moments ago. craig is in paris. he has that and a lot more as he holds it down there. >> plus, our first athlete back from the games. jordan chiles will be right here in studio 1a on our plaza a little bit later. but, guys, we want to get to that breaking news overnight. a tornado touching down just outside of raleigh, north carolina. al will have the full forecast in just a bit. but first, marissa parra has made her way to the scene. marissa, good morning. >> reporter: hoda, good morning to you. not such a good morning for the people who live in these houses behind me. this is as close as we can get, because as you can see, there's a power line separating us and these houses. but if we pan over, what you will see are just some of the houses struck by what was likely a tornado. and you can see the damage that it left behind here. of course those snapped trees. the snarled roof, leaving that home completely exposed here. and hoda, these tropical tornadoes are one of the biggest threats that people in debby's path are facing. this system is moving at a crawl at just 5 miles per hour, but

what this system lacks in speed, debby makes up for in rainfall. this morning, from a tropical storm to tornado fears, a possible twister touching down near raleigh, north carolina, damaging this middle school. it comes after a tornado tore through the central part of the state in samson county, yesterday. >> i was very scared. >> as tropical storm debby continues to soak the east coast. north carolina's governor warning his state could get hit with more rain in one day than they normally see in months. urging people to stay off the roads. >> now is not the time to see if your car floats, because it doesn't. >> reporter: 20 million people are under flood alerts from georgia to new york. in georgia, a number of roads washed out after dams were overpowered by fast-moving floodwaters. rains from the tropical storm already flooding communities as far north as new york and new jersey. >> and all the water overflowed

into our homes over here. >> reporter: snarling air travel with serious flight delays up and down the east coast. >> we were just devastated. it was bad. >> reporter: today is a double threat. those in debby's path are under a flood risk, but we are also seeing a potential tornado risk that could be higher than any day we have seen so far. and so, if you're watching from north carolina or virginia, hoda, probably not the day to be traveling on the roads if you can avoid it. >> yeah, good advice there. all right, marissa parra for us. marissa, thank you. >> al's over there with a very messy map this morning. >> that's right. a lot of folks along the eastern seaboard are going to be impacted by this. right now, we have debby, 30 miles north/northeast of charleston, 50-mile-per-hour winds. it's picked up a little forward speed. moving northwest at 5 miles per hour. and we've also got tornado watches now from virginia all the way down to between newburne and myrtle beach. we'll be watching that very, very closely. in fact, flood watches and warnings now from syracuse, new york, all the way down to savannah for 22 million people

right now and the risk of severe weather from charlottesville down to wilmington. tornadoes could be likely in this area. also damaging winds. so here are the impacts we see from debby as it makes its way north. roanoke from 2:00 p.m. to 4:00 a.m., 5 inches of rain. charlotte. up to 4 inches between now and 10:00 p.m. raleigh, 5 inches, that's today. then we move into tomorrow. the impact, syracuse, new york, about 3 inches, burlington, vermont, 3. good news for boston, you're on the lighter side. harrisburg, between 7:00 a.m. and noon, we're talking about 3 inches of rain. the flood risk is the big problem. that and the tornadoes. today from roanoke to wilmington, we've got a high risk of flooding, and tomorrow, look at this moderate risk, moving up from washington, d.c. all the way to burlington. we're going to be watching this area very closely tomorrow, guys. and again, that tornado risk moves up as we get into the day tomorrow. back to you. >> all right, al, thank you so much. also this morning, we're learning more about the terror threat that's led to the cancellation of taylor swift's

eras tour concerts this week in vienna, austria. authorities there arresting two people allegedly behind a planned attack against those shows. it is raising a lot of security concerns. and this also comes as a huge disappointment to hundreds of thousands of fans, some who traveled from the u.s. to see the music superstar. we have two reports. we'll start off with nbc's kelly cobiella. kelly, good morning. >> reporter: good morning, hoda. austria's interior minister gave an update today. he said that this was and is a serious situation. authorities there saying that the main suspect has fully confessed. they say that he allegedly planned to attack concertgoers with knives, a machete, and explosives. they also say a second suspect had been employed for a few days by a facilities business that was to provide services at that concert tonight. instead, the concert tonight, tomorrow, and saturday all canceled with authorities sayin.

