microclimate. but overall we are getting some relief from the extreme heat. take a look at the clouds. that marine layer sliding into walnut creek this morning. beautiful sunrise as we go throughout the morning into the afternoon here. not nearly as hot as it has been and this is hour break. before we do go back to some hot weather, we're going from 64 at 9:00 to a 1:00 temperature of 78 degrees. really nice throughout the day, eventually making their highs into the upper 80s low 90s for much of the east bay for san jose will reach a high of 8486. in santa rosa and san francisco up to about 71 today. we'll talk about the high heat. we'll see tomorrow and thursday coming up in a few minutes. mike, you have more of a commute than last week. yeah we have a commute period. i mean, last week we had vacation for most of the week. it was bare here at the bay bridge toll plaza for the early drive. right now, we're looking at a pretty typical backup, maybe a little bit lighter, but it is filling in for all lanes.

the metering lights, of course, doing their job to keep the span moving smoothly. but the build is still there from treasure island into san francisco, highway 37 builds, and so does richmond for westbound 80. so we expect more, slowing the toll plaza toward the north bay and san rafael. in the next few minutes. there's an easy build for highway four. so the first slowing on 242 cleared up. there's more slowing out of pittsburgh and bay point. so that's pretty typical for contra costa county, slowing out of alameda county and the south bay, getting ready to start for the next burst. about a half an hour. 40 minutes from now. back to you. good to know. thanks, mike. now to the latest on the wildfire raging in the tahoe national forest. the so-called royal fire broke out sunday in a steep, remote section of donner pass near the sugar bowl resort. since then, it has tripled in size to nearly 200 acres, with zero containment and new developments surrounding that fire. go far beyond the firefight. this morning, about a dozen families are feeling a tremendous relief. that's because 13 teenagers left stranded when the fire started are now finally safe on solid ground. today in the bay's bob

redell joins us live this morning. and bob, pretty dramatic details surrounding this rescue. and as you can imagine, laura marcus, there was a long ordeal for the parents of these teenage boys, an ordeal that lasted for several hours. while the placer county sheriff's office mounted the search and rescue operation for this group of 13 teenagers ranging in age from 16 to 19, they've been neighborhood friends in sacramento since kindergarten. this weekend, they hiked the palisades tahoe trail in the sierra nevada, not far from the royal fire. now, sheriff's deputies, they swept the area to warn hikers of the fire danger. this is around 8:00 sunday night when they found the boys car parked at the trailhead, but no sign of the boys. not sure if they, you know, got caught up in the fire or, you know, were trying to outrun it or trying to get back to their cars. you know, we weren't sure how they were handling the situation. so relieved, so happy. it's just, you know, that period of time

when you don't know what's going on. and it's like, i know all these kids are capable, but yes, it's a pure relief. so can't wait two hours. i go fishing, go swimming, and i look and i just see like what looks to be like a campfire, but it spreads. that was one of the rescued teenagers, the teenagers shot the video of the photos of their campsite and the plume of smoke that they knew they had to get away from. you can see that on your screen. they excuse me. they ended up choosing a trail. one of the older hikers was familiar with. they hiked an extra five miles to the other side, where the sheriff's helicopter spotted them early yesterday morning, two members of the search and rescue team dropped in and then hiked with the teens out to safety. parents reunited with their sons at cascade lake, where they showed their appreciation for the people who saved their kids lives. while the boys took a relaxing dip in the water. reporting live, bob redell today in the bay. thank goodness they are okay. thanks for the latest. there bob. well, turning now to decision 2024, nato leaders will

be gathering in washington this morning and all eyes on dc as president biden is looking to make his case that he is still up for the job. this is following that shaky debate performance. this comes amid new reports revealing a parkinson's disease specialist visited the white house eight times and eight months today in the bay's brie jackson, joining us live this morning out of washington. and bree, the white house is now addressing the questions about president's health in a newsletter. right. that's good morning, marcus. so according to a letter from a white house doctor, president biden had a physical in february and showed no signs of any neurological disorder, including parkinson's disease. president biden, in a fierce fight for his political future. with any of these guys, don't think i should run against me. go! announcer. announcer. president challenged me in the convention. meanwhile, white house officials are facing questions about the 81 year

