plan, which could reshape the high court. the presidential race is heating up. republican vice presidential candidate j.d. vance is headed here to the bay area. we are live with more on his visit today. and also the bump vice president kamala harris is getting in campaign fundraising as she gets closer to naming her running mate. plus, shining bright in paris, the olympic action heating up, including an impressive start for simone biles and the u.s. women's gymnastics team. we're live with the highlights and everything you need to know. as more competition kicks off today. this is today in the bay thanks for joining us on this monday morning i'm kris sanchez. laura garcia is off and i'm marcus washington. a lot to get to this morning. but we begin in paris. and that competition now fully underway. but we want to start with some breaking news. several telecommunication networks in france were damaged last night. this is according to france's minister for digital

affairs, who posted an announcement in french on x now internet and phone services have been affected in several cities. right now, services in paris do not appear to be affected. this comes as authorities in france are investigating whether far left militants were behind the sabotage of parts of the country's rail network last friday. okay, so big impact in france, but little impact on the actual games themselves. today in the bay is jessica aguirre joins us from paris, and jess, the stage is set for two team usa powerhouses to go head to head today. good morning. from paris here. yeah, there's going to be a showdown in that. but how do you like my office? pretty cool right? okay, let's start with simone biles. everybody wants to hear about this. you probably saw her. the goat is back. and in rare form. nothing. not even that calf injury could stop her from doing a stupendous qualifier. and that means that team usa is going into the finals overwhelmingly

as the favorite for gold. let's take you to bercy so you can see it all. how it happened. it was amazing for her. no sign of the twisties that plagued her in the tokyo games. biles leading the pack in every single rotation. it was stunning, even with that heavily taped lower left leg, she topped the all around standings. now about that showdown. never before, but biles and teammate suni lee will go head to head in the all around final. now getting ready to go underway right now at the aquatic center is the women's water polo preliminary match and maggie steffens from danville. she is going to be in that match, but with a heavy heart. she has suffered a huge loss while here in france. you may have seen it during the opening ceremony when maggie was tossing those flowers into the water. that's because we heard that her sister in law had died. it's a tough thing for her, she says. a

couple of days just before the games happened, stefan, describing her death as a medical emergency playing in honor of her sister in law. now, all right, it is jackpot for lee % women's foil fencing event, making her a back to back gold medalist. kiefer, now the first american woman to earn two olympic gold medals in individual foil. and check this out. this is so cute. you know that. her husband is san francisco fencer gerek meinhard. well, look at the adorable posts from meinert all smiles posting about his incredible wife, he says she may have the chance to reciprocate the same post when garrett competes because he is at the grand palais right now, he's been giving. he's beginning his round of 32 now. if he advances all the way to the finals this evening, maybe she will have to post for him and then they'll be like posting cuties together, each saying how

great the other one is. it's super exciting. it's like a love match in fencing that. do you think that's adorable? it is. yes. totally. totally. we enjoyed a lot of the swimming that happened yesterday as well. you know, my daughters are swimmers and it was super fun to watch and just the good sportsmanship too, which was really the best part. yeah, i know we have a lot of stuff coming up today. we have ryan murphy, we have a lot of stuff happening. so we're excited over here that we are. thank you jess and yes, you look you you make the eiffel tower even better. are we. well, team usa already scoring big over the weekend. spoiler alert we're going to reveal the medal count, so maybe look away, look into your coffee cup if you're not ready to get caught up on the action. all right, so here we go. the us currently at the top of the leaderboard. team usa has garnered 12 medals. so far, including three gold. team china right behind with nine medals. and home country france rounding out the top three with eight.

