but the jewish state is allowing civilians safe passage out of harm's way. fentanyl-laced threats. more than a dozen letters sent to election officials around the country. where federal investigators think the mail is coming from. and manchin's move. the west virginia senator announces he won't seek re-election. what it could mean for the democrats' slim majority. good morning, and good to be with you. i'm anne-marie green. we start with the new developments in the israel-hamas war. the prime minister, benjamin netanyahu, says that his country has no intention of occupying or governing gaza after the fighting. here's the latest -- israel has agreed to begin four-hour pauses each day to allow civilians to escape the war zone in northern gaza. cia director william burns met with the head of israel's agency and qatari leaders trying to win release of the hostages. in germany, the brandenburg gate

was lit up with the word "never again is now." it's part of the commemoration of the 85th anniversary of night of broken glass when naziies terrorized jews. this brings added significance to this year's observance. doug williams starts things off from tel aviv. good morning. >> reporter: anne-marie, good morning. israeli forces in a briefing last night emphasized that these pauses are not a cease-fire and are not far from what they say they've already been doing to try and get civilians out of northern gaza. they estimate that 80,000 civilians fled just yesterday. negotiations on more hostage exchanges and days of peace at a time continue. for now, so does the violence. blasts shake northern gaza again friday morning. the israeli forces have also released videos that claim to

show them holding off on some air strikes including this target where an official says children are present. yesterday the biden administration announced that israel has agreed to daily four-hour pauses in the fighting. >> there will be two corridors allowing people to flee areas of hostilities. >> reporter: in gaza thousands are heading south to escape the escalating bombing and ground battles. fighting has escalated in the west bank. more than a dozen palestinians killed in flashes after israeli forces raided the refugee camp. cbs news confirms that talks are progressing toward a deal that would free between 12 and 15 hostages in exchange for a two or three-day humanitarian pause. the cia director is believed to be involved in those discussions in qatar. militants released this video showing two of the estimated 200-plus hostages believed to be held. 77-year-old hannah katzir and 12-year-old yaghil yaqub were kidnapped during the october 7th raid on the nir oz kibbutz. israeli forces say they have

carried out a retaliatory air strike against militants in syria following the u.s. strike on an iran-linked military facility there. and the rafah border crossing reopening after the red cross said their aid convoy had been targeted there. we had also heard reports that access to rafah, which is controlled by egypt, has been part of these diplomatic negotiations for pauses. anne-marie? >> doug williams in tel aviv. thank you. now to a series of potentially deadly and targeted attacks on election workers across the country. the fbi and postal inspectors are looking into more than a dozen letters, some containing fentanyl, that were sent to election offices in at least five states. cbs' shanelle kaul joins us now from here in new york with the details on this. good morning. >> reporter: anne-marie, good morning. election workers were the clear target here, including those in

one of the nation's most important presidential swing states. secretary of state brad raffensperger calling this domestic terrorism. >> it will kill you. it will kill you very quickly. >> reporter: a grim warning from federal authorities after suspicious letters, some with fentanyl, were mailed to election offices in at least five states. >> they're processing the ballots, and then, you know, next thing you know they got to worry about white powder being sent? >> reporter: a source familiar with the investigation tells cbs news more than a dozen letters were sent from the pacific northwest to offices in oregon, california, nevada, and washington state. >> we all know here that they're intentionally trying to break us, break us enough to stop elections, and that's not going to happen. >> reporter: fulton county, georgia, was also targeted, the same county where former president donald trump and 18 others were indicted in connection with an alleged racketeering case. >> you can't think of every threat so this raises to our

radar, something we can plan for but another stressor for elections officials under tremendous pressure already. >> reporter: this just the latest instance of threats against american election workers. >> it's been fairly consistently high threat environment since the 2020 election over three years ago now. we've seen abuse, threats, and harassment of election officials. >> reporter: as pressure grows heading into the 2024 election year, investigators say no one seems to have actually ingested the fentanyl, so the risk of an overdose is very low. still, though, narcan, the overdose countering treatment, was sent to facilities in fulton county just in case. anne-marie? >> all right, shanelle kaul in new york. thank you so much. a bombshell announcement on capitol hill now from coal country, democrat joe manchin, is not seeking re-election, stoking the flames.

