zinhle will simply explained. >> the summer slide. but we'll begin this hour with that breaking news at the supreme court, the copy of what appears to be the opinion surrounding a high-profile abortion case was briefly posted on the court's website. >> we should note this decision hasn't been rendered by the court. bloomberg law said it was posted online by accident. we don't know if this is a draft decision, the actual decision or neither. you may recall something similar happened two years ago at the supreme court, the draft opinion of the case that ultimately overturned roe v. wade was a leaked about a month before it was finalized and made public. >> let's bring in yamiche alcindor and danny cevallos. talk to us about what was briefly published here and what is the supreme court saying now. >> reporter: bloomberg law is saying that document posted

briefly online said the u.s. supreme court is poised to allow abortions in medical emergencies in idaho. the nbc news reached out to supreme court, a decision hasn't been reached and nbc was also told the court's publications unit inadvertently uploaded a document to court's website. the court's opinion will be issued in due course. as you said we don't know what that document is if it's the decision, final decision or a draft decision. bloomberg is reporting that the decision would reinstate a lower court order that hospitals could perform emergency abortions to protect the health of the mother. biden administration argued that the law was putting the mother's life in danger. >> danny, pull back the curtain for us, the big question everyone is asking, how could this happen especially from america's highest court? first of all what's the answer

to that? we don't have that fully. second of all, is there any indication that might have been the finalized decision from the court? >> this is the terror of electronic filing and lawyers do it every day, every lawyer has a horror of accidentally filing with the court something that they shouldn't have been filed, it happens every day, it doesn't always happen at the supreme court, and another thing to keep in mind, this wasn't like a justice sitting at their mac book at with their mouse, they have an office, someone in the cubicle who's desperately fearful for their job, i'm not being glib, whoever's responsible for this, even if it's a computer glitch, someone's responsible for the glitch. >> why is it so significant from a legal perspective that this has been leaked, could it impact

the way they move forward on other cases? >> it's very significant because if it's at this stage the version that was out there briefly it shows a pretty well developed argument, a safe bet whatever they end up publishing will look somewhat similar to this document that we've seen excerpts of, a pretty good indicator of that's where they're going to do. the last time there was a supreme court leak, by all accounts this looks to be an accident. this is an accident that i have committed, that every lawyer out there has committed when it comes to e-filing. >> to that end, yamiche, reproductive groups are now weighing on the publishment of this document. >> they're seeing this as a possible temporary win for the biden administration, they see this as the court kicking the

can down the road, they believe the supreme court should have been clear it protects abortion in emergency cases in every state. >> thank you both so much. we have some exclusive new reporting about terror concerns at our southern border. the department of homeland security has identiied more than 400 migrants by a smuggling group linked to isis. >> julia ainsley has been reporting on migrants with suspected ties to terror and julia joins us now. julia, what else should we know or do we know about this group of migrants and their potential ties to terror groups. >> reporter: what we understand is that these migrants like many migrants across the globe are trying to come to the united states, many of them may come here and claim asylum, what's unique about them the first leg of their journey they dealt with

a group in central asia some of those smugglers are linked to isis according to u.s. officials. that doesn't necessarily mean that immigrants themselves are part of isis or there's any indication, we've been told so far that there's any indication they were brought here to commit a terror group. isis has identified 400 of these migrants and they say they want to arrest all of those people possibly deport them and try to gain more information. they're specifically concerned about this group of just over 50 because they don't know where they are and they really want to get their tabs on them. >> julia, homeland security secretary mayorkas was asked about your reporting earlier today, what did he have to say. >> reporter: i need the opportunity to clear the record. reporter at the border who mischaracterized our reporting and said, we understand there are 400 members liktd to isis,

caution. parts of the midwest are bracing for more severe weather as we get another look at some devastation from historic flooding. >> crazy. >> near the minnesota dam that's on the brink of collapsing. now other people who live nearby are bracing for what's to come as flood waters continue to rise. meanwhile the rivers are starting to recede in south dakota and eye idaho. we start with nbc news coimportant shaquille brewster in hard-hit north sioux city, south dakota, some people may finally get a chance to return to their homes today, but it's going to be a really long road to recovery, what can you tell us. >> reporter: that's true. we've been watching that process play out. as residents have been wanting to go in to get their documents

