davidson just missed winning a medal in tokyo. it's something i've wanted to do since i started rowing in high school, so to actually do it and see myself there is pretty cool. it means a lot to me to be able to be able to go back a second time, and it was a great experience to race in tokyo, but tough to not have my family there. so i'm really excited to be able to bring them with me. this time. and making it to the top of the podium is the goal in paris to win an olympic gold medal? yeah, for sure. the rowing events get underway on july 27th, one day after the opening ceremony in paris. in oakland, anthony flores nbc bay area and nbc bay area will bring you exclusive coverage of the paris olympic games. it begins with the opening ceremony on july 26th. and we're looking at the bay bridge toll plaza, where things are getting a little more congested because there is the alternate. the bart system. i'll have the alert for bart. we'll talk about what's going on there and what you'll have to do and

what you won't have to do. coming up and fallout following the mayor, the new resignation in her administration of the mayor following an fbi search of her home. all this amid significant changes and a proposed budget for the city. also, it's crunch time for the supreme court. the key rulings expected in a matter of hours and the impact many are bracing for this is today in the bay. good morning to you on this wednesday. thanks for starting your morning with us. i'm marcus walker saab. laura garcia is off this morning. now we want to get straight to mike inouye who is tracking breaking news for bart commuters. mike good morning folks. we'll take a look over here as we're looking at the bart system delays the red line has been canceled. if you hadn't heard earlier, there were overnight issues with a maintenance vehicle, and they have canceled service through the area between macarthur and 19th street stations. there's still service. orange line will

take up the service mantle there. and you're going to you're going to look for the overhead signs because you might have to use different platforms in the section that is affected there. but the bart trains have been added to the orange line, so they have longer trains all day. i'm told again, orange line instead of the red line in through that area of the east bay. now better news for the drive. the drive is looking fine through that section of the east shore freeway, and we're showing recovery, as the earlier crash at san pablo dam road has been cleared. all right. we're starting out this morning with temperatures in the mid 50s. it's not as warm as it was yesterday at this time. and we've seen the return of our marine layer. that's the low clouds. and at times some fog and drizzle that we see in the morning. there's also going to be some clearing for the inland areas. and we're back to our usual weather pattern. now that any chances of rain has moved out of the bay area so we're up to 86 in concord today, 77 in dublin and 73 in hayward, with some mid 60s in san francisco. we'll talk about any more changes ahead in our forecast

coming up in a few minutes. all right. thank you. kari. well, new overnight for you. an apparent shooting is under investigation in oakland. this happened around 915 last night. this is near 73rd macarthur over near eastmont plaza. now, our photographer there on the scene says that a man was shot, but police have not yet confirmed the shooting. so far. a motive is not clear and there is no information of any arrest at this time. we know crime already a big problem in oakland and fighting could soon become even more difficult. the city of oakland is now considering millions of dollars in cuts today in the bay's bob redell joins us live. bob, this going to have a major impact on public safety. it could. the city of oakland might have to impose a hiring freeze at the oakland police department, which is already operating with a reduced police force and needs more officers on the street? as it is, the president of the oakland police officers association fears that budget cuts could have a significant impact on the

level of service and safety. opd can provide. so what happened is yesterday, oakland mayor sheng thao she proposed $63 million in new cuts to help balance the city's budget. mayor chao announced this resolution to a previous budget proposal, and she had to announce this to meet a mandatory june 30th deadline, which is coming up and also in case the city isn't able to share its sell the coliseum property in time, which the mayor has said would balance the budget. now the city council will meet today and friday to discuss a list of potential cuts, including, as i mentioned, freezing open police positions. also open fire positions and possibly browning out for fire engine companies. here's the response from the oakland naacp, which is already calling on mayor chao to resign after the after the fbi raided her home last week without the police, without the law, it's even going to be worse. lawlessness in a

