welcome to tuesday. good morning, i'm frances rivera. hurricane beryl slammed into the gulf coast of texas early monday as a category 1 storm, with maximum sustained winds of 80 miles per hour. at least six people were killed there, they're raising the death toll to 15. more than 2. millio3 million wen the dark this morning. houston's primary electric provider, center point energy hopes to have power restored to 1 million customers by end of the day wednesday. beryl has weakened to a tropical depression, threatening to bring flooding to eastern texas, western louisiana and arkansas. alicia barrera has more. >> reporter: the howling wind and blinding downpours kept those near the northeast texas coast wide awake throughout the early hours.

blo blowing it across the parking lot. now they're left working in the heat and humidity, as there's no estimate for when power will be restored. cleanup efforts have already begun with neighbors leading the way. it's just pat of the coastal life. now to the latest nato summit kicking off today in washington, d.c. in addition to member states, partner nations from the asia pacific will also attend, as will ukraine. a topic for the summit will be ukraine's bridge to membership in the alliance. something fiercely opposed by russian president putin. it comes after 41 people wiere killed in a barrage of russian missiles on the country, including children in a hospital. >> reporter: this is the terrifying moment ukraine's largest children's hospital is hit by a missile.

one of dozens of strikes. on buildings across the country. the rare daytime russian attack killing at least 36 civilians and injuring more than 170 across the country, according to ukrainian authorities. little edri was being treated in the hospital when it was struck. she was rushed out in her mother's arms, her catheter still in place. it's a nightmare, says her mother a mother. reports that three heart operations were being performed at the time of the strikes and debris from the explosions fell into patients' open chests. outside of what's now left of the hospital, injured and sick children with their families, dazed and sobbing. as first responders and volunteers sifted through the rubble, looking for survivors, the sheer disbelief that sick children may have been intentionally targeted. president zelenskyy saying

russian forces fired more than 40 missiles, as he shared the haunting maimages of blood splattered on the floor and debris filling hospital rooms. hours later, ukraine's largest maternity and fertility clinic was also hit, falling debris leaving a gaping hole in the building and killing at least seven people. other areas facing losses of life and property. a missile wreaking havoc on a residential building in the capital. rescuers pulling out bodies of victims. the strikes destroying windshields and debris littering roads. the russian defense ministry standing by the operation, saying the objectives of the strike have been achieved. the assigned objects are hut. ukraine requesting an emergency meeting in light of the attacks. >> directing attacks against civilian and civilianobjects is prohibited by international

treated for parkinson's? no. is he being treated for parkinson's? no, he's not. is he taking medication for parkinson's? no. >> reporter: nbc has reached out to the specialist who has not responded. the white house would not discuss why he visited, citing security, and noting the medical unit also cares for military staff here. but, regarding the president shall the press secretary said definitively, he has only been checked by a neurologist during his formal, annual exam. >> he has seen a neurologist three times. three times. not more, not more than that. not more than that. >> reporter: while mr. biden is under increased scrutiny, he haute noted that former president trump is laying low. >> he hasn't done a damn thing since the debate. he's been riding around the golf cart for ten days. >> reporter: the party platform does not call for a federal ban on abortion.

agreeing to a plea deal with the government, related to a pair of high-profile max 8 plane kr crashes. here's tom costello. >> reporter: the guilty plea comes more than five years after 346 people died in two boeing max 8 crashes overseas. boeing now admits it's commit add felony, misleading faa regulators about new cockpit sanctu software that eventually brought both planes down. >> victims' families feel like boeing is getting off easy. >> reporter: boeing must pay another $244 million fine, bringing the total to 487 million. and spend $455 million to strengthen compliance and safety programs. an independent monitor will oversee boeing's compliance. boeing avoided prosecution in 2021 by agreeing to improve quality control and report truthfully to the faa.
