police will solve the crime issues. and there are whiteout conditions in the sierra. good evening, i'm andrea nakano. there are multiple recall efforts in the east bay right now as concerns over crime grow. san francisco is considering getting rid of certain restrictions to capture criminal, but some say they want action now, like the owners of a popular bakery. they along with several neighbors became the latest victims of crime. >> reporter: the bakery is still waiting to get the door

and window repaired. broken glass covered the lobby floor at the p atisserie in the diamond district. the owner says burglars broke in friday morning around 3:00 a.m. >> mostly it makes me angry. and it makes me like, you know, this has got to change. >> reporter: he says burglars ransacked the bakery and took off with a safe with cash inside. between the damage and the safe, jeff says he lost about $10,000. >> i'm a reluctant participant. i don't like being in front of a camera. >> reporter: but he's fed up and worries more stores will shut down. >> people are avoiding our neighborhoods, they don't feel safe coming here. my workers don't feel safe sometimes coming to work. it's like how are we going to sustain a business without customers and without workers? >> reporter: on the same morning, just a few doors down, burglars also broke into a meat

market and copy usa. a manager at the meat market says it's the second burglary in less than a year. burglars also broke into two other businesses in the nearby laurel district. police are investigating if the five burglaries are connected. >> they need to put some boots on the ground. we need to have people who are walking the streets and helping us police this whole situation. because if it doesn't happen, small business owners are fed up. we're going to shut our doors and get the hell out of town. >> city council is in fighting about which communities deserve resources. which council members are politically favored to get those resources. >> reporter: this councilwoman represents the area. she says she has not gotten enough votes from other council members to add resources to beef up security. >> i am tired of both of other leaders in the city saying yes

we area. yes we care, but we're not putting the resources into it. >> reporter: i asked councilman dan cobb about the call to declare a state of emergency. >> no, i don't support the national guard. we have too many people here with guns. i don't want to have soldiers walking up and down the streets, hundreds of soldiers walking up and down the streets with their rifles and shot guns. >> reporter: he says instead he'd like to request the fbi to send in agents to help investigate violent crimes. the councilwoman says she was told oakland would not qualify to get help from the national guard, even if the city declares a state of emergency. >> however, i do think it can send a signal to the public that we are acknowledging this is a crisis and doing everything in our power. >> reporter: as city leaders debate over solutions, jeff says the dream of a better oakland is slipping away. >> if people don't feel safe in our neighborhoods, they won't come in our door. >> reporter: oakland police say no one has been arrested in the

burglaries. they didn't release any suspect information. >> and oakland police say overall burglary went up by 23% in 2023 compared to the year before while commercial burglary went up by 9%. meanwhile, the recall effort for oakland mayor thao took a step today. the group leading the effort officially mailed the paperwork to get the process started, which is soon clear the way for a signature gathering campaign. we reached out to the mayor's office several times for a comment, but have not heard back. the mayor's supporters say she should be given more time to turn things around. meanwhile, backers of the effort to oust the alameda county district attorney pamela price are already in the signature gathering phase. they say they're confident they'll be able to gather enough signatures by the march deadline. over to san francisco now, where mayor london breed spent her morning at a campaign rally in japan town stumping for a list of local measures that will be on the ballot during

the march primary. there are three in total. breed says all of them will help the city address some of its biggest challenge, including crime, drug addiction, and the housing crisis. starting off the list, proposition e aims to loosen restriction on the city's police department. it would do that by first allowing police officers to chase suspects after a crime. it would also cut down on paperwork and allow the department to use more surveillance technology. next, prop f would require residents who receive welfare from the city to undergo drug testing. those who fail would need to seek treatment in order to keep getting benefits. finally, prop c is intended to make it easier to convert vacant office buildings into housing in the city's downtown. it would do that by partially suspending a tax that developers say is getting in the way of such

