san jose, that marine layer sliding in across the bay area this morning and it's going to keep our temperatures down. it's going to clear out by late morning. so we're going from low 60s to start to seeing those temperatures in the low to mid 70s by early in the afternoon. eventually we'll make it up to 75 for today, 68 degrees in san francisco and santa rosa reaching 82 degrees. so the beautiful weather we had over the weekend continues today. eventually it's going to warm up again, so we'll take a look at that in just a few minutes. mike, you have a change in status for bart. we're going to cut to the chase. we did get confirmation that the red line is back in full service as well. all stations were being serviced this morning. however, the red line is now fully in service, so no more need for a transfer through the oakland area and no delays reported. so that's great news. the roadways are the same area looking pretty standard. some more slowing for highway four, highway 37, and now the build through berkeley and richmond for westbound 80. the bay bridge getting more traffic, more slowing. and there's a build up as well. nothing dramatic and no surprises. the tri valley. we have a little bit

of slowing at the dublin interchange, a little more coming out of the altamont pass, and the south bay got over that first burst. we're watching 101 over the next half hour. back over to you. thanks mike. well, breaking news this morning. president biden releasing new threefold plan to reform the us supreme court, which he plans to focus on during his final moments in office. he's proposing three separate reforms he believes will restore trust and accountability between the court and the oval office, one he calls the. no one is above the law amendment, which would eliminate presidential immunity for official acts in office. it's a response to the recent high court ruling protecting donald trump. now, the new binding ethics code would require justices to disclose gifts, prevent them from engaging in political, public, political activity and require them to recuse themselves in cases with potential conflicts of interest. finally, he's calling for term limits instead of a lifetime appointment,

recommending an appointment every two years for a maximum 18 years on the court. the president is expected to address his reforms later today at an event commemorating the 60th anniversary of the civil rights act. turning now to the presidential race, which is heating up with less than 100 days to go and the race is on for campaign cash today in the bay's bob redell joins us live from palo alto, where former president donald trump's running mate j.d. vance is expected to visit. and what do you know about the visit? bob well, good morning to you, chris. the gop vice presidential candidate, j.d. vance. you mentioned he expected to attend a private fundraiser at a home here in palo alto later tonight, where he'll highlight his previous tech industry experience here in silicon valley. bloomberg reports that tonight's fundraiser is being hosted by bitgo ceo mike belshe. now, the cost just to attend is reportedly $3,300. you can participate in a roundtable

discussion with vance for $25,000. it comes down to the dollar signs, and i think that's what you see in play in silicon valley is not a moral or a philosophical or a ideological alignment. what you see is self-interest. vice president kamala harris, who's the presumptive democratic presidential nominee, she will campaign tomorrow in atlanta and wednesday in houston. her campaign says it raised $200 million in just one week. harris is still searching for a running mate to become vp. nbc news has confirmed the harris campaign is considering at least eight candidates, with arizona senator mark kelly, pennsylvania governor josh shapiro and north carolina governor roy cooper viewed as the top picks. reporting live here in palo alt, bob redell, today in the bay thanks, bob. well, breaking news for you this morning. several

telecommunication networks in france were damaged last night. this is all according to france's minister for digital affairs, who posted that announcement in french on x internet and phone services have been affected in several cities. right now. we know that services in paris do not appear to be affected. now, of course, this comes as authorities in france are investigating whether far left militants were behind the sabotage of parts of the country's rail network. just last friday. there has been little impact on the game so far in the competition. now is heating up for team usa. it was a big weekend for gold medalists and tonight the men take to the mat for the gymnastics final today in the bay's. jessica getty live for us in paris this morning, covering the latest and jessica really bay area standouts will surely be in the spotlight tonight. we have so many barriers. standouts. you can't believe it. it's just going to be a big day on the mat, like you said, but also in

the pool for bay area athletes. a lot of great things happening today. also, fencing is happening today and all of these athletes are really hoping to medal. but men's gymnastics, that's huge. we have the team final happening and the cardinal men, asher hong and brody malone and their teammates are hungry. the men's team get this hasn't won a team medal since 2008. so they're hoping that 2024, this is the year now. we spoke with stanford sophomore asher hong after qualifiers this weekend, and he says he is confident team usa can bring it home. it's kind of what i've been training for this like whole year and my whole life. and so to finally go out there and show off the routines is like, feels awesome. how do you feel about your performance right now? asher is only 20 years old. you can leave it and he has two brothers that also do gymnastics, so he's confident. let's talk about u.s. women's basketball players. they're playing japan later today. we have our eyes on two bay area members of team usa