this morning new revelations they've prevented a tragedy. ♪ >> reporter: this morning, new revelations in the investigation after an alleged terror plot against taylor swift's massive tour was foiled. the music superstar forced to cancel three shows in vienna, austria, as she wraps up her european leg of the record-breaking eras tour. authorities arresting two male suspects who were planning attacks on major events in vienna, including swift's concerts. one, a 19-year-old austrian, authorities say pledged his allegiance to isis. the other is 17 years old. the duo was radicalized online and had specific plans to carry out an attack, adding at least one had chemical substances, but not all of the components needed to make a bomb. >> so even it was a smaller attack, i think her name was what they were after. >> reporter: according to swift's website, fans will be provided a full refund for their tickets.

but for those who traveled from around the world, they're on the hook for travel and other expenses. >> the women in my family have been planning this trip for over a year. >> reporter: but some fans also praising the response. >> i think they handled it really professionally and also they acted fast and obviously, we all want to be safe. >> reporter: there have been fears around major concert event for years. in 2017, 22 people died after terrorists attacked an ariana grande concert in manchester, england. in the following years, swift called such attacks her biggest fear, telling "elle" magazine, she was terrified to go on tour. swift saying her team put a tremendous amount of planning, expense, and effort into keeping fans safe. while authorities believe they have minimized the threat in austria, event organizers say they had no choice but to cancel swift's shows for everyone's safety. >> we were all just really sad. i guess, it's good in that like we're safe, but also, really

scary. >> reporter: and austrian authorities say they are also questioning a 15-year-old, but he has not been arrested. they say they're not looking for any other specific suspects. swift's tour continues here in the uk next week. five shows here at wembley. officials here say they are looking at all available intelligence, but there is no specific threat here. hoda? >> i'll grab it, kelly. thank you so much. we are joined now by clint watts, a former counterterrorism agent for the fbi. clint, good morning. from time to time, you see threats like this, but what we've learned from the austrian authorities this morning suggests that this is quite a serious plot. these individuals were serious and had advanced plans. >> that's right. since probably last fall, we have had dozens of these plots where there was some sort of an attempt. a young person radicalized online saying they might do something. but we haven't seen the capability to do that. and this plot is very different. you've got probably some sort of

working with explosives, getting access to the target, trying to get employment to get into the convert venue. and then seeing that there are other suspects still being interviewed today. that's quite concerning. that's probably why they went to the step of actually making sure that they canceled those concerts. >> do you think that was the right step? obviously, you have disappointed fans, but safety is paramount. >> i do. this is modus operandi plus target. right? how many concert venues have we seen, manchester, ariana grande. we saw that in bataclan in france. now look at moscow a few months ago. this is a target they tend to hit. it's some place they can do a lot of damage. and if you have access, you would be able to really cause a lot of havoc and kill a lot of people. >> there are a lot of fans who are either planning to go to the eras tour overseas or she's coming back to north america, might be looking at this and saying, wait a minute, should i hold off? how concerned are you about follow-on attempts? >> i'm not in the sense that there are two parts to this. we always do vulnerability assessments, around the stadium,

the venue, how do we protect it? but then there's the threat assessment. there was a known threat, a very credible one and it had capability. i am not seeing that in the case of the london concerts coming up. >> clint watts, thank you very much. appreciate it. let's now turn to the race to the white house. both campaigns barnstorming the same critical battleground states at the same time, looking to win over voters. nbc's senior correspondent hallie jackson joins us now with the very latest. hey, hallie, good morning. >> hi, hoda, good morning to you. the vice president's in michigan this morning for a union event before heading out west for a stop in the key swing state of arizona, after rallying with her new running mate, as former president trump's running mate hit the road with his own message. both looking to fire up voters less than 90 days out from this election. a battleground blitz for the new democratic ticket. vice president kamala harris and minnesota governor tim walz, greeted by a large crowd in detroit in the swing state of michigan. >> we are joyful warriors.

