converting hotels into shelters. solutions have been hard to come by. >> and palo alto has a safe parking program that they're trying to expand. but as betty yu shows us, the big challenge is getting people to use it. >> reporter: in the shadow of a pickle ball court, four designated spaces for people who live in their cars. the city of palo alto invited churches to open their parking lots to people living in their cars about three years ago. the safe, paing pilot program was meant to help tackle the city's homeless problem. on this night, we visited the four participating locations and only found one person, taking advantage of the space. >> and some of the awareness, that i think some people just want to have the freedom. sometimes people know there are some requirements that you need to have a caseworker. >> reporter: the program helped

fund 25 households from january, 2021 to this summer. people in cars are welcomed to park after 7:00 p.m. and must leave in the morning. on monday, the council will discuss expanding and personally accomplishing the program. >> and we don't have the parking enforcement couples to go with the safe parking program, so we don't have the current sting as other peoples do. >> reporter: and the city will not force rvs to move. even though they're in violation of the law. at this time no rvs are permitted at the participating church parking lots. >> the demand is high. you know, our spots at the church, they're giving back to the community, but it's not enough. >> reporter: reverend katherine boil, the church of palo alto, said they're thinking about providing laundry services, a kitchen, and showers. >> i think it is up to all of us to get the word out that this exists. because obviously

it's been underutilized and i think it is a real good program to help people transition from one stage of their life to the next. >> reporter: the city has received some complaints regarding the porta-potties and the blight. >> and it will be people that participate in this program. and that they will have more permanent housing with the success. we haven't seen too much evidence here. and that it will be something we're asking about tomorrow. >> and now to san francisco with the city's attempt to ban street vendors, creating a whole new set of headaches for locals. the plan was to move the legal vendors indoors to try to reduce crime, but the vendors who say that say hardly any customers showed up. >> and simply set up shop on 24th street between capp and

stovaines. da lin has more. >> about half a dozen vendors set up the tents on the sidewalk as they told us this is their first weekend here. some neighbors worry this will get out of hand fast. >> i do feel the street is much narrower. we are just two people walking. and if there is another person walking down here, they would probably have an issue. >> reporter: neighbors say access is the biggest issue right now. the vendors have taken up half of the sidewalk on one side of 24th street. >> there is not enough room to walk by. >> reporter: the bigger concern is more vendors will follow to set up across the street than on the next block. neighbors are also worried that people who sell stolen goods will do the same. >> we just don't want to have that neighborhood. i mean we cannot let our latin corridor suffer. >> reporter: even a few homeless people have followed the vendors, sleeping near the corner of 24th and capp

streets. >> it is too hard to walk and park in two. >> hard to walk and hard to park? >> reporter: neighbors like tomas who left right in front of the vendors say they're sympathetic. many of these vendors are hard working grandmothers. >> everybody has to survive, you know. some money for the families, but not for a long time because of the affect to all those. >> a few of the vendors tell me off camera they set up at the free city run into the facility, but no customer. one grandmother says she made $10. that's why she decided to set up on 24th street to where there is a lot more foot traffic. the city run building was opened on sunday, but very few people and shoppers while we're there. >> and free advertising with the city. market the space. >> reporter: neighbors want to find a win-win solution because they say the mission and 24th street bart plaza is much cleaner and safer after the

ban. but moving the vending operation a block away and closer to their homes is not sustainable. >> we need to keep our streets thriving. the city cannot die. we must not let it die. >> reporter: public works employees and police officers are standing a block away at the bart plaza. so far they have not come here to ask the vendors to leave. >> sfpd said they began targeting enforcement on the embargo on mission street due to the unsafe conditions there. we are constantly reassessing and deploying resources as needed to ensure their safety and the safety of the public. in other news, bart officials have been taking the trains across the bay area today for a listening tour to hear directly from writers. today's stop is at san francisco's most notorious station. bart's general manager and their police chief chatted with passengers about their experiences, and at least one

passenger liked the idea. >> i think it's nice. we've seen changes on bart especially with cleanliness. i think it's a nice effort, but we'll see what happens. >> i will never be satisfied as the general manager. i'll always think there is an area that we could improve on. >> reporter: next up will be the fremont station on wednesday. you can see our extensive coverage of the troubles facing bart and their plans to try to address them on the website kpix.com. thousands of california state university faculty and staff say they are going on the series of strikes starting tomorrow. it will start with cal poly and pomona on tuesday followed by cal state, l.a., and wednesday. the faculty association is demanding a 12% raise, lower class sizes and more manageable workload. they claim meeting the demands could

result in tuition increases. demonstrators gathered outside nancy pelosi's home today as we continue to see near daily rallies calling for a ceasefire in the fighting between israel and hamas. at the same time, the israeli military has killed hundreds since the ceasefire ended on friday with bombs raining down in south gaza. >> that is where a majority of the population is located, increasing bombings in the south because hamas relocated there with the rest of the population. the u.n. says 75% of palestinians are now homeless. israel published the map with new evacuation zones for civilians, but it's been criticized for being too hard to access. meanwhile palestinians say they continue to indoor constant bombings. >> reporter: they bombed the school where we were staying.

