with me. i'm frances rivera. day two of the nato summit is about to begin in our nation's capital. president biden will be meeting again with world leaders. this week is a major test for the commander in chief. this summit is an opportunity to show he is fit to lead. brie jackson joins us from d.c. good morning, brie. president biden opened the summit with a forceful speech defending nato. >> reporter: that's right, good morning, frances. president biden spoke at a ceremony marking the 75th anniversary of the alliance. in the speech, he did not mention donald trump by name, but he did show a clear contrast with his predecessor. former president trump has often criticized nato members that did not pay their fair share. but president biden says nato countries are spending more under his watch. >> today nato's better resourced than it ever has been. in the year 2020, the year i was

elected president, only nine nato allies were spending 2% of their defense, gdp on defense. this year, 23 will spend at least 2%. >> reporter: and president biden also announced more help for ukraine, revealing a joint effort to send more air defense equipment. ukraine's president volodymyr zelenskyy also spoke in washington tuesday. he warned leaders that the world must not wait for the results of our november election to take action against russia's offensive in ukraine. meanwhile, democratic lawmakers met behind closed doors tuesday to discuss the election. with some continuing to raise concerns about whether or not mr. biden should stay at the top of the ticket. but the president remains defiant, insisting that he will not be forced out of this race. president biden is set to hold a rare solo press conference on thursday, and it will be the first one of this year. frances? >> brie jackson for us, thank

you. donald trump has dropped more hints about a possible running mate. senator marco rubio joined the former president for a campaign rally in florida. before taking the stage, mr. trump spoke to our south florida affiliate about senator rubio being a top contender for vice president. >> reporter: if he's not chosen, will he be, will he play a role in inyour administration? >> well, he certainly will. he's a friend of mine. and he's one of the top people. let's see how we do over the next week. probably over the next week or so, maybe even at the convention. >> there had been speculation that mr. trump would make his announcement during this rally. but, instead, he only teased the possibility of choosing rubio. the faa is investigating a pair of hair-raising moments involving passenger jets, including what appear to have been a close, , mid-aair encir .

>> reporter: a very close call over syracuse. an american airlines blue streak regional jet and a delta regional jet coming within 700 feet of each other. mom moments earlier, controllers had cleared the delta flight for takeoff. on the same runway, the american regional was about to land. >> who's cleared? >> turn around, blue streak. >> reporter: ben augustine was on the american flight that waved off. >> then all of a sudden, there was this whip of, like you're going up a rollercoaster, and you just, you just felt the altitude, you felt yourself go way up. >> reporter: the faa is investigating whether it was controller or pilot error. both airlines are cooperating. also on monday, yet another close call. >> 1001. we were told a tire came off your aircraft. >> reporter: losing a tire on takeoff, the boeing 757 continued on to denver.

where flight attendants prepared for an emergency but landed safely. united tells nbc news the wheel has been recovered in los angeles, and we are investigating what caused this event. it comes as united's maintenance operation remain under increased scrutiny following a series of high-profile incidents, including a tire that fell from a united 777 departing for japan. nbc news, washington. we are learning new details about a shooting involving the security detail of a supreme court justice. it happened near the home of sonya sotomayor on the night of july 4th. there is no indication she was a target for the armed suspect who apparently tried to carjack two deputy u.s. marshals. the marshal shot the 18-year-old. he is now in the hospital with non-life-threatening injuries. the suspect has not yet entered a plea. jury selection has wrapped up in the alec baldwin "rust" trial with opening statements

expected to begin today. the movie star could face up to 18 months in prison if convicted of involuntary manslaughter for shooting and killing the film's cinematographer while rehearsing a scene. let's turn to chloe o chloe mel. >> reporter: alec baldwin stoic as he entered this santa fe, new mexico courthouse. he arrived alongside his wife. the actor faces one count of involuntary manslaughter for the fatal shooting of halyna hutchins on the "rust" film set nearly three years ago. 12 jurors were selected, who will now decide baldwin's fate in what's expected to be an eight-day trial. a central question for jurors, did baldwin pull the trigger, or candid did the gun misfire? he has long maintained his innocence. prosecutors will rely on two key

witnesses. a crew member expected to testify he saw baldwin pull the trigger, and experts who will say that the firearm could not have fired without pulling the trigger. the judge ruled that baldwin's role as producer of the movie could not be presented to the jury. the defense will make the case that it's not the job of an actor to ensure a prop gun doesn't contain live rounds. >> in new mexico, a lot of people are hunting families. it's not a big deal to have a gun. so they're very familiar with gun culture and gun responsibility. >> and cut! >> reporter: the judge ruled videos like this of baldwin on set is admissible. prosecutors hoping it shows jurors he was reckless with his firearm. and one big question still remains. will baldwin take the stand in his own defense? >> our thanks to chloe for that report. in new york, prosecutors say they have investigating new allegations against disgraced movie mogul harvey weinstein, and they could file new charges ahead of his retrial.

prosecutors say the new allegations come from women mo were not yet willing to come forward during the 2020 trial but now they're willing to testify. weinstein was convicted of rape and sexual assault in 2020 and sentenced to 23 years in prison. earlier this year, new york's highest court threw out the conviction, saying the trial judge allowed unfair testimony. a retrial is scheduled for november. turning to texas where residents are still reeling from hurricane beryl's wrath. at least ten people have been killed from the storm in the u.s. more than 1.7 million are still without power in the lonestar state, as stifling temperatures create dangerous conditions. president biden has approved a federal disaster declaration there to help speed up recovery efforts with many areas affected by flooding and damaging winds. the remnants of beryl are creating chaos in the midwest. 110 tornado warnings were issued monday, the most ever for a day in july.