old's health following reports that a parkinson's expert visited the white house at least eight times in an eight month period, according to public visitor logs, leading to this testy exchange between the press secretary and reporters in regards to if someone came here in regards we cannot share, we cannot share names of specialists broadly from a dermatologist to a neurologist. a white house physician later releasing this statement explaining doctor kevin kennard's visit, writing that he is a neurological specialist who examined president biden for each of his annual physicals. some democrats call concerns about the president's health a distraction and are calling on him to drop out of the presidential race. personally, i think kamala harris would be a much better, stronger candidate. i made clear publicly the day after the debate that i support

president joe biden and the democratic ticket. my position has not changed. former president trump is also weighing in. well, we've prepared for him, but i don't think it's going to matter. we have. we had a great four years. president biden facing a pivotal test hosting world leaders for a nato summit in washington while under scrutiny about his health and president biden and his health will be under a microscope as he takes part in nato events here in washington, d.c. over the next three days and holds a news conference on thursday. marcus. all right. brie jackson in washington this morning. a lot to follow there. thank you. brie. well happening today. south bay leaders will call on the white house to bridge the gap on critical funding for bart's extension into san jose. preliminary work on the five mile underground tunnel has already started, but vta says another $6 billion is needed to cover the cost to extend bart from the berryessa station to san jose's diridon station, then on to santa clara. a final

decision on that funding is supposed to be made by the end of the year. today's news conference is scheduled for 11 a.m. south bay health workers are organizing a rally later today as the clock ticks down to the planned closure of regional medical center's trauma center in east san jose. that closure is still on track for next month. officially august 12th. opponents say santa clara county would be left with just two trauma centers, and people in east san jose would have to travel to valley medical center or stanford for trauma care. regional's owner, hca says patients patient levels there have simply dropped too low, and the impact will be minimal. the former presidents, hall of famers and fans all coming together at oracle park last night for a public celebration of life for san francisco's biggest giant legend, willie mays. that event, drawing an all star lineup of those guests to pay tribute to the say hey kid, which included former presidents

bill clinton and barack obama, as well as giants legend barry bonds. willie mays gave me the chance to realize what real greatness is. and let me tell you, as president, it was rare for me to be the second most important guy on air force one. but with willie on board, it wasn't even close. 55 years ago, you put your arms around a five year old boy and you said, hey, kid, you're coming with me. and i knew at that moment what i wanted to be. and that was a professional baseball player. like my father and willie mays and willie mays son also spoke at that memorial, saying that it may have served as the final public goodbye for the giants legend. but he made it clear that his dad's legacy will continue to live on. all right. it is 610 for us this morning.

so great. and congratulations. her mariachi music too. oh, my god, i love that as well. oh, give me a good mariachi. there we go. and a margarita on a hot day. well there you go. there we go. got it all lined up for you. it is nice, though, to have this break. i think this makes us appreciate the cooler days. and we're going to have more high heat ahead. a lot of changes as we go through our 7-day forecast. so let's talk about it as we start out with a clear view over san jose. the sun is coming up and we're seeing in some spots the low clouds and fog. it's going to keep those temperatures down. but as we go into the afternoon heating up once again for some spots in the inland valleys, we'll see a high of 86 in san jose. and 94 in morgan hill. and there still will be a wide range in temperatures across the bay area. so oakland is in the low 70s, and then we'll see low 90s in walnut creek and then mid 90s for parts of the tri valley. and we're seeing some mid 70s again today in san mateo. so still

pretty comfortable there. and in san francisco, 60s and low 70s with a breezy westerly wind at about 14mph today. and in the north bay, ranging from low 60s in bodega bay to 104 in ukiah and mostly in the 80s from santa rosa to napa. here's a look at tomorrow's high temperatures, where the heat blasts back, and we're going to see another day of excessive heat warnings going into effect with our temperatures in the triple digits for the tri valley inland east bay, parts of the north bay up to 108 in ukiah. and then the heat ramps up even more on thursday. this is the peak of the heat, and we're not seeing as much of a warm up along the coast and in san francisco. but we will be in the low 80s for san mateo, upper 80s for oakland, and upper 90s for moraga, and in san jose, 97 degrees for that high on thursday and friday. still pretty hot. as we take a look at livermore and what's ahead the weekend. if you do have plans, it's looking a little bit better with some low 90s. usually we'd

