perry. >> they include two doctors, an alleged drug trafficker known as the ketamine queen and his assistant. troubling new details on the star's final weeks. we will talk to the dea administrator who announced those arrests. chloe melas joins us from los angeles. good morning. >> reporter: good morning, guys. investigators say that multiple people, including two doctors and matthew perry's own assistant are responsible for his death, alleging they took advantage of the star's addiction issues to make a profit. nearly ten months after beloved "friends" star matthew perry's overdose, five people have been charged with his death, including two california doctors, salvador plasencia and mark chavez. an alleged drug trafficker known

as the ketamine queen, jasveen sangha, and perry's live-in assistant, who admitted to investigators he repeatedly injected perry with doses of the drug that led to his death. >> these defendants took advantage of mr. perry's addiction issues to enrich themselves. >> reporter: while three of the defendants have already agreed to plea deals, on thursday, both pled not guilty in their first appearance. perry did pay his client for ketamine treatments. >> the full extent of how much was charged and how much was prescribed in the treatment process, i don't have all of those answers right now, but there definitely was a doctor-patient relationship. >> reporter: investigators outlined perry's final tragic

weeks. according to the document, dr. plasencia sent text messages writing, i wonder how much this moron will pay and let's find out. >> they violated the oath they took to care for their patients. instead of do no harm, they did harm so that they could make more money. >> reporter: court documents indicate perry's assistant told investigators in the days leading up to his death, he injected his boss with six to eight ketamine shots per day and found perry unconscious on at least two occasions. he gave three separate rounds to the actor with perry telling him, shoot me up with a big one. hours later, perry was found facedown and unresponsive in his jacuzzi. perry had been open about his use of the drug to treat depression and anxiety, but federal investigators say that

the ring of individuals charged conspired to take advantage of perry for profit. >> we are sending a clear message. if you are in the business of selling dangerous drugs, we will hold you accountable for the deaths that you cause. >> reporter: for the leading defendants in this case, federal prosecutors say they could face decades in prison. now, perry's personal assistant could face up to 15 years, but, of course, his plea deal could lead to more favorable sentenced. his family saying while they are still heartbroken about perry's death, they look forward to justice taking its course. >> thank you. joining us now is the administrator of the u.s. drug enforcement administration. good morning to you. thanks so much for your time this morning.

it is an investigation that clearly spanned months. what else did you find over the course of that complex investigation? what more can you tell us? >> what i think is important to focus on is we charged the five individuals we believe are charged with perry's death going from doctors to street dealers of ketamine and just a tragic ark from doctors' offices to the streets that we see all too often with people with substance abuse disorder. >> we know at one point perry was being treated for anxiety and depression. at some point it crossed the line into substance abuse, into addiction even. do we know when that happened? >> what we know is that he started receiving treatment for anxiety and depression. and at some point, he needed or wanted a higher dosage that the doctors would not provide. so at a point, he sought out other doctors. it is part of the tragedy of this case that doctors are in a position of authority and trust,

and these two doctors violated that. they saw him as a payday, and they saw it as an opportunity for them to make a lot of money. so it doesn't matter, and this is an important message in the united states, it doesn't matter if you are wearing a doctor's coat or you are a member of a cartel on the street, we are going to hold you accountable if you are selling drugs. >> let's talk about that cartel because the indictment does list a woman known as the ketamine king. they found a drug emporium when they found this place, ketamine, a bunch of pills. any idea how vast this is? any idea how she was allowed to go undetected for so long? >> when we did the search warrant earlier this year, remember, matthew perry's death was last fall, and she was still running a drug emporium. 79 viles of ketamine, more than a thousand pills that were

methamphetamine. so she was a significant drug trafficker, and we have been able to connect her sale of ketamine to an individual who died in 2019. so she's a significant source of supply in los angeles, and again, perry -- matthew perry got to her after starting with the unscrupulous doctors and then turning to the street. >> so this will lead to more arrests? >> so the investigation is ongoing. i believe we will charge the individuals who are together responsible for matthew perry's death. >> really quickly, anne, before i let you go, justice for matthew perry's family of course welcome. what would you say to all the families out there who have lost loved ones to addiction and substance abuse and the dealers are never prosecuted. they're usually -- typically not even found, much less convicted. what would you say to those families? >> i would disagree a little bit that the dealers are never found

