i'm frances rivera. debby, now a tropical depression, made a second landfall as a tropical storm. tornados spawned by the storm wreaked havoc in north carolina. a man died when his house collapsed when he was inside, bringing the storm's death toll to seven. and nearby, a middle school was struck by a twister, and at least four homes were destroyed. north carolina's governor surveyed the school's damage. >> i mean, it was an explosion is the best way to describe it. because this tornado came up and directed itself all the way through this school. devastating damage. chairs everywhere. insulation hanging from the ceiling. light bulbs hanging. >> really devastating. >> in raleigh, three children were rescued from a creek as

flood waters rose. >> it was very scary. it was just rushing on. there were a bunch of sticks. and they were, they were hitting us. >> and the effects of the storm aren't over yet, as flood and tornado threats shift north up the east coast this morning. >> let's get a look at the latest from nbc meteorologist angie lassman. good morning, angie. >> morning, frances. we've got another about 36 hours of this system, now tropical depression debby, but pushing all that rain a little farther to the north and bringing the potential for tornados through the morning hours today. you can see the area that's included. norfolk, stretching down to north carolina. we've also got plenty of flood alerts. the rain has been the big story with this system for days and days. expanding flash flooding across parts of the appalachians, the rest of the mid atlantic, down through the coast of the carolinas. this is going to last into the afternoon. here's the area to watch if you're out and about later for potential tornados.

stretching back toward baltimore and harrisburg. that's going to go through the day today. and as we get into the later parts of your day, notice things will start to dry out for the mid atlantic. we'll see rain across parts of new england. by the second half of your saturday things really improve. that doesn't mean the flooding will go away. we'll still likely see rivers and streams remain swollen, but nicer conditions are on the way and debby will eventually be out of the picture. we are learning new disturbing details about that alleged foiled terror attack in austria targeting a taylor swift concert. the alleged main plotter confessed he intended it to be a suicide mission and a third suspect is now being questioned. here's keir simmons. >> reporter: this 19-year-old who investigators say was ready to kill himself and large numbers of people using knives and explosives at a taylor swift concert in vienna this week was arrested at his apartment 50

miles from the stadium. police revealing they found bomb-making manuals, explosives and detonators. the 19-year-old had recently quit his job, saying he had big plans, they say, adding he had consumed large amounts of isis and al qaeda propaganda. the 17-year-old alleged accomplice had recently taken a job providing services for the taylor swift concert venue, was also arrested. and a 15-year-old is being questioned. the concerts were canceled after a tip from a u.s. intelligence agency. taylor swift fans consoling each other in vienna. >> i feel so sad. >> i'm so glad everyone is safe. >> reporter: this girl came from california to celebrate her 13th birthday. >> there were a lot of tears, but i'm happy that other people are feeling the same. and we're having a lot of fun together. >> reporter: this plot appears to have been hatched in only the

last weeks and months, while austria has not raised its threat level, and swift plans to continue her concert tour in london. >> keir, thank you. the stage is set for at least one september showdown between kamala harris and donald trump. both candidates have now confirmed that they will debate on september 10th, agreeing to the face offer that was planne when president biden was still in the running. drew petramoix joins us. former president trump said he was willing to participate in even more debates. >> reporter: yes, the stage is set for at least one showdown between the two, but we're still waiting to see if more than that actually happen. mr. trump held a press conference yesterday at his mar-a-lago estate in florida where he said he was willing to participate in the abc news debate already set for september 10, then he said his campaign has also agreed to two other debates in september, with fox news and nbc news. but the harris campaign has not

agreed to those. the former president attacked the vice president, criticizing her for not sitting for any recent interviews. >> they may or may not agree. i don't know if they're going to agree. she hasn't done an interview. she can't do an interview. she's barely competent, and she can't do an interview. but i look forward to the debates, because i think we have to set the record straight. >> reporter: vice president harris spoke indetroit yesterday, thanking the united auto workers union for their endorsement. nbc's shaquille brewster caught up with her and asked her about the possible debates. will you be participating in all three? >> i have always been on record, i am looking forward to debating donald trump, and we have a debate on september 10th. >> reporter: what about the other two? >> reporter: vice president harris told reporters last night she wants to get an interview scheduled before the end of this month. frances? >> drew petramoix for us, thank you. we are getting a new look
