voters ballot changes on the national level and here at home, the brand new measures san francisco voters will weigh this november, and the major overhaul in store for the city if voters approve. also, big olympic win for the usa and the games haven't even started yet. the decision a short time ago from the ioc that will bring another olympic games to america. this is today in the bay. what a way to start out a wednesday. good morning to you. i'm marcus washington and i'm laura garcia. so let's start out with a look at that wednesday forecast with meteorologist kari hall. another day of summer heat. yes, but it won't be as intense. so that's the good thing. even though we're starting out a lot warmer this morning, we're still at 73 in san jose, and it's 75 in livermore and byron. it's 82 degrees right now to start out the morning. and we're seeing some upper 50s and low 60s elsewhere as we go into our

afternoon highs, we are still going to have a heat advisory in effect, as we deal with a moderate heat risk for parts of the east bay and south bay. but we are once again seeing the heat not as high as yesterday and our temperatures in a few spots still headed for the triple digits, but mostly 90s low 90s for the north bay napa today, 90 for moraga today 90 degrees and will be up to 91 in san jose tomorrow. the temperatures come down even more will be mostly in the 80s and low 90s for the afternoon. so we're going to continue to make some progress as we get closer to the weekend. we'll talk more about that. looking ahead, coming up in a few minutes. sounds good. we'll check back with you. well, new this morning and first at five. the november ballot just got a little more interesting for san francisco voters. they now have two important new measures to consider after a vote by supervisors today in the bay's ginger conejero saab joins us live in san francisco this morning. and ginger, these measures could really change the face of the city. that's right.

laura, good morning to you. now, supervisors. yesterday approved two new ballot measures. one would give a pay hike to veteran san francisco police officers and the other the other ballot measure would completely overhaul the city. nearly $400 million worth of a bond measure to revamp the city. let's start there. the $390 million fund would, sorry, i should say the $90 million ballot measure would fund health care infrastructure, housing for homeless families, street safety, road paving and improvements of public parks and spaces. now, it would require two thirds of an approval from voters. but here's how the money breaks down. over $200 million would go to improving health care facilities like chinatown public health center, laguna honda, as well as zuckerberg san francisco general. just over $70 million would go to public spaces. that includes $25 million of a renovation to

harvey milk plaza and more money to go to other public spaces, including the mayor's office. $50 million would go to housing for homeless families and nearly $65 million to repaving and redesigning city streets. now, voters will also decide a police staffing retention measure, allowing san francisco police officers to defer retirement for five years. instead, they would stay on the payroll performing neighborhood patrol or investigative work. supporters say it would help stop the bleeding in the department's dire staffing crisis. now, our own marcus washington sat down with mayor breed yesterday to talk about many things. san francisco that was ahead of the board of supervisors meeting that saw the votes of these ballot measures. now, the two also talked about homelessness. it's a decisive issue on on the november ballot or in the november election, as well as in the mayoral race. here's mayor breed on pushing for progressive penalties. at this point. we're offering them shelter, so it's

not like we're not offering them anything and they are refusing. so when they are refusing, then we are going to enforce the law. and that means progressive penalties. and we have to put an accountability tool here because this is what the biggest problem is, the people who are refusing what we're offering. it's not making homelessness illegal. it's making refusing to get off the streets when we have a place for you to go. it's making that a more uncomfortable option. now, we will have more of that one on one with mayor breed and marcus at 530. you can also catch more of that on nbc. bay area.com, and i've gotten a chance to listen in to that interview. a lot of really important key things that they talked about there. so watch out for that at 530. laura yeah, whether you live in the city or not certainly affects us all in the bay area. thank you. ginger. well, turning now to decision 2024 democrats experiencing a