and then they air dropped them and bombed them there. >> reporter: around 15,000 palestinians have been killed in the last two months of fighting. most of them are women and children. despite israeli leaders, vowing to do all they can to keep civilians out of the crossfire. the biden administration says they need to do more. >> with the secretary of defense, two months after the conflict erupted, saying the killing of women and children will have to stop. >> i want to make it clear that the right number of the civilian casualties is zero. we are having these discussions with our israeli counterparts every day about being careful, precise, and trying to minimize civilian casualties, reseptemberred to the recepted. if you drive them into the arm of the enemies, you will replace the tactical victory. >> for some democrats in congress, it is not enough saying they're pressuring the

as we head into the colder months, people are spending more time inside. medical professionals are expecting another winter with the so-called tripledemic of covid-19, the flu, and rsv. dr. george rutherford is an epidemiologist at ucsf. he says infection rates are creeping up. it doesn't compare to past years. >> i do not think this is the winner of 2020. i don't think it's the winner of 2021. i

don't think it's the winner necessarily of 2022. >> so while it may not be as severe, he is concerned about the potential impacts of the tripledemic could have on the hospital systems. he recommends people get vaccinated for the flu, covid, and rsv if they are able to. while we got a touch of rain over the weekend, it is still enough to get the spillway, flowing a little bit today. beginning of the rain, you know, they might set the stage for the rest of the winter. i haven't heard much about it lately. if it is actually impacting anything in the early going or do we have to wait? >> typically you'll see that show up in january, where we are still on track for the strong el niño. the impacts that have still remained to be seen to tip the odds. stay tuned. before i get to the next chance of rain coming on wednesday that we'll need to talk about the chance for fog tomorrow morning. now let me show you what it looks like, the time lapse from the salesforce tower as you'll see that in there and a cool

looking view. just like the last ten minutes. but what that does do, it will help illuminate that in the foreground as you'll see it, a little bit of the strategies that are hanging out there with some of this creeping up over the golden gate bridge and shouldn't be too widespread there tomorrow and the potential for patchy fog tomorrow morning. i've taken the futurecast to the 2:00, 3:00, 5:00 hour. let's take a look at some of the numbers here. now take a look at how they're going at times, down to less than a mile and the city less than a mile. now oakland, your number could go as low as well and early risers tomorrow, probably already asleep with some fog for the morning commute tomorrow that it will be patchy. so just give yourself extra time tomorrow. let's take a look now to the next chance for rain. i'm just going to play the close up view in the futurecast to head to wednesday because now we've got a pretty good look at this next system in its entirety because it's really going to be a wednesday morning rainmaker. that looks impressive there. more dramatic than what it needs to. but you're going to

get rain, perhaps half an inch of rain out of this, which is certainly manageable. the timing on this looks like it is going to wait until the morning commute is kind of coming to an end and look at the time up there. that's 8:30 in the morning as we haven't gotten rain yet should the timing on this hold. it is good news from that standpoint. the later morning hours right there, now we're looking ahead at 10:00, 11:00 in the morning, coming across for everybody. by 3:00 in the afternoon, it should pretty much be done in the late afternoon. we should start to clear out. we could get close to .4 inches of rain in the north bay out of it, maybe half an inch for napa and far less from the golden gate south. so that's the next rainmaker on tuesday. that's one other thing that i want to discuss with you that it will start tomorrow at noon and goes through tuesday. there will be some dangerous waves as this does not apply to the surfers, people who will stand on the sand to look at the waves as they want to have a day at the beach and they

valley. 44% of college students in california will experience hunger to some degree. max darrow introduces us to a man who has a career where his main job is to make sure people are fed. >> reporter: deep within washington's hospital in fremont, he heads into his office. he gears up for a trip through what is effectively the central nervous system of the hospital's food and nutrition services operations. and there is no detail that he misses. he's the hospital's director of food and nutrition services. >> we serve anywhere from 400 to 600 trays per day. >> for patients, staff, guests, others at the hospital who need to eat. he'll take a lot of pride in being able to feed others because there is a point in his life where he is in need of a helping hand. >> it is not shameful. >> reporter: while in college, they would experience food
