watching some high heat in paris here in the bay area. it's been nice to have a break from the heat. and as we take a live look outside in san jose, starting out with some clouds, that's our marine layer that we get in our usual weather setup that brings in the cooler temperatures. so today we're in the upper 70s for a high upper 80s for concord and low 90s for clear lake, while san francisco will be in the 60s. we'll talk about all of our microclimates and the warm up we have coming in in a few minutes. mike, you're seeing some unexpected slowing in san jose. yeah, i'm showing it to you now, folks at home as the sun comes up, we see the headlights definitely jammed up north 101. just north of that two 8680 crossover. there it actually extends back past story almost to tully road here. it's starting to improve the scene at oakland road on the northbound side may have cleared. finally it's cleared from lanes, but a couple of vehicles did tie things up for a distraction. it did not ripple over toward 280. as far as our speed sensors show, and as far as our cameras show as well. so that is the unexpectedly slow section for

the bay right now. everything else pretty standard. back to you. all right. thanks, mike. well developing this morning oakland seals the deal to sell its share of the coliseum, which should help ease the city's massive budget shortfall. but not everyone is convinced it will stop the bleeding. today in the bay's ginger conejero saab live for us this morning. and ginger, it looks like that we're actually going to get some answers a few hours from now. and that's what we're hoping for. marcus at ten later this morning, there will be a press conference. we don't know exactly what will be announced, but that will take place. and what we do know is that the a's will be playing at oracle park right behind us there. they'll be facing the giants later tonight as well as tomorrow. now after that, there's not much more time in the regular season left for the a's. now, after the season closes, what we do know is that the city of oakland has announced a new deal to sell its share of the coliseum complex

for $105 million to the african american sports and entertainment group. city officials claim it will help oakland avoid budget cuts for the police and fire departments. now here's oakland mayor sheng thao in a prepared statement sent to us on the significance of the sale. it's so exciting. what this means is this is a huge change, not only for the city, but for generations of oaklanders and for an area that has been underinvested in for so many decades. but some are not convinced the oakland police officers union releasing a statement saying, quote, the opoa is doubtful. the sale of the oakland coliseum will solve the mayors and city councils epic mismanagement. we are deeply concerned for the safety of residents, businesses and our police officers. now, the mayor claims the sale will address the city's budget shortfall and avoid more than $60 million in budget cuts, which could impact both oakland pd and oakland fire. however, the developers

have until 2026 to pay for the entire purchase in five installments, which means only $30 million would arrive by 2024. now, the oakland firefighters union says the budget cuts could close up to five fire stations, or 20 to 25% of their fleet, if funding arrives by september. those closures could be avoided. that timeline for firefighters would, however, be cutting it close. this deal is expected to be finalized on august 23rd, and then the developers will have to pay $5 million within the first five days of that august 23rd deadline, cutting it very close to that september timeline for firefighters. but we'll continue to monitor this as well as the press conference and bring you the latest at nbcbayarea.com. marcus. yeah, all big concerns for a lot of folks in oakland. heard a lot of people talk about that recently. ginger thank you. yeah. turning now to decision 2024 likely democratic

presidential nominee kamala harris trying to gain support as she seeks the party's nomination. she is holding a campaign rally in atlanta later today. biden narrowly won the state's electoral votes back in 2020. now democrats are hoping the state will do the same for harris in november. harris will be getting some star power at today's event. rapper megan thee stallion is set to perform today's event will be harris's second presidential rally since launching her bid for the presidency, and the list of potential running mates for harris just got shorter. north carolina governor roy cooper has officially withdrawn his name from the competition, a source tells nbc news cooper took himself out of the mix because he wants to run for the us senate in 2026. cooper was seen as one of the leading contenders for the democratic ticket, along with senator mark kelly of arizona and governor josh shapiro of pennsylvania. the harris campaign has said she plans to announce her running