>> reporter: at one point, harris pausing to respond to a handful of pro-palestinian protesters. >> everyone's voice matters, but i am speaking now. you know what, if you want donald trump to win, then say that. otherwise, i'm speaking. >> reporter: focus, rust belt battlegrounds like wisconsin, where earlier supporters broke into chants of, "thank you, joe." the cheers for president biden coming as he sits down for his first interview since dropping out of the race. asked by cbs news if he's confident there will be a peaceful transfer of power in january -- >> if trump loses, i'm not confident at all. he means what he says. we don't take him seriously. he means it. >> reporter: on the republican side, j.d. vance looking to counter his competitors with campaign stops in the same states, even on the same tarmac at one point, walking toward air force two. >> i just wanted to check out my future plane. >> reporter: vance attacking

walz, who served 24 years in the national guard, before retiring in 2005. with vance accusing him of abandoning his guard unit before they were deployed to iraq. >> it's shameful to prepare your unit to go to iraq, and then to drop out right before you actually have to go. >> reporter: walz filed paperwork for his congressional run in february 2005, about a month before reports of a deployment. harris/walz campaign officials not clarifying the timing, but framing his decision to pursue politics as a new way to help service members and veterans, the campaign calling him a tireless advocate for our men and women in uniform. former president trump now hinting he'll face off with harris soon. >> i'll be debating her, i guess, in the pretty near future. >> reporter: while insisting that he's thrilled she selected walz as her running mate. >> he's a very, very liberal man and he's a shocking pick. >> as for walz, the harris camp suggests that he has generated a lot of enthusiasm and

garcia. here's a look at our top stories. still no word on what sparked an overnight fire at a san francisco church. it happened at the saint andrew missionary baptist church on post street near presidio heights. no reports of injuries right now. there's still no word on the damage we do know firefighters remain there through most of the morning monitoring for hot spots. i'm kris sanchez, some of the bay area's biggest school districts return to class today, including the 25,000 students at san jose unified school district. now, the district is making some changes following a scathing civil grand jury report. it is partnering with local agencies to better address student mental health. it is also exploring how to address issues of safety and transparency. however, the district rejected the grand jury's findings and recommendations on turnover, hiring and employee investigations. let's see how the weather is holding back for this back to school morning. yeah, it looks great. we're starting out with a few clouds in san jose, temperatures in the

it's 7:30 in the morning here. in the states, but there, in that beautiful picture, 1:30 in the afternoon. another exciting day of olympic action underway in paris already. >> we have more athletes joining us, including in person, jordan chiles will be here, too. it's going to be fun! >> we're going to be the first to welcome her home. >> yes, we will. but first, let's start this morning, some big news from nasa. those two astronauts that launched on a boeing "starliner" spaceship for a ten-day mission back in june, there's worry now they may not be coming home until next february. >> february, 2025. nbc's senior correspondent, tom costello, covers space. tom, i know that nasa does not like the word "stuck," but that seems to be the word that fits. >> yeah, one nasa insider says this is starting to feel like gill began's island in space. nasa points out sunny williams and butch wilmore could come back on starliner, their spaceship, if they had to evacuate the space station in an emergency. but otherwise, their ten-day mission could last eight months.

coming home on a spacex ship, boeing's archrival. >> we are having a great time here on iss. >> reporter: floating some 250 miles above the earth, astronauts butch wilmore and sunny williams thought their trip to the space station and back would last about ten days. that was two months ago. now, nasa mission managers say they could stay there for another six months. leaving their "starliner" spaceship and returning home in an elon musk spacex dragon capsule on a future crew 9 mission. >> then we could return four crew members in the february 2025 time frame and butch and sunny would remain on station and return home with them on crew-9. >> and liftoff of "starliner" and alice 5. >> boeing's troubled "starliner" launched on a test flight in early june, but it's remained docked at a space station. nasa and boeing engineers remain divided on whether it's safe to bring wilmore and williams back on "starliner." they're concerned helium leaks

