we'll start with -- we've got al's forecast, but first, nbc's guad venegas is in bermuda for us. hey, guad, good morning. >> reporter: hoda, good morning. the national hurricane center has issued a hurricane warning for bermuda. meanwhile, in puerto rico, the damage is still being assessed with president biden approving an emergency declaration which will give more resources to local communities as they deal with that damage. hundreds have been displaced or are in shelters across the island. this morning, a power crisis across puerto rico in the aftermath of ernesto. the powerful storm, which is now a hurricane, battering the island with winds up to 85 miles per hour, tearing roofs off of homes, and leaving nearly half a million people in the dark. luma energy, the private company in charge of power distribution, pressed for a timeline on power restoration, but offer nothing estimate. only offering today. >> we can't tell you how long it will take. but we know in certain areas, the damage has been limited so we should be able to move fast. >> ernesto brushing the island as a tropical storm wednesday, but still dropping nearly a foot

of rain. the downpours and flooded roads sweeping away cars and leading to rescues. the dam overflowing as officials say at least three major rivers burst their banks, forcing some evacuations. the storm also barreling through the virgin islands, leaving thousands on the u.s. side in the dark. >> we want to turn on the pour, but we don't know now where the power lines are down. so we can't turn on the power willy-nilly. we have to make sure we don't electrify anybody. >> this morning, hurricane ernesto is fueling over the atlantic. >> this is not the time to underestimate the power of nation. >> reporter: officials here in bermuda held a press conference yesterday, reminding everyone about the importance of preparations, with all of the necessary items like food and water. now, ernesto will not make landfall in the u.s., but it is important to keep in mind that

the forecast indicates that it could affect the surf and cause rip currents along the east coast, something to keep in mind. hoda? >> guad venegas for us there in bermuda. guad, thank you. >> you can already hear the wind picking up there. mr. roker is standing by with the track, the impact, and the sheer size of it. >> it looks like this thing will start to rapidly intensify. right now, it has 85-mile-per-hour winds, it's 30, 35 miles per hour southwest of bermuda. the track of this brings it over bermuda sometimes early saturday into saturday morning. hurricane watches up for bermuda, destructive winds, flash flooding possible, 10 to 12 inches or more of rain comin. destructive winds, flash flooding possible, 10 to 12 inches or more of rain coming with this. and the fact is the last hurricane they saw was a category 2. hurricane pallette under four years ago in september of 2020. then it continues up and into canada. now here's the deal, while we won't see a direct impact as far

as rain, we are going to be looking at large waves, rip currents, dangerous surf, all the way from bar harbor to charleston. you get caught in a rip current, you have to swim parallel to a coastline to make sure you get out of it. you cannot fight a rip current. so please don't do that, as you get out there. we've also got a lot of heat out there. 40 million people from the gulf into the central plains and on into florida, looking at temperatures and humidity. we're looking at dallas, 102, 101 in little rock, new orleans. we'll see highs of 94 degrees. that's 4 degrees above average. guys? >> al, thank you so much. we'll check back in a bit. let's turn now to the presidential race, with the election less than three months away, both campaigns are blitzing the battlegrounds. donald trump holding a rally in north carolina last night. the event was billed as an economic speech, but the former president frequently veered off message. nbc's garrett haake covers the trump campaign. he joins us now from charlotte.

garrett, good morning. >> reporter: hey, hoda. good morning. yeah, this was a speech targeted to what donald trump's campaign believes will be the most important issue in this race. a state he cannot afford to lose. mr. trump hammered kamala harris and joe biden over rising prices, but also engaged in the kind of harsh, personal attacks, that even his republican allies have urged him to avoid. overnight in the tar heel state, former president donald trump on the economic attack. hammering his opponent, kamala harris, over rising prices. >> is anything less expensive under kamala harris and crooked joe? >> reporter: the attacks coming even as we learned wednesday, the inflation rate cooled in july to the lowest level since the pandemic ended. president biden asked earlier by nbc's gabe gutierrez if the u.s. had beaten inflation. >> yes, yes, yes. i told you we'll have a soft land. >> reporter: but the trump campaign sees inflation as a key democratic weakness they intend to highlight.