surge in enthusiasm for the party's new frontrunner, vice president kamala harris. now, this follows news over the weekend that president donald. president biden will not seek reelection. mr. biden is expected to address that decision in a speech from the oval office this evening. today in the bay's barry jackson live for us this morning in washington and brie. what can we expect from the president tonight? good morning marcus. so tonight, president biden will deliver his first public speech since ending his reelection bid. the president is expected to provide a detailed explanation for withdrawing from the race and lay out his vision for his remaining months in office. president biden, preparing to address the nation tonight about his decision to drop out of the 2024 presidential race. i expect that he'll lay out a governing vision for the balance of his term. the 81 year old's speech follows his endorsement of vice president kamala harris for

president. she's also being backed by top democrats on capitol hill. we've seen the democratic party swiftly coalesce behind vice president kamala harris, president joe biden has made the selfless decision to pass the torch to vice president kamala harris, who is ready, willing and able to lead us into the future. harris is hitting the campaign trail. during her first campaign stop as the clear front runner for the democratic nomination, the 59 year old spoke to an energized crowd in wisconsin, a key battleground state. the former prosecutor laying out her case against former president trump. as a prosecutor, i specialized in cases involving sexual abuse. well, trump was found liable for committing

sexual abuse. trump is ramping up his attacks. she was the worst. she was the worst at everything. she was the worst vice president. the former president says he's committed to debating vice president harris. now that president biden is stepping aside following concerns about his poor debate performance. and today, the dnc rules committee will meet to formalize the process for their virtual roll call. as of now, their plan remains to formally nominate a candidate by august 7th. that is when the first state deadline comes up, comes for certifying who is going to be on the ballot. marcus. and we are all waiting for that day. all right. brie jackson in washington, brie. thank you. and of course, you can watch the president's speech right here on nbc bay area coverage from his oval office beginning at 5 p.m. well, new overnight following the attempts on his life, former president donald trump is rethinking the idea of holding

any more large outdoor rallies. that's what two sources are telling nbc news. the trump camp did not respond to cnbc's request for comment. the sources also say while the current plans will likely to be to stick with indoor rallies, it is possible trump may take part in smaller outdoor events or even larger events in highly controlled environments like stadiums. meanwhile, on capitol hill, fbi director chris wray today will testify about the pennsylvania shooting. he'll appear before the house judiciary committee. his appearance was actually scheduled prior to the shooting. it was supposed to be a routine hearing, but now the near assassination is expected to dominate. most of the questions are likely to focus on the investigation surrounding the gunman, thomas crooks. well, now to a live look at the capitol. that's where later today, israeli prime minister benjamin netanyahu will address a joint session of congress. more than two dozen democratic lawmakers are vowing to boycott, including

senators elizabeth warren and bernie sanders. capitol police arrested some 200 protesters yesterday, this all playing out at the cannon house office building. that group, calling itself jewish voice for peace, demanding that the u.s. halt arms shipments to israel and a permanent cease fire for gaza. a capitol police say demonstrators are not allowed inside congressional buildings and here at home, activists are vowing to stage a protest in san francisco, coinciding with netanyahu's address. organizers promising to gather outside of the san francisco office of u.s. senator laphonza butler, new this morning, the u.s. and france are both celebrating after winning the right to hold future olympic games. the ioc, a short time ago, the ioc, i should say a short time ago, awarded the 2034 winter games to salt lake city, which hosted the 2002 winter olympics. you'll recall the committee also granted the 2030 winter games to

this. no problem. we'll show you how there's a build coming up farther east. well, good morning. very happy wednesday to you. markets could move lower this morning particularly the nasdaq after a somewhat disappointing profit report from google. tesla also expected to fall again today after that company once again said profits did not live up to hopes. tesla has two problems fewer people buying their cars and then lower prices on those cars, and both are cutting into profits. the company has been pinning its hopes on a fleet of robo taxis, which were set to be announced early next month. but that unveiling now delayed until october. meantime, company ceo elon musk is asking tesla to invest $5 billion in his other startup, x i. he posted a poll on x which he also owns, asking shareholders what they thought. meantime, analysts at bloomberg say chinese electric car maker byd could overtake tesla in worldwide car sales as soon as

