today, tuesday, july 23rd, 2024. the race is on. vice president kamala harris is on the campaign trail today holding her first rally since jumping into the race. where she made her first stop and the huge haul her campaign says they just brought in. >> stepping down. the head of the u.s. secret service resigns after admitting her agency failed to protect former president trump from an assassination attempt, who could replace her. going nowhere, thousands of passengers are still stuck at airports nationwide, why one airline is struggling to get off the ground. happier meals. have you been lovin' all those fast food value deals this summer, why some chains may add even more to the menu. we do begin this hour with the news we've been covering for day and that's right, vice president harris officially hitting the campaign trail. >> the vice president held her first rally today in wisconsin, she has earned the support of

enough delegates now to become the defacto democratic nominee. the campaign has raised more than $100 million since president biden exited the race on sunday. today the top two democrats in congress, senate majority leader chuck schumer and house minority leader hakeem jeffries both endorsing vice president harris. she also received the endorsement of george clooney. president biden for his part is returning to the white house today, the white house doctor saying he tested negative for covid-19 as of today. he'll deliver an oval office address tomorrow night. joining us now is yamiche alcindor, traveling with the vice president. and vaughn hillyard with reaction from the trump campaign. wisconsin of course is a key battleground state here, take us through the highlights of the vice president's message to voters today.

on nbc news now. the u.s. secret service is under new leadership after director kimberly cheatle resigned this morning. >> homeland security secretary mayorkas tapped ronald rowe as acting director. kimberly cheatle didn't answer key questions about the assassination attempt of former president trump. she faced bipartisan calls to step down. nbc news law enforcement tom winter joins now, kimberly cheatle was pretty adamant she wasn't going to resign despite many calls for her to step down. what changed here and what does this mean for the ongoing investigation on the assassination attempt on former president trump. >> as far as the investigation goes nothing really changes it's the fbi investigation, independent panel will review what the secret service did or

change of director. >> these are the types of things that happen that lead to type of changes we might see. secret service very capable, investigate fraud, separated, do they need to go back to being -- an agency under the united states treasury, not under the department of homeland security prior to dhs being created. do they need to go under justice or team up with the fbi? operational questions as well, asking for better sniper tools. do they need to get better equipment or do their agents need to spend more time out in the field on real-world cases, or helpful to have those agencies rotate through? all sort of things will be covered in recent weeks and

months. today another day of extreme frustration for delta passengers stranded across the country. >> the airline was forced to cancel hundreds more flights today. the u.s. department of transportation is investigating, here's nbc senior correspondent tom costello. mid-july, the peak of the summer vacation season and hundreds of thousands of delta passengers have been going nowhere fast, spending hours in ticket lines and sleeping on airport floors. >> all these people stranded. >> reporter: time lapsed video of a four-hour wait for a customer service rep in atlanta, delta's home base. >> we've got crisis mitigation plans in place. >> reporter: the delta app equally frustrating for some. >> it automatically tried to rebook me to the next subsequent flight, then that was canceled. that was canceled. and that was canceled. >> reporter: delta's airport hubs have been the most affected.

as we said vice president kamala harris is hitting the campaign trail. >> reporter: focused on introducing herself to voters especially in swing states. i went to one of them, pennsylvania, to ask voters about their reaction seeing president biden leave the ticket and endorse the vice president. home to the first two drafts of the united states constitution, the state of pennsylvania is no stranger to history. now, voters in the key swing state are reacting to the latest. >> i almost felt relief, because there's been so much back and

forth, will he/won't he, but now a moment to have some finality. >> reporter: a lifelong democratic and a joe biden supporter. >> after my shock and disappointment he put the country first and i think that's admirable. i'm on onboard. >> reporter: nick ercole wanted to see more competition between candidates. >> most likely roll with kamala and hope it works. but i'm definitely disappointed that he waited this long. >> reporter: if the election were today ercole said he'd vote for rfk junior. a critical 19 electoral votes are up for grab here in pennsylvania. the margin of victory in 2016 and 2020 elections less than 1.2% of voters here. and turnout in communities across pennsylvania could swing the state. like in butler county, a trump stronghold where he was shot in an attempt on his life earlier this month. >> president biden has endorsed vp harris to lead the

