we'll start this hour, though, at the white house, in just a few hours president biden will deliver a primetime address to the nation about his decision to end his re-election campaign. >> he'll speak from the oval office telling americans how, quote, he'll finish the job in the remaining months of his presidency, first time he's spoken publicly since sunday's historic announcement. aides say the focus will turn now to electing vice president harris. >> white house staff including those who work in the vice president's office will gather at the white house to watch the speech together, nbc news senior white house correspondent kelly o'donnell joins us now, this is the moment the president has been preparing for since announcing that he was dropping out of the race on sunday, what do we expect to hear? >> reporter: we certainly expect the president to talk about why he made this decision and how he views the next months of his term of office, this is a chance for the president to try to

explain his thinking and lay out some priorities for the months ahead, we all know it was a painful decision for him, he had wanted to go forward as a candidate himself and many people who had pushed for him to exit the race are now embracing him publicly as well, to thank him for making this decision, so for the president it's about beginning the process to explain to the country that it's a shared mission between his administration and the emerging campaign of kamala harris and what's at stake with the race in november, of course he feels very strongly the democrats need to defeat donald trump, he did it in 2020, he wants to see his chosen successor do it in 2024, and so expect that piece of it. i can tell you from talking to white house aides anded a vietzers this is an emotional time not only for the president, it was a shared effort to try to have a second term, that has now

changed. lot of emotion tied up in this. >> kelly, president biden has six months remaining in his presidency, what is the white house saying about what the administration can accomplish in that time. >> reporter: legislation is difficult in an election time, members of the house are on the ballot, they're out campaigning, but looking for ways where they can advance any kinds of legislation that has bipartisan support, also trying to work on efforts that fulfills some of the agenda items of the administration and of course foreign policy, that remains a singular role for any president and he'll be engaged in that, we'll see it with benjamin netanyahu in town. >> we have live picture of prime minister netanyahu who just wrapped up speaking in washington, he's planning to meet with president biden tomorrow, the relationship between these two leaders have been tense, what do we expect from that meeting. >> reporter: another opportunity

hill, they're wearing red to represent the red line in the war. >> they've been calling on netanyahu to immediately agree to a cease-fire, netanyahu said his government is working right now to secure the release of more than a hundred hostages still being held in gaza. >> as we speak, we're actively engaged in intensive efforts to secure their release and i'm confident that these efforts can succeed, some of them are taking place right now. >> joining us now is gary grumbach, following the protests outside. you're at union station. a pay jar train station, why did you end up there? >> reporter: hey there, kate, police officers flooding the station, a largely peaceful

protest, surrounding the u.s. capitol, police officers coming in here. that's what we're seeing, the main train station here in d.c., what these protesters are calling for, they're mostly pro-palestinian and most pro-israel, anti-netanyahu, all of them looking for hostages to be brought home. we're seeing a really active scene here. we're a safe distance away from it at this moment but an active scene with hundreds of protesters and hundreds of police officers as well. we did talk with a few of the protesters. >> protesting because netanyahu needs to go. he should not have been invited to congress in the first place. we're very much against his government. >> huge, growing movement in israel who are completely

against him. my message to the prime minister, first of all, leave, we don't want you anymore. >> reporter: when it comes to level of security here in the nation's capital, we have capitol police, drones, helicopters in the air making sure that protesters are safe, both inside the u.s. capitol building is safe and this massive palestinian flag here in the middle of massachusetts avenue, folks have climbed up to the statues here outside union station, certainly hundreds of people -- we just heard a loud bang outside union station. cops are moving in. >> gary, we do want to stay with you for a moment. we want you and your crew to stay safe. of course we heard that bang, i want to make sure viewers understand where you are, union station, pretty central to washington, d.c., where trains go, on the way to capitol hill,

what are you seeing and what are you hearing? >> reporter: so what we're seeing right now are hundreds of people outside of union station, this is just feet from the u.s. capitol, just a block or two from the u.s. capitol, they completely shut down massachusetts avenue and the entire front of the train station, usually this is one of the busiest parts of d.c., the entire road, the entire area is shut down and you have different groups here, right, some folks are pro-israel and some pro-palestinian, and many protests there are going to be some age day or thes as well. the police presence, what you're seeing here, officers appear to be from u.s. capitol police, wearing some body armor, we'll walk closer alongside metropolitan police, we got some serious armored cars as well.

