road. this is the western edge of the island of alameda. if you're not familiar, you can see officers are still out here. they're collecting, collecting crime scene evidence. this happened just before nine last night. a neighbor called 911 to report the shooting. alameda police say that multiple members of a family that lives in this house behind me were shot. this includes children. it's not clear if those children are among the three who died. other family members were taken to the hospital, their conditions unknown to us. we did ask police if they thought this might be a domestic act of violence. the public information officer responded, quote, we can't say at this time reporting live here on alameda bob redell today in the bay, all right, bob, thank you. we will continue to follow this breaking news both on air and online. you can get updates by downloading our free nbc bay area app. well, turning back to our other top story, this bay area heat wave and today set to be the hottest day of the week.

and if you're looking to cool down with a pool, well, that might be the best trick for you right now. this is a live look over at the pool located at robert livermore community center and kerry. this will actually be a good day for people to dip in the pool, but they should still proceed with some caution out there. yeah, it's going to be hot and you want to make sure that you're staying hydrated all throughout the day. as our temperatures get really hot for this afternoon, another heat advisory in effect for much of the north bay. these areas in pink or a step up are under an excessive heat warning that will be in effect for today through tomorrow. at least. we do have our cool morning start. we're in the upper 60s in livermore and 67 in san jose, mostly upper 50s and low 60s across the bay area san francisco starts out the morning at 56 degrees. but then as we take a look at our highs, it is going to be very hot, 106 in morgan hill today, 100 in east san jose. and looking at a lot of highs over 100 degrees with

antioch up to 109 92. in hayward today. but along the coastline, it's going to be very comfortable with some low 70s. there and we will warm up to 84 in the mission district in san francisco and in the north bay, 112 degrees today in ukiah. we'll get a look ahead to a cooler weekend forecast coming up in a few minutes. all right. thank you. kari. well, governor gavin newsom scheduled to visit the east bay later this morning. and at this point, details are limited. but we do know that he will appear in alameda county to address public safety, along with chp leaders. you may remember, chp now assisting local east bay law enforcement teams that news conference gets underway at 11 a.m, and today is the deadline for workers at oakland city hall to hand over the documents requested by federal prosecutors and the apparent grand jury investigation tied to the mayor. sheng thao. it demands, in part, that the city hand over all

records tied to california waste solutions, a group called involuntary homes and documents tied to mayor's partner andre jones. the mayor continues to deny allegations against her and so far no charges have been filed. also today, the group is seeking to recall the to mayor plan an update on their campaign efforts. oakland voters will determine her fate this november. happening today another hearing taking place in scott peterson's effort to gain a new trial. today's hearing is part of his legal team's request for new dna testing of duct tape found on laci peterson's body. the judge will decide where the testing should happen and who should pay for it. this is the only piece of evidence being retested after the judge heard arguments surrounding more than a dozen items. peterson is serving a life sentence for the murder of his wife and unborn son. more than 20 years ago. our ginger conejero saab will join us with a full report in our next half hour, including more

from a legal analyst on what comes next. well, turning now to decision 2024 and president biden facing a key test today, he is seeking to make his case to the country during his first solo news conference since the debate. the president is scheduled to take questions from the white house press corps. all of this as he fights off calls for him to drop out of the race for the white house following a shaky debate performance last month. so far, less than a dozen democrats on capitol hill are publicly calling on the president to step aside. they are citing fears he won't beat former president trump, but the majority are backing him. i will tell you when i'm telling my constituents at home, it was a very rough debate night. if you elect donald trump, it'll be four years of horrifically rough nights. former president trump has said he believes biden will stay in the race this afternoon. senate democrats will hear from

biden advisers and the biden campaign during a special caucus lunch monday night. lester holt sits down with president biden in an exclusive one on one interview. watch a preview on nbc nightly news. it's at 4:00. then the full, unedited interview in a prime time special at 6 p.m. on nbc. bay area, an effort is being launched to reshape the supreme court. new york congresswoman alexandria ocasio-cortez is actually introducing articles of impeachment against justices samuel alito and clarence thomas. this is over their refusal to recuse themselves from certain cases. the resolutions were co-sponsored by seven democrats. it's unlikely that effort will gain traction in the house, where republicans have majority. the supreme court has not responded to requests for comment. new. this morning, the white house today will announce a $2 billion grant for automakers here in america to retrofit their car factories to build new electric vehicles. the