this year, at least until america places more restrictions on the sale of chinese cars. the other restriction, or the other question, rather, is donald trump, says he wants to get rid of tax exempt incentives to buy cars, electric cars. so a lot of uncertainty ahead. new sales data, home sales show it's never been slower or more expensive. the national association of realtors says sales in june were 5% less than the same time last year, and prices hit new records, up 4% from last year. 426,000. the nationwide median price. crowdstrike has an early report on what went wrong last week. pretty much what you'd expect. they pushed out bad code. crowdstrike says they'll stop pushing out new code all at once. do it bit by bit so they know if something's going wrong canary style. they call it, well, silicon valley, full of people with ideas. they tend to be young. they tend to come out of certain schools, and they

it's actually that's true. that's 25 years, buddy. yeah all right. well, you know what, weather wise today, you said a little bit cooler than yesterday. a little bit better. we're going to continue to make progress over the next few days. and seeing those numbers coming down, the best day is coming on the best day saturday. so we're going to have cooler temperatures just in time for our saturday afternoon. but we are still going to be under a heat advisory for the inland areas today, a few triple digit, not as many as yesterday, and it will be slightly cooler tomorrow. and then more relief for the weekend. we're going to be talking a lot about that. the heat still continues for the inland areas. that includes solano county, cocoa county into alameda, santa clara as well as the santa cruz mountains. but notice that we don't have any pink on here, which was the excessive heat warning, and we are not going to see any of that, including the coast or the inner bay. so today our temperatures are still going to

be above average, not record setting, but we're up to 90 today in santa rosa in the average high for this date is just 83 degrees. seems like it's been so long since we've had weather like that. and then in concord it will be 96 today. our average high temperature for this date is 88. san francisco in the mid 70s. livermore 98 degrees and up to 91. in san jose, which is about ten degrees above what's normal. but we will still be hot in morgan hill, a high of 97 degrees, and still a few of those triple digits popping up on the map in spots like antioch. but mostly upper 90s in fremont today, 89 degrees and low 70s for half moon bay and palo alto. it will be 89 today, and the 70 in daly city in san francisco, mostly 60s and low to mid 70s. and mill valley will be in the upper 70s. but a short drive to novato it will be 91 and 102 today in ukiah. there still this humidity, this tropical moisture coming in as

temperatures and take a look at this beautiful view of our sutro tower camera. looking over san francisco and the fog rolling by. that's going to create some cooler air, not only in the city, but also help provide some relief to some of our inland areas. but we are still getting ready for another hot day in dublin. we are going to be under a heat advisory for the afternoon as our temperatures here go from mid 70s to low 80s at 10:00 to 90 at lunchtime and into the mid 90s. as we go into the rest of the day in san jose, it will be 91 degrees and mostly seconds for the peninsula as well as the coastline, half moon bay, 71 today and 94 in napa, while vacaville will hit a high of 100 degrees each day. as we approach the end of the week into the weekend, we'll see those numbers coming down. so we'll check out the coolest day, which is saturday in our microclimate forecast. mike you're also looking at the fog on the golden gate bridge. cool already right here, the golden gate bridge. cool for the commute. easy drive folks who

travel daily across the golden gate bridge or weekly or on a regular basis. no, it's not a major issue. it's pretty good visibility while you're on the span. it's just our view from our camera that you can't see that south tower. we had some slowing heading south. i think that was the crew clearing from the northbound from the north side, marin county, a little build for highway 37 out of vallejo is pretty standard. heading over toward novato. a little bit of slowing shows up in concord, passing willow pass road and coming out of pittsburgh as well. standard pattern again for the east bay. a nice, smooth, easy drive at the toll plaza. a little slowing on the incline. the good news is that slower drive heading on eastbound at 230 or southbound 238. it's all cleared. heading counter commute. there was some overnight road work. there may be a new issue over in sunol will check southbound 680. coming up, back to you. all right. thank you. mike. well the san francisco mayoral race is heating up and at stake high for the incumbent mayor london breed. she is facing four other high profile candidates, many who are challenging her over the current state of the city. i got