well, tonight the men's team gymnastics final happens in prime time. then the men for team usa take to the water for the 200 meter freestyle final, and the world's best women's swimmers go head to head in the 100 meter backstroke semifinal. the men hit the water once again, this time for the ten meter synchronized diving final, which is always heart stopping. coverage begins at 8:00 tonight right here on nbc bay area. well breaking this morning, president biden is releasing a new three fold plan to reform the us supreme court, which he plans to focus on during his final months in office. now, he's preparing three separate reforms he believes will restore trust and accountability between the court and the oval office. he calls no one above the law amendment. that's what it will be called, which would eliminate presidential immunity for official acts in office. in response to the recent high court ruling protecting donald trump. now, the new binding

ethics code would require justices to disclose gifts, prevent them from engaging in political, public, political activity, that is, and require their recusal in cases with potential conflicts of interest. finally, he's calling for term limits instead of life appointments, recommending an appointment every two years for the maximum 18 years on the court. the president is expected to address his reforms later today at an event commemorating the 60th anniversary of the civil rights act. all turning now to the presidential race, which is heating up with less than 100 days to go before election day and the race is on for campaign cash today in the bay's bob redell joins us live from palo alto, where former president trump's running mate will fundraise later on today. bob. yeah, we you might not think about conservative donations in in the silicon valley and in the bay area but they do exist. we've seen this,

especially when president trump has come here before. good morning to you, chris. we're talking about jd vance. he is the gop vice presidential candidate who will be attending a fundraiser at a private home here in palo alto later tonight, where he'll likely highlight his previous tech industry experience here in silicon valley. bloomberg reports that tonight's fundraiser is being hosted by bitgo ceo mike belshe. now, the costs just to attend is reportedly $3,300. you can participate in a roundtable discussion with vance for $25,000. it comes down to the dollar signs, and i think that's what you see in play in silicon valley is not a moral or a philosophical or a ideological alignment. what you see is self-interest. vice president kamala harris, who is the presumptive democratic presidential nominee, she'll campaign tomorrow in atlanta and

wednesday in houston. her campaign says it has raised $200 million in just one week. harris is still searching for a running mate to become vp. nbc news has confirmed the harris campaign is considering at least eight candidates, with arizona senator mark kelly, pennsylvania governor josh shapiro and north carolina governor roy cooper viewed as the top picks. reporting live here in palo alto, bob redell, today in the bay. all right. thank you, bob. well, developing right now. milder conditions helping firefighters on the front lines of that massive park fire now burning in four northern california counties as of last night, it has burned 12. or it is 12% contained, at least 100 structures are destroyed and cooler temperatures are really helping firefighters. but there are concerns about the conditions getting worse during the overnight hours. now, most of that fire now burning in tehama county after the fire started last week in neighboring butte county, a fire forcing the

closure of lassen volcanic national park. park workers there shared this image on social media showing that orange glow. all campgrounds now evacuated and all reservations are canceled as the team really races to find and save historic artifacts located inside the park. museum also threatened the manzanita lake and mineral headquarters meteorologist kari hall monitoring those conditions for us. so, kari, how do things look for us this morning? yeah, it has been cooler over the weekend and so that possibly has helped the firefighters at least get some a little bit of containment on this fire. but right now we're at 63 degrees and the wind is calm. but you can see the areas where the active fire continues kind of on the northwest side of the fire, as well as the eastern side. so it's kind of spreading out in both directions as we're dealing with these very dangerous conditions there. when we take a look at how much of the bay area or how much of the california

has burned in this year. well, we've had over 687,000 acres burned and the park fire alone is 360,000 acres. looking at last year, we only had 25,000 acres burned and the average is 122. so we are way above the acres burn that we should see at this point. and unfortunately, the smoke has been another issue affecting the air quality. most of the smoke in the bay area is going to be aloft. that means it's in the upper levels of the atmosphere. at the surface. we're not seeing it affecting our air quality as much as most of the near surface. smoke is blowing off to the east, but then as it goes up, it just kind of spreads out across the region. so we'll be watching our air quality as well as some milder temperatures to start out the week. and we'll talk about a midweek warm up in a few minutes. mike's been tracking gas prices and showing us where we can fill up for less. yeah, kari, we got some of the best

