made that same warning about trump's plans to be fair. inflation fell under trump, rose under biden, though the circumstances during a pandemic after a pandemic wildly

cool looking, but i'm like, oh, the jobs of an actor or the photographer all this. absolutely. all those things, all of that. just that whole line. well. all right. good stuff. scott as always, i'm just thinking about that toys r us ad now. all right. let's get a look at that forecast for us today. kari. so we got some rain yesterday. i saw some sprinkles this morning coming in too. yeah. so now all of that is pushing out and we're seeing all of that very humid and muggy air moving away from the bay area. so eventually our humidity is going to drop as we go into the afternoon. we're starting out in san jose with temperatures in the upper 50s. we'll be at 69 degrees at 10:00, and at lunchtime it's 74 degrees going into the afternoon with temperatures in the upper 70s and in some spots it may briefly hit 80 degrees. but this is definitely cooler compared to what we've seen lately, and it's going to be nice to have that wind picking up the low humidity and that sunshine across the bay area. we're up to 73 in hayward

today, 81 in martinez. much of the north bay will be in the upper 70s and low 80s in santa rosa today, 85 degrees and 64, in san francisco. going into the day tomorrow, we're looking at more of the same temperatures, maybe just changing a degree or two here and there. on friday. it starts to warm up and we are getting ready for a slightly hotter weekend. take a look at livermore, where we are going to see temperatures here in the upper 80s low 90s. but look at next week. it is going to get really hot. and we're talking about triple digits for monday through wednesday. and then only coming down slightly the rest of the week. so we're bracing for some hotter temperatures ahead. we're just going to enjoy the rest of this weekend, the weekend, while we have some very seasonable temperatures and also still that cool place to go cool off along the coastline in san francisco, where we stay in the 60s at least through sunday. mike, you got more details on the bart alert? yeah, i think

bay area counties, all bay area mayors have been advocating for this bond measure, hoping to put it before voters in november, asking them for a new tax on businesses and homes in order to fund all of this housing. now, the metropolitan transportation committee or commission, the mtc is the regional agency putting this proposal together. and although the push is for affordable housing already, san jose mayor matt mahan says that if it passes some of san jose's slice of the pie would be dedicated to temporary shelter for the unhoused. a housing nonprofit says that the regional approach it's good so long as the focus is on three areas at once interim housing to get people off the streets, increasing permanent housing and also preventing homelessness in the first place by providing short term emergency financial help to at risk households. it may seem like we've spent a lot of money on it already, but we've been digging this hole for a long time, and if we want to

dig our way out of it, we need to put some real muscle behind it. now, she says that their agency has come up with a plan that could reduce homelessness by 75% over the next couple of years. we'll have to see if they get the money for that. the mtc will take that vote today on whether or not you and i will get to vote on this measure in november in san jose. kris sanchez today in the bay. yeah, that's a lot of money, but a lot of housing. housing is needed here. all right. thank you chris. let's take a live look now in san jose where smoke is clearing after several fires. the man who was allegedly responsible for those fires now behind bars. one of those fires started along berryessa road around nine yesterday morning. then a few hours later, three larger ones near watson park and highway 101. now, police say an officer found the suspect as he was trying to light another

fire. he was then taken into custody. community members say the fires and the smoke put homes and schools at risk. for someone to do that, it's just it's wrong. it's like, this is a this is our community. we take care of it. investigators are now looking into which fires he could be connected to. there have been at least seven fires around the south bay in the last nine days. well, new details in east bay city council is moving forward with an ordinance prohibiting organizing and advertising sideshows. like many cities across the bay area antioch has seen its fair share of those illegal sideshow activity, including this one. this is a chaotic scene from back in january. now, after the vote, the mayor said, even sharing a social media post about a sideshow could get you in trouble. but legal analysts say that these type of ordinance could face some legal challenges , specifically when it comes to pushing spectators. the big question will be can the city of antioch give someone a citation

that could subject them to six months in jail, merely for watching a sideshow? it's not some random expedition where the police show up and say, hey, everybody, come on on this. you know, come in the old police van and we're going to take you away. we still have the burden. to demonstrate that you've broken the law. now, the mayor says those in violation of the ordinance can be arrested, spend time in jail, and be fined up to $1,000. a second reading for that ordinance will take place in july. now to a follow up. we've been closely monitoring in san francisco. that's the possibility of school closures. san francisco unified is facing that reality, but the community is now pushing back. at last night's school board meeting, the district gave more clarity on the closures. it cited declining enrollment as the main reason some schools may close, and it's calling its plan the resource alignment initiative. students parents and others say there must be another way. there are a lot of costs involved in