a chance to sit down one on one with the mayor asking her about her vision for the next four years. if she's reelected. now. this as the city is facing critical issues, including sheltering the unhoused, increasing office vacancies and the opioid crisis, breed and other candidates are focusing on plans to revitalize downtown, which is responsible for 70% of the city's jobs and most of its tax base. my 30 by 30 plan is to bring 30,000 new residents and students to the downtown by 2030 to make downtown a new neighborhood, and there are plans underway to completely transform embarcadero plaza into a more usable space. now, the university of california said it would not open a new downtown campus, but recently, students from 20 historically black colleges came to study downtown as brie pushes for opening a satellite campus. as for devastating blows to the city, such as the iconic macy's location in union square,

announcing its closure in 2025, and the north face leaving brie says not all is lost, pointing out nintendo planning to open a new store. conversations are. first of all, you know what can we do as a city? and in some cases, there are some things that we can do. another key issue in the race sheltering the unhoused. so a recent supreme court ruling allows cities to ban people from sleeping and camping in public spaces. the mayor says that the city will start clearing up those encampments next month. it's not making homelessness illegal. it's making refusing to get off the streets. when we have a place for you to go, it's making that a more uncomfortable optio. now, as we mentioned, there are four other candidates in this race, and we will speak with them all about these issues and their plans for the city. today at 8:00, supervisor aaron peskin will join us live. and tomorrow, mark farrell, you can watch live

on roku, amazon tv and other streaming platforms. it is 534. the democratic party is finalizing its plans to hold a virtual vote to nominate kamala harris as candidate for president. scott mcgrew with us right now, it's got a huge amount of enthusiasm there in the party. all of a sudden, enormous enthusiasm, which i think would surprise you if you looked back at her 2020 presidential campaign, when then california senator was getting close to hashtags in the polls. remember she dropped out of the race before the primaries even started. but that was then. this is now. americans don't want a repeat of the 2020 biden-trump race, and they're not getting one. here's harris at her very first campaign speech as the de facto democratic candidate for president. do we want to live in a country of freedom, compassion and rule of law, or a country of chaos, fear and hate? and here's

the beauty of this moment. we each have the power to answer that question. the power is with the people. now, president biden will speak about his decision to drop out of the race in a live televised speech this afternoon at 5 p.m, our time nbc bay area will carry that speech live. donald trump has complained he should get equal time in that speech. there are equal time rules. still on the books, but generally don't count when the president is speaking up about matters of national importance. now whether this is about national importance and not politics is debatable. speaking of debates, mr. trump now says he is willing to debate harris more than once the original schedule called for one more debate on september 10th. on abc, trump says he wants fox to do it instead, but he had already agreed to abc more than one would make sense. most elections see more than one

debate between the candidates, and the first debate was with somebody who's no longer running for president. the two sides have not yet agreed on vice presidential debates. then again, we don't know who harris will pick as her running mate yet, and some of her top choices don't know either. i've not been asked for anything. i am not interested in doing anything other than this job for the next two and a half years. again, my plan is to serve my full term as governor. i love this place. i love our people, and i love this job and everything we have been able to do. the only way i consider something different is if i thought i could help kentucky in a bigger, different way. it is her decision to make. she'll make it on the timeline that she so chooses, and she will. i assume, like she does every decision she makes make it in the best interests of the american people. israeli prime minister benjamin netanyahu will speak to a joint session of congress today. this would be his fourth time doing it. congress distracted perhaps harris as constitutional officer