>> kamala has declared that tackling inflation will be a day one priority. but day one for kamala was three and a half years ago. why hasn't she done it? >> reporter: the harris campaign responding to trump with a statement reading in part, quote, if trump gets power, cr middle class taxes will go up by $2,500 a year, inflation will skyrocket, and jobs will be shipped overseas. trump's speech was billed as economic-focused, but the candidate frequently lost focus himself, veering into the personal attacks on harris that republican allies have been urging him to avoid. >> we have stupid people like kamala and joe running our country. her laugh is career threatening. you know why she hasn't done an interview? because she's not smart. >> reporter: trump's running mate, j.d. vance, once again in spotlight for his past comments about women. this 2020 podcast interview in which he discusses the positive roles of grandparents in children's lives drawing new scrutiny. >> they spoil them, all the classic stuff that grandparents

within the margin of error. looking back over the last couple weeks, bottom line this will remain a very close race. >> garrett haake for us on that story out of charlotte. garrett, thank you. breaking news overseas, a russian-american woman arrested earlier this year while visiting family in russia has n been sentenced to 12 years in prison for treason. she had been living in los angeles. she became a u.s. citizen in 2021. russian investigators brought the treason charge after discovering that the amateur ballerina made a $51 donation to a charity supporting ukraine. carolina pled guilty last week after a trial that was held behind closed doors. now to escalating tensions in the middle east. negotiators holding a new round of high-stakes talks today, aimed at ending the war in gaza. and there are some hopes of a

breakthrough, even though hamas is not taking part. nbc's chief foreign correspondent is in jerusalem for us. hey, richard, good morning. >> reporter: there is always hope, hoda. there is not a lot of optimism going into these talks, but the fact that they are still taking place and at times, that seemed at doubt, means that there's a chance for a breakthrough. the israeli military released new video overnight of what it says are its air defenses, stopping incoming fire from lebanon. but so far, no retaliation from iran for the assassination of a hamas leader visiting tehran two weeks ago. so, perhaps, there's a window for diplomacy. cease-fire and hostage talks are resuming in qatar this morning, with the heads of the cia, israel's mossad, and officials from egypt and qatar. hamas refused to go. a diplomat briefed on the talk said the group is expected to be consulted after. the u.s. says the talks will

continue. >> we fully expect these talks to move forward, as they should. >> reporter: and is pushing for a resolution. >> it is far time for the remaining hostages to be released, which include american citizens, and bring relief to the people of gaza under the deal that is now on the table. >> reporter: in gaza, this was the line for food handouts. yesterday, we showed you two newborns. multiple witnesses say they were killed by israeli fire. we returned to see how their father, mohammad abu alkamsam is trying to piece his life together. looking through the baby clothes bought with his wife, killed in the same strike. he sums up his feelings simply. they broke my heart, he said. the israeli military responded to our request for information, saying in part, the details of the incident as published are not currently known to the idf, and that the idf targets only military objectives and employs various measures to minimize

harm to civilians. today, the hamas-run health ministry in gaza announced that the death toll has surpassed 40,000. hoda? >> richard engel for us there in jerusalem. richard, thank you. meanwhile, we have some more breaking news that we're following that is unfolding as we speak. nbc has learned that law enforcement officials have made an arrest this morning tied to the death of "friends" star matthew perry. nbc's chloe melas is with us live from los angeles with the very latest on this breaking news. chloe, good morning. what more can you tell us? >> craig, good morning. this is an incredibly significant development in this investigation. law enforcement sources telling nbc news that at least one person has been arrested in connection to the investigation into the death of matthew perry. that arrest was made in southern california this morning. and the investigation into perry's death has been on going since last year. now it's unclear who else could potentially be arrested. and what those charges will look like.