chelsea gray, born in hayward. go chelsea grew up in manteca. it is her second olympic games, winning gold in tokyo. we also have sabrina ionescu grew up in walnut creek in the creek. she's the first player in wnba history to score 500 points. of course, we wish them. bonne chance ahead of today's game, bay area favorite four time gold medalist ryan murphy. oh my goodness. chasing his fifth medal, cal berkeley alum and newlywed is in the 100 meter backstroke final. it is his specialty, by the way. he medaled in both rio. he medaled in tokyo and a third time in paris. this would be the charm for murphy. let's talk about the women of team usa gymnastics heading to the team final as favorites for gold. after acing those qualifiers, they were stunning in them. no sign of the twisties that plagued simone biles in the tokyo games. she led the pack in every rotation, even with that heavily taped lower left leg

topping the all around standing biles and suni lee will go head to head in the all around final. now biles mom nelly was on the today show this morning talking about the relief that she feels heading into this competition. last night was, oh my god, epic. i mean, the energy in the stadium was unbelievable, the girls did such a wonderful job and you couldn't ask for anything better. you really couldn't. you would have seen it there. people from around the world, from different countries. every time simone biles got on the mat, they would erupt and you could see it on simone's face. every time she did one of the rotations. if she was happy with herself, she had that beaming smile at one time going right to the edge and looking up at people and smiling at them. and if she didn't think she did as well as she expects, which is still fabulous for everybody else, you could just see that intensity in her face. now, if you want to watch more of simone's mom's interview, you can watch it on today right

on saturday. so it has cleared out. let's get a look at that forecast that we are seeing as we get a look at the geography as well. so here we are. oh before we get to that let's talk about this. the medals. that's right i forgot in prime time. all right. so if spoiler alert here, if you don't want to know what the medal count is, maybe just cover your eyes for just a second because we're going to show you where that medal count stands. all right. so team usa right now at the top of the leaderboard, team usa has garnered 12 medals so far, including three gold. then you have team china right behind with nine medals. home country france also has nine. well, tonight the men's gymnastics happens in prime time. the men from team usa take to the water for 200 meter freestyle final as well, and the world's best women's swimmers go head to head in the 100 meter backstroke semifinal. the men hit the water once again, this time for the ten meter synchronized diving final, and our coverage starts

at 8:00 tomorrow. tonight, right here on nbc bay area. okay, so now we were talking about that. sorry about that. jumped ahead. yeah. let's get a look at that forecast. because as we were seeing there it is nice and sunny. and we're also going to see much more sunshine today as we head around the world to paris. and a look at what to expect for today. as we zoom in, you can see some of the cities around paris and the riverside going right through the middle. and then here's what we're expecting. they are eight hours ahead of us, so where jessica is, it is 211 in the afternoon. so they're actually about to reach their high temperature. okay. 6 a.m. bay area time, but we're at 2:00 in the afternoon. it's in the upper 80s. and they will be at 89 degrees as they reach their maximum temperature here at noon. there the temperatures will start to cool off and we go into the evening with a lot of the cooler air and some nice clear skies, beautiful weather. we're starting out here

in the bay area with some clouds as you're heading to work in palo alto, and we're going to see those clouds linger throughout much of the morning with more peeks of sunshine by 10 to 11:00, and then mostly sunny as we go throughout today. but it will be nice and comfortable once again. while san jose will see a high of 75 will be in the upper 70s for livermore concord today, 85 degrees and 77. in san rafael and san francisco will be in the upper 60s. and tomorrow's also looking beautiful out there. but we will have a hazy sky and warmer temperatures ahead, so we'll be tracking that warm up and what to expect as we go throughout the week. that's coming up in the microclimate forecast in just a few minutes, chris and marcus. all right. thank you kari. well, ladies and gentlemen, there is a new goat. but this goat really is a man among goats. just ahead a north bay police officer now being talked about by some in the same breath as simone biles. wow

first capture of a goat on the loose in june of 2022. police say that last sunday, officers actually chased the latest goat and the mount olive neighborhood for more than half an hour before officer ellsworth managed to track it down. i wonder if he was in for h in high school, you know, like they learned how to goat rope and starts early. all right, well, you know, the weather's pretty good for whatever you want to find a goat or just, you know, go out for a walk or run. yeah, you might see some goats on the walk today. out there. it is. cabrillo street. nice cooler weather. also moving in as we get a live look outside in san jose. we're seeing the clouds move in this morning. keeping those temperatures down. that's our marine layer that keeps those temperatures from warming up too quickly. but also we're getting some smoke in the mix. and there's a smoke advisory that will definitely see aloft. shouldn't affect our air quality too much. and then as far as temperatures, it will be mild through the middle of the week. but we do have some warming ahead thursday into the weekend.