money will come out of inflation reduction act and will go to both american carmakers like gm and foreign carmakers like volvo. so long as those companies plants use union labor and are located in the united states, the money will help bring 11 plants up to date. the white house says it will save 15,000 jobs. let's take a live look out in walnut creek this morning. getting started with your thursday meteorologist, kari hall. of course, been monitoring what we can expect. i mean, today, kari, one of the hottest days this week. yes, yes, and it will be very hot. and a lot of our inland areas, including spots like san francisco, where if you don't have air conditioning, even upper 70s and low 80s is going to be uncomfortable during the middle of the day, moving away from the coast, it's going to be dangerously hot up to 107 degrees in concord. fairfield will be 109 degrees today as we take a look at what we call our climate shift index. this comes

from climate central, a group of scientists who give us rapid attribution that means that they're verifying if the current weather that we're seeing has an impact or has been influenced by climate change. and what we are seeing over the years is that we are trending towards more extreme heat. and it gives us in parts of the bay area and spots like fairfield, a climate shift index of three. that means that the temperatures were three times more likely because of climate change. and this is something that we may experience in a regular basis as we move into our future. so all of the heat that we've been seeing is not what we would normally see, even for this time of year. and it's more likely that we'll see these extreme days with temperatures up to 109 as we move into our future. so we'll continue to monitor that. we will talk about a weekend cooldown coming up in a few minutes. but mike, you're saying that it's pretty quiet for the early commute. yeah. not bad.

alert. we start out with a clear view of dublin, where soon we'll see the sun coming over the hills and it will be a hazy day. our temperatures starting out nice and fairly mild in the mid 60s for us, but we'll already be in the mid 80s at 10:00 and mid 90s at 12:00. so you see how fast it heats up today as we reach over 100 degrees heat

continues tomorrow as well. so we'll take a look at all of our microclimates coming up in a few minutes. okay. so you showed the highs at 101 over there in the east bay. i'm looking at 101 coming into san francisco. the freeway moves very smoothly. low clouds bring in a little cool, but we know that will change. let's see what's ahead in the world of business. we'll check in with silvana. all morning i'm silvana henao from cnbc. wall street is set for a flat open ahead of a key report on inflation. now the consumer price index. and it's expected to show a slight increase in june. while the annual rate could fall to the lowest level in three years, inflation has remained high. and that was primarily because of the cost of housing. shelter costs are up more than 5% over the past year. now, if the numbers come in line or below forecast, that could further solidify a potential interest rate cut by the federal reserve this fall. the market's rising yesterday with the nasdaq and the s&p 500 closing at

record highs again. costco is raising its membership fee for the first time since 2017. the basic gold star membership will go up by $5 to $65 a year, while the executive membership will rise by $10 to $130 a year. the changes go into effect in september and will affect about 52 million members. costco has typically raised membership fees every five years or so, and the company has telegraphed this move for months, saying last fall it was a question of when, not if, and the red box kiosk days are numbered. the parent company of the dvd rental business is converting its bankruptcy case into a liquidation proceeding. chicken soup for the soul entertainment will lay off its workforce and shut down and sell its businesses, which include streaming services and 24,000 dvd kiosks at grocery stores and other retailers. guys, do you remember those? yeah yeah, i

boston. they look good last night against the red sox, taking a three zero lead in the second inning. they never looked back, winning the game 5 to 2. and meanwhile, step backward for the giants on their quest to reach 500 last night, starter logan webb did not have his best stuff there. the three run home run gave the blue jays a32 lead in the fifth inning. the giants actually managed to tie it again, but toronto blew things out in the inning, later winning the game ten six. that series wraps up this afternoon at oracle, and a reminder don't miss the start of that three game series. sf giants battle the minnesota twins at oracle park. coverage starts at 7 p.m. on nbc. bay area, which is a good thing. it'll be after the sun goes down, right? the sun goes down. i don't know, i can't i don't know the tune, but yeah, i was just referencing the hot weather. oh yeah. marcus. but san francisco is not so much hot. i'm always thinking of a song somewhere. how about take me out to the ball game? okay,

well, we do have some. great. okay, we've got some great weather for baseball in the city, but the valleys, we are really going to struggle today. take a look at this beautiful sunrise, though, of course we know that when we have a lot of different colors in the sky, that's most likely because of either wildfire smoke or poor air quality. and that's what we are going to see today as you're getting up and heading out. we are dealing with this sizzling summer heat in the inland areas for today and tomorrow. our valley temperatures will be in the 90s and over 100 degrees, but along the bay will be in the 70s to the 90s. it is a spare the air alert day. so you do want to limit your driving and stay indoors when possible. if you can call up somebody and carpool to work together, or catch public transit to reduce the amount of pollutants that we're seeing out there. because there's already enough, we are seeing our air quality at 118. that's a measure of particulate matter. when we see it, that

