"early today" starts right now. good morning to you. i'm richard lui. we're going to start with that watershed moment in u.s. poli reelection bid just over 100 days before voters head to the polls. he officially endorsed his running mate kamala harris for president. and democrats have rapidly coalesced around her candidacy. nbc's kelly o'donnell starts us

off. >> reporter: a sharp turn for history as president biden announced at 1:46 p.m. there would be no last campaign for him. "i believe it is in the best interest of my party and the country for me to stand down and to focus solely on fulfilling my duties as president for the remainder of my term." then in a separate statement, the president embraced his vice president. i want to offer my full support and endorsement for kamala to be the nominee of our party this year," a move that attempts to blunt any effort to open the nomination process before the august convention. the president had praised harris in a press conference that was intended in part to settle doubts about his candidacy. >> look, i wouldn't have picked vice president trump to be vice president if i didn't think she was qualified to be president. let's start there. >> the vice president offered thanks to the bide dense and made her intentions clear. i will do everything in my power

a chorus of rejection that grew louder for weeks. >> i think a new generation, it's time for a new generation to try to heal the party and heal the country. >> the president is not capable of delivering the message in an effective way. >> i don't think he should stay in the race. >> our thanks to kelly o'donnell for that report. and while harris earning the democratic nomination is not a done deal as of yet, several members of donald trump's political team tell nbc news they've been preparing for the possibility for weeks. the gop nominee himself quickly seizing on the news of biden's departure sunday. here is garrett haake. >> reporter: former president trump mocking his now former opponent in the presidential race, telling me in a phone interview, quote, joe biden is the worst president in the history of the united states by far. there has never been a president who has done such damage to our country. mr. trump saying, quote, we will fix what he has done. when i asked if he was surprised by the president's announcement, mr. trump responding, quote, he should have never been there in the first place. he should have stayed in his

fitness to remain in the oval office, quote, if joe biden ends his reelection campaign, how can he justify remaining president? not running for reelection would be a clear admission that president trump was right all along about biden not being fit enough to serve as commander in chief. garrett haake, nbc news, washington. >> a possible challenge to vice president harris has already appeared in the last 24 hours as west virginia senator joe manchin says he is considering a run for the white house. that's according to two sources who spoke to him. those sources also say manchin has no plans to publicly support harris at this time. one person with direct knowledge of his plan says he is also considering reregistering as a democrat to appeal to more voters. the 76-year-old moderate announced in just a couple of months ago that he was leaving the democratic party and registering as an independent. now president biden's shocking decision to many to withdraw from the race, that is reverberating beyond u.s. shores. the president of israel, isaac

herzog in an extended heartfelt post, as the first u.s. president to visit israel in a wartime, he is a symbol of the bond between our two people. to break down the international reaction, let's go to claudio lavanga in rome. good morning. what are world leaders saying? >>good morning, richard. well, let's start from here in italy where the foreign minister said italy will work well with whoever the next president will be because he said the relationship between italy and the united states doesn't depend solely on who the president. but one country whose relationship with the u.s. will much depend on who the next president will be is, for instance, ukraine, where president volodymyr zelenskyy thanked president biden for the unwavering support since russia's invasion. and he wrote that the u.s. -- he hopes that the u.s. will continue to prevent what he

called russian evil from succeeding. as per russia, how russia reacted, that came from dmitry peskov, the kremlin's spokesperson. he said the four months before the election is a long time. a lot can change. but he said "we need to pay attention as russians, monitor what will happen next and mind our own business." not everyone was careful with words. for instance, one who wasn't was the speaker of the lower house who is vyacheslav saying biden created problems all over the world and accused him of unleashing the war in ukraine and he now runs away without waiting for the election. let's go back here to europe where many leaders pay tribute to biden. one is oleg scholz, the chancellor of germany who said he called biden a friend who achieved a lot for his country and the world and said the decision not to run deserves recognition, echoing the sentiment of many leaders across

alejandro mayorkas has selected a bipartisan panel to investigate the attempted assassination of former president trump. the panel will conduct a 45-day review of the actions of federal, state and local authorities before, during and after the shooting. the review will also look into the secret service's governing policies and procedures. members on the possible include janet napolitano. later this morning as well, secret service director kimberly cheatle is set to testify before the house oversight committee, also investigating the assassination attempt. three people are dead after plane crashed near one of the runways at the youngstown air reserve station in ohio. officials say the aircraft was attempting an emergency landing after a suspected mechanical failure. the pilot and two passengers were on board. a federal investigation is under way. well, on this monday, millions of americans are starting off the week under yet more dangerous heat alerts.

nbc meteorologist michelle grossman is tracking that for us. good morning to you on this monday. what are we looking at? >> good morning. great to see you. we are looking at the west continuing to bake. millions under heat alerts from the interior parts of the northwest, central california, into parts of the great basin. we'll see the temperatures soaring into the 90s and even the 100s. that's one of the biggest weather stories today. one from the great lakes, into the northeast looking at the chance of showers there. and then another front, it's a long one from the southwest, south central states into the southeast, also stretching into the midatlantic. we're going to see rounds of showers and storms and could see some heavy rain in parts of the south central states that will continue into wednesday as well. notice all this green on the map from the northeast into the midatlantic, parts of the carolinas, the southeast, into the south central states, we're looking at the chance of more flooding in the south central states. also the monsoonal showers, heavy rain throughout portions of the four corners into the rockies as well. we're looking on friday, staying