let's get you ready for work this morning as we check out morgan hill. or rather pleasant hill, we are seeing temperatures in the upper 50s to start and throughout the east bay, we're going to see those clouds through at least 10 to 11:00, and then we see it clearing out throughout the day as the temperatures head for the upper 70s at 1:00. eventually it's going to make it into the low 80s there, while livermore will see a high of 79 and 71 in fremont, most of the peninsula in the 60s and 70s and in the north bay, we'll be up to 82 in santa rosa, but the hottest temperature, 90 in ukiah today. and it gets even hotter tomorrow as we start to see a few more 90s on the map here. but much more warming ahead. much of the bay area still feeling mild and even a little bit cooler than normal with san jose's high temperature of 82 degrees on wednesday, we're going to start to see the high pressure moving closer to the bay area, and that will shift the wind direction. we won't have that strong ocean

breeze that we had over the weekend, and we're going to see those valley temperatures going up, and that's going to remain the case for quite a while. for spots like brentwood going from upper 90s to triple digits throughout the weekend into next week. so warmer temperatures ahead, at least for today. we can enjoy the cool down with low 80s and san francisco continues some more mild weather throughout the week with highs in the upper 60s. low 70s mike, what's the update for that crash? highway 17. we're talking about the santa cruz mountains. yeah, we had the full northbound side of 17 blocked a few minutes ago. we got the refresh and the sensors quickly clearing the crash now cleared from all lanes. great news coming out of santa cruz and into santa cruz southbound is just fine. we do have a build here at the bay bridge. pretty typical. that's westbound. eastbound, the lower deck out of san francisco. there is a crash. doesn't appear to be blocking lanes. i don't see any slowing. so there's your commute back to you. thank you. mike. well, next here on today in the bay nbc bay area responds. she says her insurance company

weather forecast. it was so lovely over the weekend. kari. even with the clouds, i loved it. yeah, it was so nice. and then we're starting out this morning with some drizzle on the camera lens as we take a look at san francisco. that's where temperatures are in the mid 50s. and it's also going to be cooler going into the afternoon for walnut creek. we're starting out at 59 degrees really nice and cool start to the morning. and we're going to have a very mild day. all of these temperatures are well below what we typically see for the end of july. with santa rosa's high up to 82 degrees, 71 in oakland will be in the 60s in san francisco and low 70s for fremont today in san jose, 75 degrees. but eventually it's going to warm up. so we'll talk about that coming up in the full microclimate forecast. all right. thanks, kari. well, developing for you right now a sigh of relief for bart commuters who ride the red line connecting richmond and san francisco. now, the red line was shut down by the weekend. power outage today in the bay's thom

jensen live for us in daly city this morning. and tom, i have to think about it is it is a good thing because over the weekend the bart riders, they really had to scramble to get to where they needed to go. they really did. good morning marcus. yeah, bart had shuttles moving people around, and the red line service was shut down. so meaning a limited schedule. although by sunday morning, all stations were back up and open. by sunday morning after that, that fire saturday. and then earlier today, just in the last hour, we got an email from a bart spokesperson saying that the red line was open. all lines, all stations, now open fire. saturday evening in a system electrical room in oakland caused several stations to shut down on the red line and green lines. oakland firefighters put out the fire and helped evacuate about 300 people off the platforms, but the fire did cause delays through sunday and continues to cause a complete closure to the red line. until

this morning, bart used some bus shuttles for connections, but also ask riders to choose alternate transportation and routes while crews work to repair damaged electrical systems. it did cause a loss of power in the trackway where these four stations are, so we had fruitvale lake, merritt, 12th street, oakland, and 19th street oakland stations that had completely lost power, and we had to close them down as a result of this electrical fire at the substation. and by yesterday morning, bart had all stations running again. but not the red line service through all the stations until we received word in the 5:00 hour that service was restored to the red line and that is welcome news for bart riders this morning. as we get into the workweek. marcus, back to you. all right, tom, thank you. well, we do have breaking news for you. this morning. president biden calling for constitutional reform to the supreme court. scott mcgrew the president made these arguments to amend the constitution in an

op ed piece in the washington post this morning. and constitutional amendments kris, as you well know, the only way to do it, because presidents have no power over the supreme court. once the judges are sworn in, the court only answers to the constitution. and we don't change the constitution very often. some americans have been trying to add an equal rights amendment for women since 1923 without success. so the column the president wrote this morning titled my plan to reform the supreme court and ensure no president is above the law, calls for changes to return the public's faith to the supreme court, including a constitutional amendment that reverses a recent court decision that does put the president above the law. president biden writing, quote, it would make clear that there is no immunity for crimes a former president commits while in office. we are a nation of laws, not of kings or dictators. he also calls for term limits for judges 18 years,