conversions. cities across the bay area continue to call for a ceasefire in gaza as the war between israel and hamas enters a third month. people holding posters and palestinian flags marched down the street. in san francisco a vigil was held. people gathered in a circle to remember the lives lost and call for a ceasefire. tomorrow a resolution calling for a ceasefire in gaza will be presented to the san francisco board of supervisors at a committee hearing. the resolution could be brought before the full board at its regular meeting coming up on tuesday. u.s. secretary of state blinken wrapped up his visit to turkey today. he now heads to the middle east for the fourth time since the fighting between israel and hamas broke out. the state department says blinken is aiming to prevent the conflict from spreading while expanding humanitarian aid and reducing civilian casualties. as fears of fighting are

spreading in the region. ian lee has the latest from tel aviv. >> reporter: the worst fighting in israel's north in nearly 20 years risks a new war. today, hezbollah fired more than 60 rockets across the border from lebanon into israel. hezbollah says its attack is revenge for the assassination of a top hamas commander in beirut this week. in yemen's capital, iranian-backed houthi rebels remain defiant in the wake of washington's warning to stop attacking commercial shipping. we will make the sea as we make the land, a graveyard for america and israel says this man. today the u.s. navy announced it shot down a houthi drone near multiple ships, and cbs news has learned the pentagon is preparing plans to hit back at the houthis, including strikes against targets in yemen. hamas' brutal attack three months ago sparked the crisis. in southern gaza,

taking a live look at bay area airports tonight. things are slowly getting back to normal after dozens of cancellations due to some airlines temporarily grounding their entire fleet of boeing 737 max 9 planes. this is in response to this video when the piece of an alaska airlines plane bounds for california broke off mid after air. the plane landed safely, and no one was hurt except for one minor injuries. some tell us they're not worried about flying. >> any time we get on any plane we're taking a chance and leap of faith. >> i think boeing is a very good manufacturer, and most of the planes i don't feel have the problem.

>> kind of scary, but still have to travel, so, you know, it is what it is. >> boeing says safety is its top priority. the company released a statement saying they agree and support the faa's decision for immediate inspections of these 737 max 9 planes, and they're working with the ntsb with its investigation. alaska airlines says it started inspecting the 65 planes on the boeing 737 max 9 fleet today. 18 of them were cleared to return to service. united airline also temporarily grounding its fleet of boeing 737 max 9 planes. travelers flying that airline also experienced delays and cancellations. the snowy weekend causing road troubles up in the sierra. earlier today the chp shut down westbound traffic along i-80 due to multiple spin outs and collisions over donner summit. things looking a little quieter now along highway 267 as we look in on the live cam. it's

the second storm of the week. wednesday's storm dropped between 6 and 12 inches across the mountains. today, forecasters predicted as many as 20 inches of snow, some of it falling in lower elevations. max darrow is in the newsroom with more on what the storm means for the state's snow pack. >> reporter: the first snow survey of the year produced underwhelming results. not a good sign, but experts say it's too early in the season to say it's going to be a dry winter. on saturday, stormy, near whiteout conditions in parts of the sierra. andrew took this video at the central sierra snow lab in soda springs on saturday afternoon. >> it's very snowy right now. very heavy snowfall rates coming down. >> reporter: and that, he says, is a welcome sight. >> this one is look like it could be a dent. it's not going to be a huge dent in the low snow conditions. but if approximate we can have several other storms like it looks like we might, then it should help at least a little bit. >> reporter: there hasn't been

a lot of snowfall so far in the sierra this season. earlier this week, the department of water resources did their first snow survey of the year, and the results were pretty bleak. >> we recorded a snow depth of 7.5 inches and a snow water content of 3 inches. that results in 30% of average to date. >> reporter: for context, this time a year ago, the snow pack measured in at 185% of average. >> it wasn't necessarily surprising, but it's still a little bit concerning. but we have time to recover from that. >> this is almost par for the course for california. and it's becoming more so with climate change. >> reporter: professor jay lund at uc davis has taught water management for more than 30 years. >> most of the climate change projections show california having more extreme events and fewer average years into the future. >> reporter: while it would be premature to say this will be a dry year. >> what we can say at this point is it's going to be very