nomination. what's your reaction to that? >> i think a lot of men might not be all right with that. i'm not sure. i don't know. >> reporter: or here in philadelphia, where biden beat trump in 2020 by more than 470,000 votes. >> do you think harris can beat trump? >> yes. why? she's a woman. she's a lawyer. she will be a great debater with him. >> who would you pick? >> harris, not because i want harris but because i don't want trump. >> i think she's the best person. >> reporter: vice president harris can appeal to a broader range of voters. >> harris against trump where she fares better than biden did. the flip side, trump improves in some areas with harris in the race. >> reporter: now harris's tasked with finding a suitable running mate.

among many contenders, is governor josh shapiro. >> it would have to be wanting to pick someone who can help pull a swing state. >> reporter: i spoke to shapiro back in 2020. >> the law requires us to count all legal eligible votes and that's exactly what we're going to do here in pennsylvania. >> reporter: for tina, shapiro would be a great pick. >> he's been a good governor so far. >> reporter: promptly endorsed harris on sunday. like much of the democratic party. following her announcement that she intends to earn and win the democratic nomination. shapiro won his gubernatorial race by 15 points. gained national attention for spear heading the reopening of i-95 last year two weeks after a fiery collapse. he spoke on monday about climate initiatives, fielding questions about vp speculation. >> all i'm focused on is defeating donald trump. she needs to choose someone that she's prepared to govern

hours that we'll see for this afternoon. and we're looking at a high of 94 in dublin, 91 in novato, while san francisco will be in the mid 70s, those temperatures continue to come down on thursday. and we'll take a look at our 7-day forecast coming up soon. thanks kari. the city of oakland is supposed to be clearing a homeless encampment by the bay bridge toll plaza, but so far, that hasn't happened. nbc bay area's bob redell explains why the city is holding off. they've been doing outreach with the 12 people who live in this encampment here at the toll plaza beach, and they say they are making great progress, that they believe most, if not all, will voluntarily leave. they are offering the city is a bed and services, even though they are no longer required to do so. after that ruling from the supreme court back in june and so far, it sounds like some of these people are accepting both or one or the other. the city says they'd rather get these people to accept what they're offering and leave on their own

instead of coming in here with the police and forcing them out. so again, 12 people, including three children with their parents, live in this encampment. an attorney who represents some of these people say they have been willing to move into some sort of housing, but they need a, quote, reasonable accommodations since they suffer severe disabilities, including hiv aids, dementia, and ptsd. accommodations the city couldn't guarantee, right away. so these people sued the city of oakland, claiming that this forced move is a violation of the 14th amendment, and the americans with disabilities act. but they lost that lawsuit, a federal judge said the city could start clearing this area on friday, but the city again waited until today to come up with a better plan on to how help the people who live here now. frank ernst and another person in this encampment. they have accepted housing and community cabins located in another part of oakland. but frank says he won't be able to park his vehicle there. and the tools he uses on the job as an auto mechanic there. he's also worried about being forced to

live with another person, somebody who would be a stranger. he thinks that would be difficult, if not impossible, given the ptsd and anxiety he's developed from childhood trauma he's made it to where i can't trust people as well as the normal individual, and they put you in a cabin where it's more or less like being in a prison cell. you have to share it with a stranger who you don't know and that's where you live. the city says it's currently doing outreach to help these people find other accommodations, and getting them to leave voluntarily with their attorneys saying that they will, of course, leave if push were to come to shove. once they do leave the city will come in and clean up this beach, which is loaded with trash and debris. here at the toll plaza. beach bob redell nbc bay area news. a fallen bay area police officer is being laid to rest after he was killed by a suspected dui driver. a funeral service held this morning for vacaville officer matthew bowen. bowen grew up in fairfield, went through the napa police academy

and served three years on concord police department before joining vacaville last year. today, bowen was remembered as a husband, father, brother and friend with a kind heart and quick wit. he was 32 years old. this is mason and everett. words cannot express the depth of our sorrow. matt was a hero, not just to us, but to you. most of all. his love for his family was evident in everything he did. officer bowen was hit during a traffic stop earlier this month. the driver charged with homicide and dui, but there are questions over whether she's mentally competent to stand trial. another story we're watching antioch is moving forward with a new sideshow crackdown. tonight, the city council will have its final vote on a new ordinance targeting sideshow promoters and organizers, as well as punishing spectators who show up to watch.

