now at 11:00, oakland businesses say a ramp in crime could have them shut down. the fabric of the latino community in the east bay will be supported. more charges tonight in the shooting death of an oakland police officer. we have the latest on the case. plus people in the north bay are caught in the middle of

a rent control fight. how they're rallying to keep their homes. good evening, i'm andrea nakano. business owners in oakland's fruitvale district says despite the recent pledge to increase patrols, crime remains a major challenge. several days ago a shootout between robbers and a jewelry store worker was caught on tape. fruitvale sits along the 880 corridor. businesses tell da lin they want more resources from the city to improve conditions. >> reporter: small businesses in the fruitvale district say bad guys treat them like an atm machine. they're fed up. some are now carrying guns. >> we're more of regional style tacos, northern mexico style. >> reporter: small business owner opened his restaurant, in the fruitvale district in 2022. but with less foot traffic in the area, he now relies on the

taco truck and pop-ups for survival. >> 2023 was dismal. >> reporter: he believes customers are afraid to visit oakland because of crime. >> they want more police. they want more patrols. >> reporter: the business owner says he started carrying this gun about two months ago after they broke into a store twice in 2023. he did not want to show his face. >> and when i went to work, i don't know if they will go back to the family or not. it is very bad. >> reporter: on tuesday, a worker at msn jewelry exchanged gunfire with two robbers. the store gave us the surveillance video showing a robber slipping, losing a shoe during the gun battle. >> all of us neighbors have dealt with burglaries whether they have broken windows. they stole all the atms out of the store. >> reporter: crime in the fruitvale district went up by 31% compared to 2022. while

some are urging the mayor to declare a state of emergency, dominic is not convinced that'll stop the crime. >> let's bring in the national guard. that's not going to fix it. it may fix it temporarily. but in the long term are we better off as a community? >> reporter: in november they would increase the patrol. dominic wants more intervention programs. he says he turned his life around after serving time in the late 90s for robberies. he agrees with the mayor's strategy to expand on operation ceasefire, which provides services and support for gang members and at-risk individuals. >> increase the capacity with ceasefire. and engage these kids, give them something to live for. give them something before they throw their life away. >> reporter: dominic admits it will be an uphill battle for the new year. he hopes customers all around the bay will support that. >> some of us will not make it and some will shut down already. so if you care about the fabric of the latino community in the east bay,

you'll come down here to support to get involved with what we're doing. >> reporter: business owners continue to find pressure on elected leaders. many are teaming up to have a bigger voice when they will reach out. >> reporter: and we have some new developments tonight in the case of slain oakland police officer, tuan le. the alameda county d.a. says a third suspect has been charged in his death. marquise cooper will be arraigned in court on tuesday. he has been charged with 16 felonies including first-degree murder. and officer le was shot when reporting to a burglary. a fourth suspect has been charged for the burglary. another california county is putting in narcan above and beyond vending machines to combat the fentanyl epidemic. narcan is now available at three vending machines throughout san joaquin county. the life saving nasal spray can reverse opioid overdoses. they added the product to vending machines that have been dispensing covid

tests and masks. last year santa clara dispensed narcan at no charge. efforts to combat the problem there grew after a student overdosed and died in his dorm in 2020. here in the bay area, some of the most affordable places to live are noble home parks. but some of the landlords are testing the strength of rent control laws. john ramos shows us how the residents of three sonoma county base mobile home parks are now pushing back. >> reporter: mobile home parks have become a battleground, often housing for seniors and people of moderate income, granted special protection. but those protections are being challenged by investors who are looking to make a lot more money. >> and we're all here in solidarity today. to let them know we all stand together and that we're not going to let them do this to our people.

>> reporter: the rally at a park in petaluma was a coming together from a number in sonoma county. each of the three parks are protected by the rent control laws, but nevertheless residents have received rent increased demands well above the limits. in the case of little woods, a park with a high percentage of spanish speaking people, the increases are as much as 3 00%. many are stuck not pause of the ground they sit on. >> a lot of times they are in this rock in a hard place where they have to accept huge rent increases because they know the alternative would put them out. >> we're frightened by these threats. and stand in solidarity with those other people. >> reporter: harmony communities also manages the countryside mobile home park, which is undergoing the latest fight. wayne randall has lived

in the senior's park for 17 years and says it is a simple lifestyle. >> we have no amenities here, no clubhouse swimming pool, no sidewalks, no nothing. we're just living. but we are living at a rate we can afford. >> reporter: but the property owners wanted to remove the seniors only status. so in december, they voted to impose a senior overlay, zoning the property for only that purpose. afterwards property owner nick ubaldi threatened the council saying, "you voted for a lawsuit. the property value far exceeds its current use. this is a private business, and we will no longer bare the burden of affordable housing efforts." the city can build and subsidize its own. after tonight's vote, we have decided to immediately begin the closure process for countryside mobile home park. what do you think is the ultimate goal of the owner here? >> his ultimate goal is to break rent control. it's the

process of making people uncomfortable where they are at, how they're living, and that they have to conform to either higher rent increases or eventually get you out of here. >> reporter: it is becoming a familiar pattern. those who live in mobile home parks often have little in the way of resources to fight. >> we have laws in place to protect us, so we have to fight for rent control now. it means gathering everybody together and doing stuff like it this. we have to. we are left with no choice. >> reporter: but they're finding that together they have more power than standing alone. in other news tonight, thousands of people marching in san francisco today. they were demanding a ceasefire in gaza. the fighting has been going on for 100 days. this was the overflowing crowd at civic center in san francisco. one day after an estimated 40,000 marched on washington. they are

calling for a ceasefire. hundreds of thousands of people in gaza have been displaced and the death toll is nearing 24,000. in tel aviv, a gathering and 102nd long moment of silence. one second for each day the israeli hostages have been held by hamas. 240 people were taken hostage during the october 7 attack. officials say more than 100 hostages are still missing. today on face the nation u.s. officials say they are pushing for a lower intensity war. >> any military campaign, you go through phases. the next logical phase as they have put pressure on hamas leadership is to get to lower intensity operation. more targeted, more precise rates. we believe it's time to make that transition and we have had that conversation with them. >> reporter: tonight, prime minister benjamin netanyahu vowed to keep fighting. coming up, millions of americans are dealing with bone chilling temperatures. what the weather means for the nfl.

