area. hello, i'm sara donchey. having hope and having freedom is something you might not ever truly appreciate until it is taken away from you. a man from berkeley knows what that is like. he woke up day after day in a venezuela prison wondering what would happen to him next. and in all of the scenarios he probably did not imagine this. stepping off of a plane in texas, part of a major prisoner in swap between the united states and the country of venezuela. the u.s. brokered a deal for every american held in venezuela to be released in exchange for the u.s. releasing a venezuela fugitive. andrea nakono has more on the berkeley man that ended up behind bars ark broord and what he said the moment he was back on american soil tonight. >> how good he must feel tonight. he was arrested on october 20th. according to his family, charges never filed in his case. in fact, they were forced to pay a ransom and they

could barely afford it. after months of negotiations between the two countries, he was finally freed and he is giving us a glimpse of what he experienced the last couple of months. >> reporter: towering at 6'10 family members call him a gentle giant. he landed thursday night in texas. >> free at last, free at last, thank god almighty, free at last. very emotional, exciting, grateful. >> reporter: he did not share specific details but held without formal charges being filed and not allowed to see an attorney. >> incarcerated held in venezuela, kidnapping, extortion, detained and in jail. >> reporter: his arrest came days after the biden administration imposed crippling oil sanctions on the government. during the hard times he had to go to a

spiritual place. he acknowledged he met angels that helped him along the way. wright sentenced a deal for his freedom was being worked on but slightly in shock to finally be back home. >> i did not know if i would ever make it out. it is really scary to be in a place where you are used to having freedom us and are locked in a cell, sometimes, with four other people. very tiny cell. and, to realize am i ever going to get out of this? how did i get to this point? >> reporter: wright divided his time between oakland, miami, south america as he worked remotely as a mortgage loan officers and that is what led to his travels overseas. his family could not greet him when he got off of the plane but they were able to face time and catch up. relieved for the wright family. >> i am sure they were kept posted along the way. maybe not great detail from the united states government but imagine how they felt >> they were talking to other

inmates that were with him. and they were only able to talk to him once. so, they were getting a lot of information from people around him. >> wow, they probably feel great tonight, thank you very much, appreciate you bringing us that story. we are following breaking news tonight that is truly tragic out of oakly where a pizza delivery driver was shot to death in front of his home and in front of his mother. the 24-year-old was on break from his delivery job late this afternoon when he parked in front of his house. another car pulled up next to his, a passenger got out and shot him at close range before driving away. the police say that the victim's mother saw it all. so far, officers have not released information about the suspects. we said good-bye to the heavy rain earlier today but not before we got absolutely drenched in many places. in sonom accounty a driver got stuck in flood waters. it was just east of star road.

fortunately the fire department came out. they had a sinking feeling something was not right there it is a sinkhole that opened up. the police department was full of pun presidency, they wrote that they got to the bottom of the situation that they were flooded with relief no one was hurt and because it opened up outside someone's driveway they mentioned that neighbors were holed up for awhile. the poetic part of all of it, the open today real estate sign pointing at the sinkhole. drier days as we approach christmas but paul, if i know you, you will bring us another gift of rain sometime afterward, right? >> after the christmas holiday. we have a few showers out there this evening, they have been few and far between over the last few hours, the loop over the last two hours shows a little bit of activity, skirting through contra costa county, the bulk of the heavy rain focused on the central valley that has been diminishing and southern california is going to get the brunt of the rainfall over the

next 24 hours, let's take a look at what we added up since the rain began on sunday and the amounts have been substantial. 1 1/2 inches of rain in san jose. getting an inch and a half of rain in the rain shadow you are doing okay. amounts inland you are doing ok. amounts inland in the east bay, around 1 1/2 inches, a little more, a little less depending where you are. three inches of rain in oakland, downtown san francisco, and some of the higher amounts have been farther to the north adding up to over five inches of total rainfall around santa rosa. we are going to see more rain down-the-line. in terms of the additional showers, few and far between over the next 12 hours or so. it has made a difference in terms of the rainfall deficit in this point of the season coming into this rain event. running it about 25-45% for what is normal this time of the year. now, between 60 and 90% of average. still a little behind the normal pace. we have the rain chances farther down-the-line. we will talk more about those and talking about the limited or the shower chances the rest of tonight and

early tomorrow coming up in the full forecast. >> paul, thank you very much. now, there is growing concern over delayed 911 response times or no response at all. the city announced it is pouring $2.9 million into hiring and the dispatch center. 20 positions are vacant according to a report sent to the city council earlier this month. that same report, though, showed no one had been looking at applications for a year because the hr employees that were supposed to handle them left. one long time business owner told us if things do not change and soon she might not be there much longer. >> i just think it is another tool for the bad guys to know that they can do things and no one is going to come. >> reporter: the owner of this bbq, says she has called 911 on multiple occasions to report

people breaking into cars right outside of her restaurant. >> i had one incidence where i literally watched the group all day. it was like we were prisoners almost in here. we literally through these glass windows we watched them break in the cars and we called and called and called and no one ever came. >> reporter: dorcia says it has happened so often they resorted to putting up these signs around their restaurant, warning customers. snow really, drastically it has, you know, changed the dynamic of our business. most of our business now is take out or door dash because people don't feel safe. >> reporter: opd is trying to beef up the 911 staffing and computer systems after a grand jury report found the dispatch center only answered about half of the 911 calls within 15 seconds. there are a lot coming in. more than $1.1 million so far this year. just this week the department put out a psa

reminding people to only call 911 for emergencies. like fire, serious accidents, and crimes in progress to avoid tying up the lines. dorcia says she knows the crime she is calling in deals with property but she believes they still need to be taken seriously. >> you might think it is petty but they are not petty. most of them have guns, they are willing to use them and that turns into something big. >> thankfully she told me that she has seen a drop in car break ins over the past month. this week it has been the best week she has had in a long time. >> i have had three parties today and i have seen no glass. and i am celebrating. so, maybe, maybe something is changing. >> reporter: it is not just the dispatch center having a hard time keeping up, the police union tells us the staffing is the lowest it has been since 2014. one officer for every 610