newsletter statement, the mayor wrote this and she released this yesterday. quote i will remain focused on supporting the city council this week as they vote to pass a balanced budget. we will complete the transaction for the sale of the coliseum property to the african american sports entertainment group, and we will continue to address crime head on, unquote. oakland police now says 14 people were shot last wednesday night during a juneteenth celebration near lake merritt. the initial report was 15. opd says that 15th person was actually shot elsewhere in the city. police have not yet arrested anyone in connection with the mass shooting near the lake the next morning. we're now talking about last thursday morning, the fbi raided the mayor's home and three other locations in oakland . she has not been charged with a crime, and in a press conference monday, mayor chao was adamant in saying that she is innocent and has done nothing

wrong. the next day. and this is now tuesday, the attorney she recently hired resigned. and then yesterday her communications director also abruptly resigned. reporting live bob redell. today in the bay. all right, bob, thank you. well, today we are awaiting several key rulings from the supreme court. and as a nation anticipates the ruling on its second abortion case in recent months, abortion rights advocates are sounding the alarm that access to reproductive health care is being threatened. even more. in the two years since the dobbs case overturned, roe v wade. since that ruling, 14 states have enacted near total abortion restrictions and seven states have enacted bans on abortions at 6 to 18 weeks of gestation. researchers say limiting access to reproductive health care disproportionately impacts marginalized communities and communities of color. they acutely harm women with

disabilities. there's a recent analysis from the national partnership for women and families that show that more than 3 million disabled women of reproductive age live in 26 states that have banned or are likely to ban abortions. since dobbs, this accounts for more than half of all of the disabled women in the united states. now, doctor joseph serves as the vice president for policy at the robert wood johnson foundation. she adds, people who are most directly affected by inequities are also in the best position to drive change needed now to decision 2024 and the race for the white house now, we could learn as soon as this week who former president donald trump's running mate will be. four sources familiar with the discussions telling nbc news that that announcement could move up ahead of tomorrow's closely watched debate. now for more we want to turn to today in the bay's alice barr. she's live for us in washington this morning. alice good morning marcus. sources are cautioning

that timing is not yet final for this trump vp announcement. we could still be waiting until next month around the convention, but the sources do say that what the campaign is looking for is someone who can be the future of the republican party without overshadowing the former president. with both president biden and former president trump looking to break through in tomorrow night's debate, four sources tell nbc news. the trump campaign is thinking of making a splash by announcing his pick for running mate as soon as this week, the former president, not tipping his hand yet in an interview on newsmax. we'll make a decision fairly soon, and i think people will be very happy with this decision. the vice presidential contenders getting the most buzz are senators marco rubio and jd vance, and north dakota governor doug burgum. looking forward to the debate for sure, and will be in atlanta. but all three previously ran against mr. trump. what we are dealing with here, my friends, is a con

artist. would you ever do business with donald trump, i don't think so. or spoke out against him. i'm a never trump guy. before becoming his loyal allies, the former president had planned to announce his choice around next month's republican national convention, but recently said he'd already made up his mind. and as both candidates prepare for the debate, the trump team is both slamming president biden over his age and readiness and managing expectations. he is also a career politician. the biden team hoping for a clear contrast, seeing a president in joe biden, who is fighting relentlessly for the american people to get things done for them. and across from that, they'll see donald trump, who's increasingly unhinged both candidates with a lot to prove on a consequential night. and three sources familiar with the biden team debate preparations say that he's prepping to try to goad mr. trump into an outburst, which they say would reveal the

too early. some people eat cold pizza for breakfast, you know. next day our friends in the newsroom have been up all night. so this is dinner for them? yeah so you tell us you ordered some for them. oh, great. thank you, thank you. ginger. you know, multitasking here at the desk. god got you. they were open and up this early. thanks, kerry. all right, we're getting started. time for breakfast. we'll think about pizza later. we're starting out with a clearing sky for us, and it's going to also start to wind down with that threat of the rain and the lightning that we saw yesterday. all of that is now moving off towards the east, and our high pressure is building once again in redwood city. it's all clear a little bit of a breeze picking up, and we're going to see temperatures going from mid 60s to the upper seconds as we go into the afternoon here along the peninsula. it's going to be definitely much better than what we've seen recently with some upper 70s in san jose, 86 in