and jewelry. but look at this video from the air, you see the devastation that they're seeing as they go through and go back to their homes and, you know, i spoke to someone, the last person to be rescued from this neighborhood, listen to a little bit of what he described in his experience. >> i heard the first house collapse into the lake and then power went out and i heard the houses collapsing into the lake. >> what was that like? >> it was insane. our house is the last house on the street that still has its front yard. >> reporter: look at this video that he shot as he was in his home, this is monday morning as he was waiting to be rescued. you see the extent of the water the speed in which the water is going, that's what's caused the scene you see behind me the result of that historic flooding. one thing we're watching not

just here but other states in this area is the possibility of more rain, not the rain we saw that led into this flooding these rivers are still swollen, still at historic levels, any additional water could lead to more problems, the fear that residents have here as they're starting to get a look at what's left of their community. >> and a fear of more water, bill, let's go to you now. how bad is it going to get? where are storms right now. >> reporter: a storm in the pacific northwest, when that kicks into the middle of the country it's dp inning to be rainfall to this flood-prone region, the flooding problems, the maroon dots and the red dots, major moderate flooding still ongoing. this is the additional rainfall over the next three days. you see the green, that's up to an ahalf-inch, we can deal with that. as that flooding won't get worse anywhere it will slow down the

with his head shaved right before the proceedings began. russian prosecutors have yet to provide any evidence that he may have committed a crime. >> josh lederman joins us now with more. josh, we know reporters weren't allowed inside the courtroom today. u.s. officials tried to get in, but couldn't. what do we know about what took place inside that courtroom. >> reporter: very little. probably the case for the rest of this trial. prosecutors are saying that evan's accused of acting on orders from the cia to travel to russia to they say obtain information about a russian tank factory, of course the wall street journal and evan gershkovich says that's completely bogus. but given the conviction rate for these kind of cases in russia is well above 99%, he's very likely to be convicted. that's making a potential

danny the prosecution's theory seems somewhat straightforward here. girlfriend, drunk driver, backs into boyfriend, leaves him to die. >> their side was believable. then the defense got involved into it. dove deep into the discovery. they pointed the finger at other police officers that they believe that the victim was dropped at a party, went in, was attacked, bitten by a dog and then since everyone involved was supposedly police officers they all worked together to cover it up. most of the time a cover-up defense is a long shot. they've done a remarkable job. >> is it risky to go this route for the defense, but there's enough evidence here that this was a right call?

strikes a power line. so for months we have been reporting on sky high pg&e bills. and earlier today, pg&e hosted a live stream. some of it has to do with fire safety, but the utility is also letting customers know about a 9% rate decrease. this summer takes effect next month but is not permanent because we do have some other requests pending before our regulator, the cpuc, which would then create an increase back to levels that we're currently at. and you might have noticed the tv screens in her background that's actually the hazard awareness warning center in san ramon. that's where pg&e monitors video feeds 24/7. keep an eye on its equipment in areas at high risk of wildfire during its virtual summer readiness event this morning. the utility is also highlighting its eps technology, which triggered today's outage in santa rosa. the enhanced powerline safety settings will shut off the power within one tenth of a second to prevent wildfires, but it is a great the great weather today. for summer,

it's cooler today after all that heat. meteorologist kari hall has our forecast. today we're looking at a wide range in temperatures across the bay area. as the fog lingers near the coast will only make it into the low 60s and half moon bay, san francisco in the mid 60s and upper 60s for san mateo across the bay into hayward, it will be 73 and upper 70s for dublin, livermore, looking at a high of 81 degrees and some mid 80s for the south county into morgan hill and san martin, 86 degrees and 78 today in novato tomorrow it will be matching today's temperatures, maybe going up a degree or two in a few of our inland spots. but overall looks really nice with some sunshine and it starts to heat up on friday with hotter temperatures ahead. so we'll take a look at our 7-day forecast that's coming up in about 30 minutes. sounds good. kari. thank you. crimes already a big problem in oakland and fighting it could soon become more difficult. the city of oakland is now considering