we're trying to get a sense of exactly -- if you can take a look at what's happening here, some signs that are vulgar in nature as well. >> just to clarify, we don't know where those bangs were, they might be trying to disperse a crowd. stay safe there, gary. >> we don't have a sense of what side it came from the protesters or the police officers side. >> a lot of people, lot of lawmakers boycotted this speech today, although hundreds were in attendance, talk to us about what happened and the reception for mr. netanyahu. >> reporter: vice president harris dofk not attend. also not in attendance was senator j.d. vance, the republican vice presidential

nominee. most who boy coted with senior democrats like patty murray and nancy pelosi did not attend. inside that room, netanyahu told lawmakers that october 7th was a day that will continue to live in infamy. he said that israeli soldiers should be praised and not condemned. let's take a listen to some of what netanyahu said. >> every civilian death is a tragedy. for hamas, it's a strategy, they actually want palestinian civilians to die so that israel will be smeared in the international media and be pressured to end the war before it's won. >> reporter: fiery political rhetoric as well from prime

minister netanyahu, he took aim at the minority who have been critical of him for falling for hamas' con job. he brought with him a woman, nora, taken hostage by hamas, told her story, got a lot of applause and one bipartisan standing ovation when he thanked president biden for the his work. guys. >> you're in the capitol, pretty quiet, we were just gary outside, any acknowledgment of the protests happening today. >> reporter: certainly protests yesterday in this very building i'm in right behind me, arrests

spoke to a gathering of sisters for a group that's part of the black fraternities and sororities. she's a member of alpha kappa alpha, the group here was so energized, so much cheering, a crowd that felt electrifying and aides who were very excited about it. she leaned in on the messaging she pointedly attacked former president trump and talked about reproductive rights. take a listen. >> let me tell you something, when i'm president of the united states -- [ cheers and applause ] and when congress passes a law to restore those freedoms i will sign it into law.

require two thirds approval from the voters. that's the bond measure. here's how that money would break down over $200 million would go to improving health care facilities like chinatown public health center, laguna honda and zuckerberg san francisco general. just over $70 million would go to public spaces, including a $25 million renovation of harvey milk plaza and about $40 million would improve other public spaces, including the mayor's office. $50 million would go to housing, homeless families and nearly $65 million would go to repaving and redesigning city streets. voters will also decide a police staffing retention measure, allowing san francisco police officers to defer retirement for five years. instead, they would stay on the payroll performing neighborhood patrol or investigative work. now, supporters of this measure say it would help stop the bleeding in the department's dire staffing crisis. opponents say it would simply cost the city too much money. in san francisc,

ginger conejero saab nbc, bay area news. thank you ginger. meanwhile, the mayoral race in san francisco is heating up and the stakes are high for incumbent mayor london breed. she is facing four other high profile candidates. many are challenging her over the current state of the city. key issue in this race is sheltering the unhoused and due to a recent supreme court ruling, cities are now allowed to ban people from sleeping in public spaces. it's not making homelessness illegal, it's making refusing to get off the streets. when we have a place for you to go, it's making that a more uncomfortable option. mayor breed says the state will start clearing encampments next month. meanwhile, mayoral candidate aaron peskin says a get touch approach is all wrong. any candidate promising to solve homelessness in six months using sweeps just frankly, isn't being straightforward and honest. sweeps don't actually solve the underlying problems of homelessness. they just move it around from neighborhood to neighborhood. and we've seen