. dozens of san francisco cops chased a driver across the city tonight after he refused to stop and then smashed into a police car as he was getting away. that from sfpd whose officers were caught on video chasing the driver from the valley through the mission to vernal heights. a long line of cars were on his tail until he eventually stopped at harrison and cesar chavez right outside

of flin elementary school. the police say they took the driver to the hospital for injuries that he got during the crash. >> a federal judge blocked a law carrying guns in certain public spaces. that includes parks, sporting venues and schools. the judge said that is unconstitutional and surprised conceal and carry. the law was supposed to take effect on the 1st. the ruling defies common sense adding it green lights guns and spaces which should be safe for all. speaking of concealed carry, tsa found something that you never want to see fully diaper, the diaper. the passenger pulled the classic i don't know how that got in my bag before blaming his girlfriend, classy

move. he was cited for unlawful possession. the volcano that has been erupting in iceland has been spectacular viewing from above, but the people who live nearby are probably happy to see and hear about this. and lava spewing out from the top the eruption seems to be slowing down. that is giving hope to the 4,000 people who live in the town that is just two miles south of where the volcano is all erupting. those people are still evacuated and even though they could be spared from serious damage because of the lava flow, that being the good news some, say they are still disappointed they will be spending christmas away from home. i know paul has been watch that story closely because it is just sort of a fascinating display and everyone has been watching, hoping nothing truly bad happens to the people that live in those towns and the houses and all of that. but it has been amazing to see that. >> it is fascinating to see it

when it is happening in unoccupied territory. someone flew a drone down the length of the 2-1/2 mile there, it is not good for the drone, they lost the drone but they had fantastic footage that i reposted yesterday. looking at the rainfall totals, turning to the bay area and the rainfall event. we showed you the map earlier many of the communities in the bay area. filling in more spots and seven inches of rain has added up since the rain began on saturday. you hit the jackpot on this one. four inches for pacifica. over three inches for richmond and two inches in dublin. we will not add anything significant on top of that. maybe an inch or so through the rest of tonight. the storm system moves farther and farther down the south and sending all of the moisture into southern california tomorrow where it is still under a flooding threat. we are

going to see passing clouds over the next couple of days, breezy conditions on friday. that is something that we will monitor for the end of the workweek, calmer weather taking over as we head into christmas weekend. a few showers left over. the bulk of the moisture falling apart. a couple pinpoint showers left over inland in the east bay. future cast showing a few more rolling up our way through the rest of this evening and tonight, showing showers trying to make their way to the valley heading through tomorrow afternoon. i think that might be aggressive. still, we are talking about limited rain chances to begin with. then, we are going to see quite a bit of sunshine heading into christmas weekend. lingering cloud cover over head for tomorrow and into tomorrow evening and tomorrow night. zooming out for wider perspective here. a mix of clouds and clear sky. there is the ploifture staying well down to our south heading through the next couple of days. significant flooding throughout. the weather prediction categorizes as a moderate risk of excessive rainfall. that is level three

out of four. the flooding threat, along the way through the shoreline. and inland, our next descent rain chance not heading our way through the area, consecutive dry days. that is when it will approach, marking the stretch of weather. with the sunshine, we are going to see the solarelectricity numbers going up and up over the next couple of days and maintain that level heading into christmas weekend making the most out of a limited amount of daylight. the winter solstice is tomorrow. darkest day of the year. the sunshine will return. the temperatures in the middle 50s right now. santa rosa, cool spot, 49 degrees, we will join you. the temperatures mostly in the upper 40s to 50 degrees by early tomorrow morning, that is a good 10 degrees above average, we are going to be 6-8 degrees for normal for high temperatures, high tomorrow for waffles and his human to get out and return of dry weather in san francisco. that is a

slight chance of a shower, lower in the south bay. it will not bother any of the pups in the city. the temperatures reaching up in the lower 60s by tomorrow afternoon. filling in the rest of the map and the theme is, continuation of warm weather, 6-8 degrees for average, upper 60s in san jose, middle 60s for the rest of the valley, middle 60s inland in the east bay. and 66 degrees, the cool spot on the coast, not all that cool. 66 degrees for half-moon bay for the first day of winter. winter arrives officially at 7:27. not feeling much like it. the temperatures in the upper 60s. nevado. breezy, not going to really feel all that mild and then the temperatures do drop down a bit as we hit the weekend, back to what is closer to normal for this time of the year. upper 50s for high temperatures saturday, sunday, and again, does not matter if it is coast, bayside or inland. this is the forecast for everybody, only a 5 degree spread between the cool spots on the map and the