mate by august seventh. republican vice presidential candidate j.d. vance continues his west coast campaign swing today in the las vegas valley before returning to the central valley tomorrow. last night, he returned to his stomping grounds in silicon valley, attending a high price fundraiser at the east palo alto four seasons. once there, he met with donors for about an hour. one photo shows the scene inside the event, hosted by bitgo ceo mike belsky. outside, some waited hours for a glimpse of his motorcade. one source tells us. about 100 donors attended, shelling out anywhere from 3000 to $25,000 today, vance visit henderson, nevada, just outside of vegas. he was relevant, but personal and told us what we wanted to hear. and we are with trump and vance all the way. we love trump as a black man, as a black mother, he represents my values of faith, freedom and

triathlon competition today, or at least postpone it for another day because of issues with the water. it's been an ongoing issue. it's cost the french government more than $1 billion. and today it was decided it couldn't happen this morning, at least not today. the issue with the water e coli levels, french officials just say it is not safe enough. team doctors world triathlon governing body decided to move the men's event to wednesday, when the women's triathlon is already scheduled, officials saying they're confident it will be a go this time around. we are quite hopeful because as you can see, the weather conditions have been quite good over the past few days with the return of the sun and quite high competitors who have a positive impact on the water quality combined with all the infrastructure that has been put in place. so we are hopeful that we can organize these two competition events tomorrow. now, tomorrow is expected to

rain quite a bit, so we'll see what happens. now it is safe to swim in the water at la défense arena, but is it safe to swim against katie ledecky, team usa champ prelims in her signature event, the 1500 meter freestyle known as the mile, it is considered the sport's most grueling event. and, of course, ledecky easily taking first place in the heat overnight. she will be back in the pool again tomorrow. also in the pool, fresh off winning gold in the 100 meter butterfly, stanford's torri huske huske coming in third place during this morning's heat and the 100 meter freestyle event. she is also headed to the finals tomorrow. and are you ready to see biles do the biles simone biles and the women of team usa gymnastics back at bercy arena in just a few hours to take what they feel is rightfully theirs for the taking gold in the team event. they are the favorites going into the finals, so expect a showstopper evening and they're watching his gold medal. wife

olympics news. the fed begins a two day interest rate meeting this morning. it concludes tomorrow with a statement. we think that statement will indicate a rate cut is coming this fall. shares in crowdstrike under pressure after delta air lines hired some legal heavyweights to look into legal action against the security company. the guy they've hired also helped the us government sue microsoft for antitrust, and he represented theranos. microsoft reports its, profits after the closing bell. mcdonald's talked to investors on monday, said it was having trouble selling burgers. some people meat eating at home instead because it's cheaper. the $5 meal apparently going well, maybe too well. cutting into higher end options at the store in the north bay, a battery company called motion is shutting down, according to staff. we reported on their

layoffs a few weeks back, but this looks like a complete close the door, lock them behind you kind of shut down in the south bay, the san francisco business news reports uniqlo will open a new store at oak ridge shopping center. you may recall they closed their big store in union square, along with a lot of other chains. and looking ahead on the week, the fed briefing is tomorrow and a jobs report on friday, that's continued to be strong. more than 200,000 jobs added last month and brand new into our newsroom. tesla will update the software in nearly 2 million cars because they're failing to detect an open hood. the hood latch has failed in a number of cars, but the sensor that detects the hood is not secure doesn't work properly. again, a software update we don't know about an actual hood latch fix. we put recalls in quotes. there because it's officially a recall, but they'll just update update it over the air. you won't even notice it. yeah but the hood to right. but the latch that's an issue. so at

least you'll know it's coming and the hood will come up. we'll assume they'll have some news on the latch. fix coming later. okay. and that's just a storage unit too. in there it is. yeah. so yeah, but it's still hard to drive when it's open. yeah. very true. thanks, scott. you bet. sounds like a movie trending this morning. the scene here. video of an invasion on the east coast. not bats, not bees. they're actually dragonflies by the thousands, suddenly disrupting a weekend outing at a local beach there in rhode island. visitors called the scene even more surreal because dragonflies are silent. the whole thing was actually over in about three minutes. well, also trending a swarm of swifties enjoying her show for free. maybe it's not the full taylor swift experience, but her music entertained thousands of fans outside a live concert over the