on -- flames of speculation that he may enter the 2024 presidential race. here's cbs' robert costa. i will not be running for re-election to the united states senate. >> reporter: the announcement from veteran democratic senator joe manchin shook up washington, raising new questions about whether democrats will be able to hold on to their narrow senate majority next year. and about whether manchin will make a late entry into the 2024 presidential race. something he has not ruled out. >> what i will be doing is traveling the country and speaking out to see if there is an interest in creating a movement to mobilize the middle and bring americans together. >> reporter: the 76-year-old centrist was facing a tough re-election fight against west virginia's republican governor jim justice, and some top democratic sources tell cbs news they now worry manchin is going to explore running on the nonpartisan no labels ticket which they believe would pull votes from president biden, should manchin launch a bid. meanwhile, the republicans

hoping to unseat mr. biden took swings at each other. former u.n. ambassador nikki haley, who has risen in the polls in recent months, was attacked by political outsider vivek ramaswamy. >> do you want a leader from a different generation who's going to put this country first or do you want dick cheney in three-inch heels? >> they're five-inch heels, and i don't wear them unless you can run in them. >> supporters propping her up. that's fine. here's the truth -- >> the easy answer -- >> reporter: there was concern that the rhetorical fist fights only hurt the party and do little to up-end a race dominated by former president trump who skipped the debate. >> when you watched, the juvenile back and forth between vivek ramaswamy and nikki haley, those are not the kind of people who are going to beat the democrats next november. >> reporter: behind the scenes, my sources close to several candidates say there is now a sense of desperation. public confidence, but private alarm over money running out, donors losing faith, and until the field whittles down few are

sure any of that will change. haley is increasingly seen by some power brokers as perhaps the best positioned, but not as a sure thing. robert costa, cbs news, washington. a lawsuit has been filed in connection with the 2018 parkland, florida, mass school shooting. the parents of one of the victims is suing the u.s. government over its gun policy saying it violates basic human rights. joaquin oliver and 16 others were killed at marjorie stoneman douglas high school. the lawsuit calls for stricter gun laws and regulations. coming up, deputies ambushed. a man is accused of intentionally driving a car into sheriff's deputies. and violent clashes. fights break out after a los angeles audience watches graphic footage of a hamas terror attack in israel. a hamas terror attack in israel. least 14 people. security video shows a car run through a stop sign yesterday and slam into a passenger bus. the impact sent both vehicles crashing into a restaurant. no one inside the building was hurt, though. a pro-israel congresswoman's office is vandalized, and a driver's accused of intentionally running into sheriff's deputies with his car. those are some of the headlines on the "morning newsstand." "the tampa bay times" reports two florida deputies were seriously injured when they were intentionally hit by a car. that's according to authorities. surveillance video shows the moment a car allegedly driven by ralph bouzy slammed into the deputies yesterday. they were called to the home by the suspect's mother who said her son was acting irrationally. he's been charged with attempted murder. one deputy's leg may have to be amputated. "the san francisco chronicle" reports on the start of the trial for the man accused of attacking and seriously injuring former house speaker nancy pelosi's husband.

david depape is accused of breaking into the couple's san francisco home last year and attacking paul pelosi with a hammer. prosecutors say he wanted to kidnap nancy pelosi who was not home at the time. depape has pleaded not guilty. his attorney says that he was caught up in conspiracies, and nancy pelosi was not his primary target. and "the hill" says the texas office of a pro-israel republican congresswoman was vandalized. freshman representative monica de la cruz posted photos of the messages spray painted on her mcallen office near the u.s.-mexico border. the messages condemn her support for israel during its war with hamas. she said she has, quote, no apologies for standing firmly against anti-semitism and the vandalism would not silence her. and violence broke out in los angeles over the screening of graphic video from last month's brutal hamas terror attack in israel. it happened wednesday night at