amount, it means that people who have breathing problems or heart conditions should limit time outside. and it's also going to be pretty bad in santa clara valley, as we are seeing this high pressure that's causing this extreme heat, pushing all those pollutants down into the valleys. and it doesn't really mix out as our temperatures today head for 96. in san jose, it will be 103 in los gatos. and what we are seeing today and the past few days is there is a wide range in temperatures even over the short distance. so we're seeing a high temperature headed for 109 in antioch today in walnut creek, it will be 106. in oakland it will be in the upper 80s for today in half moon bay, we're looking at a high of 73, nice and comfortable there. also pretty good in much of san francisco, but it will be warm in the mission district with a high of 84 and 85. in mill valley, while santa rosa will reach a high of 100 degrees as we get rid of the heat for the next few days. heading into the weekend, temperatures will come

down. but let me show you something. this is our mid-level moisture outlook. so the green color is indicate where there's higher amount of moisture in the atmosphere. and then it looks kind of a gray where we don't have a lot of moisture and it's really dry. we're going to see a surge of some high humidity which may bring us some clouds. clouds could also get enough build up in there to produce some thunderstorms. and then this is going to be with us saturday and sunday all across the region. so we're going to feel very muggy air with more clouds and even a chance of some thunderstorms as that tropical moisture moves over the bay area. so we'll be watching out for the chance of some isolated thunderstorms on saturday and sunday. even though temperatures go lower, it may not feel much better until the air becomes dry again early next week. and looking at san francisco, it will be a warm one today with a high of 83. but going into the weekend, those temperatures drop quickly as the fog lingers a lot longer and we get a breeze. a

nice cool ocean breeze. and mike, you're saying that it's an easy breezy out there for the drive to breezy, but a little more volume. actually, it was a pretty big jump up for the last few minutes. the number of headlights we saw, but no compensatory slowing here, so we're still holding for our standard pattern. i did check all the way back in the south county, very little slowing out of san martin, but it is building. so there's your commute coming into the south bay. soon as we look at the rest of the bay. no major issues, just that slowing out of the altamont. typical. and i'm sure vasco will be adding on a couple minutes for that drive out of contra costa county through contra costa county. the earlier crash did clear getting up to the carquinez bridge, but it is the arrow here. i should have put in for highway 37. building a little bit. and of course there's an approach to the bay bridge, but on the span no problems. back to you. thanks so much, mike. 522 for you this morning. next here on today in the bay nbc bay area responds. the electric company admitted it made a billing mistake a year ago, but it still hasn't paid the customer back. i'm consumer investigator chris chmura, nbc

2023. it said his meter was unintentionally moved to a new rate plan due to a processing error. long story short, chris called pg&e several times and expected them to go ahead and well, adjust his bill. but guess what? that didn't happen. so he contacted us. we contacted pg&e it then refunded chris $116 for the error. here's what pg&e said. unfortunately, the corrections took longer than expected. we feel terrible for the delay and are working to figure out what happened so it doesn't happen to other customers. we encourage you to. comb your utility statements every single month like chris does, but you don't necessarily need to wait for your monthly bill to monitor your electric and gas usage. if you sign in to pg&e website, you can see your usage in real time. you can also subscribe to get free alerts when your bills are spiking.

heart of today's hearing. this is today in the bay. good morning to you. on this thursday, i'm marcus washington and i'm laura garcia. so let's start out with a look at the forecast for this thursday. meteorologist kari hall is tracking what we can expect. we've been waiting because this is going to be the hottest day of the week. yes, it will be. we're going to make it. it's already getting you down. i know, but we can do this. just stay hydrated and try to get in the ac as much as possible. and we have our natural ac this morning. we're starting out at 54 in san rafael in dublin it is 69 degrees, 67 in san jose and san francisco at 56. and we are still looking at some mild weather along the coast and in san francisco. it's not one of those events where we see even the beaches heating up. so that's the good thing, is that there will be places to go escape and the peninsula will also be mild. but the farther you go into the east bay, the south bay, the north bay, it is

going to be dangerously hot with a major heat risk. and this is how these kinds of temperatures will affect your health. that's going to be one of the things you'll have to watch out for, especially without being properly hydrated throughout the day tomorrow. still hot, but not as hot. the heat is easing up a little bit, but we're still looking at a few spots reaching over 100 degrees and up to 110 farther north in clear lake and ukiah, and then for the weekend heading into saturday, it comes down even more and it will be comfortable for a lot of the bay area. so we'll be tracking that for you. mike, you were saying that crews are at work on the golden gate bridge. at least they get to work in the cooler fog behind me right here, folks, let's take this so you can see it better in the lower corner, right behind where it says nbc. we do have that crew getting ready to move that center divide. the sign says four lanes are open in the northbound side. that will change as they move that center. divide for that morning commute coming into the city. but right now, no slowing there. no problems for highway 37, just the arrow shows where