weekend in munich. an estimated 25,000 people packed the area surrounding the olympic park venue, with many arriving hours early for the best spots. olympic hill has been known for years as a place to listen to shows for free. at the same time, throughout her eras, tour packs of swifties have gathered outside her shows. in fact, there's even a term for it now. taylor gating pretty clever. yeah, look, all those people outside but still packed inside as well. all right, well, look now to a story that proved positive. not all heroes wear capes. now, first responders in butte county are being credited with saving a group of dogs. this was caught in the chaos of that park fire. well, butte county sheriff's office says that a man was escaping those flames when his truck became disabled in the evacuation zone. so he had to leave his two rottweilers and their puppies behind. well, search and rescue team member trevor skaggs ran more than a mile, located the

mother and her babies. and then they were tired. of course, and thirsty. so he actually gave them some of his protein bar. then they managed to get them all to safety. they are now being cared for by the animal rescue volunteers there. how cool is that? yeah, a nice rescue there. he looks like a rescuer. he does. so he gave him some of their protein bar and the dogs went, oh, it's a little now. we need more water. chalky all right, well, look, superheroes come in all shapes and forms. and, of course, meteorologist kari hall is our weather hero. haha today pressure's on because the weather is nice. that's why you were here. hello. not the villain today, right? you gave us the weather. i have a complaint, but it has been a hot summer. not your average july. when you compare this july to last year, we've had double the amount of days of temperatures over 100 degrees in livermore and also a lot more of those 95

plus degree days this year. 17 compared to last year's 12. and when you average out those high temperatures, it is at 95.9, which is a new record for those average high temperatures. and we're seeing that across the board across the bay area with those temperatures well above what we typically see. but it's been nice to get a break. and we still see that continuing for us for today with a high of 77 in san jose and cupertino, up to 80 for an afternoon high. also nice and mild for the inner bay, with oakland's high temperature up to 73. but as you make your way inland, it's still going to be warm, with a high of 89. in antioch and along the coast, low to mid 60s there for half moon bay, redwood city, up to 80 degrees and 60s in san francisco for the north bay. it will reach 84 in santa rosa and sonoma today, 82 degrees. but we are expecting things to start to

you set for today's headline event. find out where to watch the u.s. women's gymnastics team go for the gold. this is today in the bay so fun to watch all these athletes. good tuesday morning to you. thanks for joining us. i'm laura garcia and i'm marcus washington. all right. well let's get started with what we can expect from that forecast today. meteorologist kari hall of course been monitoring those temperatures for us. and kari, how is it going to shape up for us today? yeah, we're starting out this morning, people heading out the door to low clouds and some mild temperatures. a look at the approach to the richmond-san rafael bridge, where we are seeing a lot of clouds. the clouds will be with us throughout much of the morning, temperatures in the upper 50s to low 60s. but at noon it clears out. the rest of the day is bright and sunny, but we're also going to see another mild day very much like yesterday with upper 70s in dublin but upper 80s in concord. we're up to 90 in vacaville and in santa rosa, 84 degrees, while it will be 64.5 moon bay, you

can see the range and temperatures. but as we go into the next few days, eventually it's going to heat up a few degrees each day. and in san jose tomorrow it will be in the low 80s. while we're seeing a few more of those 90s on the map here, and it will continue to heat up by the end of the week. so we'll be tracking all of this and looking ahead to the weekend as well. coming up in a few minutes. sounds good. thanks, kari. a bold new plan this morning to potentially add millions of new homes in california. and it all starts with california schools today in the bay's bob redell joins us now. and, bob, this plan could open up all sorts of new affordable housing options, which is always good to hear, especially here in the bay area with our sky high prices. you are correct. good morning to you, laura. yes, we all know how expensive it is not only to live in california, but right here in the bay area. as you mentioned, housing costs so much that many people, including teachers, can't afford to work here. so later this morning, the state superintendent of public instruction, tony thurmond, he's going to propose a plan to build

