terror plot intercepted in v vienna. we have a live report on what authorities are saying about the two suspects in custody. here at home, debby slams into the carolinas, set to bring heavy rate and the threat of severe flooding all the way up the east coast. angie lassman is here tracking the latest. minnesota governor tim walz hitting the ground for the first time as running mates, as republican vp jd vance rallies nearby. the search continues for a different running mate, snl looking for tim walz for theirth their kamala harris. and team usa adding more gold medals in historic fashion, as we near the 100-medal mark.

"early today" starts right now. good morning, and thanks for being with us today. i'm jessica layton. we begin this morning with a chilling cancellation in europe. organizers calling off all three taylor swift concerts in vienna, after staustrian police foiled terrorist attack. the concerts are still canceled because of increased security concerns. for the latest, let's go noto mt bodner. what more do we know about the suspects? >> reporter: we're still learning about the two suspects. one is a 19-year-old who allegedly pledged allegiance to isis. we understand austrian police are looking for possibly one more associate or possibly more than that. they were known to law

enforcement and had been under surveillance for some time. they seem to be focussed on the taylor swift concert, not to target swift herself but the large crowd she draws. upon detaining the 19-year-old suspect, a bomb squad did find many of the component kemchemic for manufacturing a bomb. it is unlikely that he would have managed to do so before the concert. the fbi has been in contact with austrian counterparts about the planned attack which is said to have been specific and detailed by the time they were arrested. both were said to have been radicalized online. all three of swift's shows in vienna have been canceled, citing security concerns. all tickets will be refunded in the coming days. swift hardly cancels concerts, but the latest was due to a

terror event at one of her shows. from the eras tour to the political tour just getting started here in the u.s. vice president kamala harris is eager to introduce her new running mate to swing state voters. she and tim walz holding events in michigan. gabe gutierrez is following the campaign. >> reporter: a background blitz. vice president kamala harris and her new running meat, minnesota governor tim walz sweeping the midwestern swing states. >> as we work to move our nation forward, donald trump intends to take our nation backwards. >> reporter: the ticket riding a wave of democratic enthusiasm and cash. the campaign saying it's raised $36 million. walz going after former president trump, while talking about the experience he and his wife had with ivf. >> when vice president harris and i and everyone here talks about freedom, we mean the freedom to make your own health care decisions.

>> reporter: harris did not previously know walz well, but multiple sources tell nbc news she chose him because they clicked during an in-person interview on sunday. then it came down to trusting her gut. >> we are running a campaign on behalf of all americans. and when elected, we will governor on behalf ofall americans. >> reporter: president biden was asked if there will be a peaceful transfer of power. >> i mean, if trump loses, i'm not kf kconfident at all. he means what he says if we don't take him seriously. >> reporter: tim walz had two decades in the army national guard. >> he's a very, very liberal man. and he's a shocking pick, and i'm thrilled. i could not be more thrilled. >> reporter: his running mate, jd vance, landing at the same tarmac. >> what kamala harris has done at the southern border, and what

back then this woman vote for president biden. now harris leading the ticket makes her more hopeful, but. >> i'm still very leary, nervous, that it may be more of the same. >> reporter: at this point, do you plan to vote for kamala harris? >> not unless i hear a permanent, unconditional cease-fire. >> our thanks to gabe for that report. well, it was supposed to be a ten-day mission, but now nasa says the two astronauts who traveled to the international space station on that boeing starliner back in june could be there until february. ground crews are still working on helium leaks and thruster issues on the beleaguered starliner. the agency says it is considering having butch wilmore and suni williams return to earth on a spacex mission due to launch in september and return next year. a program manager for nasa says a final decision does need to be made by mid august.

meanwhile, the estate of one of the victims aboard the doomed "titan" submersible is suing the company, ocean ggate for $50 million. they say that they likely knew the vessel was about to implode and that there were numerous safety breaches. the submersible was trying to reach the wreckage of the titanic when this imploded in june of last year. oc oceangate could not be reached for comment. tropical storm debby has made its second landfall near bold bay, south carolina. the slow-moving storm is threatening a large swath of an already-drenched east coast with even more flooding and heavy rain. priscilla thompson is in north carolina with more. >> reporter: treacherous storms slamming the entire east coast. floodwaters filling the streets of new york and new jersey. cars abandoned. the region experiencing record-breaking rainfall. even before the remnants of debby arrived.

officials in new york city using drones to warn residents. >> be prepared to leave your location if flooding occurs. do not hesitate. >> oh, my god. i never heard it so bad. it was coming down in buckets. >> and there's a tornado somewhere in the area. >> reporter: and, in ohio, tornado sirens sent shoppers fleeing. strong winds shredding homes, knocking down power lines like dominoes. and flipping this car upright. further south, tropical storm debby gearing up for another destructive run. a tornado touching down in north carolina. residents in hugher, south carolina rescued by boats. as officials in charleston worked desperately to pump water out. >> we have never experienced anything like this. >> reporter: erin mclaughlin is in myrtle beach. >> here in myrtle beach, we're being hit by a pretty significant storm band. lots of wind.

but it's the rain that authorities are most concerned about. >> now is not the time to see if your car floats, because it doesn't. >> here, crews worked through the night building this makeshift dam, hoping to stave off rising waters. so this might look like a pile of dirt, but what is it to you? >> this is hope. >> reporter: hope, to avoid a repeat of these desperate scenes from past storms. >> when the river comes up, gets after about 21 feet, it comes through this opening right here and turns all of this into the river. >> reporter: so it can flood the whole city. >> about half of it. this absolutely will save property and lives. >> our thanks to priscilla for that report. and with that, let's get to angie lassman, who's tracking tropical storm debby after that second landfall. angie, good morning. >> just as expected, we were expecting that secondary landfall early this morning. we got that. winds still at 50 miles per

hour. the big batch of moisture working its way inland across the carolinas. we've seen really concerning situations for a tornado, and all the ingredients are there, we'll see tornado watches in this region through at least 8:00 a.m. for virginia and north carolina. we've already had reports of large and dangerous tornados on the ground in north carolina. and the potential for the rest of the day. you can see the region we're watching here as we get into the evening hours tonight. as far as the rain is concerned, here's the kind of timeline we're looking at. 4 to 5 inches from charlotte, to roanoke. you can see the time frame. raleigh through 10:00 p.m. with about 5 inches on tap for folks there. as we get into tomorrow, the system weakens, works its way to the north and 3 inches or so from harrisburg to syracuse and out towards burlington. this is something we watch through the day before the system works its way out. you can see all of that moisture that is encompassing this as the system works its way to the north over the coming days.