difficult for this year to be very wet. >> reporter: although the snow pack, which is california's largest natural reservoir, is well below average, according to the dwr, statewide reservoir storage is currently at 116% of average. >> if it's dry for this whole year, we won't really know it until march. but if it is dry, we'll be very glad we started off with full reservoirs. >> reporter: time will tell, but in the meantime they hope to see more days like this one in the sierra. >> over the next four to six week, i think that picture will kind of become more clear, and hopefully it's for the better and more wet than dry. >> reporter: the snowiest months are usually december through february. the snow pack provides california with somewhere between 30 to 50% of its water. back here in the bay area, we just had to deal with some rain early this afternoon and some cold weather. let's send it over to darren peck who has our forecast for the rest of the weekend. >> saw a little bit of rain in

the time lapse there over the bay bridge. but the ryan is done. we looked at that at the top of the newscast. now we turn our attention to the cold because the storm has left the cold air around as it's departed. tomorrow morning we'll feel that. we're going down into the mid-30s for morning lows. but there's a little more to the story than just the numbers. first of all, just going by the numbers, which are cold enough on their own, there's a frost advisory because of that. so the temperatures are cold enough that pets, pipes, plants, those kinds of things, you should take into consideration for tonight and tomorrow night. it's going to be cold enough to do harm to those things. certainly the pets too, so make sure to bring them in. with mid-30s you can do that. but there's one other item on here that stands out. if you look at how we got the cold air, everything came down from the north with this storm. and behind the cold front, which brought the rain, not only are we importing the colder air, and you can see that transporting through the atmosphere, but rushing in

along with all that stuff is a northerly breeze. it's not terribly windy, but it's enough to give us a wind chill factor and make it feel colder for us. if you're out tomorrow morning, it will feel more like the low 30s. so heavy jacket the next two days. let's look at the next system coming our way with more rain and snow for the sierra. this one's kind of two in one. i'll pause right there. if you look at tuesday, you can kind of see the leading edge here, and then the center of the storm up there. so we're going to feel this over two days in two different ways. let's watch it a little closely. there's the leading edge. this is the tuesday front that will come through and maybe give us a few showers on tuesday. doesn't look like much. i mean, that thing pretty much falls apart. but there's a chance of a shower on tuesday. then the center of the storm comes down on wednesday and we get more showers and snow in the sierra. so how much rain might we get? not a lot. maybe

a tenth of an inch. it's not a blockbuster rain maker. it will deliver more snow to the sierra, but it won't be as good as this week's storms were. maybe only six inches at the pass. we'll give it more time to play out. whether or not it's a big snow producer, it will still be cold, and that's nice to see. it's nice to see the snow level at the 3500-foot level. in the seven-day forecast, we know about that rain on tuesday and wednesday. a break thursday. then yes, another system friday and saturday. and that friday and saturday system at this point looks kind of like the tuesday and wednesday system. but we'll give that one a little more time to play out before we start getting too specific with it. shows up the same way for all of our microclimates. matt, over to you. thanks, darren. coming up in sports, stanford and cal's men's basketball both traveled south. plus, after a much needed win on friday, the warriors get another brea

i'm not going to down play, it's been a weird week for the warriors. they split the last two games, but that hardly tells the story of the last three days. they had a heart breaker, public locker room drama, and massive injury to one of their stars. so the dubs needed some good news, and thankfully they got it on saturday. the league reinstated draymond green, who will return on sunday. he's been attending counseling and had meetings with the league and team. it's expected that green will need about a week until he plays in a game. he'll also be required to participate in regular check ins after his return. the timing couldn't be better for draymond's return because one vet is coming back, and another is going away for awhile. chris paul fractured his left hand in the win over detroit friday.