affordable housing for teachers and staff like custodians and food service workers on land already owned by school districts. yesterday, we spoke with the superintendent, who tells us that school districts throughout the state combined owned about 75,000 acres of land that could be developed for 2.3 million units of affordable housing. this is land that, for example, is vacant, or houses schools that have shut down. now the superintendent wants to encourage districts to partner with developers, perhaps in a long term land lease, to develop affordable rental housing, to give teachers a place to live while they, let's say, save up for a house or more long term housing. some districts in the state, like los angeles unified and the jefferson elementary school district in daly city, according to the supervisor, a superintendent already provide teacher housing, and they will speak about this at a news conference later this morning at ten with the superintendent. the superintendent would like to see the law change to open up this kind of housing to everyone in the state right now would just

be for educators and staff. the state's department of education can't force districts to develop their unused land, but wants to help encourage and facilitate such development and make them aware of things such as millions of dollars in tax cuts from the state for affordable housing. for a plan like this to work someone has to shepherd it and guide it. and that's what we're leaning in to do, because we see the need for both educators. we see the need in our communities across the state, this is something innovative that has not been tried before, but we think that the reward, the rewards outli are greater than the risk. and so we are pushing forward and going to help schools figure out how to do this. on august 14th, the superintendent will convene a housing summit to come up with other ideas on how to speed up housing development statewide. he says he's also sponsoring a bill that, if passed, would raise teacher salaries by 50% by 2030. reporting live bob redell. today in the bay. all right,

bob, thank you. well in napa county, a woman rushed to the hospital after she was hit by a police truck. it happened just after seven last night in a calistoga at the intersection of berry street and washington street. it's unclear if she was in the crosswalk. she did suffer some major injuries. there's no update on her condition as of this morning. well, now to a live look in san francisco. this is where homeless advocates are expressing disappointment over the recent threat to the city. and state level to crack down on encampments. the mayor london breed, now vowing to get tough with the unhoused who refused to seek city services that are offered to them. now. as of late last week, governor gavin newsom issued an order for cities across the state seemingly authorizing homeless sweeps in light of the recent grants passed. the supreme court decision. community leaders will join advocates today for a news conference denouncing the new strategy. it's going to take place at 11 a.m. outside a now empty mid-market hotel

developing right now. governor newsom today will get an up close look at the damage from a large wildfire burning in southern california. the borough fire has now burned more than 80,000 acres in kern county since last wednesday. flames wiped out a historic mining community and the fire still only about 5% contained. the governor will meet with fire and emergency management personnel and talk with people in some of those impacted communities. crews battling the park fire in butte county are making some progress. the blaze, now 14%, contained. investigators say the fire was ignited by a suspected arsonist who is now in custody. it's burned more than 370,000 acres, more than 4000 people are evacuated and more than 100 buildings destroyed. it is the same fire, causing serious air quality issues, of course, for people in the area and sometimes

we see this smoke drift to other areas, carry. yeah, and that's been a concern here with the park. fire is by far the worst fire this season. and the sixth largest in california history. it's been putting up immeasurable plumes of smoke into the atmosphere. and in a warmer climate, wildfire activity has become more dangerous. a slight shift in the wind direction or speed can drastically change how much smoke comes into your neighborhood in an instant this time of year, monitoring air quality is just as important as the weather. the aqi or air quality index ranges from good to moderate to unhealthy for sensitive groups to hazardous for everyone. one thing is that when it says unhealthy for sensitive groups to first know who are those sensitive groups, and in general it's children, the elderly and people with preexisting conditions. but eve, you know, anybody could experience discomfort from bad air quality. and you may have health impacts even if you're not quite realizing it. so but

once it gets into the red, then it really is something that everyone can take steps to protect themselves. and there's two main things that you can do. one is to stay indoors in a environment that has an air filtration system. and she also says that if you do have to go out, you can wear a mask that at least filters out some of that pollution. breathing in wildfire smoke can cause irritation to the eyes, nose and throat, as well as coughing, wheezing and difficulty breathing. it can also cause headaches, chest pain and a fast heartbeat. the odor of the smoke can be nauseating and long term effects could worsen heart and lung conditions such as asthma and bronchitis. so for more on how climate change is affecting the bay area and solutions, go to nbcbayarea.com and click on the climate in crisis tab. and mike, you're tracking a crash in hayward. yeah, a crash that now sounds like everything's moved to the shoulder southbound. 880 did show a little bit more slowing as you come off of 238