morgan hill, still pretty warm there. and some mid 80s for much of the east bay. antioch up to 87 degrees and 81. in martinez and fremont today, 76 degrees and low 60s for half moon bay once again, fog lingers along the coastline, but as you move away from that, it will be in the upper 70s in palo alto and 58 degrees in the marina district in san francisco. you'll notice those winds picking up again today, and it's going to be much more of a lighter wind in much of the north bay, with temperatures ranging from 73 in mill valley to 90 in clear lake and napa. today, 80 degrees. we do have some hotter temperatures ahead after the weekend, so we can still enjoy some very seasonable temperatures for the next couple of days. we're up to the upper 80s and low 90s from friday through sunday in livermore, but then look at next week. we could see some triple digits coming back and possibly even hotter on tuesday with a high of 103 degrees there. so we'll be bracing for that. and just

plea leading to his newfound freedom. this is today in the bay good morning to you on this wednesday, i'm marcus washington, and i'm ginger conejero saab. laura garcia is off this morning, and we've got a first look at your weather with meteorologist kari hall. kari, it's a little foggy in san francisco. it's taken quite a little bit of a turn. yeah. so we are seeing a lot of changes here. yesterday it was nice and clear there. today we are seeing the fog coming back. but that's also going to hold those temperatures down. and we can see the marine layer stretching all across the bay area as we take a look at berkeley and what you can expect, it's going to clear out around 10 to 11:00. and temperatures in the upper 60s and low 70s there today it's going to be cooler and not as muggy as it was yesterday. we'll talk about what's ahead going into the rest of the week. coming up, mike, we're without one of our bart lines this morning. that's right. the red

distributed among the bay area's nine counties. so when you think about the scope of that, of course, that's a lot of money, but a lot of service to bay area mayors have been advocating for this bill, this bond measure, hoping to put it before voters in november, asking them for a new tax on businesses and homes. in order to fund this, the metropolitan transportation commission is the regional agency putting together this proposal. and although the push is for affordable housing already, mayor san san jose mayor matt mahan said that if it passes some of san jose's slice of the pie would be dedicated to temporary shelter for the unhoused. a housing nonprofit says that that is going to be part of the key to the success. if the region they say that the regional approach is good so long as the focus is on three areas that once interim housing to get people off the streets, also increasing permanent housing, but also preventing homelessness in the first place by providing short term

financial help to at risk households. it may seem like we've spent a lot of money on it already, but we've been digging this hole for a long time, and if we want to dig our way out of it, we need to put some real muscle behind it. now, the city of berkeley has been doing some of that. we talked with one of the council members there. the mtc is going to have this discussion later on this morning. of course, it is open to the public and it will be streamed if you want to listen in. otherwise we will cover it for you and we'll bring you the results on whether or not you and i get to vote on this measure in the fall. in san jose. kris sanchez today in the bay. all right, chris, thank you. and speaking of affordable housing new this morning, vice president kamala harris is giving affordable housing a big boost nationally. and right here in the bay area. now harris announced that the white house is awarding $85 million in new funding. this is to increase housing supplies and lower costs . 21 states and local governments are receiving that

money. that includes the bay area's metropolitan transportation commission, which is receiving a $5 million grant close to 200 communities applied for those grants. vice president harris says that the investment is part of a larger strategy to lower rents and help more americans buy homes. happening today, former mma star cain velasquez will be back in a south bay court for a trial readiness hearing. that's ahead of his scheduled criminal trial. now, velasquez has pleaded not guilty to attempted murder and other charges in connection with a shooting that investigators say happened as he chased a car carrying a man accused of molesting his young relative. another person in that car was hit by the gunfire. the trial is set to begin september 9th. new details and east bay city council moving forward with an ordinance prohibiting organizing and advertising sideshows. like many cities across the bay area, antioch has seen its fair share of those sideshow activity,

including this chaotic scene in january. after the vote, the mayor said even sharing a social media post about sideshow could get you in trouble. but legal analysts say these types of ordinances really could face some legal challenges, specifically when it comes to punishing spectators. the mayor says that those in violation of the ordinance can be arrested, spend time in jail and fined up to $1,000. a second reading for that ordinance will take place in july. and new for you this morning. a new day for college football players ncaa division one schools are taking cannabis off of its banned substances list. the recommendation made yesterday by the division one council. the panel also agreed to discontinue penalties currently being served by athletes who have previously tested positive. the council says that it's really now shifting its focus to health and wellness rather than punishment. larger ncaa is already in the process of making similar changes. now to a follow up.

