this is cbs use bay area, with elizabeth cook. now at 3:00, the strategy police say is working to stop car break-ins. a u.n. official calling the situation in gaza, dyer. we have the latest on ground operations, plus acb is a special report , why were publican activists are going through voter registration list across the country. and, who they are trying to get taken off. i'm ryan yamamoto. we start with the latest in the war between israel and hamas. the world health organization says they were told by israel's military to clear out their medical warehouses in southern gaza. the u.n. says a number of civilians killed in gaza is rapidly increasing. the u.n. is currently housing 1.2 million people in shelters. the state department says there are more than 700 american citizens, and permanent residents left in gaza . there are still more

than 130 hostages being held by hamas. teachers in the oakland unified school district are planning a teach in this wednesday. they say it will focus on the war. in a video, the teacher says they can now show solidarity with the palestinian people. it is unclear who is organizing the teaching , and how many teachers are involved, but the district superintendent sent out an email today, saying the teach in is not authorized or approved by the district. lauren times is talking with the district and we have more coming up. beach hazard is in effect tonight with an increased risk for sneaker waves. stretches from bodega bay down to big sur. this is how the ways look like in pacifica. the national weather service's if you are heading to the beach, stay vigilant, and keep a very close eye on your children and your pets. let's check in with meteorologist darren peck in our virtual studio for a check on our forecast. darren?

>> we have got to talk about that beach hazard statement more, ryan, and the chance of rain on wednesday, which is the headline in the forecast. before i get there, we will spend this visit talking about fog, which is still not entirely gone to this point. if you are a late riser, we had some widespread dense fog for much of the day this morning and the last little wisp of it is left. you can see from our vantage point, at the top of the santa clara valley looking down towards the south bay, that is palo alto right there, looking out over mountain view here, i'm happy to say that is the last little fog, when we get closer down to the ground, that is your view to the san mateo bridge, you can see just a little bit of it. that is quickly dissolving. at least for the remainder of the afternoon, the fog is going away. as we look at futurecast, watch the fog filled back in again. what is more helpful is to look at the actual numbers. what will the visibility readings likely be, tomorrow, in the early morning hours . fairly low? certainly

for the northbay valley. anyone near the golden gate, plan on encountering some more fog on the roadways for much of your tuesday morning. i will be back with the rest of the forecast coming up in a bit. we will time out that rain. still on track, ryan. more rain on wednesday. i will see that in a bit. >> thanks, dan. car break-ins in san francisco are down 50%. officials give credit to a new program that started in august. san francisco police have increased controls and investigations into organized theft rings. they have also started using bait cars and it's not just car burglaries that are down. cancel criminal justice found shoplifting is down 35% in the city. the city is pushing to install 400 license plate readers in the city. the ground group behind that campaign is trying to give maryland and breed more power. today, may correctionists two proposals they want to get on the ballot. the first would take away

power from city commissions and the second measure would allow the city to hire a deputy mayor. it would also let the mayor hire and fire department heads . the group still has to collect enough signatures to get the proposals on the ballot. another store announced they are leaving the former westfield mall. sign was posted say november 30th was her last day. they say they are always reviewing the growth portfolio to see what they can provide for the left best legal experience, for shoppers and fans. that closure comes as the city is trying to attract shoppers to union square. tyler forbes recently opened two new restaurants. police have also increased patrols for the holiday shopping season. synthesis goes attempt to ban street vendors admission and 24 is creating a new set of headaches for locals but the plan was to move legal vendors indoors to try to reduce crime. but, the few vendors who tried

it said hardly anyone showed up, so, this weekend, vendors found a new place to set up shop. da lin has more. >> reporter: about half a dozen vendors set up their tent on the sidewalk. they tell me this is their first weekend come here. some neighbors worry this will get out of hand, fast. >> i do feel the street is much more narrow. we are just two people walking. if there was another person walking down here, they would probably have issues. >> reporter: neighbors like david kapoor say access is the biggest issue right now. the vendors have taken up half the sidewalk on one side of 24th street. >> there is not enough room to walk by. it does not feel pleasant. >> reporter: the bigger concern is that vendors will follow and set up across the street and on the next block. neighbors also worry that people who sell stolen goods will do the same. >> we just don't want it to have an unpalatable neighborhood. training, we

cannot let our latin corridor suffer. >> reporter: they say that if you homeless people have followed the vendors and are now sleeping near the corner of 24th and kat street. >> it's hard to walk. >> reporter: hard to walk and hard to park? >> reporter: neighbors who live right in front of the vendors say they are sympathetic, because many of these vendors are hard-working grandmothers. >> some money for the family, you know, but not for a long time, because this effect, to know the people walking. >> reporter: all the vendors declined to speak on camera. a few of the vendors tell me off-camera, they set up at the free city run indoor facility, but no customers. one grandmother said she made $10. that is why they decided to set up on 24th street, where there is more for traffic. the city run building was open on sunday, but very few vendors and no shoppers while we were there. >> free advertising with the

cities. marketing the space more proactively. >> reporter: neighbors want a win-win solution because they say the mission in 24th street b.a.r.t. plaza is much cleaner and safer after the been. but, moving the vending operation a block away, and closer to homes is not sustainable. >> we need to keep our streets thriving. the city cannot die. we must not let it die. >> reporter: public works employees and police officers are standing a block away at the barn plaza. so far they have not come over here to ask the vendors to leave. >> sf pd said they began targeting unsafe conditions on market street. we are constantly deploying resources as needed to ensure their safety, and the safety of the public. all month long, we are holding our food for bay area families drive. food banks