millions of dollars in cuts as nbc bay area's bob redell reports, this could have a major impact on public safety. the city of oakland could impose a hiring freeze within opd, the police department, which is already operating with a reduced police force and needs more officers on the street as it is, the president of the oakland police officers association fears budget cuts could have a significant impact on the level of service and safety opd can provide. yesterday, oakland mayor sheng thao proposed $63 million in new cuts to balance the city's budget. the mayor announced this resolution to a previous budget proposal, and she made this announcement to meet a mandatory june 30th deadline, which is obviously approaching. and she also made this announcement in case the city isn't able to sell its share of the coliseum property in time, which the mayor has said would help balance the budget. now the city council will meet later today and friday to discuss a list of potential cuts, including freezing open

police positions as i mentioned, fire positions as well and possibly browning out for fire engine companies. here's the response from the oakland naacp, which is already calling on mayor chao to resign after the fbi raided her home last week. without the police, without the law, it's even going to be worse. lawlessness. mayor chao wrote in a newsletter she released yesterday. quote, i will remain focused on supporting the city council this week as they vote to pass a balanced budget. we will complete the transaction for the sale of the coliseum property to the african american sports entertainment group, and we will continue to address crime head on. oakland police, speaking of crime now, says 14 people were shot last wednesday night during a juneteenth celebration near lake merritt. the initial report was 15. opd says that 15th person was actually shot elsewhere in the city. police

headlines on "nbc news daily." president biden has pardoned thousands of u.s. veterans who previously were convicted under military law that banned gay sex, that law that has since been repealed. that prevented from receiving benefits. now they could be eligible to claim benefits. his decision to pardon meant righting a historic wrong. an entire chapter of the hels angels was arrested in bakersfield, california on assault with a firearm and intimidating a witness. the investigation is ongoing. it's not clear whether the suspects have retained counsel. the u.s. women's soccer team has announced its roster for the paris olympics and an iconic name is missing from the list, alex morgan. she wasn't included. until now the 34-year-old star

had played for the u.s. in every major tournament since the 2008 olympics. the u.s. women's team is looking to bounce back from disappointing results from the 2023 world cup and 2020 olympics. a sweeping new report shows financial secondtortion is on the rise. >> when predators threaten to leak their imagery. new data is revealing just how often the scheme specifically targeted teen boys. steven romo has been following the story and joins us now. steven, talk to us more about what this report found, what do we know about how these schemes are working? >> reporter: yeah, it's deeply disturbing stuff, it most often starts with catfishing, an age-old problem as far as the internet is concerned, someone pretending to be someone else online to get these images

before they turn around and threaten to release those images. this has been targeted to young women and girls specifically to get more explicit images that's happened to boys as well. this new report talks about it happening specifically for financial causes. victims were 14 to 17 years old. first contacted by the scammers that most often happen on instagram at about 45% of these cases, snapchat about 31 .of these cases. we're told that these scams are being tied to rings specifically aimed at just getting money, something that has happened before but we're seeing this uptick here as detailed in this report. >> steven, notably two major social media platforms, inthatgram and napchat have told nbc news they're working to fight this abuse on their platforms, but how can parents protect their teenagers online?

>> reporter: this has become such a common problem, now instagram as you mentioned, they did reach out on our request for comments, they say from their own app, designed to help detect this type of scam and alert people to it and make it easier to report. it's launched new features to raise awareness and to report this problem, but what parents can do to fix this problem or prevent this problem, of course limit the websites that your kids are able to access, check in on their posts and accounts, but as nosey as you want to as a parent and of course remind them these images can never be raced. once they're out there they're out there forever and most importantly here is to keep the conversation going, talk about the risks and talk about this is not the end of the world if there are images out there there are ways to fix it and there's

