waterfront to see how the cleanup is going after this week's winter storms. good evening. more than 36 hours since an oakland police officer was shot and killed, trying to stop a robbery. there are still more questions than answers tonight. the shooter remains on the latest. we are learning more about the cannabis business that was broken into friday morning, where the officer was killed. he tried to stop a group of burglars. meanwhile, flags outside of oakland police headquarters are lowered at half staff. inside, well-wishers dropped off flowers and cards at the lobby. other tributes continue to pour in from the community. people who were touched by officer lay. we have the latest from oakland. >> reporter: supporters held a candlelight vigil on saturday night at the site where the officer was shot. dozens of people attended the private event, including the officers fired -- family, friends and fellow officers for they did not want cameras run during the event. even before the original, well-wishers stopped

by to pay their respects. carol walker dropped off apples, a candy cane and flowers at the makeshift memorial. >> a rosary. i am catholic. rosaries are always personal to me. i always pray with rosaries. >> reporter: even though she never met the officer, she wanted to show her appreciation and p8 -- pray for her wife and family. >> reporter: people across the city are feeling the loss. >> you call 911 and he comes to me. i felt very comfortable. he was a very nice. >> reporter: lynn owns a market in oakland little side. she called 911 twice last year for a shooting and a separate disturbance. the officer responded both times. she recalled being very emotional. she said he was able to calm her down because of his ability to connect with her. >> i was angry, he was always

kind and nice and helpful . it was better when i speak with him. >> reporter: not only did oakland lose a good cop, the city lost a cop that spoke the language and connected with the asian community. >> i feel very sad. >> reporter: officer lay and played enclosed officers responded to a robbery at a cannabis business. as they burglars were fruit -- bling, someone fired shots at the officers. he was driving this unmarked police truck. after he was hit, he crashed into two parked cars. >> this is my car over here. >> reporter: corey hinton owns one of the damaged cars. he too prays for the officers family. >> i am fortunate to be in the situation and not that situation but i'm taking small victories where they live. >> reporter: it happened when the burglars broke into a

marijuana grow house. neighbors who live above the grow house tell me friday marked the third break-in since 2021. they tell me the grow house is illegal and doesn't have a license. we could not confirm their claim with the city on saturday evening. as for those who knew officer lay, they want his family to know that he made a big impact on the community. oakland police say they are still looking for the burglars and the shooter. they have not said if anyone has been arrested. this tragedy comes as the oakland police department heads into 2024 without a permanent chief. earlier this week, the mayor rejected the three candidates put forth by the police commission. the commission is starting the process over and says it should have a list by the beginning of march. a high surf advisory has been lifted along parts of the california coastline. cleanup continues. it is coastal communities. this is what it looked like today. people were

cleaning up the damage left behind from the flooding and waves. back here in the bay area the powerful waves battered parts of our coast, as well. as john ramose shows us, that did not stop people from heading to the beach. >> reporter: with the storm breaking up, kathy traveled the two blocks from her ocean beach home to take in the show. and when i heard the rain all night. when i saw the blue skies i took a break for it. it is gorgeous. >> reporter: they say you should never turn your back to the ocean but no one wanted to do that anyway. in fact, it was hard to take your eyes off of it. >> when you look at it, you kind of get mesmerized by what you see. right? so, it is a site. he brought his family from los altos to see what was the best tourist attraction in town, the force of the pounding surf was turning seawater into a whipped cream. it was enough

to make an 11-year-old think about his place in nature. >> it makes you realize how big everything is. it makes me feel a lot smaller. >> they are used to big waves, but this was something else again. you can see the effects while a block from the beach as a wave of water poured down the street. when this came over the wall. i'm telling them to run, run, run! >> did you ever see anything like this? >> no, i haven't. i lived in san francisco all my life. this is incredible. >> reporter: nearing the beach, you can see why. hear the waves break much closer to the people and sometimes the seawall cannot contain it. honestly, that is all part of the fun. all morning long, a crowd watched the surf from the edge of the pier, trying to get as close as possible, like moths

to a plane. >> they tell us all to stay away from it and then we are all drawn to it because we are in awe of the power of it. it is just spectacular. >> reporter: she spent two hours watching the show. she lives in san bruno but comes frequently to watch the big waves. it helps to know the right place to stand. >> undecided comes up and not over. anywhere around the corners are over there, the people are getting soaked. >> reporter: there is something hypnotic about watching so much force, so close up. the water actually exploding as outgoing waves collide with those coming in. >> it is so beautiful. i just really reminds you that mother nature is not going to put up with anything for you. it >> reporter: back at ocean beach, kathy thought there might be meeting in the timing of the storm. >> look at where we are in time of space. the end of the calendar year. we are

beginning something new. the first great reign of the season at the end of the year. i believe it is a good way to wash out 2023 and welcome in 2024. >> reporter: of course, there is no way of telling of this is nature's way of wiping away the old year or warning us about the year to come . southern california also getting hit with massive waves. take a look at the coastline in los angeles and san diego. high surf and oceans wells create a dangerous condition that some of the beaches, forcing many of them to be shut down for safety reasons. as for the beaches that were open, the waves attracted surfers willing to brave the conditions. saying they could not miss this opportunity despite the strong swells and powerful rip currents. >> pretty gnarly. they are the biggest waves i have ever seen. >> it is probably a good idea to enjoy it from a distance or you are tempting base. >> many people who went to the beach decided to play it safe and stay on the shore to watch the waves, as i had appeared where 24 hours away from