prices out there. so let's take a look at the leaderboard. gas prices in san jose still dominate. six of the top ten are in san jose. 365 called out a platinum gas on tully road, which is a good stretch down in san jose. san rafael. the best is 389. it's listed at elite gas and mart on ritter street. although i think last week the same address was called mobil. so whatever the case, look at the price point, contra costa county or contra en contra costa boulevard where we find the best there for that county. rotten robbie's at 395. you're all sharing the updates, including the ones we just listed. gasbuddy.com on the roadways. a pretty calm start, except for one unfortunate, very tragic incident over here. southbound or sorry, westbound 92. the off ramp at hesperian. overnight, there was a crash turned into a car fire. it's the scene of where someone lost their life. we have the investigation continuing for another few minutes there. the off ramp from west 92 at hesperian will be opened up shortly, we're told by chp. meanwhile, the traffic in the area will get a live look at

inspiring she is, and be sure to mention that my daughter plans on breaking her world record one day. she says sorry, not sorry. who's that girl? yeah, yeah. come on, come on. all right. as you might imagine, some people hated the ad because it's so missed the point of dads and daughters and letter writing and genuineness and heroes and pretty much every point ever. apple recently ran an ad called crush that showed a machine crushing people's favorite things and hobbies into an ipod, and got pretty much the same result. over the weekend, former president trump spoke at a bitcoin conference in nashville, a battle for votes from bitcoin fans. suddenly, a thing in the presidential race. now trump at one point called bitcoin a scam. a few years ago, he told the audience he'd establish a bitcoin and crypto presidential advisory council. we will keep each and every bitcoin job in the united states of america. that's what we're going to be doing now. that's kind of a

disney's inside out two as the biggest opening so far, and marvel also dropping major casting news during one of their panels at comic-con. take a loo. jared leto. r d j is back! it was revealed robert downey jr will play doctor doom in the next avengers movie. downey actually finished his role back in 2019. this is when his superhero alter ego iron man died in endgame, but now he's back, taking to instagram with a message. new mask, same task. you can expect the release of avengers doomsday in 2026. so my husband watched that yesterday. he was in the living room standing up and like, this was so like such a big deal to him. and i was just like, what happened? he kept playing it

over and over again, and it was just so excited. and i'm just like, okay, well, he's one of the, you know, followers of all of those. you might have to have words because i'm not sure how i feel about that. wow. i mean, yeah, we'll see how it goes. two more years away okay. all right. so let's get to right now. we've been talking about the great weather that we've had. and as we take a live look outside in san jose, we start out with some clouds, our marine layer that once it clears up, it will look a little more hazy. today, smoke advisory in effect, as we're getting that smoke moving aloft in our atmosphere. and it's going to be mild through at least midweek. but after that it starts to warm up from thursday into the weekend. we're going to enjoy the cooler weather while we have it low 60s in palo alto and in san jose, upper 50s in walnut creek and san francisco. starting out the morning at 56. nice cool morning in concord as well with a slow warm up going throughout the day, and our

temperatures will be in the low 80s for the afternoon as we get that sunshine there in fremont, the high temperature today only 71 degrees 75. in san jose, and a nice brisk wind across the peninsula keeping the inland temperatures in check as well. with concord high in the mid 80s and also low 80s for much of the north bay into the day tomorrow. those high temperatures about the same a degree or two warmer, but we start to feel that warmth on wednesday and into the rest of the week. let me show you brentwood, going from our start of the week in the upper 80s to upper 90s on thursday. but then look at what's ahead for the weekend into next week. so we'll be gearing up, getting ready, bracing for more high heat ahead. we're just going to enjoy the mild weather while we have it throughout at least the middle of this week. for the inland areas. mike was checking in on the monday commute. yeah, and it's not so bad. i mean, it's monday, right? but the commute is all right as far as speeds go. more volume building

