"early today" starts right now. good morning. i'm frances rivera. we begin with a newly-formed democratic ticket. the vice president introducing her new running mate at a rally in philadelphia overnight. minnesota governor tim walz now finds himself in the national spotlight, as a possible successor to harris. nbc's brie jackson joins us now from d.c. good morning, brie. many americans probably never h have heard of tim walz. >> reporter: a poll released before the announcement found over 70% of americans had never heard of walz or did not have an opinion. walz won his governor's race in 2018 in a landslide. before that, he served for 12 years in congress and served in the national guard. the father of two was also a

schoolteacher and football coach. he's known for a progressive record, including paid family leave, and increasing tax credits for low-income families. former president trump has branded harris and walz as the most radical left duo in american history. and mr. trump's running mate, jd vance, who also campaigned in philadelphia made similar attacks. >> kamala harris is running as a san francisco liberal. she has governed as a san francisco liberal and has chosen a running mate who will be a san francisco-style liberal. >> like all regular people i grew up with in the heartland, jd studied at yale. had his career funded by silicon valley billionaires and wrote a best seller trashing that community. come on! that's not what middle america is. and i got to tell you. i can't wait to debate the guy. that is, if he's willing to get off the couch and show up. >> and governor walz wrapped up his first day on the ticket appealing to his rural, midwest roots, promoting a camo hat that the campaign is now selling. and today harris and walz will begin their swing state tour with events in wisconsin and michigan. frances? >> brie jackson, thank you. we have a new round of primary results in this morning. missouri congresswoman, cori bush has lost her primary. bush, a member of the so-called progressive squad's opponent has the backing of pro-israel groups. wesley bell vowed to be a progressive and practical member of congress, saying he would be willing to reach across the aisle to get work done. meanwhile, in michigan, a showdown is set for one of the

most closely-watched senate races. democratic congresswoman, alyssa slotkin and the trump-backed mike rogers have easily won their primaries. new this morning, four people are facing murder charges in the death of devonte' mitchell outside a milwaukee hotel. the 43-year-old man died after he was pinned down by employees outside a hyatt regency hotel in june. the milwaukee county district attorney saying the charges were filed base on extensive etched and the autopsy report. arrest warrants have been issued for the four people involved. hamas has chosen a new political leader after ismail haniyeh was assassinated in iran last week. the group has selected yahya sinwar, believed to be a key architect of the october 7 attack on israel. the gaza-based sinwar has not been seen publicly since then. for the latest, let's turn to matt bodner. do we know what this means for truce talks? >> reporter: frances, good

morning. already the assassination of haniyeh complicated matters for the talks with some seeing him as a relatively moderate individual involved in the process and of course he himself was spearheading the negotiations for hamas. so the move represents something of a shift in the internal dynamics of the group. haniyeh did not live in gaza, for example, but sinwar does. and sinwar has remained in hiding there since october 7. sinwar is seen as a much more hard-line figure, and given his role in the october 7 attacks, his appointment as the political leader of hamas may further slow down these negotiations. israeli forces have been looking for him, though they have been unable to find him in gaza. all of that said, they've neither confirmed nor denied assassinating haniyeh. all of this coming as the world braces for a large-scale retaliation by iran against israel for haniyeh's killing. an imminent attack has been expected for days now, but there's been a flurry of economic activity aimed at preventing further escalation in the situation.

jordan has become a key center piece in the efforts, notably saying its airspace could not be used by either side in whatever comes next. reuters is reporting that v vladimir putin has passed a message to iran. >> matt, thank you. federal officials say they foiled a murder-for-hire plot against an american politician, possibly former president donald trump. pakistani national, merchant, he is under arrest for allegedly offering possible assassination scenarios to a confidential source in new york city this june. merchant later handed the source $5,000 in cash. the senior law enforcement official tells nbc news former president trump was a potential target of the plot, possibly revenge for the 2020 killing of a top iranian general. the epa has issued an emergency order to stop the use

of a pesticide that can harm fetuses. the herbicide known as dcpa is used to control weeds in a variety of crops. when a pregnant woman is exposed to it, it can cause changes to hormone levels which can result in low birth weight, impaired brain development, decreased iq and other serious issues. tropical storm debby could bring historic rainfall and catastrophic flooding to the southeast this week after slamming florida as a category 1 hurricane. the dangerous storm has killed at least six people. debby already submerging coastal areas of georgia and south carolina in floodwaters. crews have performed multiple water rescues to residents stranded in cars and homes. maggie vespa is in charleston, south carolina. >> reporter: debby's deluge unleashed on america's southeast coast. >> this is as bad as i've seen it. >> reporter: in florida, floodwaters swallow huge chunks of sarasota. while nearby, officials and a good samaritan rescue a woman

from a submerged car, carrying her to safety. the deadly tropical storm now slamming south carolina and georgia, dumping up to 14 inches of rain since sunday night, with several cars left stranded after water rescues there. >> my wife was like, maybe we should pack the car and get out of here, because we have a 3 month old at home. >> reporter: the rain set no fall for days, a once in a 1,000-year rain event. lots of whitecaps in the charleston harbor. can you see how choppy the water is. heavy bands of rain and wind have been rolling in. several tornados were reported. >> one of these tornados hit this arby's restaurant. and this is what's leflts. the insides of the restaurant completely gutted. tables, chairs, glass, bits of insulation scattered across the parking lot. >> reporter: the system moving at a stubbornly-slow 5 miles per

rain on the way. the track of the system is going to sit offshore for a little while longer and bang ok offer t off to the north and west. it meanders off the south carolina coast for a number of days, bringing all the heavy rain to the inland areas of the mid atlantic and working its way to the north. between now and the end of the weekend we couldpick up another double digit as far as rainfall is concerned. more widespread amounts, 3 to 5 inches. flooding will be a maj concernor this afternoon.