we've been closely monitoring in san francisco the possibility of school closures. san francisco unified is facing that reality, but the community is now pushing back. at last night's school board meeting, the district gave more clarity on closures. it cited declining enrollment as the main reason some schools may close. it's calling its plan the resource alignment initiative. students, parents and others say there's there must be another way. there are a lot of costs involved in closing schools, and they are not the money maker that many people say they are. it would be truly heartbreaking to lose a community that i have met at my school, and to have to start all over again. you're closing the door on all these beautiful children livelihood in their life. the school board is creating criteria for determining which schools are most viable, and the weight that each criteria should have. now they'll consider equity, academic performance, and each school's culture and climate, as

well as students, socio emotional development, schools will be graded on how well they use the resources they get, and how many families choose to send their children there, and how satisfied teachers are. a third party will then make its recommendations, on which schools could close by mid-september. the board will vote in december 6th 38 this morning as we take a live look out in san jose. not as sunny as we've seen over the past few days, but certainly a beautiful start to the morning. meteorologist kari hall has been tracking what we can expect there, and some low lying clouds and some of those areas too. yeah, this is our typical morning start where we see the marine layer and the low clouds over san francisco stretching inland. but we know for the valleys it clears out quickly. it's going to linger a little while longer in san francisco, but also keep those temperatures cooler for the valleys. it's going to be less humid, and we'll have some seasonable weather with a wide range in temperatures across the bay area and a pleasant weekend ahead as our temperatures for today reaching the low 60s for half

up. well, the smoke is clearing in the south bay. this is after several fires. the man allegedly responsible for those fires now behind bars. now, it started along berryessa road yesterday, around 9:00 in the morning. then a few hours later, three larger fires near watson park and highway 101. police say that an officer found that suspect as he was trying to light another fire. he was taken into custody. community members say that those fires and smoke put homes and schools at risk. investigators are now looking into which fires he's possibly connected to. there have been at least seven fires around the south bay in the last nine days. breaking news this morning in russia. the closed door trial is now underway for an american wall street journal reporter accused of spying. evan gershkovich appeared in court this morning. russian authorities accused him of gathering secret information on orders of the cia. they also claim it was information about a company manufacturing tanks for

russia's war in ukraine. now the u.s. government and the journal reject those claims, saying he was accredited by russia's foreign ministry to work there. now, in convicted, he could face up to 20 years in prison. also, breaking this morning, wikileaks founder julian assange is back in his home country. his plane landed in australia, where video shows him waving to supporters. now this follows the deal he reached with u.s. authorities this week, ending his 14 year legal saga. his sentence includes his time served in british custody. assange pleaded guilty to violating u.s. espionage laws by publishing classified documents about u.s. military wrongdoing in both iraq and afghanistan. president biden's crackdown on the border is working. and scott, you look those numbers are way down. and now we can assume that the president will actually bring that up tomorrow. during that big debate, i think he absolutely will. it really will. kind of blunt one of the jabs.

