this is cbs news bay area with elizabeth cook. >> here comes the rain and the wind. today is a first alert weather day and it is about to get messy on that bay area evening commute . thank you for joining us this afternoon. the rain could get heavy at times and there could also be some intense wind gusts as well. let's get right to first alert chief meteorologist paul heggen who is tracking it all. >> that rain has arrived across most of the bay area. the first batch of heavy rain is moving quickly from west to east, rapidly advancing across the bay and into the east bay. some heaviest downpours from

vacaville to fairfield. let's zoom in for a closer look. we will start with napa county and solano county. some of the most intense rainfalls happening around fairfield. it is about to wind down. the rain will continue in contra costa county and alameda county. the rain coming down along the 680 corridor. it is starting to taper off a bit along 580. there is plenty of water already on the roads so it will be a challenging afternoon and evening commute because there is more rain on the way. continues to make its way further and further to the east across the peninsula and eventually into the santa clara valley. there is more rain lining up offshore. it will come at us in bands. futurecast indicates that. there is also the possibility of a few rumbles of thunder. it will not rain everywhere all the time but our overall flooding potential will remain very low with some of the heaviest

downpours, there could be some minor road flooding. any place the water tends to collect on low-lying roads or intersections, that will be a concern. the showers will be more miss than hit as the sun comes up on wednesday. this will be a snow maker in the sierra and more significant snow later this week. last year's historic snowfall in the sierra , this year, not even close. according to the first snow survey of the year, the snowpack is 25% of the average to date. that is the lowest in a decade and dramatically different from one year ago when we were at 177% of that average. today was the first snow survey of the year at the site near sierra and tahoe and officials say it is way too early to tell what kind of season we will have. >> there can be so many things that happen with our storm systems between now and april when we should see the peak

snowpack. >> most reservoirs around the state are still well above average. that is all thanks to last year's historic storms. stay with us for continuing coverage on this first alert weather day on air and online on www.kpix.com and streaming on the free cbs news app. now to some top news headlines at 3:00. several people have been arrested in connection with the shooting of oakland police officer tuan le. oakland police say the latest arrest was made overnight. that follows several arrests from this weekend. they have not released any information about the suspects. officer le was shot and killed after responding to reports of a burglary on friday. in fremont, police say they were called in to investigate a deadly train accident. our chopper was over the scene this morning. so far, union pacific has not released any

information on the crash or the person who was killed. b.a.r.t. service was up and running again in time for the morning commute in contra costa county. crews worked overnight to repair the track and conduct inspections after a-train partially derailed on the yellow line yesterday morning. nine people were hurt and two cars were burned. b.a.r.t. says the derailment happened after the train's operator had to manually switch the tracks following a computer issue. it hours before a crane finally lifted the two derailed cars back onto the correct track. the train was then towed to the concord yard for inspection and repairs. to japan now where five coast guard members were killed when a plane collided with a passenger jet on a runway in tokyo. passenger jet erupted into flames but all 379 people on board were able to get out. on the coast guard plane, the pilot was the only one who escaped . that plane had been scheduled to deliver relief to people displaced by yesterday deadly 7.5 magnitude earthquake. here in california and across the country, new laws are now in effect for minimum wage to new gun rules. carter

evans looks at the changes coast to coast. >> new year, new laws that include pay raises for millions of americans. 25 states and dozens of municipalities plan to increase minimum wage this year. that means at least $20 per hour for certain food service workers in california. >> who would not mind the extra increase in the pay? >> reporter: california companies also now cannot ask employees about using marijuana off the job, a win for workers in alabama. they will no longer owe state taxes on overtime pay. guns are now banned from most public places in california and michigan has a host of new gun laws including universal background checks. >> these laws represent a change in michigan's gun safety regime. >> texas is targeting diversity equity and inclusion programs,

banning them from public colleges and universities while restrictions in kansas will prevent transgender people from changing their assigned sex on birth certificates. new rules of the road in california require police to tell drivers why they are being pulled over before they begin asking questions. in illinois, video conferencing behind the wheel is banned but hanging fuzzy dice on your mirror is now legal. a new law for telemarketers in new jersey include providing a call back number. >> i can't talk right now. give me your home number and i will call you later. >> it is inspired by this scene from the 90s sitcom seinfeld. after a year of explosive growth and the use of artificial intelligence, security experts warn the u.s. is facing increasing hacking threats from criminals and foreign governments in 2024, a crucial election year. on cbs mornings, a former fbi