of the senate, the president of the senate has the option of presiding, but she will not. she was already scheduled to speak to a women's group in indianapolis. her campaign says back to you. so much going on this political year. thank you scott. now to a live look in san jose. may seem like a long time ago now, but this past sunday in the south bay, the temperatures were actually pretty mild. san jose reached about 80 degrees. you may not even realize that same day happened to be earth's hottest day ever. a leading global weather service in europe says earth's temperature reached just under 63 degrees, about a 10th of a degree higher than the previous record set on july 6th of last year. before last year, the hottest day ever was back in august of 2016 and carry, no doubt the bay area feeling the heat this summer. yes, it has been a hot summer. let me show you an inland spot like livermore and the temperatures that we've had six days over 100

degrees last year compared to this year, we've had 11 days in july. and then as we even just look at those 95 degree plus days, we've had 15. we can add another one to that one for today. and our average high temperature for the month has been 97 degrees. when usually it's at 88 degrees. so we are still well above average. and it's going to be another hot day as this heat advisory continues for today until 11:00 tonight, our temperatures reaching into the upper 90s. fairfield as well as vacaville will reach 100 degrees, but mostly 90s across much of the rest of the bay area. and as we head over to mike, you are seeing that the south bay is starting to slow right where we expect it. right where? right when, but a little bit more slowing shown by the orange sensors. so we'll watch to see how that plays out. but so far nothing really unusual for the south bay other than just a few slower sensors than we might expect. and you know, that would happen over the next ten minutes. anyway. this is a

crash here. southbound 680. there's one vehicle in the center divide and one a truck. i believe, over on the right shoulder. so you will be going through some flashing lights on either side of the freeway. but 680 shows no slowing, no injuries reported will track that. right now, everything else looks pretty calm. we will talk about what's going in the south bay, the big deal here. levi's stadium, not the stones. again no, but we have you know what? chelsea fc, which is a big football club there, soccer as well as wrexham of course, very popular from the series on hulu. so there's going to be a lot of crowds coming back here again. same options for caltrain and the transport over from bart via vta. remember that orange line is key to the great american station and again, second of three nights where i'm sorry, the last of three nights. we're looking at the closure here for webster tube getting out of oakland and into alameda. that tube will be closed for a scheduled maintenance. so you'll use those bridges just to the south. there, the drive is typically slowing in little spots here, with the arrows very mild slowing, though for those commute spots. back to you. all right. thanks, mike. a plane crashes early this morning in

off from the capital, kathmandu. now video reportedly shows it tilting before crashing. that plane carried two crew members and 17 technicians who were going to another city to repair a separate aircraft. one person survived the captain, who is now being treated at a hospital. back here in the bay area, the city of oakland has a new plan to crack down on dangerous driving today in the bay's bob redell joins us live this morning. and bob, i understand this all starts with some new cameras that are hopefully going to deter some speeders. correct. good morning lori. you know, here's a stunning statistic. two people are either killed or seriously hurt in car crashes in the city of oakland. they could be pedestrians or drivers. each week, two people each week seriously hurt or killed within the city of oakland. that is according to the city itself. so in an attempt to make oakland's streets safer for not only drivers but the pedestrians as

well, the city will soon install speed cameras. the city has now identified 18 possible locations for the cameras, in areas that account for 60% of deadly crashes in oakland, and they're also close to schools and commercial districts. the cameras will only take the photo of the rear license plates on speeding cars, and there also will be prohibited from using video or facial recognition. however, the city still needs to find a camera vendor, do community outreach, and adopt new legislation. they expect to have the cameras online by the second half of next year. these cameras, by the way, were authorized under the passage of assembly bill 645 five, which was passed last october. reporting live bob redell. today in the bay makes a difference. thank you bob. 546 for you, this morning. okay, faithful, it is time to wipe the slate clean. the niners taking their first step to hopefully another super bowl. all right. coming to you