or convicted. >> really? >> since 2018, we've run an initiative that two years ago we spread nationwide called overdose justice where we work with local police departments and will investigate any case where an individual died because we understand it is not an accident, it is a homicide. so to all the victims, we do this work to honor the lives that are lost to seek justice for the families and to stop others from dying. >> so the resources here weren't just because matthew perry was famous. >> we have 500 cases since 2023. any police department in america can call us. >> thank you. have a good weekend. let's turn to the presidential race. s as we head into another busy weekend of campaigning for both candidates, president biden and vice president harris held their first event together since biden's decision to drop out. donald trump did his talking at a lengthy news conference. we have two reports for you today starting with gabe gutierrez. he's in raleraleigh, north caro where the president is holding rally. gabe, good morning. >> hey there. good morning. the fight for north carolina is

intensifying. vice president harris will campaign today. after former president trump visited earlier in the week. harris now trying to define her campaign and how it's different now that the race for the white house has changed dramatically. this morning, vice president harris heading back out on the campaign trail after holding her first official event with president biden since he dropped out of the race. >> she is going to make one hell of a president. >> the pair in maryland touting a white house-led effort to lower drug prices that takes effect in 2026. for the first time, medicare authorized to negotiate 40% to 80% price cuts with pharma on ten key drugs. >> and today we take the next step. thank you, joe. forward in our fight. >> biden and harris trying to portray unity, even as the president faces questions about whether she will distance herself from his economic policies. >> she's not going to. >> today here in battleground north carolina, campaign

officials tell nbc news harris will roll out new housing policies including a tax incentive for builders of starters homes. up to $25,000 in down payment assistance for first-time home buyers and cracking down on corporate landlords that drive up rents. the vice president will also propose an expanded child tax credit, up to $6,000 for families with newborns as well as a federal ban on price gouging in the food industry. a plan critics are blasting as anti-capitalist. meanwhile, president biden is ramping up his attacks on former president trump. >> the guy we're running against. what's his name? donald dump or donald whatever. >> and after trump questioned harris' racial identity last month, president biden is out with a new accusation. >> they're trying to turn this into a race war, a war about who you are, what your ethnicity is, what your background is, and that's not who we are. >> harris has not done a formal

press conference or sitdown interview since becoming the de facto nominee and she's not expected to until next week. she is set to debate former president trump. that's on september 10th, and a source tells nbc news that her debate prep for that is already under way. >> thanks, gabe. as for president trump, he pushed his campaign message at a news conference while pushing back at advice on his own allies. garrett haake covers the trump campaign for us. garrett, good morning. >> hey, craig. good morning. donald trump appeared at his new jersey club yesterday surrounded by groceries, meant to be a visual reminder of his message on inflation and rising prices, flanked by household staples like cereal and coffee, he explained why a staple of his campaign, the personal attacks, won't be going away. >> you will be okay if you have the right president. if you have the wrong president, like her, honestly, you don't have a chance.

getting the worst part of the storm as ernesto makes its way towards the island. final preparations underway in bermuda as hurricane ernesto barrels toward the island. the storm gaining strength over the atlantic, becoming a category two overnight, dumping heavy rain here before it is expected to deliver a glancing blow tomorrow. >> it is better to be prepared >> right in the peak of cruise season. cruise ships like the carnival pride leaving the island early to avoid the worst of the weather. but others haven't been as lucky. >> it's been very stressful the last two days. >> reporter: these newlyweds say they tried booking an early flight to get out, but everything was sold out. their honeymoon trip will now likely include a hurricane. >> hopping on a flight to paradise and then being hit with a hurricane was another gut

punch. >> reporter: in puerto rico, over 200,000 customers still have no power. along the usc's coast beaches warning of dangerous rip currents and surf this weekend as ernesto churns its way north staying offshore, but putting a damper on one of the last weeks of summer fun. now, the cruise ships have left the dock. later today as we shut down the island. now, the last time a big storm came close to this was bermuda with fiona. it knocked out power to thousands and caused a lot of damage. that's why authorities want people to keep in mind how dangerous this can be as we approach the final hours before ernesto makes it to bermuda. >> guad, thank you. let's bring in al who has been busy tracking ernesto all

week. >> yeah. right now this is 650 miles in width. we're talking about tropical force winds out about 265 miles. and the hurricane force winds extend out 70 miles. it has 100 miles an hour winds, moving northeast at 13. right now it looks like some time saturday morning, between saturday morning, saturday afternoon it makes land fall. destructive wind gusts of 100 miles an hour, dangerous storm surges and coastal flooding. we could be looking at 15 inches of rain for this, so considerable flash flooding likely. it will then continue up and away and just miss the canadian coastline. but we are looking for, as guad mentioned, dangerous rip currents from florida all the way up to rhode island. if you are at the beaches, you get that rip current and that powerful channel of water moving away from the shore. these could be moving at speeds up to 8 feet per second.

