address the nation. he will deliver remarks from the oval office tonight, explaining his historic decision to drop out of the presidential race. nbc's brie jackson joins us now from d.c. hi, brie, good morning. this is the first public speech from the president since he issued that letter announcing he was stepping aside. >> reporter: that's right. good morning, frances. president biden has been isolating in delaware after contracting covid but tested negative now in return to the white house. a source familiar with the remarks tells nbc news that the president will provide a detailed explanation for withdrawing from the presidential race and that he wants to talk about his plans for his remaining months in office. as the president returned here to the nation's capital, his vice president hit the campaign trail. kamala harris holding her first campaign rally in milwaukee after becoming the new frontrunner for the democratic nomination. harris is continuing to prosecute her case against

former president donald trump. >> he and his extreme project 2025 agenda will weaken the middle class. like we know we got to take this seriously. can you believe they put that thing in writing? when you read it, you will see donald trump intends to cut social security and medicare. he intends to give tax breaks to billionaires and big corporations and make working families foot the bill. >> reporter: and last night, donald trump had a call with reporters, and he said he would be willing to debate vice president harris multiple times if she is nominated. >> i would be willing to do more than one debate, actually. as far as her as a candidate, i think it's probably similar. i notice the polls are virtually identical. she's the same as biden but much more radical. she's a radical left person. and this person doesn't want a radical left person to destroy

it. she's far more radical than he is. >> reporter: and donald trump had already agreed to a debate in september against president biden. now he says he does not like the idea of abc hosting any debate. frances? >> brie jackson for us, thank you. nbc will have special coverage of president biden's oval office address tonight at 8:00 eastern. now one big question for the harris campaign is who will be her running mate. multiple sources tell nbc news that vetting materials have been requested from these five democrats. governor roy cooper from north carolina. josh shapiro, the governor of pennsylvania who won in a landslide there. tim walz of minnesota who was head of the democratic governor's association. democratic governor gretchen whitmer. and also mark kelly, arizona's astronaut turned senator. a source familiar with the short list also tells nbc news the harris campaign is considering kentucky governor andy beshear,

and there is speculation around pete buttigieg. the campaign is under pressure to make a pick before august 7 to avoid any legal challenges that may arise because of state ballot deadlines. now to breaking news. after the attempt on his life, former president trump will stop holding rallies outdoors for the foreseeable future. that's according to two people familiar with the campaign's operations. they added that trump might still participate in smaller outdoor events or larger rallies in facilities like stadiums where the entrances are easier to control. the change comes nearly two weeks after a 20-year-old man shot directly at trump from a clear vantage .150 yards from the podium. and secret service director kimberly cheatle has resigned one day after both democrats and republicans demanded she step down at a contentious oversight hearing. she said she takes full responsibility for the security lapses ahead of the assassination attempt in butler,

pennsylvania. cheatle has led the secret service since september of 2022. later this afternoon, israeli prime minister baenjami netanyahu will address a joint session of congress. his speech is controversial among democrats with at least 30 lawmakers, including senators elizabeth warren and bernie sanders boycotting it. netanyahu's trip to the u.s. in the middle of a war is also harshly criticized in israel. for the latest, let's go to josh letterman who's following this for us. what are netanyahu's critics saying? >> reporter: good morning, frances. his critics say prime minister netanyahu is putting his own political needs ahead of his country. they include a group of 17 former israeli national security officials, including the head of the mossad previously, the elite israeli spy agency, who say that netanyahu is an existential threat to israel's security and a big focus of the criticism is on the failure to reach a deal to release the remaining

hostages held by hamas in the gaza strip. prime minister netanyahu met while in the u.s. with the families of some of the american hostages still held in gaza, and one of the guests will be at his speech to congress is expected to be noe noa a argamani.argama. so a lot of criticism for why prime minister netanyahu has not sufficiently prioritized a deal to get those hostages home. some of that criticism also coming from members of congress, including dozens of democrats who plan to boycott the speech. vice president kamala harris, despite serving in a dual role will not be in the senate. she will be on campaign travel.

and netanyahu will meet with donald trump later this week at mar-a-lago. the doj will investigate the deadly shooting of sonya massey in illinois according to the family's lawyer ben crump. she was shot and killed in her home by a sheriff's deputy after she called 911 because of a suspected intruder. the now-former deputy has been indicted by a grand jury on three counts of first degree murder. new jersey senator bob menendez will officially resign in less than a month. in a letter to phil murphy, the long-time senator said his resignation will be effective on the close of business on august 20th. it comes after menendez was found guilty of all 16 counts of a federal bribery and corruption trial. he said in his letter he intends to appeal that verdict. governor murphy said he will make a temporary appointment to the senator's seat. turning now to the dangerous

wildfires wildfires burning up and down the west coast. they are battling more than 100 fires, including the lone rock fire. illegal fireworks sparked a wie wildfire east of los angeles which destroyed at least three homes and damaged several others. angie is tracking a heat wave and rain out west. we took a pause with severe weather and now we're back on our way to it. >> you've got that right. we're unsettled across the east. this is the main story not just today but tomorrow too. you can see why some of the rain stretched across the southern plains, the gulf coast and the mid atlantic. that's the area we'll be closely watching today for flooding concerns and to just remain kind of scattered with those storms. here's the stationary front we'll be watching today and tomorrow.

arabile geu ara arabile gumede is here with those details. >> you're quite right. the story is that the federal trade commission is looking at investigating around eight companies who are using artificial intelligence, ultimately to track consumer behavior, the way consumers spend, et cetera, and what it is they actually spend on. the ftc is wondering whether those companies are using that data and information to manipulate, vary or change prices in order to fit in with that consumer demand. ultimately, increasing prices is the supposition on that front. so key question marks around where this case goes. of course it is still early days, and this investigation will definitely be one to look out for. on the other front, you had spoken about a slow down we are seeing in the u.s. consumer. well, yeah. house prices is one of those to

kind of look at. home sales, particularly in the pre-owned homes are 5.4% down. that is the slowest since 2021. there is still a slow down. higher interest rates, cost of living is beginning to impact consumers significantly. >> okay. arabile, thank you for that breakdown. now to the travel turbulence for delta. the airlines now facing a federal investigation into its handling of last week's global computer meltdown with hundreds more flights to be canceled today according to flight aware. tom costello has the latest. >> reporter: day five of delta's summer meltdown. >> we've all been wearing the same clothes for two days now. >> reporter: passengers still standing in hours-long lines, sleeping on airport floors, on telephone hold for nine hours and more and luggage piled high. 5400 flights canceled since

friday morning. most at critical delta hubs and airports. >> we estimate this has impacted hundreds of thousands of passengers, likely more than half a million. >> reporter: the d.o.t. is investigating why delta didn't recover from friday's computer crash as quickly as other airlines, and whether it's providing refunds, rebooking passengers at no additional cost and offering hotel and food vouchers. >> delta clearly has not been able to recover, and they need to take care of their customers. i made this clear directly to their ceo. >> reporter: in a statement, delta said its teams are working tirelessly to care for and make it right for customers impacted by delays and cancellations. the airline canceled another 473 flights, 13% of its schedule. >> every time we got booked or rebooked, that flight got canceled. >> reporter: the meltdown not as serious as southwest's winter 2022 meltdown that affected