said getting her dental insurance to reimburse her was like pulling teeth. that is painful. so she asked consumer investigator chris kamara's team to help numb the pain. good morning. sabina in palo alto got veneers on her teeth well before the procedure. she says she got her dental insurance company to agree to cover half the cost. sabina says she paid the full bill $2,650 out of pocket, then filed to get half back. sabina says her insurance, delta denta, kept saying it was waiting for records from her dentist, but her dentist said they'd already sent the records. this cycle continued for nearly four months. frustrated, sabina pinged our team. we contacted delta. it reimbursed sabina $860, she told us. it's better

the arc de triomphe. ahead, we're going to take a look at the all one of a kind fan experiences that are happening for those attending the games. they have a chance to enjoy it all. stick with us. you're watching today in the bay thanks so much for joining us on this monday morning, i'm kris sanchez. laura garcia is off and i'm marcus washington. let's start this half hour with a look at the forecast. meteorologist kari hall has that for us. and kari. starting out. not too bad. this morning. not bad at all. but we are seeing the fog and the drizzle over san francisco starting out this morning with cool temperatures in the upper 50s at 8:00 and only some peeks of sunshine throughout the morning and into the afternoon. but that's keeping those highs in the 60s here for today with the breezy wind and then for the across the bay over to oakland. it will be in the low 70s. some gusty winds in livermore today, upper 70s and mid 80s for parts of the south bay and into the

north bay. we'll see napa's high temperature reaching 8080 degrees. now we will be warming up gradually as we go through the week. we'll take a look at that and ahead to the weekend coming up in the full microclimate forecast. all right. chris. kari. thank you. well, developing right now, the bart line connecting richmond to san francisco remains shut down following a weekend power outage. we are talking about the bart red line. yeah. today in the bay's thom jensen live for us in daly city this morning. and tom, any word yet from bart about when those services will be restored? well, good morning to both of you. yeah, we've been reaching out to bart all weekend through the night. they did have some updates yesterday. nothing new this morning. we do have lines running here in daly city, but not the red line. still, this all of course, started saturday evening when there was a fire in an electrical room along the system in oakland that caused several stations to shut down on the red line and green

lines. oakland firefighters put out the fire and helped evacuate about 300 people off of platforms, but the fire caused delays throughout sunday. saturday and continues to cause complete closures of the red line. bart use some bus shuttles for connections, but also ask riders to choose alternate routes. alternate transportation. while crews worked to repair damaged electrical systems. so that's what took so long to get service restored. but we did have service restored at fruitvale and lake merritt just before ten this morning. and then at 19th street and 12th street stations, right about 1030 this morning. so we do have trains running through all of our stations now, that is all of the stations except for the ones along the red lines, which run from richmond to sfo and through daly city here into millbrae, which is still down. we've been reaching out to bart, like i said, through the weekend, all night and again, this morning, checking for their updates on their alert systems on social media, which is also something

that you can check into. but red line is still down. however, there are some alternate routes. for example, people coming from the east bay to sfo can use the yellow line, so check for the alternate connections there. of course, mike inouye will have more updates on alternate routes coming up at 630 this morning. for now we're live in daly city, thom jensen today in the bay. a lot to follow there, tom. thank you for that. well, there are some breaking news this morning. president biden calling for constitutional reforms to the supreme court. scott mcgrew the president made his arguments to amend the constitution in an op ed in the washington post this morning. yeah, constitutional amendments kris the only way you really can do it. presidents have no power over the supreme court. once the judges are sworn in, the court only answers to the constitution, and we don't change the constitution very often. some americans have been trying to add an equal rights amendment for women since 1923, without success. so the column he wrote, titled my plan to reform the supreme court and

ensure no president is above the law, calls for changes to return the public's faith to the supreme court, including a constitutional amendment that reverses a recent court decision that puts the president above the law. president biden writing, quote, it would make clear that there is no immunity for crimes. a former president committed while in office. we are a nation of laws, not of kings or dictators. he also calls for term limits for judges 18 years, pointing out where really the only modern democracy that allows its judges to rule for life. third and popular, no doubt, is a call for a set of ethics supreme court justices will have to follow the court's popularity near or at all time lows, not just because of some very controversial decisions like reversing roe v wade and fears of decisions in future cases. like griswold, the court is suffering because of repeated news of questionable relationships and gifts, mostly to judge clarence thomas,