breaking news in washington, d.c. >> mayor protests surrounding israeli prime minister netanyahu speech to congress. let's go back to gary grumbach, tracking these protests all day, we got some clarity about tools being used by law enforcement today, they used pepper spray, not tear gas, last time we spoke with you, we heard some loud bangs, you have clarity about what those sounds were, talk us through that and generally what the environment is like right now. >> reporter: yeah, things have calmed down significantly since we last spoke, guys, what those bangs were flash bangs set up by protesters, we saw a number of the things happen in immediate aftermath, cops came into the area and they pulled out a number of people, it seems as if those folks, those protesters were arrested, they confiscated

a wagons with materials wrapped in black bags. whatever they were using to create flash bangs were in those wagons. i want to give you a sense of what this looks like right now, we're in front of washington, d.c., union station, one of the biggest train stations on the east coast, the front has been taken over by thousands of pro-palestinian, anti-netanyahu protesters out here, folks standing on the podium here, near the statues and we see the flags, if you can pan up to the flags the american flags have been replaced by mribian flags, that's notable as well. >> prime minister netanyahu has wrapped up his speech to members of congress, he did reference the protesters, calling them, quote, iran's youthful idiots being very critical of these protesters. what are you hearing from

protesters about the message they're trying to send? >> reporter: they're trying to send a message they would look this to end now, cease-fire, they want to bring all the hostages home. something else, these folks aren't listening to benjamin netanyahu, they have no interest in hearing what he had to say, several protesters, they laughed in my face and why i would be asking a silly question of them, that's particularly interesting, here's what a couple of protesters we talked to earlier today. >> gary, we don't have that sound at the moment. since you're out there, talking with protesters, seeing the law enforcement presence, tell us what the police presence looks like, earlier it was pretty strong. >> reporter: yeah, actually, turn the camera around and show you the police presence, the u.s. park police, tactical gear here, they have bikes and what

appears to be pepper spray guns ready to be deployed if they need to be deployed. there are hundreds and hundreds of folks just like these surrounding massachusetts avenue right in the heart of washington, d.c., just two block prs the u.s. capitol. >> gary at union station, the main train station in washington, thank you. some other things making news today. let's check the headlines. >> scary moment at yellowstone national park, visitors scrambling for safety after an explosion spewed rocks into the air, the surrounding boardwalk was damaged but the national park service said no one was injured. according to u.s. geographical survey, is this type of explosion is relatively common and is not a sign of impending volcanic eruption, when the hot water beneath the ground rapidly turns into steam because of a drop in pressure. take a look at this incredible video. a boat and a humpback whale leaping out of the water, landing on the boat turning it over, it happened off the coast

joining me now is a psychotherapist, we all think we're going to be fine and the emotions hit, when your child leaves home, how do you get ready in advance for those feelings? >> i think, kate, it's like many things when it comes to parenting you don't know you'll feel until you're in that moment, normalize all the feelings, yes, it's hard, yes you might feel loss, grief, sadness, anxiety, fear, you're also going to be excited, as they make the transition successfully so will you with some time. >> and i have to say i remember my first time going away to college, it's hard to know what to expect, and i'm the oldest, i'm not much of crier at least in my family context, but that was me the day i was dropped off. but i cried. what's your advice to young people who are worried and think

they might get homesick. >> important to tell young people, normal to miss home, normal to feel home sicks. when we're listening to them, we don't want to talk them out of it. we want to validate it. empower them, you can do hard things, also nothing is set in stone, we'll try this, give it a semester, the year, re-evaluate if it's the right place for them. stay with them in the emotion. >> lot of students, college students in that first year struggle with their mental health, there's academic stress, social pressure, trying to make new friends, how can we help prepare them for what's ahead? >> we want to make sure we keep those lines of communication open, sending texts, encouraging them, also letting them know what anxiety and depression look like and if they're noticing

these things to reach out to you, let them know where the help center is, there's no situation too big that we're not going to walk you through it, and when you're fearful or sad you might not be able to think of solutions that we can think of, come to us, nothing is off the table. >> for a lot of young people this might be their first time being on their own, budgeting for the first time, how can caregivers make this transition a bit easier. >> we just want to be there for them and let them know, reach out when you need help. ask them open-ended questions. what's going on well? what's challenging today, or this week? we want to connect with them. ask them when's a good time to touch base.