and engine thruster problems could pose serious risks. starliner needs those thrusters to safely return home. >> let's go forward into starliner. >> reporter: last month, williams and wilmore insisted their ship is safe. >> are you confident in the performance of the ship for future missions as well? >> that's a fair question. i can tell you that, you know, that mantra you've heard, failure is not an option, that's why we are staying here now. >> reporter: nasa is now weighing whether to bring starliner home autonomously, without a crew. it's now delayed the spacex crew-9 liftoff to late september, returning next year. and may launch with only two astronauts rather than four. wilmore and williams would remain on station well past thanksgiving, christmas, and new years, then return with crew-9 in february. in a statement, boeing says, we still believe in starliner's capability and its flight rational. if nasa decides to change the mission, we will take the actions necessary to configure

starliner for an uncrewed return. >> yeah, mission managers will convene next week to decide whether to bring the astronauts home on starliner or space-x. the final decision will likely be up to nasa chief bill nelson. himself a former astronaut, who says he is still haunted by the "challenger" disaster, guys. >> one of the things we were thinking about is, do they have enough supplies up there? they didn't intend to be up there more than ten days or so, so do they have enough food? >> yeah, that's right. nasa says that's one reason why they're considering launching with only two astronauts on crew-9. supplies are tightly planned, butch and sunny have already been there for two months. nobody planned for that. they launched without their own suitcases because nasa had to lose weight at the last minute, so the astronauts have been borrowing clothes from other astronauts on station. and then there's the matter of food. so all of this is part of the equation. >> they've had a remarkably positive attitude, but, probably comes to a point -- >> they're very positive people. >> -- where, enough is enough. keep following it for us, tom. thank you.

lodge opened its newest hotel and water park outside of houston, calls started pouring into 911. the grand opening celebration quickly turning into a dangerous hazmat situation. this areal video capturing first responders converging on the scene to help. >> having breathing difficulties after inhaling some sort of chemical. >> reporter: authorities say a chemical reaction happened in a pool house behind the lodge when a third party contractor allegedly failed to properly handle two cleaning agents. >> the chemicals weren't spilled, they were mixed together in a tank. >> reporter: authorities say the mix-up became apparent after only a few seconds, when a chemical reaction of hydrofluoric acid and chlorine created a dangerous vapor. >> the cloud affected the people that were working around that area. so we transported 16 people to the hospital. >> reporter: that group included park employees and construction workers, but no guests at the hotel were exposed. among those on hand for the

agent and friend at the time. and i was looking for films that could inspire, that was commercially viable but could also reach in and touch somebody's heart and maybe ask them to see the world a bit differently. and i read the book, and couldn't even finish it, i was just crying as i was reading it. >> you were crying? >> i was in tears. i was sitting next to my wife, who is here, by the way. hi, baby, and just like snot running down my nose. if i could be this touched by the lily bloom story, i only imagine what this could do for so many people. i wrote coleen. she believed in me enough to give me the honor of adapting it. it's been five years to get here. >> for people who don't know, you tackle domestic violence in a way a lot of people don't think. you think of a typical abuser, a typical victim, but this is nuancy. and sometimes by the time you get to the end of it, you don't know how you feel. >> that's the challenge. right? what is a typical abuser or a typical victim?

i think that there is no typical anything. i think that unhealthy relationships are on a spectrum. and this was a really important one. so we partnered with our dear friends at mil moore, it was the only way i could direct this movie, if i had a group of women specifically behind me who are specialists in this space. and from the very beginning, we worked very hard to create a very truthful and honest story that could reflect the reality of what millions and millions of people go through every day. >> and i think blake knocked it out of the park. is there something about blake that we don't know and what was it wliek like working with her? >> i don't know if you know how smart and creative she really is. i think she's best known as an actress and, of course, she's, you know, a fashion you know, than that. she is a dynamic, creative -- she had her hands in every part of this production and everything she touched, she made better. >> and ten seconds, the one thing you want people to take away from this project, what would you say? >> hope. and that everybody has the ability to end a cycle that they didn't ask for.