nearly 100 million americans are under a windchill warning or advisory as an arctic blast hits most of the country. christian cristian benavides reports. this >> reporter: this is what the stadium looked like the same time the pittsburgh steelers were originally set to face off. that game postponed to monday. >> probably for the greater good. getting home would probably be a little tough. right? it's probably better off. >> reporter: new york governor kathy hochul said the storm was stronger than forecasted. >> what that means, whiteout conditions, limited or no visibility, and again, very, very dangerous on our roads. >> reporter: across the eastern seaboard, flooding remains a major concern. >> there's water coming up in the shower. everything is

flooded. >> reporter: the midwest is digging out. in nebraska where the windchill is negative 40, treacherous driving conditions led to a snowplow getting stuck. while in iowa, this couple was e ready to ditch the snow boots for some beach sandals. >> in florida, it's 75 and sunny. >> we're excited to see both ends of the spectrum. negative 20 to 8 o degrees. >> reporter: but much of the south won't be spared either. the windchill in the southern city of dallas, 9 degrees below zero according to the national weather service. for most americans, there's just no escaping the cold. >> the sierra has also gotten 10 inches of snow. at last check no chain controls on i-80 or i-50. meanwhile 580 at the altamont pass is currently under a high wind advisory. a father and his son are safe after rescue swimmers pulled them out of the ocean

near pacifica this afternoon. this happened just before 1:00. a chp helicopter responded to reports of two people struggling in the water just west of sharp park golf course. they were pulled to shore and taken to the hospital. fire officials are warning people to be aware of the strong currents and low temperatures of the water. i couldn't imagine. it's freezing in that water right now. not a good time to go in the ocean. >> yeah. the story that's really making the big headlines is this really intense arctic blast that's been creating all these incredible images we've been seeing. breaking records for lows. i want to show you a map right now. look at the globe. it's color coded. deeper shades of red and warmer than average. colder than average. the temperature anomaly map that will give us a great way to visualize what's going on. that's the extreme blast of arctic air that's spilled down into the midsection of the country. it's pretty intense there. but if you look at the rest of the

globe as a whole, there is more red here, a lot more, in fact. it's really the arctic where it stands out the most. the top of the globe. what really happened here with that big burst of cold air. we had a little bit of a block in the atmosphere over canada, which would force that cold air that was in the arctic to spill out of the corral and spill down into the midsection of the country. and almost a more dramatic fashion. the arctic really warmed up. so we just took some cold air and moved it down into the midsection of the country. we didn't change the balance. there is one part of the globe that's exceptionally colder than average right now. but the rest of the globe still. so far for this point of the year, we're not that far into it. it's the second warmest of the year. all right, let's go back home. the view as they started to build back in again and the scene from the tower. you can see the bay bridge back there. this means we might have a little bit of fog tomorrow. a look at visibility map. we'll bring the numbers down and advance

this to just about 4:00 in the morning to 5:00 in the morning tomorrow. you can see the visibility for san jose goes down to a mile. and the visibility for santa rosa down to less than half a mile. we'll have some patchy fog tomorrow morning and doesn't look widespread. they have not put out any dense fog advisory, but there will be some patchy fog. daytime highs tomorrow, it will be beautiful. we'll be right around 60 degrees. there are two more rainmakers. the first one is getting here on tuesday. when we play this one world, you'll see the slug of moisture sitting out there, just in time for tuesday afternoon. it really looks like it will be more second half of the day on tuesday. tuesday afternoon into tuesday evening. we'll let that play through by the time we get it done. maybe a little less for the majority of the bay. maybe a little more just north of sonoma county. that's the first system. tuesday, we've got rain. a

little more know in the sierra too. any travel in the sierra on tuesday, you'll get slowed down up there. we will get close to a foot of snow again. throughout the day on tuesday on donner pass. it's the next storm that looks more impressive. you'll see that system coming out from right over here. that one comes together and pulls in a weak to moderate atmospheric river and points it right at us. watch what happens right there. and another one back there that will come in perhaps for sunday. when we look at the seven-day forecast, it will look messy on here with several opportunities for rain. we know about the tuesday one, the easy one. if you look at friday, that next system will come in. and we've got some rain, broad brushed for all three days. it won't rain all three days, but there's two separate systems it looks like. most likely at this point, it's friday and sunday. but it's a weekend. stay on top. the timing will likely change as we get better details and we get closer to it. back to you. >> thanks, darren. still to come, tomorrow is

well check out what one southern california woman saw on her ring doorbell camera. this bear was in her driveway. then it made its way under her house. lori perez spoke to her about how they eventually got the bear to leave. >> what i did was go into my basement with the flashlight. the eyes shown right at me. >> reporter: the moment several hundred pound black bear came out from underneath tina's house. for most of the day. >> what are you doing? out. out and out. that bear. >> reporter: she's been pleading to get it to leave the crawl space while pleading, making all sorts of noise. >> i got pots and pans and banged it. i got my leaf blower and turned it on, but didn't budge. >> reporter: she and various members of her family took video every few hours, showing