including a camper and luxury trips. vice president harris has called for even more changes, saying she's open to expanding the number of judges on the supreme court constitution never actually specifies how many judges are supposed to serve at any one time. we'll have more on the presidential race coming up and, chris, you got some news on a potential vice president. we are all waiting for that. thank you very much, scott. the bay area today is awaiting a visit from vice presidential candidate for the republican party, j.d. vance. he is expected to attend a fundraiser tonight at a private home in palo alto. donors will reportedly pay $3,300 to attend, or $25,000 to take part in a roundtable discussion. vance does have close connections with silicon valley, having once worked with a bay area investment group, and vice president kamala harris will campaign in atlanta, georgia, tomorrow. her campaign says she has raised $200 million in the weeks since she entered the race. officially, our bob redell will have the full story

live at the top of the hour. authorities are naming three people who died when a car plunged off devil's slide. it happened friday morning near the tom lantos tunnels. the car landed upside down in the water after plunged about 400ft. those victims are identified as mohammad nouri and angelica gacho francisco, as well as the third victim, brynn aroma is from kansas. the cause is still not clear. well ahead of black business month in august, we sat down with a woman who wants to do more than break the glass ceiling for women owned businesses. today in the bay ginger conejero saab shares a story of how walk star academy is moving the bay area forward. because you do have a seat at the table. even if someone's not invited you to the party. it's not just a glass ceiling that

sheila jennings o'byrne wants to break, she says. when you're black and you're a woman, owning and growing your business feels more like breaking a brick ceiling. o'byrne is a founder and ceo of walk star capital, an organization she began after a collective 30 year career in finance, government and philanthropy. and all of these places where millions and billions of dollars in capital is being moved. one thing i didn't see was people that look like me, or people that had experiences like mine that were in positions to make decisions around where the capital was allocated. this wasn't a surprise to gala, who from a young age learned from her mother that black women played critical roles in innovation and the development of technology, but didn't always get the shine they deserved. she knew that for much of her career, but it was a cancer diagnosis that changed what she wanted to do about it. but i think what cancer did was it gave me the courage to go do something about it and believe

butte county residents are starting now to assess the damage. john and julie gadi are reflecting on what could have been utter destruction when the flames consumed their neighborhood shortly after the fire started, because john is a cal fire firefighter, he sensed the dangers right from the outset. i drove up the street, i went, said some expletives, came back, told them to get the hell out of the house, the fire was doing something. the fire behavior changed, julie and their two daughters did make it out safely with their dog, but he stayed behind to protect the neighborhood. he did lose his truck in the process. flames damaged their property, but he managed to save their home along with the homes of his neighbors. let's take a live look out in san francisco this morning. foggy. start there now over san francisco, a strong sea breeze brought cooler temperatures to the bay area. meteorologist kari hall taking a closer look for u. it was so nice to have the

relief from the high heat over the weekend and what happened was we had a stronger sea breeze as a result of the land heating up more quickly than the ocean. we had the warmer temperatures farther inland over the past few days, but once that sea breeze picked up, we had the cool ocean air pushing farther inland and it brought the entire bay area some relief with those temperatures, mostly in the 60s and 70s as our water temperature just off the coast stays around the upper 50s to lower 60s, the stronger that sea breeze is, the cooler the bay area will be, but that's going to weaken over the next few days. and one of our inland spots, like livermore is going to see those temperatures warming up. going from today's high in the low 80s to seeing some upper 80s by the middle of the week as that sea breeze weakens and that summer heat returns to the bay area, we'll be tracking all of that for you. now, let's head over to mike