hearing surrounds new dna testing on one piece of evidence today in the bay's ginger conejero saab is live outside the courthouse this morning. and, ginger, this is just one piece of the larger case. prosecutors. right now feel like they're winning. well, marcus, laura, the previous hearing was seen as a blow to scott peterson's new bid for a trial. the judge back in may ruled that only one piece of evidence from a list of over a dozen should undergo new dna testing. now, today's hearing will revolve around that one piece of evidence, which is duct tape about 15.5in of duct tape that was found on laci peterson's pants during autopsy, and how that will be retested. now, scott peterson has attended his hearings previously, virtually. he is expected to do so again today. his defense team from the los angeles innocence project argues that the duct tape in question contained human dna that could point to someone

other than peterson, who was convicted two decades ago of killing his pregnant wife, laci and their unborn son. prosecutors have pushed back, saying evidence was already tested years ago, but defense attorneys argued it offered inconclusive results. so today's hearing will answer the big question who will test that piece of evidence and who will pay for it? defense attorney paula canny says today's hearing is a bit mundane, but it is crucial because where you test, she says, can be impactful. the defense is just, you know, taking baby steps to get to their ultimate destination, which is, you know, to establish that scott peterson was wrongfully convicted. so there's any number of ways that can do it. dna is the most powerful. and it's the thing that we hear the most and it's the most scientific. but yes, each of these things could possibly lead to a new trial. so today's

deputy prime minister in the country who bettles once worked under, tells sky news he never showed up for his scheduled flight from san francisco to new york. u.s. authorities later tracked him down to his hospital bed. he was seriously injured july 4th and robbed of his phone and wallet. police also say they have no information about the attack. if you know anything, contact police. san francisco police will soon have more leeway when it comes to pursuing criminal pursuits. criminal suspects police commissioners last night agreed to vote next week on a new policy. this is when it comes to police chases and when officers can initiate a chase. right now, officers can only do so in certain cases and only after a crime has been committed. the changes will allow for proactive pursuits ahead of a crime. now, the new rules also eliminate some of the paperwork, which the chief says now will allow more patrol time does save a lot of time, and i think that's the whole idea behind this is to be efficient

but be accurate. the changes are the result of a measure voters approved last spring, and opponents still fear that it will lead to more profiling. final vote on the changes should take place before the end of the summer, and the police union will have to sign off on that new policy. an east bay gas station becomes the target for thieves stealing thousands of gallons of diesel fuel. the store manager says it's just one example of the crime they're dealing with on a regular basis. shaheen oholone manages the valero gas station along mallory avenue in fremont. he shared some surveillance images of a recent incident in may involving suspects using a flatbed truck with a 55 gallon container to steal thousands of gallons of diesel fuel worth tens of thousands of dollars. he says the individuals used a universal key to open up the gas pumps to give them unlimited gas. it is the third time this has happened at this location station since 2014. as business owners, we're

already struggling. we're fighting tooth and nail to try and stay competitive to everyone else, this video from june shows suspects trying to break into the store hours after fremont pd say the same group stole atms from nearby liquor stores on the same night. in this video, he tells a man to leave the gas station after a customer pumping gas said the man was sexually harassing her. the man went back to his car, turned around and pointed a gun at him. police did arrest that man. state regulators. they will meet in san francisco today to consider pg&e. s latest rate hike. request the utility seeking another $150 million, which it says would cover the cost to repairs tied to more recent storm damage. if the cpuc approves, this would likely add another $10 per month to the average bill. rates on average this year already higher than more than $35. opponents are planning to protest outside of the auditorium, where today's

hearing will take place. it is 539 on your thursday morning, taking a live look at the bay bridge toll plaza this morning, we'll check that morning commute with mike in just a bit. kind of light out there, but yesterday on our midday news, we were talking about, you know, in the bay area you can always find a place to escape the heat. and i think a lot of people are going to be doing that this weekend. you can do that today as well. at the giants game. it's an early afternoon game. if it's really hot in your microclimates, head into the city. it will be 75 degrees at first pitch and a nice little breeze with a lot of sunshine. as the wind continues to pick up throughout the game, we'll see those temperatures only make it up to 76 and then start to fall again for this evening. if you're in san jose and you want to go to the movie night, make sure you're staying hydrated. this starts at 6:00 and it's going to be 93 degrees as we go later into the evening, temperatures start to feel much more comfortable, and by 1030 we're seeing temperatures in the 60s and 70s. and then we also