executive director and now security chief at crowd strike said that ai has been able to overcome some online security systems, gaining access into corporate networks. it is also being used to spread misinformation to create videos, audio and text files that seem believable. >> people always have to look at the source of the information. you can't just look at something and accept it as true. who is telling the story? what is their motivation? can you verify it through multiple sources? >> he does not think ai is a major threat to voting machines mostly because the us election system is not centralize and has wide variations state to state. a lot of folks are hoping to save more money in 2024 and a columnist with new york magazine the cut asked several financial experts for their best tips. one suggestion? don't spend all your time focusing on the limits. >> the better ways to save money actually have to do with

more positive things that you can do instead of restricting. instead of telling yourself that you can't spend, you have to stop, think about what you actually want to spend more on or what you can do instead of spending money that will make you feel good. >> another suggestion involves lifestyle habits like getting outside more often and focusing on your physical health. >> i don't know about you but before bed is when i scroll around on the internet or i scroll through instagram. it is just an online mall at this point. that tends to be where you make a lot of impulsive decisions like impulse shopping and you buy a lot of things that you don't need. maybe you create a grocery order and then suddenly you are like, i have to get to 50 orders -- $50 to get free delivery. you don't always make the best decisions when you are tired. taking care of yourself and your health are really, really important ways

want to be able -- if they happen to put a special place -- i want them to feel how i see. >> san francisco does not have a bad side. >> in alameda, the main street ferry terminal is back open. this means warriors fans can take the ferry to home games. the san francisco ferry officials say services back between alameda and oakland but some departure times for routes from this terminal are changing. be sure to check this site before your trip. let's get back to the rain. first alert weather now. the clouds are pretty threatening. paul heggen is tracking the evening rain. where is it right now? >> it is pushing further to the east. following that up, there is some gusty winds that are trying to get some coast. the map just updated and erased

some gusty conditions but you can see outlines in the background where the strongest winds are. along the coast, that will push its way further and further inland as we head to the rest of this evening. you are making your way out and about on the wet roads. the first batch of it pushing further and further inland through the santa cruz mountains and across the peninsula into the santa clara valley. another band of rain is about to hit the coast. these waves of rain are not going to continue through the evening. it will be a wet, sloppy commute with some breaks in between. they don't last very long. the roads don't get a chance to dry out before the next band of rain moves in. later tonight, we see more and more of a break in between those showers and they become even fewer and far between. by early afternoon, we should be largely drying out. you could see sunshine breaking through the clouds wednesday afternoon. wednesday looks like a dry day this afternoon. we will be

tracking that as we head through the rest of the week. much additional rain are we talking about? this is the rainfall estimate including what has already fallen. this includes a first burst of heavy rain. we are talking about half inch to total rainfall. a good soaking rain event with minimal complications. there could be some standing water on the side of the road. the showers are going to continue into wednesday morning but the storm system will slide out to the east. another system does drop in on friday. maybe thursday night, friday morning. the timing on that is somewhat flexible. light showers for the bay area. that will be a more significant snow maker for the sierra. they are under a winter storm warning for this first batch of snow anywhere from 8 inches to more than 16 inches of snow. this is forecast model data. it gives us a good idea of what to expect. that next system that moves in friday and

lingering into saturday will add up to a couple feet of additional snow. rate news for the ski resorts. not such great news for people planning to travel to the sierra because it will be friday and saturday when the bulk of the snow will be falling. we will keep you updated on that as well. a lot of clouds out there right now. temperatures has been knocked down where the rain has been falling. san jose, low 60s. later on tonight, with that blanket of clouds overhead, temperatures will be above average. we should see more of a mix of 30s and 40s by the early morning hours and the temperatures tomorrow will try to warm up. it won't be as warm as the conditions we saw today ahead of the rain. temperatures were five or 6 degrees above normal. into the upper 50s for most of the santa clara valley, inland in the east bay, mid to upper 50s. on the east side of the bay, maybe up to the upper half of the 50s with mid-50s for half moon bay, mid to upper 50s for san francisco and

oakland. everybody's temperatures are going to be within three or 4 degrees of one another and that is a trend that will continue through the 7-day forecast. once again, we can show you the forecast for the entire seven day timeframe for the entire bay area. we don't have to break it down by inland to coast. everyone is pretty close to normal. i think the better chance of shower activity will be saturday and then we dry out for the second half of the weekend with a mix of clouds and sunshine. a few straight days of dry weather in the forecast as we head into the second week of january. we will be here to keep you updated on that. it has been all hands on deck to get the 49ers to the number one seed in the nfc. coming up, why you may not see all the usual numbers on the field come sunday at levi's.