closing schools, and they are not the money maker that many people say they are. it would be truly heartbreaking to lose a community that i have met at my school, and to have to start all over again. you're closing the door on all these beautiful children, livelihood and their life. the school board is creating criteria for determining which schools are most viable, and the weight each criteria should have. they'll consider equity, academic performance, and each school's culture and climate. and the students socio emotional development. now, schools will be graded on how well they use the resources that they get. how many families choose to send their school, their children there, and how satisfied teachers are. a third party will then make its recommendations on which schools could close by mid-december or mid-september. i should say the vote on that will come in december 5th 38 for you this morning and new for you. a new day for college football players. ncaa division one

schools are taking cannabis off of its banned substances list. yeah, that recommendation made yesterday by the division one council. so the panel also agreed to discontinue penalties currently being served to those athletes who have previously tested positive. the council says that it's shifting its focus to health and well-being rather than punishment. the larger ncaa, already in the process of making similar changes. well, paris 2024 is just 30 days away and france is finalizing last minute preparations from beach volleyball and that stadium under the eiffel tower to the famed place de la concorde, where olympic breakdancing will premiere. now we're keeping our eyes on all the bay area athletes looking to represent team usa. one of them, khoi young. he's hoping to make his first olympic games. the stanford junior started gymnastics back in 2008, in his hometown in maryland. he is now an ncaa champion and member of

morning in russia. the closed door trial is now underway for an american wall street journal reporter accused of spying. evan gershkovich appeared in court this morning. russian authorities accused him of gathering secret information on orders of the cia. they also claim it was information about a company manufacturing tanks for russia's war in ukraine. now, the u.s. government and the journal all reject those claims, saying he was accredited by russia's foreign ministry to work there if convicted, he could face up to 20 years in prison. also breaking wikileaks founder julian assange is back in his home country. this morning. his plane landed in australia, where video showed him waving to supporters. it follows the deal he reached with the us authorities, ending his 14 year legal saga. his sentence includes his time served in british custody. assange pleaded guilty to violating u.s. espionage laws by publishing classified documents about u.s. military wrongdoing in iraq and

afghanistan. well president biden's crackdown on the border is working scott mcgrew crossing numbers are way down. yeah, and i assume he'll probably bring that up in the debate tomorrow, because it really blunts one of the jabs that trump was going to take. the crisis at the border. but biden will be able to say, you know, i took a republican idea, essentially a trump idea, to close the borders to asylum seekers. and it worked. now, this is an idea that biden tried to get through congress, but trump blocked. now, whether that's legal or not, whether the president has the power to close the border to asylum seekers, we don't yet know. but there you see the numbers crossings down 40% since the biden plan went into place. the lowest number of crossings since biden took office. we also expect president biden to forgive the convictions of men and women in the military found guilty of gay physical relationships before being gay in the military was okay. there were certain acts that between

the years of 1951 and 2013 were illegal among consenting adults of any gender or orientation. the military has since gotten rid of those laws. those convicted are often denied veteran's benefits. now, there were some primaries across the nation yesterday in utah, a centrist republican governor will keep his seat after beating back a challenger backed by trump. colorado's lauren boebert won her primary, meaning her very republican district. she'll likely win the general in november. and just outside new york city, democratic congressman jamaal bowman lost his seat a democratic challenger, george latimer, will run instead. bowman was one of the far left members of the congress. you may have first heard his name when he ran into trouble for pulling a fire alarm at the capitol office building, but his real trouble started when he started to speak out against israel's war in gaza. a pro-israel political group poured money into his opponent's

doesn't believe you have to be physically or naturally gifted to excel in rowing. you can sort of overcome some of those things with just hard work. it also takes discipline and determination. davidson and his partner sorin kozak, are on the water every day, preparing for a few races a year that are a mile and a quarter long and over in about six minutes. the amount of time that we spend racing is so small compared to the amount of time that we spend training, so you have to be able to sort of fill that time, and it's been able to keep yourself motivated and, you know, set short term and long term goals. both have been rowing for more than a decade. davidson was born in england and grew up in florida. kosik is from michigan. they met at the rogers rowing center in oakland as part of california rowing club. they're headed to paris after winning the men's double sculls final. rowing. olympic qualifier last month in switzerland. this will be the first olympics for kosik, while