>> reporter: they're bracing for personal lines of attack. but they're also specifically responding to what they refer to as completely unclaimed false claims and assertions that the president will be using some kind of performance-enhancing drugs, a campaign spokesperson a put this in context saying this is what the republican campaign and presumptive nominee are resorting to because they don't want to engage according to biden campaign to wanting to discuss the actual substance, the actual policy that's going to be a part of this debate, they're trying to talk about this from those two different things, when a lot of these viewers tune in tomorrow night, that issue of style and not necessarily the substance is sometimes what they take away, so they're preparing president biden for the different versions of donald trump that might be on stage but very much acknowledging this could get

the school year is done and students are gearing up for summer fun. but experts worry all that time off is responsible for the so-called "summer slide." put simply -- >> kind of a test score drop as a result of the long summer break that kids have. >> reporter: multiple studies finding students' test scores flatten or drop following summer break, it's a problem only amplified by the pandemic. post-pandemic, u.s. students grades 3 through 8 lost a half-year of math. in one assessment, average scores for 9-year-olds dropped 5 points in reading from 2020 to 2022, that's the largest drop in reading since 1990. in 2021, new york public schools created summer rising, an attempt to bridge that gap. >> big part of the comeback of the city. >> reporter: it's a free summer program for students k through 8. >> they get breakfast, lunch. kids are going on trips, they're going to cultural institutions. they're going to museums.

>> reporter: no program is perfect and summer rising has a large waitlist. the chancellor say s more funding could change that. people may look at summer programs around the country, including in new york, and go, well, why aren't the students learning enough during the school year, what do you say to them? >> they are. first of all, this is separate and apart from some of our kids who have just fallen way behind. this program is designed for acceleration to help kids stay engaged. every urban center is always concerned about the amount of idle time that young people have. >> reporter: it's not just new york. 90% school districts offered programs. quick history lesson, how did summer break come to be in the u.s.? >> as early as the 1600s, late 1600s, schools in america or pre-america, right, were actually 12 months, during the industrialization we started to go back and since then summer vacation has become the clock of

on the "nbc news daily" beach. okay, june of course marks the start of the summer vacation for many students, but for kids struggling with their mental health it can mean the loss of structure and important support. >> for busy parents it's not always easy to figure out your their needs. >> let's start first with just the signs parents should be looking for, because there's a normal summer blues and adjusting to the change of your schedule, okay, really struggling with mental health, let's bring somebody else in. how do you tell the difference? >> not every kid is excited about summer. some kids are anxious. what we're looking for is changes in sleep, changes in eating, changes in mood and behavior, but it's not just like for a day or two it's actually

can go beyond, it can go on for a couple of days or a few weeks. there's not functioning the way they normally do. >> are there some common mental health disorders that young age school children face. >> some chish face more behavioral problems if the summer. the structure they have. kids who are anxious, it's a change again. heightened anxious. kids with adhd are trying to readjust on how to manage things. >> where should parents start to look for help if they think their child might be struggling? >> very much so, we want parents to use lots of different resources. on the internet, there are lots of different ways to do it. child mind institute has a guide. we wants parents to talk to

their pediatrician. mental health is much more open now. talk to people that you know. finally, also, school, if you a good relationship with school or a trusted person there they might be a good resource as well. >> you mentioned a few times the lack of structure that comes with summer break that can be a struggle for anyone, what can parents do to create some of that structure. >> okay, there's a lot of different ideas. what comes to mind first of all in camp. sometimes it's going to be a local pool for a come of days a week, arranging play dates with kids' friends. another idea might be for parents to get enrichment things for kids, activities, lessons. >> what is your advice for parents who want to consider those options but say i work full time and can't.

so team usa is packing up, setting sail for france and chris comer has been giving us a behind the scenes peek at the huge cargo operation underway. first, how equestrian horses are flying to the games on jets and then a gigantic cargo drop just to feed team usa, including wood chips for all american barbecue. and now b.y.o.b. good morning. yes b.y.o.b. as in, bring your own boat. team usa sending 13 sailors to compete along marseille's coast in the south of france. no, these aquatic athletes don't just rent a vessel on the spot. they bring their own boats. you would be surprised the number of people that ask me if the sailors sail their boats to events, they're not that kind of boats. you cannot take a one person dinghy onto the open ocean, so we ship