across the bay area rely on people's generosity to help those in need. sharon chen is at the second harvest of silicon valley, where they just got a big donation. >> reporter: one in six people in san mateo and santa clara counties rely on second harvest of santa clara valley. today, in terms of donations, they got a lot of help. we have a check here, more than $40,000 from santa clara corvettes, a car club. we have representatives greg and jerry with us, how did you all raise the money? >> we are a volunteer club, and we ask membership to donate. so, they carried the ball from there. >> reporter: how much does it mean to be able to give and done it this way? >> well, we are a community club and we like to support our community, so, that is what the membership does. we support the areas where we live. >> you also volunteer at the

investigation found part is an activist sifting through voter registrations in an effort to police the roles ahead of the 2024 presidential election. though the process is legal, we discovered it comes with costs . overwhelming county elections officials, and questioning registrations of qualified voters. cbs news chief washington correspondent major garrett has been investigating the efforts for months. he uncovered the challenges to voter registrations across the country. >> reporter: republican activists say they are examining state registration lists, because of what they believe is widespread fraud. this is an outgrowth of election to nihilism, raised during the 2020 election. our investigation found these efforts have ensnared voters legally entitled to cast ballots in their states. these voters are now forced to defend one of the most fundamental american rights. we found many challenges, including a case where one of these citizen sleuths questioned combat veteran , james mcwhorter's

attestation. >> reporter: 10 days after mcwhorter's registry should have been challenged, he defended his right to vote. >> i paid taxes here for 20 years. even though i was homeless. >> reporter: for the first time, he faced gail lee. >> for you to challenge me, you have that right as a citizen of dekalb county . but i certainly give you that right. >> it was hurtful. >> reporter: have you come up with the expedition of what the motive is? >> to disenfranchise a certain demographic . to try to put your foot on someone else's neck. >> what he had to do was call up the office and give his address. >> reporter: afterwards, mcwhorter updated his address to come into technical compliance. >> can you understand how people who are african-american might feel this deeply, personally that your work feel

threatening to them? >> i would think that they would want their vote protected, to. because, someone who does not belong on the roles would take away their vote. >> reporter: gail lee, who filed the paperwork , says, quote, cleaner voter rolls will make elections more fair. we spoke with one elections official in georgia, who says that she has seen a pattern to these challenges. >> young voters, people of color, and people that are unhoused. those are generally the types of people that end up in voter challenges. >> we have not confirmed whether the same grassroots efforts to scrutinize the voter rolls are happening in california. we do know officials there have ways to examine the registration list on a state and county level. example, they check against mel, prison , and death records but as we found across the country, doubts about the 2020 election, including voter qualifications could shape,

and possibly reshape election 2024. coming up on cbs news, we will speak with an activist challenging voter registration about why she believes her work is vital, and to and election official who says that belief is misguided. right now, first alert weather with a live look at golden gate bridge. earlier this morning, darren, it was covered in fog , but it's in its full glory right now. >> yeah. not every bridge, though, ryan. there is still one bridge in the bay area that is dealing with the last little scrap of fog that has not yet mounted away. that is the san mateo bridge. from this vantage point we are looking, you can see where stanford is, there. that is where the bridge is. you can see that little finger of fog. i have a time-lapse of the past five minutes, that is quickly dissolving and drifting away. clear skies for the next hour,

but it's coming back. we looked to review on that, plan on more fog for tomorrow morning. 's newscast, we will cover it extensively throughout today. i got to show you the next chance of rain getting here on wednesday. a few clouds are noticeable on tuesday, but it's really not until wednesday right here, that is where the next line of rain that's you. let's take a closer look at that. slow it down, you can see the timing of it. that gets us past the morning commute. in other words, the good thing about wednesdays rain is, it is going to have the good manners of waiting for the morning commute to be over before it starts. right through lunch we will get widespread rain. most of it goes through the north bay, kind of right through the 11:00 and noon timeframe, down to golden gate at noon or 1:00 and then works its way down towards the south as we get towards 2:00 you get into the act. it's one of those well-defined cold front that comes through, which makes it easier to forecast. the

forecast models do a better job with this kind of systems on the last two that came through here. on the bulk of the rain coming training like 11:00 a.m. and 4:00 in the afternoon from north to south. then, we might have a straggler or two towards sunset, and we will be done. king of the rainfall totals on it, the the north bay gets the most, but everybody gets something. you will pick up half-inch of rain in the north bay and a couple hundredths of an inch in the south bay. that is classic, the way things work out like that across the bay. there is another coming in on thursday, but it does not look too impressive. however, seven-day forecast in a second, you will see on there that there's a small chance of rain that shows up. by the time we get to thursday, as well. one other thing to discuss, ryan talked about this early in the newscast, this goes now, in effect right now, and the pictures we had from pacifica this morning were quite impressive. it is dangerous on the sand, we are not talking surfers or fishermen come here, we're talking anybody who wants to go hang out on the beach and look at the ocean. those are the people who are usually the most at risk and swept away by

high swells like this. you can see the energy in the pacific, that is what is happening over 24 hours, but the futurecast sees that. a beautiful depiction, look at the timeframe. that is tomorrow night, into wednesday . no beach hazard statement issued yet, but they very likely will. heads up tuesday night into wednesday, you also have to be real careful at our beaches. seven-day forecast, we have mentioned the possibility for rain on thursday, if we look at the inland microclimates, it does not show up a lot. wednesday certainly does. plenty of rain showing up, we know that is through the first half of the day. thursday, the next system coming in is primarily coming in like this one, it will hit the northbay first and then start to fall apart. so, when we looked at that forecast, you can see some of the showers from the northbay and holding together