olympics, we do have a treat for you right now in paris today in the bay's jessica aguirre promised us an olympic surprise. well, we are anxiously waiting. jessica yes, i promised you one olympian. but guess what? i have two major medal winners with me. check it out, folks. i have asher hong and i have brody malone, team usa men's gymnastics. they took that team gold. that was spectacular. now, brody, you said you had a feeling all along that this band of brothers could bring it all the way to the end. and you were right. i mean, that must be so satisfying. yeah, it was incredible. i mean, we knew we had to go in there and do our jobs, do our best gymnastics, and we went in there and hit every single routine, 18 for 18, and came away with a medal. and it's amazing. asher, do you realize when you think about it that you guys, no one's done this? the team hasn't done it. team usa, since 2008. i wanted i did the math. you were four and he was nine. i mean, wrap your head around that. have you thought about that yet? i mean,

competition today? very. what are you looking forward to the most, i'm looking forward to bars. it's my favorite event. and that's that's your favorite event? not to watch, but also to do, right? yes. so tell me, you know, we see these elite gymnasts, what's it like for someone at your age, 15, who's training to see this olympic competition, it's very inspiring. and it motivates you to get back in the gym when you do watch them to get even better. and on the days you don't want to train, definitely. it's a big motivator. just to remind yourself of these girls at that level. all right. so we, we have video of you training and competing. you do pretty well yourself. i'd say you're 15 years old. there's a chance that you could be the next hezly rivera, right? the youngest person on the team. yeah, a little humble, right? you get a gold medal and humility, and what what do you expect to see happen with the women's team competition today? i think that they're going to do great, especially with simone, i'm

really excited to watch them go out and kill it. well, we saw, simone biles, her ankle was. or her calf was taped up. yeah, we saw suni lee go through her kidney issues and having to come back. and we know that this is a high impact sport. so definitely, you know, what's it like to have to compete when you don't feel 100%? it's definitely hard. but i think that with their the four teammates, it's a lot easier when you have a team with you competing. i think that that'll definitely help them push through all those setbacks. well, we saw, you know, really inspiring performance from the men yesterday. they won their first medal since 2008. and one of the competitors was like the clark kent he just sat there and he had to wait until the very last minute. he did the pommel horse and you know, to have to keep all the distractions out of your head. how do you do that, i think it's kind of different for everybody. i think that i don't know what he experienced, but

with the women surfing finals coverage of it all starts at 8:00 tonight, right here on nbc bay area. let's get a look at that forecast for you today. meteorologist kari hall has the wonderful job of bringing us that beautiful forecast. yeah, i think this forecast definitely gets gold because it's been so nice, even a little bit cooler than normal with our temperatures this morning starting out in the low 60s. it's 63 in san jose, walnut creek a clear 60 degrees. and you can see the fog over san francisco where it's in the upper 50s now. and for the south bay, we'll see a high of 77. it is still really nice, and it's been great to have this break from the excessive heat. still a little warm for concord today with a high of 87 degrees and 89. in antioch, livermore will catch that breeze and reach a high of 81 there. and in hayward, 75. it will be in the low 70s for san mateo palo alto, reaching 82 degrees, and some upper 60s for san francisco.

exposed potential safety risks centering around driverless cars traveling near schools. to explain what it all means for your kids, senior investigative reporter bigad shaban is back driving our series no. one at the wheel. good morning. well, the mayor of san francisco is now weighing in after our investigation exposed potential safety hazards involving driverless cars and young children. it was back in may when we first told you about our investigation. we surveyed 30 crossing guards stationed at more than 20 schools throughout san francisco and nearly one out of four told us they experienced some type of close call in the crosswalk with a driverless car operated by waymo. that's google's sister company. well, now san francisco's mayor london breed, is calling our findings concerning and we've also been told city officials now plan to meet with leaders at waymo next month to address the safety concerns. we've also been told training for school crossing guards has been revamped in the city to now include, for the