have the grace window laser installation that will be in san francisco starting tonight. and we're going to see those temperatures there in the 60s. and then dropping back to the upper 50s, fog rolling again. hopefully it doesn't block your view of the laser window installation there. and then this weekend for tomorrow there will be the italian blue angels flyover right at crissy field. you'll be able to see that at about 130 in the afternoon to 3:00, and it stays in the upper 60s here. it looks like it will be nice and clear in time for that flyover. if you've been thinking about the beach all week long and you want to go there this weekend, definitely a nice, cool, refreshing breeze at santa cruz. it's going to be in the upper 60s tomorrow for a high temperature, and only in the mid 60s throughout much of the rest of the weekend. if you're going to tahoe, it will be warm. and of course we know a lot of places there don't have that air conditioning. so you'll maybe want to take a dip in the lake. it will be 86 degrees

tomorrow and low 80s for saturday and sunday. we'll get a look at our forecast as it cools off as well. but mike, you're looking at the drive through the south bay. i am, and right on time, just like we talked about almost every day. not last week. we have the slower drive developing with more traffic. north 101 right here, heading up from 680 to about oakland road. almost 880. there we go. no surprises. and there's a built into morgan hill out of san martin peninsula still holding with light traffic and at speed. same thing for the tri valley, though. we'll see little blips now. brake tapping coming in through livermore, but most of that slowing out of the contra costa county drive for vasco and also out of the altamont pass highway four, shows a little build now through pittsburgh. so there we go, early start back here. and usually we see over at near san marco and concord. so it's a little shift, but still there. same thing for highway 37. and the build of course down the east shore freeway, mostly at speed in the backup should be building at the bay bridge toll plaza in the next few minutes. getting into the city is fine right now. this this midday game

as we are starting out with a morning in the mid 50s, is also in the mid 50s in much of the north bay, and at 67 in martinez. we're also in the upper 60s in livermore, 67 in san jose, los gatos. you're already at 83 degrees. not much of a cool down. and once again, as we go throughout the day, our temperatures will go from low 70s here to 90 at noon. so already heating up quickly. and we'll be in the mid to upper 90s throughout much of the day in morgan hill, it's going to be much hotter with a high of 106 degrees 107. in livermore and in moraga, a high of 100. we're also seeing highs at 100 for santa rosa and novato. but in the low 70s along the coast and into half moon bay going into tomorrow, temperatures start to come down a little bit, much more of a breeze that keeps the peninsula and the coastline cool, but we're still going to have some high heat in the valleys, and our heat risk goes

from major to moderate. for most of the east bay into the north bay. we're still hitting 99 in napa tomorrow, and 101 in los gatos tomorrow afternoon. but then on saturday, as more people are out and about, it's going to be much more comfortable. but we are also going to add in some humidity. we're going to see a surge of some mid-level moisture in the darker green indicates where we are going to see more clouds, and the possibility that this could also develop some thunderstorms and possibly some lightning. looks like the highest risk is to our south, but we'll continue to monitor that as it moves in a little bit closer. so we're trading the dry heat for humid heat this weekend. it's still going to feel hot, but at least those numbers are coming down. and on sunday we'll be in the low 90s. the dry air returns early next week with highs in the low 90s, which is still above normal, but a break from the triple digits. and i don't see any more of this excessive heat in the extended forecast. so that's the good news as after we make it through this, and we also still have san

francisco to go cool off, we are going to have some cooler weather ahead from sunday through much of next week. mike, you're seeing a little build at the bay bridge yeah, just now the last few minutes have seen the volume. now increasing for all these lanes approaching the toll plaza. and as you watch these cars approach that left edge of the screen, the toll plaza itself, you'll see some slowing as well. so that does indicate that there is a build up just past the toll plaza. the metering lights should be turned on, if not right now. in the next couple of minutes. it actually may be a little bit late for that to be indicated on the chp report. we do now see the typical pattern we expect pittsburg bay, point, concord. that's what we expect for those speed sensors to show that burst. now 242 southbound joining with 680. there highway 37 continues to build. there is a crash on, highway 29 up there, but not a major issue as far as the flow of traffic throughout the north bay. we're just watching that one crash as we look at the rest of the bay. the build now through the east bay off the contra costa county, castro valley out of contra costa county, and castro valley,