and chiles' lower score was reinstated. cas denied their request to reopen chiles case. the head of the panel that made the decision has represented romania in past and present cases, telling nbc news that its connections have been disclosed to everyone involved in the proceedings, and no one objected, including usa gymnastics. chiles now the only gymnast in history to be stripped of an olympic medal for an administrative error. adding to the heartbreak, she wrote, are unprompted racially driven attacks on social media, but from her teammates and thousands of others, an outpouring of support. jordan chiles saying she is overwhelmed by the love saying i'm proud to represent my culture and my country. according to a new document, at last weekend's hearing, usa gymnastics did not object to romania's assertion they had

missed the one-minute deadline. officials saying they did not have adequate time to prepare because the court was sending crucial communications to the wrong e-mail addresses until the day before the hearing. so we'll likely see them use that to try to get an appeal here. >> what a mess. emily, thank you. a lot more the unpack here as we welcome in aly raisman. good to have you back. let me get your reaction to that statement we heard from jordan chiles. she broke her silence for the first time. >> yeah. it's just -- as i mentioned a couple days ago, i'm so devastated for jordan. this is so unfair. and i really can't even imagine and truly believe what she's going through. this completely goes against the integrity of the sport, the integrity of the olympics. this isn't what the olympic games is supposed to be about. so i am so disappointed and just so devastated for jordan. and i obviously support her fully. >> well, usa gymnastics appealed the decision and proved this inquiry was submitted on time.

yet, it was still denied. are you surprised? >> yeah. it honestly makes no sense to me. there is a designated trained official whose job it is to keep the time. they are not allowed to move forward with the inquiry unless it is in that minute. so that under-a-minute time was validated, so they were able to have the judges review it, and they admitted they made a mistake and the score was changed. i would like to know the evidence that they're able to overrule this trained official who was there in time. it absolutely makes no sense to me. i don't know why they're not sharing what evidence they have,

but jordan deserves answers. it honestly makes no sense to me. i'm very confused by the process that's happening right now. >> ali, you know, you went through your own appeal. you have been through this. just as an athlete, what do you think needs to change in this process to be more fair going forward? >> honestly, it's -- i did go through an inquiry process, but i have gone through nothing like jordan is going through. my inquiry was accepted. what jordan is going through is so different than what i have experienced. it is unacceptable. i wish that things were very different for jordan. i think that there needs to be answers as to why this happened. and we need to understand -- like, there needs to be some sort of investigation as to how this happens because it completely impacts the trust that people are going to have going forward into this sport but also into the olympic games. what does that future look like if people can just appeal things and get medals taken away?

authorities charging five people in connection with the actor's accidental overdose last year. chloe melas joins us live from los angeles with all the details. good morning. >> good morning, craig. federal investigators have now charged five people in connection with matthew perry's death, including two california doctors, an alleged drug trafficker known as the ketamine queen and perry's live-in assistant. investigators outlined perry's tragic final weeks alleging that doctors and dealers sold the actor dozens of viles of ketamine for upwards of $60,000. admitted to investigators that he repeatedly injected matthew perry with doses of the drug that actually led to the actor's death. now three of the defendants, including perry's assistant, already agreed to plea deals.

good morning. it's 856. i'm marcus washington. governor gavin newsom will be in the south bay this morning to sign what is being called landmark legislation. on monday, state lawmakers sent a series of bills to the governor's desk called the retail theft reduction act, which will crack down on retail theft, and the legislation, in part, will target organized crime rings that steal through retail cargo. even vehicle smash and grabs. once signed, the law will take effect on january 1st. happening now. we are following that story. but also the governor is making a new push to take on big oil. he's actually calling on state lawmakers to create new rules requiring oil companies to prode fuelvi