but we do know it's not uncommon for law enforcement to investigate the people who supplied the drugs, that caused such a high profile death. nbc news had previously reported that investigators were getting close to uncovering how matthew perry got ahold of such large amounts of ketamine before he died in october of 2023. the operation part of a joint investigation with the lapd, dea and u.s. postal inspection service is still unfolding. perry was found unresponsive in a hot tub at his pacific palisades home last october. according to the l.a. county medical examiner, the 54-year-old died from the acute effects of ketamine, a powerful anesthetic approved by the fda under doctor supervision. drowning and coronary artery disease. as well as a medication used to treat opioid use disorder. perry was on ketamine infusion therapy for depression and anxiety. year before his death, he addressed his relationship with

ketamine in his mem mother "friends, lovers and the big terrible thing". >> ketamine felt like a giant exhale. they bring me into a room, sit me down, put headphones on me so i could listen to music. blindfold me and put an iv in. >> reporter: but the autopsy report says the ketamine in his system could not have been from his last therapy session, which was just a week and a half before he died. saying that the level found in his blood was equivalent to the amount used for general anesthesia. now in just a few hours, federal authorities will be holding a news conference and we'll be learning more about this case and the investigation that led to this morning's arrest. craig, obviously this is incredibly significant and like i said, nbc news, you know, we had previously reported that law enforcement officials were getting closer to figuring out who supplied, if it was one or many people that supplied those large amounts of ketamine that ultimately resulted in matthew perry's death. >> all right, chloe melas for us there in los angeles on this

dozens of criminal cases in jeopardy of being tossed and ginger conejero saab in san francisco, where dozens of cases may be tossed today because san francisco court did not try them in a timely manner, according to the standard. one of those cases involves a car crash that killed two women and injured two others in san francisco's soma district back in 2022. the driver is accused of crashing into a taxi, sending the taxi into the sidewalk, killing a mother and daughter visiting from florida. that is among more than 75 cases that are reportedly up for dismissal today. good morning. i'm barbara delaware, here in a las positas vineyards in livermore, where you can see the wine harvest officially underway. workers out here since before sunrise, which is normal when you're picking grapes, picking the verdello varietal for this vintage. this is a portuguese varietal. the blessing of the grapes here in livermore will be next

peterson's former girlfriend, amber frey, whose decision to come forward about their relationship helped prosecutors establish a motive. >> on the stand, i wasn't just sitting there alone. but i was sitting there for laci and her unborn child. >> reporter: in "face-to-face," peterson admits his affair with frey was a terrible mistake, saying he withheld that information from police to focus on finding laci. in 2020, california's supreme court overturned peterson's death sentence, citing jury selection errors by the trial judge and resentenced him to life without parole. he was denied a new trial in 2022. now backed by the l.a. innocence project, peterson is trying again. >> so let's pick it up there. what are the next steps, as peterson tries to get this new trial?

he's here with the lathe. where's it headed al? >> right now headed towards bermuda, guys. as we mentioned, it's 605 miles south-southwest of bermuda. this thing is 750 miles in width. and we are talking about 85-mile-per-hour winds moving north at 13 miles per hour. looks like some time early saturday, it makes landfall either on our very close to bermuda. a hurricane watch is up. destructive winds and flash flooding possible with more than a foot of rain likely. last hurricane landfall for hurricane paulette, september 2020, and continues up and races out into canada. but what we're also watching, while it will stay about 600 miles offshore, we're looking at coastal impacts of large waves, rip currents, and dangerous surf as that makes its way. plus, we have 40 million people impacted. heat advisories, heat warnings, with the heat indexes over 100 degrees, throughout parts of the gulf, texas, all the way down into florida. guys? >> al, back to you in a few moments. meanwhile, some big news this

morning on the economy. the inflation rate cooled in july. it's now in its lowest level since the pandemic ended. the consumer price index dropped to 2.9%. that's down from 3% in june. it's the first time the index dipped beneath 3% since march of 2021. the key economic indicator does raise pressure on the federal reserve to cut interest rates as soon as next month. we turn to big news from the biden administration and its ongoing efforts to curb prescription drug costs for millions of americans. this morning, results of the first round of price negotiations with drug manufacturers have been announced. the administration predicting billions in savings in the coming years. nbc's brian cheung is here with the latest on this developing story. good morning to you. >> hey, good morning. >> first off, what kind of savings can we expect? >> this just announced this morning, medicare saying that the savings could be somewhere between 38 and 79% for commonly

used drugs like blood clots, arthritis, cancers in some cases. this is a big deal for the hundreds of thousands of americans that use medicare part "d." you see some of the drugs on the screen ahead of you. these are the ones that the government negotiated, which was mandated by the inflation reduction act. really the first time medicare has been allowed to negotiate these prices. they say this could lead to $6 billion in savings for the medicare program which by the way costs the government $50 billion. but the out of the pocket savings for those on medicare could be $1.5 billion. this is pretty big. >> can you drill down on some of the medications? i'm sure people are like, is my medication one of the ones that's covered? there were ten that were negotiated under this program. you see the names ahead of you. names people might be familiar with. what's interesting about these drugs is that, again, nine of these ten drugs have negotiated a price that was 50% below what they cost in 2023.