2024. that means new laws are about to take effects. we sat down with the chp to find out some of the changes. >> we will start with a b645, this establishes a five-year pilot program for san jose, oakland and san francisco, as well as los angeles, glendale and long beach and southern california to install automatic speed cameras. they will take care of license plates in the registered owner will get a ticket in the mail. these cameras will not be installed in areas where the chp has primary jurisdiction and they won't just appear on january 1st. >> the agency that puts these cameras and will have to notify the public of where they are going to be putting them in what they are going to be putting. >> reporter: you will not be able to park this close to a crosswalk. >> under the new law, what you are seeing there would not be allowed. >> reporter: this law prohibits people from parking cars within 20 feet of either side of crosswalk. what are iced scooters and bicycles will

still be able to, however. >> this is aimed at including visibility for pedestrians to see approaching vehicles. >> reporter: in the cities, if we look at crashes involving pedestrians, we see them occurring very often at crosswalks. so, having not space, giving people more visibility will hopefully it allow people to see pedestrians, see vehicles and keep everyone safer in the process. >> reporter: finally, we discussed three laws going into play to crack down on catalytic converter thefts. >> from a consumer standpoint, it is a big problem. >> reporter: asked me to divide habits selling cars with the converter unless it is marked with the vin number. it makes it a misdemeanor for someone to have nine or more catalytic converters that have been cut from a vehicle in their possession. a.b. 15-19, makes

it a misdemeanor to remove or alter a vin number on a catalytic converter. while these might not prevent thefts -- >> this allows us , gives us more tools during these investigations. >> the maximum period is in effect. checkpoints near high traffic areas and an increased presence on the road to the maximum enforcement period goes through on january 1st. bay area transit agencies make sure you get home safely on new year's eve. we will be offering free rides after be -- 8:00 tomorrow night. running special new year's service and they are charging the normal fair. if you want to watch the fireworks in san francisco, don't try to do it from treasure island. the city is urging people to stay away since ongoing construction is taking up most of the parking

food banks across the bay area continue to serve people long after the holidays. this year, they are seeing more people in need. they, themselves, are getting less help. take a look at your screen here. these food banks across the bay area are short on donations. many of them need to raise more than $1 million. second harvest is hoping to bring in another 4 million by midnight tomorrow.

rosa. you will see a little bit. that is typical in the winter, after you soak the ground, which is what we did in the north bay. we put two inches of rain out there. the rest of the bay came away with an inch. on the one hand, this would be prime time to start developing fog. let me show you why tomorrow night, we almost certainly do not have to do that. it is subtle, but you can see it when you watch the wind. i will take this from 5:00 tomorrow. going to see something different show up. do you see what happened with the wind direction? the stream lines traversed. it shows you an offshore wind coming out of the bay, that is opposite of what we normally think of. those are offshore winds. that will dry things out. that is

likely what is going to happen tomorrow. good news on that. the offshore wind is actually being caused from a week weather system that is going to skirt the coast and try to throw a shower our way. there is a possibility you might get a short-lived shower tomorrow from this separate storm. it is really going down there. we cannot rule out the chance for an isolated shower but it will not be a factor for new year's eve, it will be gone by then. daytime highs in the 50s. there is new year's. take a look at the temperature from 11:00 to 1:00 a.m. it will be in the mid 40s down in san jose and santa clara valley. that applies equally. we are all pretty much in the same place. it might be a little bit colder in the north bay valleys, but not terribly so. here is the system that is going to bring us that

small chance of rain. here it goes. most of it goes to the south, but some of it gets thrown up our way. that is system one, that gives us the offshore wind for the fog. that is the next system that gives us rain. if we time this one out, this is getting tuesday. mid night into wednesday morning. then you get your showers there wednesday morning and lingering into wednesday afternoon and evening, before that comes to an end. if you look at rainfall totals from that, we can pick up about half an inch to three quarters of an inch of rain on wednesday from that system. the seven-day forecast, you can see that system coming in wednesday. there is another one showing up on saturday. northbay shows that it might come in tuesday night and wednesday. the neck system for saturday might come in tonight, saturday for there is always an outlier like that. neck system is wednesday, perhaps another one by saturday of next week. back to you. coming up in sports, last week's loss to the ravens was pretty ugly. the 49ers are now

let's get to some college football. this was a tough one. georgia and florida state look like they have the holiday blues. they were the first two teams left out of the playoff picture despite the only loss was to alabama in the s.e.c. championship game. florida state went undefeated . neither team wasn't really thrilled to be playing in the orange bowl. only one team showed up on saturday afternoon. second quarter, george already up 21-3. screen pass to the left sideline. he cuts back to the other side, pass blockers and