pointing out we're the only modern democracy that allows judges to rule for life. third and most popular, no doubt, is a call for a set of ethics supreme court justices would have to follow courts popularity near or at all time lows, not just because of controversial decisions like reversing roe v wade and fears of future decisions on things like griswold. the court is suffering because of repeated news of questionable relationships and gifts, mostly to judge clarence thomas, including a camper and luxury trips. vice president harris has called for even more changes, saying she's open to expanding the number of judges on the supreme court. the constitution never actually specifies how many judges are supposed to serve at any one time. we'll have more on the presidential race coming up. and of course, we have news on a potential vice president as well. chris a lot of folks waiting to hear that news. thank you very much, scott. the bay area today is awaiting a visit

from republican vice presidential nominee jd vance. he is expected to attend a fundraiser tonight at a private home in palo alto. donors will reportedly pay $3,300 to attend, or $25,000 to participate in a roundtable discussion. vance has close connections with silicon valley, having once worked with a bay area investment firm. now, vice president kamala harris will campaign in atlanta tomorrow. her campaign says she has raised $200 million in the week since she entered the race. well, just into our newsroom, san francisco police are mourning the death of one of their own. in a statement, the department says officer luciano ortega died unexpectedly over the weekend. the cause of death was not revealed. he served nine years on the force based in the mission district. mayor london breed tweeting out a statement saying in part, quote, my heart goes out to officer luciano ortega's family, his friends and to our entire sfpd. officer

ortega went out every day to take care of our residents, our neighborhood, and our entire city. he will be greatly missed. rest in peace. developing right now, milder conditions are helping firefighters on the front lines of that massive park fire, now burning in four northern california counties in a brand new update this morning. it is still listed at 12% containment, but at least 100 structures are destroyed 368,000 acres are now burned. most of the fire is still burning in tehama county after it started last week in neighboring butte county, the suspect, 42 year-old ronnie stout, is expected in court today to face a judge. also an air quality advisory was issued yesterday but remains good this morning. let's take a live look out in san francisco. don't see much, but you see the raindrops there, so we know what it is doing currently. but you know, over the weekend, strong sea breeze actually brought cooler temperatures to the bay

area. meteorologist kari hall takes a closer look for us. it was so nice to have the relief from the high heat over the weekend. and what happened was we had a stronger sea breeze as a result of the land heating up more quickly than the ocean. we had the warmer temperatures farther inland over the past few days, but once that sea breeze picked up, we had the cool ocean air pushing farther inland and it brought the entire bay area some relief with those temperatures, mostly in the 60s and 70s as our water temperature just off the coast stays around the upper 50s to lower 60s. the stronger that sea breeze is, the cooler the bay area will be, but that's going to weaken over the next few days. and one of our inland spots, like livermore is going to see those temperatures warming up. going from today's high in the low 80s to seeing some upper 80s by the middle of the week as that sea breeze weakens and that summer heat

weather driving down and your passenger side or your best friend's ride. yeah. scrubs out there all the time. holler at m. yeah, they need good weather too, i guess. so you know, we did have some nice weather over the weekend for all of us, and we are going to continue with the mild temperatures as you're heading out this morning and going throughout the day. we're in the upper 60s in san francisco, upper 60s for san mateo as these are high temperatures, not the currents. so we're up to 75 today in san jose, while morgan hill and san martin will reach 85 degrees, also 85 in concord and much of the north will be in the upper 70s and low 80s. now, some of the valleys do start to feel that warmth a little bit more tomorrow, but overall it's still looking like a beautiful day, just a hazy sky with some afternoon sunshine. and in the low 80s for los gatos. but then we'll see some upper 80s for vacaville and fairfield. look at the change on wednesday. that's when the heat starts to ramp up a little bit. we'll start to see

more 90s for the inland areas and clear lake up to 97 degrees, with even higher heat ahead. what's happening here? we talked about the sea breeze coming in over the weekend and cooling us off, but this high pressure is going to fight that back because of its clockwise wind flow. instead of us getting a westerly wind, that high pressure is going to push the winds offshore and that will keep those temperatures from really cooling down. and us getting our natural ac in the inland valley. so take a look at napa going from low 90s on wednesday to mid 90s on thursday. and there will be a lot of 90s ahead. so enjoy the cool weather that we are seeing right now to start out our week, we do see a lot of those 90s extending from wednesday on all throughout the rest of the week, and possibly through much of next week. and san francisco is keeping it mild here. low clouds and fog, as we typically see with our gray sky. july and august that continues through at least the weekend. mike, you are seeing traffic bogging down