we were sure that trump was going to take the crisis at the border, but biden's going to be able to say, you know, i took a republican idea to close the border to asylum seekers. and it worked. this is an idea biden tried to get through congress, but trump blocked it. now, whether this whole thing is legal or not, whether the president has the power to close the border to asylum seekers, well, that has yet to wind itself through the courts. but you can see the numbers crossings down 40. since biden's plan went into place. the lowest number of crossings since he took office. we also expect president biden today to forgive the convictions of men and women in the military, found guilty of gay physical relationships before being gay in the military was okay. there were certain acts that between the years 1951 and 2013 were illegal among consenting adults of any gender or orientation. the military has since gotten rid of those laws. those convicted are often denied veterans benefits. there were

some primaries yesterday across the nation. in utah, a centrist republican governor will keep his seat after beating back a challenger backed by trump. colorado's lauren boebert won her primary, meaning in her very republican district. she'll likely win the general in november. and just outside new york city, democratic congressman jamaal bowman lost his seat a democratic challenger, george latimer, will run instead. bowman, seen here, was one of the far left members of congress. you may have first heard his name when he got in trouble for pulling a fire alarm in the capitol office building, but his real trouble started when he started to speak out against israel's war in gaza. a pro-israel political group poured money into his opponent's campaign, the most in any house primary campaign ever. here's the winner. last night, george latimer. thank you, sir, thank. and we say that we believe in inclusion of everybody. our representation. now we have the

presidential debates tomorrow night. former president trump's camp playing up the drama of who he might pick as vice president and whether he'll announce that before or after the debate or maybe during. we don't know. importantly, today we get more major decisions from the us supreme court to the court had to tack on a decision day. it had so many unfinished cases. it's supposed to be done by now, but it's not because we're still waiting on the big one. whether us presidents are above the law, whether a law against obstructing an official proceeding applies to january sixth, there is another abortion case and a case about homelessness. the california is watching very carefully. now, the big question in everyone's head are all the remaining decisions coming out today, because today is the final final day of the term. and the answer is, i don't know. nobody is able to predict this court at all. maybe we'll have to wait. marcus

gradually clearing out and temperatures staying nice and comfortable as we zoom in to the south bay, you can expect a high of 80. in cupertino, it will be a little bit warmer for morgan hill, with a high of 86 degrees, and we'll see some mid 80s for antioch up to 87 degrees there, vallejo hitting a high of 78 and 71 in oakland today and upper 60s for san mateo, upper 70s for palo alto, and up to 66 in downtown san francisco. the outer sunset at 64 and mill valley will reach a high of 73 today, and up to about 80 in napa. let's check out napa and what to expect over the next few days. it's going to be heating up, and then by sunday we're in the low 90s. but that pales in comparison to what's coming next week will be in the triple digits. both monday and tuesday and still pretty hot on wednesday. so we are bracing for some hotter weather ahead. at least for now. we can enjoy some near normal temperatures with upper 80s in our warmer spots

inland, and san francisco keeps it cool there with clouds and fog and temperatures remaining in the 60s. mike, you're seeing that that disruption continues for bart riders. yeah, we don't know when this will clear out. we're told probably red line will be canceled all day. there is an alternate through the area. there's an issue for the tracks between macarthur and 19th. so you use the orange line, which has added trains or cars to those trains. so there's longer, longer trains for the orange line. again, it takes you through the same area. i think they're just switching year round, which might mean you use a different platform. watch those overhead signs. and folks who are seasoned for the bart system, they know they can handle it through the area without much disruption. just a little delay. we have a smooth drive down the same area for the east shore freeway, just a traditional build. more traffic into walnut creek at the bay bridge and the rest of the bay shows a typical pattern. back to you. thanks, mike. we'll check back in. happening now. police in south san francisco are launching a new community camera registry. neighbors with surveillance cameras are being asked to link their devices to the system by signing up for a

top stories. well first an apparent shooting is under investigation in oakland. it happened around 915 last night. this is near 73rd and macarthur near the eastmont plaza. now a photographer on the scene says that one man was shot, but police have yet to confirm that shooting. and so far, no motive and there is no information on any arrests at this time. crime continues to be a big problem in oakland, and now the city is considering millions of dollars in budget cuts. the city might impose a hiring freeze at the oakland police department, which is already operating with a reduced police force. oakland mayor sheng thao proposed $63 million in new cuts to balance the city's budget in case the city is not able to sell its share of the coliseum property in time. the city council will meet today and on friday to discuss the list of potential cuts. today, a big vote on whether to put a $20 billion regional housing measure before voters in november. the metropolitan transportation commission members will. they include bay area mayors and have