with an update on the morning commute. yeah, good morning folks. it will clarify what tom reported about the bart system because it was kind of confusing over the weekend. the red line technically is not in service right now, but all stations that are along that red line route are being serviced by a combination of the yellow and the orange lines. so all stations are being serviced. but watch overhead. you'll have to make a transfer for one direction. you need to transfer at macarthur, the other is 19th. that's this stretch. so coming from antioch down through the area, and it would actually be affecting these folks. right. in this corridor we will make a switch either at macarthur or 19th, and you'll watch for that because it's until further notice. we don't know how long we're going to have to avoid the technically, the straight shot, the direct route on the red lin. meanwhile, we have a typical pattern for 37. highway four shows a little more slowing than we typically see on a monday. so i'm watching this carefully coming out of the same area that you would ride on the antioch train again, being serviced by the yellow and the orange lines. we're looking ahead to tonight's closure. o posey tube getting from alameda to oakland. scheduled maintenance tonight,

governor tim walz has entered the vice presidential chat. we were just talking about how the trump campaign took minnesota seriously. so, too does the harris campaign walls, apparently in the process of being vetted by the democrats. we did not know that before. and possible possible vice presidential pick governor josh shapiro talked about the supreme court to voters in his home state of pennsylvania. it's a freedom to tell women what they're allowed to do with their bodies. that's not freedom. the freedom to tell two people who are in love, who they're allowed to marry. i say, love is love. and it sure as hell isn't freedom. president biden this morning called for a constitutional amendment to reform the supreme court in an op ed published in the washington post. as for the president, he's headed to texas to today celebrate the 60th anniversary of the civil rights act by texan lyndon b johnson.

cooler over the weekend and we're starting out right now in the low 60s in san jose and in palo alto and walnut creek. it's cloudy and 59 degrees and 56 in san francisco. there the temperatures will be cooler throughout the day. let's get a look at mountain view and our trend throughout the morning into the afternoon. low 60s to start at 8:00 and a few clouds starting to see things clearing out. and throughout the day it's nice and sunny as our temperatures head for the mid 70s it will be 81 in los gatos, while san jose will see a high of 75, about ten degrees warmer for the south county today, but mostly upper 70s and low 80s for the east bay and concord. today, 85 degrees vacaville 86. and we're still up to 90 in ukiah. but we are going to see those temperatures starting to rise each day as we go throughout the week. but for most of the bay area still looking mild and even cooler than what's normal for this time of year, on wednesday we start to see a few more 90s

in the inland areas. we're up to 90 in livermore, 93 in fairfield and vacaville with upper seconds in parts of the north bay with ukiah and clear lake seeing those temperatures heating up as high pressure comes in. we talked about how the pressure systems affect how strong the sea breeze will be, and with that flow, we're going to see it actually blowing offshore by the middle to end of the week. and it's going to stay in place with some hotter temperatures. and looking ahead to this upcoming weekend, that's going to be much hotter than the weekend. we just had in napa. we're going from a start of the week in the low 80s to mid 90s already. by thursday, and we'll see a lot of mid to upper 90s next week as well. so after the next couple of days, we are back to the summer heat that will take us into the month of august. and mike, you had a crash blocking highway 17. yeah, from the latest we heard from chp northbound 17. just as you get to highway nine. so coming into the area from santa cruz

into los gatos, we do have a crash blocking both lanes of the northbound direction. southbound is going to be distracted. we see the slowing already starting here. we'll continue to follow this again, affecting folks traveling through los gatos and really impacting those coming north from the summit. if you're heading down towards santa cruz, no slowing shows up just yet. the meanwhile, the rest of the commute shows a typical build 101 through san jose right here, a little at the dublin interchange. although that crash didn't materialize to be anything major right there. and we're looking at typical builds through contra costa county and also out of vallejo. back to you. all right, mike, thank you. well, happening now we are learning new details of a deadly double shooting at hayward. it happened a little before noon yesterday in an apartment complex on west tennyson road. a 15 year old girl died there at the scene. a 41 year old man was later found a short distance from that shooting scene. he is expected to survive. it is believed that the two did not know each other, and it's also unclear what led up to that shooting. so far, police have