say that's warm, but it's going to be some relief for us as high pressure slowly moves off to the east and gives us a break from the record heat that we've been seeing, but it still will be happening across parts of the west. but notice the thunderstorms popping up. that's some monsoonal moisture that could be drawn into the bay area for the weekend, and we'll have to watch out for a chance of thunderstorms as well. but our temperatures are the main focus right now. over the next couple of days with high heat and then a little bit cooler, but muggy for the weekend. mike, you were talking about the roads and some of those reports. yeah, the reports are yielding a different thing than you might expect. we have more traffic on the roads. the backup at the bay bridge toll plaza, so much more than we saw last week. a pretty typical pattern. but even though we have more cars on the road, we have fewer reports. and that's great news. folks are concentrating on where they're going, how they're getting there. so get there safely back to you. thanks, mike. 623 right now, coming up next on today in the bay nbc bay area responds. they hired and

it's nice here. thanks for joining us i'm laura garcia. and i'm marcus washington. look, weather wise, nothing to complain about here. when we talk about those numbers, kari. but certainly even compared to this week, this is going to be a pretty nice one for us. yes. one day, one day of we'll take it, we will take it. and the good thing is that we do have places where you take a short drive and you can escape the high heat. we are still looking at a wide range in temperatures, and take a look at the range in our views as we get a live look outside in dublin, looking nice and sunny there. while san francisco is foggy and it's misting and drizzling there and then as we get a look at san jose, you can see some of the clouds moving through overhead and our temperatures in some of our inland valleys will still be warmer than normal when our average high temperature in santa rosa is 84 will be 86 today, so it's not too bad. we're not talking about record highs here. concord still 9395, in livermore, san francisco. nice and cool at 70 and san jose. today's high will be 86 degrees. we'll talk about that

heat blasting back coming up in a few minutes. sounds good. we'll check back with you. 632 right now happening today. the south bay's largest water agency is considering a controversial new proposal that opponents say actually targets the unhoused. it would ban encampments along south bay creeks and waterways. leaders are calling it a matter of safety. others argue it will criminalize being homeless. today in the bay's ginger conejero saab joins us live in palo alto. this morning. and ginger, if this ordinance is adopted, when will it actually kick in? when will it take effect? well, laura, there will be a 30 day waiting period after the ordinance is passed. if it is passed today. so we do have about a month or so before anything would actually take into effect. now valley water is making it very clear their intent is not to criminalize the unhoused, but they say that they want to focus on education and cleaning up encampment generated trash. now, last year, they say they removed around 800 tons of

debris. and this year they've already surpassed that. preliminary reports say, or they show that they've already removed 1000 tons of trash from these encampments. and that is why later today, this water utility, valley water, will propose to create water resource protection zones around its waterways. it also holds land rights in those areas. now these areas include the guadalupe river, coyote creek and los gatos creek. valley water tells us the problem has gotten worse since the pandemic, with a growing number of unhoused people polluting creeks with hazardous materials, with trash, and with human waste. we're not looking to, find people or necessarily to put people in jail, although any ordinance is going to have penalties attached to it. but we're we're expecting that people are going to have a lot of opportunity to self-correct the prohibited behaviors. and even if it does come to, a stage where we

require elevated enforcement, prosecutors have the discretion to pursue any violation of the ordinance as an infraction rather than a misdemeanor. now, in the previous hour, we talked about what is prohibited. that includes the establishment of encampments, depositing trash and pollutants into the water, and disturbing behavior to nearby neighborhoods. now we're going to focus on what those penalties can look like. if these violations happen, the proposed penalties for this will first, will first be a warning, education and notice to those involved. there will be a 72 hour window to relocate. now, if they do not relocate, the failure to do so could result in encampment cleanup and removal. law enforcement and other local agencies can get involved at that point. now they're looking to have misdemeanor charges and fines up to $500, jail time up