sources familiar with the matter tell nbc news he'll resign on august 20th. convicted earlier this month of 16 felony counts including briby, extortion and working as a foreign agent. nbc first reported last week that he had been calling allies to tell them that he would step down after his conviction. new jersey governor murphy has said he'll appoint a senator to finish out his term that ends in january. ethiopia local officials say at least 157 people have died from two massive landslides, rescuers say they're still searching for bodies. they expect the death toll to increase, both landslides hit the same village in the remote region of southern ethiopia. shortly after the first, burying dozens of people who gathered to help with rescue efforts. two-time olympic gold medalist andy murray is stepping off the court after paris.

the 37-year-old singles champion confirmed on social media that this olympics will be his last ever tennis tournament. murray won his first gold medal at the 2012 london olympics and retained his title in rio in 2016. the tennis star added tuesday that competing for britain has, quote, been by far the most memorable weeks of my career. i'm proud to do it one final time. a sheriff's deputy in springfield, illinois, has been fired and is facing murder charges after acollegedly shooting a black woman inside her home, newly released body camera video captured the moments be ever the fatal shooting. since here death the family and community members have been calling for justice, the department of justice is now investigating what happened. according to an attorney for her family, high-profile civil rights lawyer ben crump. maggie has been following this story, you looked through the body camera footage, it's very hard to watch, we should warn

our viewers what we're about to show is disturbing, how did she end up dead inside her own home. >> reporter: it's disturbing to say the least when you see how this happened. that 911 prosecutors said was a potential prowler in the video, she meets two sheriff's deputies at the door, the one on camera that's sean grayson who's been fired and charged. she after a few minutes lets them inside, at times confused, forgot about what her own 911 call was about, she walked to her stove and picked up what looked like a pot of boiling water and that's when things begin to escalate. warning, what you're about to see is disturbing.

>> reporter: we should note, we chose the video right before the shots were actually fired. the police edited this themselves, only to blur out her body in that video, but again, kate that was sean grayson who saw on cameras, according to prosecutors he's the one month fired the fatal shots. >> the deputy who was fired pleaded not guilty to the charges. what's next for that deputy and what is the family saying today? >> he's been indicted on three counts of first degree murder, he's pled not guilty. the family is calling for a number of things, first of all, attorney crump said the doj is now investigating, we're waiting

mistrial in the high-profile case of karen read. erin mclaughlin has the latest. >> reporter: dueling demonstrations outside a massachusetts courthouse. the judge setting a new court date. >> reporter: karen read's second trial for the murder of her boyfriend, boston police officer john o'keefe, now scheduled for january 27th, 2025. almost three years after he was found unresponsive in the snow outside the home of a fellow police officer. read's lawyers also filing a motion to dismiss the new trial. >> i assume whatever i end up doing on the motion to dismiss will be appealed. >> reporter: after the judge declared a mistrial earlier this

month in her trial. a mistrial. the jurors unanimously found her not guilty on the two remaining charges. second degree murder and leaving the scene of collision causing death. during five days of deliberations. he lawyers arguing if she was tried again on those counts it wouldjeopardy. prosecutors have asked the court to deny that request. the prosecution argued 44-year-old read intentionally backed her suv into o'keefe. >> the defendant drove her vehicle in reverse. for 62.5 feet. >> reporter: the defense argued that the death was part of cover-up by police. >> conflicts of interest. doesn't matter. >> reporter: legal experts say it's possible this may never go to trial again. >> lot can happen between now