a little bit, double bacon, double tomato. >> al roker is in heaven. >> this is unbelievable. >> we're going to do a cherry tomato bacon jam on top of the blt. cherry tomatoes are sweeter than grape. especially this time of the year. we have bacon in here. >> what kind of tomatoes do you use? >> a thick cut smoky bacon, cut it up nice and fine. we'll cook that through, we have our halved tomatoes and our shallows. >> shallots, not onions. they're more subtle. >> so the key here is to cook this long enough to get all the moisture out of the tomatoes. we want a super concentrated, super jammy flavor. it's going to be a big pop of tomato, but also sweet. >> i want to taste the jam. >> go for it. >> once those are cooked through, we do a little brown sugar. >> that was sheinelle's nickname in hig in high school! and of course, a little fresh

red pepper. now for the star of the show. let me show you this guy. when you're looking for tomatoes in the summer, you want them to be really soft. the softer they are, almost like if you're worried they're going to make it home without breaking, that's how ripe you want. we call it number two pencil thick. >> no one knows what a number two pencil is anymore. >> for anyone over 50. >> looks like about an inch. >> a little under a half. and the key is, you've got to salt your tomato, and do it in advance. it's going to wick out some of the excess moisture, which allows you to have it. super concentrated. >> and what kind of bread are we using? is that just sour dough? >> toasted sour dough. you want a pretty good toast, so stand up to some of the moisture in the sandwich. >> and it's also made of wheat. >> that's what i heard. >> it's that one. >> all right, guys, check this out.

>> so we've got our tomatoes, now, this is the star. this is our cherry tomato bacon jam right on top. >> all right. we've got our blt. >> oh, my goodness. >> mow to the star of segment, we're going to go to the tritip sandwich here. al's ready to get into this one, too. >> you start, i'll join you. we'll make a blackberry chimyturery saw. we pinkies up. a red chimichurri. we have some shallots, add some parsley, fresh oregano. this is berry season. we love berries. if you can find fresh, definitely do this. this is blackberry season. it's plaqueberry. >> could you use blueberries? >> blueberry, huckleberries. mark lives in boise, loves huckleberries. raspberries are great too. blackberries are going in, we'll add some red chili flakes for a little heat, some garlic, fresh garlic, and you'll pulse this up a little bit.

we'll add this -- add this, dry pulse it, and add olive oil, obviously, and a little bit of red wine vinegar. that gives us our blackberry chimi. now, we have a tritip. mark, why is this called a tri-tip? great, thanks very much. >> marriage hasn't softened you at all. >> not at all. >> we normally season it before we put it on the grill. you'll see these huge muscle strands. i'll show you how to cut this. you'll do this over medium heat, 300 to 350 until it gets to 128 degrees. >> how long? >> it's always about temp, not time, but roughly about eight minutes or so, nine minutes. >> tell us about this bread. when i saw this earlier, i said to you, i've never seen bread like that. >> this is called dutch french krumpbl crunch bread. i'm kidding, it's dutch.

good morning. it is 856 a marcus washington a san francisco court reportedly ready to pull the plug on dozens of criminal cases. and it's all tied to a recent federal appeals court ruling. the s.f. standard reporting that dozens of sex crimes, domestic violence cases and dui cases are among those that may get tossed. now, this is all due to the long legal delays springing from the covid pandemic. the court's ruling was tied specifically to a dui case that dragged through the legal process. both the da's office and public defenders have gone on record saying that the courts are to blame because they did not try to those cases in a timely manner. happening now. ginger conejero saab. she's at the courthouse. shlle' h