to 30 days. if, if in that 72 hour window, the relocation does not happen. now, the prosecutors do have the ability to downgrade those misdemeanors to an infraction. so there is a little bit of, leeway there. but this ordinance, this controversial ordinance does go up for a vote later this afternoon. it'll happen at 1 p.m. we know that a lot of eyes will be on this, laura. we'll have updates on our evening newscasts, so we can. and also at nbcbayarea.com in palo alto, ginger conejero saab, today in the bay. all right. thank you very much, ginger. well, south bay health leaders, they are warning about a possible measles exposure from someone visiting from out of state. santa clara county health department identifying three locations where people may have been exposed. experts say that that virus can be highly contagious. if you're unvaccinated or undervaccinated. and a recent data indicates fewer than 10% of overall population fall in that

category. the main things that they should be doing is one checking their immunization status, making sure that they have a vaccine against measles. second, if they are pregnant, an infant or immunocompromised, or if they aren't vaccinated that they contact their health care provider immediately. measles is very, very transmissible. you can be in a room and the person has left the room with measles, and 2 or 3 hours later you can get measles. now, health leaders are focusing on three locations for possible exposure, including 2nd july. first, it's the starbucks on blossom hill road in los gatos from 930 to 11:30 a.m, and the taqueria los pericos in santa cruz from 6 to 10 p.m, and then the san jose airport the next day between 515 and 7:30 a.m. that person then got on a southwest flight to chicago. those passengers have been notified and police are

looking into a possible hate crime. this is after they say vandals targeted the same oakland synagogue twice. investigators say that those vandals have thrown rocks at the chabad center on lakeshore avenue twice over the past two plus weeks. now. the first one happened on june 21st. the second this past saturday. police are calling it a possible hate crime. anyone with information should contact opd. flames are still burning in southern california this morning. crews trying to get a handle on the largest wildfire in the state. the lake fire has scorched nearly 22,000 acres in santa barbara county. this is near los olivos by highway 101. new evacuation orders were just issued yesterday. the fire sparked a sparked a damaging at least one structure. it's also threatening michael jackson's former neverland ranch. it's currently only 8% contained. and

back here in the bay area, leaders in napa are hosting a town hall with the idea of creating the city's first wildfire protection plan. leaders will get input on creating a new partnership with local agencies to best identify fire risks and limit the damage from wildfires. it starts at 530 this afternoon at the crosswalk community church on first street, a second spanish language session will take place next week. well, now to a live look in houston this morning. this is where texas dealing with the destruction and tragic aftermath left behind from barrel. now at least three people we know in the houston area now confirmed dead following the impact. three others died across the state of texas and one person in louisiana. now the storm weakening to a tropical depression. this is after making landfall as a category one hurricane yesterday. nearly 2 million customers without power in texas this morning, the state's electrical provider hoping to have the power

restored to about a million of those customers still in the dark today. meteorologist kari hall has been following this path of the storm. i know i have family there and they say their power's out. the fence around their home just all shattered. yeah, that's been rough. i mean, seeing all of the damage, the flooding. and now it's heading to my home state of kentucky, where we are seeing quite a bit of that rain and some of the rain bands moving into those areas. so this is going to continue to cause issues with heavy rainfall and high winds, as it makes its track across parts of the midwest and ohio valley over the next several days. right now here at home, it's nice and quiet. it's been great to have a break from the high heat, and today we'll start out with temperatures in the upper 50s from dublin and seeing san francisco morning start at 58 degrees, nice and calm. we're seeing the fog near the coast, which helps moderate our temperatures and when it's slow to clear, that keeps those temperatures cooler. but away from that, it's still going to be hot. but it really just depends on your microclimate. we're seeing temperatures