thompson and the team take on fiji on the usa network at 230 this afternoon and then catch the qualifying round at 7:00 this evening. now, us men's soccer team also plays today for the first time since 2008 and bay area doctor, orthopedic surgeon richard gale is there with them. he is also bbc's team doctor and has worked with the earthquakes and the raiders, and the us men's national soccer team. now he may not be competing himself, but he still hopes to inspire young people who are watching. this is probably why we do this. i love medicine, i love sports medicine. i hope in in, in turn, that i can actually be an inspiration to people who are also looking to do this in the future and, and be a role model for those that want to pursue this. you walk out, you just walk. all right. so any young person who is needing a role model for journalism can get inspired by our jessica aguirre, who is on the ground in paris,

not as hot. and the weekend we'll bring some significant relief, not only from the stress of the work week, but also from the temperature. so it's going to be a really nice one. we're going to see temperatures in the low 60s. as you step out the door in santa rosa, sonoma, and it's 60 in san francisco, but we're still in the low 70s for dublin and 75 for livermore. kind of makes it a little harder for the house to cool down. if you're opening up the windows early in the day. and we're going back to the 90s for this afternoon, los gatos, up to 98 degrees today, and about the same in east san jose, downtown san jose at 91 and up to 97, in walnut creek as well as pleasanton in oakland. today, 80 degrees. and we've seen still some mild weather continue for the coastline and much of the peninsula. but it will be warming up again for palo alto in the upper 80s. downtown san francisco 75 degrees and 79, in mill valley, sonoma today as well as napa, headed for 94

degrees and 102 in ukiah. let's get a look at gilroy and what to expect over the next few days. we talked about this. the significant relief coming our way after a few hot days. we're going from mid 90s to low 90s tomorrow and then upper 70s on friday. the weekend is looking fantastic and looking ahead, even through much of next week, not seeing any major heat coming our way, it just will come up back up to what's normal for this time of year. our temperatures upper 90s in the inland areas today, low 90s tomorrow, and then some of our warmer spots will only make it up to 83 on saturday and a little bit warmer early next week. but san francisco is going to get much more relief with some upper 60s returning as we go toward the next couple of days, and the weekend will only be 65. kind of chilly there for the weekend, and mike, you're just starting to see that backup coming out of oakland. yeah,

over here at the bay bridge toll plaza itself visible backup means that they're slowing on the incline and getting close to san francisco on the decline. we'll show you the distribution on the bridge. oh, now it's even all the way across. i saw pockets on the oakland side and then on the san francisco side, but now it's just general slowing across the bottom of the screen. you still see a little bit of slowing southbound 101 coming off the 280 split or merge depending on which direction you're going. southbound is the split, and there is a crash that happened there earlier. no injuries, and it looks like there's a little remaining slowing. i believe they towed the vehicles away. highway 37 holding pretty steady. a little more volume out of vallejo, heading over toward novato. and now we are seeing that pattern. we expect pittsburgh and bay point break tapping going on still 242 and the walnut creek interchange moving smoothly. the commute comes this direction down either over toward the caldecott or down in toward the tri valley. no major problems for either of those routes, but 880 is starting to see more traffic coming off the castro valley. white which is moving very smoothly across the span. san mateo, dumbarton bridge is clear and the peninsula, as we expect,

an easy drive. the south bay does show some slowing for northbound 101, easing up from the first slowdown and then over here, vasco does indicate that it's a pretty light commute right now, coming through contra costa county to alameda county. only 21 minutes right here as you make that stretch. so we'll watch for that to build dramatically over probably the next half hour. back over to you mike. thank you. well happening now and east bay amtrak station will stay open for now. last night antioch city council voted on a resolution opposing the decommission of the pittsburg, antioch amtrak station. this all comes months of pushback from the community. last month, you may remember the san joaquin county joint power authority moved to shut down the service, citing safety concerns involving unhoused people and assaults on amtrak personnel. new oakley station, six miles away, set for completion later this year. antioch mayor lamar thorpe is advocating to keep that station open, overhauling san francisco. ahead, at 6:00, we break down
