time since exiting the race for reelection. this as enthusiasm surges for the new democratic front runner. we're live this morning with vice president kamala harris's message to voters about the changes on the national level and right here at home, the brand new measure san francisco voters will weigh this november and the major overhaul in store for the city if voters approve. this is today in the bay. good wednesday morning. thanks for starting your morning with us. i'm marcus washington, and i'm laura garcia. okay. wednesday, halfway through our workweek, a little closer to friday, a little closer to opening ceremony of olympics and a little cooler. yes, a little bit closer to some better weather, too. it's still going to be very warm today, and we'll have a heat advisory in effect for parts of the east bay down to the south bay and the santa cruz mountains. but we're not seeing the excessive heat warning, which was in effect for
6:01 am
parts of the east bay yesterday. no longer that's the case, but as we are starting out this morning, can already feel it's a little bit warmer out there. we're in the upper 60s and low 70s from the south bay over to walnut creek, san francisco in the upper 50s, and it will still be a hot day with a high of 91 in san jose and 100 today for the inland east bay. and mike, it's wednesday, but it seems fairly calm. it is pretty calm. we had the traffic adjusting the volume is now steadily, slowly but steadily building at the toll plaza. no surprises here are on the approach throughout the east bay, generally slowing across westbound 80. that's the bay bridge. everything else looks pretty mild, including this lightning of traffic. the first burst is kind of coming to a close here for san jose. back to you. thanks, mike. well, new for you this morning. and first, at 5 a.m. we were telling you about the november ballot. just got a little more interesting for san francisco voters. they now have two important new measures to consider after the
6:02 am
vote by supervisors today in the bay's ginger conejero saab live for us in san francisco this morning. and, ginger, the thing about here that these measures really could change the face of the city. that's right. marcus, good morning to you. supervisors approved two new ballot measures yesterday. one would authorize a pay hike for veteran san francisco police officers while the other is about a bond measure. a nearly $400 million bond measure that would revamp the city of san francisco. let's start there. now, the $390 million bond would require two thirds approval from voters, and here's how that money would break down. over $200 million would go to improving health care facilities like chinatown public health center, laguna honda, as well as zuckerberg san francisco general. over $70 million would go to public spaces, including a $25 million renovation of harvey milk plaza and about $40 million to go to
6:03 am
other public spaces, including improving the mayor's office. $50 million would go to housing homeless families and nearly $65 million would go to repaving and redesigning city streets. now voters will also have a ballot measure on police staffing that that has to do with the police staffing retention measure, allowing san francisco police officers to defer retirement for five years. so instead they would stay on payroll, performing neighborhood patrol or investigative work. supporters say this would help stop the bleeding in the department's dire staffing crisis. now, marcus, yesterday you sat down with the mayor to talk about many things. san francisco, ahead of the board of supervisors meeting that saw the votes of these two ballot measures. now what was discussed was many things, including homelessness, which is a decisive issue in the mayoral race. and on the november ballo.
6:04 am
here's mayor breed on pushing for progressive penalties at this point, we are offering them housing. we're offering them shelter. so it's not like we're not offering them anything and they are refusing. so when they are refusing, then we are going to enforce the law. and that means progressive penalties. now we'll have more on marcus's one on one with the mayor at 630, as well as on nbcbayarea.com. i know marcus, i listened in to some of that interview and you really did talk about many things, everything from, from the vice president now, and the presidential bid for the vice president to many other key issues here in the city. so, definitely a lot to watch out for. yeah. marcus. two key races right now, presidency and san francisco. so there you have it. all right, ginger conejero saab, thank you for that. well, speaking of that presidency, so much going on in politics. turning now to decision 2024.

well, back here in the bay area, the city of oakland has a new plan to crack down on dangerous driving. today in the bay's bob redell joins us live this morning and bob, this is all starting out with some cameras that they hope will deter speeders. correct. good morning lauren. here is a stunning and sad statistic. each week within the city of oakland, two people are either killed or seriously hurt in vehicle accidents. that is according to the city itself. so in an attempt to make oakland safer not only for drivers but for pedestrians as well, the city will soon install speed cameras. now the city is now identified 18 possible locations for these cameras. these would be in areas that account for 60% of deadly crashes in oakland, and also in areas that are close to schools and commercial districts. the cameras will only take photos of rear license plates on speeding cars, and will be prohibited from using video or facial recognition. however, the city still needs to

my favorite day of the week. we're starting out with a nice clear sky as we take a live look outside in walnut creek. you know, it's going to be another hot day. but instead of an excessive heat warning, we're under a heat advisory. so we're going from triple digits to mid to upper 90s. so there's not much improvement for us for today. and it will be slightly cooler tomorrow. we get more relief for our weekend as we take a look at how hot it's been this summer. when we compare livermore to last year, we've had six days a week. last year we had six days that were over 100 degrees in july, and this july we've had 11 days. and of course, the month is not even over yet. and we had 11 days last year of 95 plus this year. it's been 15. so if you've gotten your electric bill and you're like, this seems higher than last year's comparison, that's because it is hotter. and we're usually usually seeing the average high temperature at 88 degrees today, 99. and we'll be

hitting those temperatures between two, three, 4:00 today. several hours of those temperatures in the upper 90s, there. while in the south bay we're going to be 91 this afternoon, 95 in gilroy. and a light wind with mostly sunny sky and still feeling pretty humid. oakland will reach 80 today compared to antioch's 100 degrees, and along the coast will be in the low 70s, while palo alto will reach a high of 89. in san francisco will be in the mid 70s for the mission district. the marina at 66 and into the upper 70s for mill valley, clear lake, ukiah. we're still over 100 degrees and as we take a look at gilroy and what's ahead, big relief coming our way for the weekend. it will only be in the 70s and looking at friday through sunday. i mean, that is just perfect to have a nice cool down like that. even looking ahead through the next ten days into next week, i don't see any 90s or triple digits. so that's the good thing that once we make
6:51 am
it past this heat wave, we are going to have some relief for quite a while. looking at our inland 7-day forecast in the low 80s, and notice the overnight temperatures coming down as well this morning. we're in the low 70s, but by the weekend our mornings will start out in the mid 50s. and in san francisco we're going from mid 70s today to upper 60s tomorrow. although we won't see as much sunshine throughout the weekend. mike, you have an update to that crash on highway four? we do. and it's what folks who are driving to work in the next few minutes want to hear that crash has cleared. it was blocking all lanes for a short period of time, but it looks like they've got the motorcycle and the vehicle cleared. no update on the crash extremity. the serious nature of the crash was reported as possible major injuries, but i think it's more like moderate or maybe not even that much. they did say everything is cleared and to the shoulder and may be clearing from the scene as well as we see the speeds improving quite a bit past bailey and actually coming up toward railroad. so that is a slower drive rate there for highway four. but again, more traffic just starting to come in