ranging from 66 and half moon bay to 104in ukiah, and it will be 96 in morgan hill today. and unfortunately, a lot more heat in our forecast before the end of the week. so we'll talk more about that. mike, you have a crash in the caldecott tunnel. yeah, it might be affecting one of the bores, but i don't think it's both of them right now. eastbound. so counter commute, getting away from the bay bridge, heading from oakland into orinda. we may have bore number two blocked by a crash. there's some oil reportedly associated with this crash. spilled so they're going to have to clean that up as well. again, that's counter commute. but the westbound commute is also seeing some of this backup and the commotion. so there may be some distraction and some slowing. that's the caldecott tunnel. but we do at least have one bore open in the eastbound direction. the westbound commute is the one that builds for highway four and the rest of your freeways, including westbound down the east shore freeway approaching the bay bridge. pretty typical pattern, of course, more traffic than we've seen in the last ten days. over here. we'll have more congestion as well. the giants are playing tonight at the beginning of their series over

actor baldwin faces an involuntary manslaughter charge in connection to the on set shooting in 2021, which killed simmons cinematographer halyna hutchins. director and bay area native joel souza was also heard. the film's armorer was convicted on a similar charge back in march. baldwin denies pulling the trigger, saying the gun malfunctioned and went off

in his hand. if convicted, he could face 18 months in prison. well, the white house doctor trying to squash speculation president biden has been seeing a neurologist on a regular basis. scott mcgrew joins us no. doctor kevin o'connor says that is simply not true. right. and this is the doctor's or the president's doctor. o'connor says the president has seen a neurologist three times. each time was at the president's standard yearly physical. the american public gets a summary of what they found. the last one showed he has afib, an acid reflux not uncommon for men his age. his physician released a letter to the media and the american people on monday, explaining why white house visitor records show a neurologist coming in and out on a fairly regular basis. the neurologist, doctor kevin kennard, has worked for the white house for years, treats a variety of people for a variety of conditions. remember, there are nearly 600 full time staff in the white house, a slew of

look at where we're starting this morning. temperatures in the upper 50s. this is a nice little change. all of us starting out cooler all across the bay area helping to reset. and after the high heat we've had, we need this chance to cool off. take a look at our highs for today. it's going to reach into the mid to upper 80s for much of the south bay. cupertino. we're looking at a high of 88 degrees there. it's still going to be hot in morgan hill, a high of 94. there will still be some spots where you're running the ac all day mid 90s in the tri valley and some upper 80s for martinez, while oakland stays at a nice, comfortable 72 and we'll see a high of 76 in san mateo, half moon bay in the low 60s. and san francisco will be in the upper 60s and low 70s for today and mid 70s for mill valley, but we're up to 104 in ukiah. and santa rosa will see a high of 86 degrees. our microclimates have definitely been wide ranging over the past few days, but unfortunately, all of us will feel some higher heat

tomorrow and it will be as hot as 108 in ukiah tomorrow. in santa rosa, napa, upper 90s there, 103 in concord, and in fremont 91 degrees. while in morgan hill, we'll see a high of 103 degrees tomorrow. and it gets even hotter on thursday. we're going to see those temperatures cranking up even more as we reach the peak of the heat. widespread highs over 100 degrees, while along the coastline it's still fairly comfortable there with 70s. looking ahead in san jose, we are going to have a few really hot days by the end of the week, but look ahead to the weekend. it's looking nicer and i don't see any more of this excessive heat in the long term forecast. as the high pressure that's been causing this starts to move its way to the east. but as it does so, it may draw in some monsoonal moisture, causing some thunderstorms to spark off in some of our upper elevations, like in the sierra. we'll have to see how muggy it feels. this weekend, but definitely the temperatures will be coming dow. looking at our 7-day forecast,

south bay. leaders at valley water will consider an ordinance banning encampments around creeks and waterways. the water utility says the problem has gotten worse since the pandemic, with a growing number of unhoused people polluting creeks with hazardous materials, trash and human waste. valley water is proposing the creation of water protection zones around waterways, where it holds land rights. that includes the guadalupe river, coyote creek and los gatos creek. south bay health leaders are warning about a possible measles exposure from someone visiting from out of state. health leaders are focusing on three locations for possible exposure, including 2nd july. first, that's a starbucks on blossom hill road in los gatos and the taqueria los pericos in santa cruz. then san jose airport the next day. that person then got onto a southwest flight to chicago. those passengers are being notified.
