. now at 11:00, this bay area city was once stuck with a violent reputation, now it has done a 180. my props to the young men and women who chose to do something different. >> can this burned out van be something for the scott peterson case? the story of a woman as unique as her nickname, polka dot turns 90 [music] from kpix, this is the late news with sara donchey on cbs news bay area. hello, i'm sara donchey, there has been an amazing turn around in richmond the city known as one of the murder capitals just recorded the lowest homicide rate since they started keeping track of this. there werate murders in richmond in all of 2023. the numbers declining steadily for

years now. the question is, why? andrea nakano shows us a man that served time for murder may be a big part of the answer. >> reporter: james houston is a richmond native who knows all about how life can change in a matter of seconds. in 1996 he shot and killed a man while trying to break up an argument. he was convicted of second-degree murder with a sentence of 18 years to life. now, a free man with a college degree he earned behind bars, he is getting a chance to save a piece of himself and save others as the program manager at richmond's office of neighborhood safety. >> seeing myself in so many of the young people pushing people away when i really wanted them to, you know, come closer to me. but, having to see if you really love me or cared for me enough to fight for me. >> reporter: each employee checks in each day with kids on

a list of at risk youth. those that stay out of trouble get an allowance >> it is hard to focus on doing the right thing when i am not eating or my little brother or sister is not eating. if you are able to support them where they don't have to go out and break in cars or sell drugs or other things to get money, then they can relax and be a kid and do the things they need to do to have a future. >> reporter: while crime rates go up and down in waves, they are credited for making a difference in the community. houston says the program is working because of the kids. >> my props to the young men and women in richmond who chose to do something different, who were willing to step out on a limb and accept support. >> there are currently 130 youth in the program. houston says investing in different ways to set up kids for success is key. >> i seen a change. it did for

me. i see the change it does for young people. but even if you don't have is, start doing your one man show, one woman show, start doing it, reach out to the young people. >> one of the most notorious murder cases in state history is peculiar in the spotlight tonight once again. the innocence project says it is taking up the scott peterson case. he is currently serving a life sentence for murdering his wife, laci, and their unborn son and dumping their bodies in the san francisco bay. is it possible that someone else did that? tonight, tom asked one of the jurors who was convinced of his guilt when he helped convince him in 2004. >> is it in evidence or something that had already been addressed? >> reporter: one of the jurors in the scott peterson murder trial. he is curious why the

l.a. innocence project would take up his case. >> my reaction when i was first told wow, that is interesting. >> reporter: the innocence project is not revealing what if any new evidence they may have but it may have something to do with this burned out van. in a new court filing by the innocence project. a former modesto fire investigator told them at the time of laci's disappearance he was called to a suspicious van fire. they were looking at a van associated with a burglary across the street from the peterson home. the fire investigator said this about the blood. i recall that once the presumptive test indicated positive for blood the face of the evidence technician conducting the test went white and everyone present at the evidence locker went ballistic. the people observing the test started getting on their phones to report what they had found. i have been deeply troubled about what i view as an insufficient investigation into

the possibility of this vehicle fire being related in some way to the disappearance of laci peterson >> if they have new evidence, you know, i hope they take a good look at it. i don't want to see scott peterson in prison for something he didn't do. of course, you got a long way to go to convince me that he was not guilty. i spent 5 1/2 months in a courtroom. listening to testimony, looking at evidence. >> attorneys are seeking items that materialized 20 years after laci's death including evidence from a burglary investigation. the supreme court overturned his death penalty conviction but in 2022 a judge denied him a new trial. all right, paul, we need to talk about the forecast. it looks like this will be the last dry night for awhile, right? >> we are about to get into an active pattern. already, moisture is trying to make its

way towards the coast. seeing a trace amount of moisture hitting the coast at the highest elevations, most of us will wait until tomorrow afternoon for the bulk of the rain to move in. the rain chances go up. a few showers possible around lunchtime. the rain chances will peak with the widespread and the heaviest with the first wave of rain around rush hour tomorrow. the afternoon, evening commute it will be just a go. let's look at the amount of rain once we add up all of the waves of rainfall. there will be several. this is the rainfall estimate over the next seven-days, through the middle of next week. rain shadow spots we are talking about almost two inches of rain. san jose, outlining the range of possibilities, the boom and bust amounts in the system overachieves or under achieves. it is possible they will get 3 inches, not the most likely scenarios, concord, 2 1/2 inches of rain expected. possible. this will yield 4

inches of rain inland in the east bay. for san francisco we are expecting over 3 inches of rain over the next 7 days and the range of possibilities does include a potential of 5 inches, that range of possibility including a potential for less than 2 inches of total rain. zooming in closer to the north bay. we do expect santa rosa to be the big winner with this type of storm system, densely populated parts of the bay area. higher elevations will pick up more than 6 r ntrosa. everything comes together you can easily pick up close to 8 or 9 inches of rain. everything has to come together exactly right. the likely scenario, a 2-4 inches with the bay area with the higher amounts. if we are going to get a break from the shower activity it does look like saturday evening has a descent chance of that occurring around santa clara. good news for the niner's game. plan for the wet weather and bring the poncho with you and be prepared for at

through the rest of the day. the showers, through lunchtime, heavier rainmaking its way through the coast in the early afternoon and then covering the bay area as we head late afternoon and early evening. it will be sloppy out there. moderate to average. it brings localized flooding but there is more on the way. the first wave of rain moves out and another takes shape heading through. more rainmaking its way onshore as we head through the day on saturday. it locks like a wet weekend, overall, even with gaps in between the individual showers, there is good news here that we might see a break around the south bay for saturday evening as the 9ers take on the green bay packers, bulk of the heavier rain should be over the north bay. the bulk of the rain will not last long 48 hours worth of data to look at. first wave of rain adds up to half an inch on either side of that number for most of the north bay through 10:00 tomorrow evening, more continues to add up, by 4:00 on

saturday afternoon we are already looking at an inch and a half to two inches of rain on a widespread basis for the northern half of the bay area. southern hall of the bay area the numbers will not be as impressive. first round, half an inch for everybody. consistent across the region. saturday's rain will be much more concentrated on the northern half of the bay area. so, the farther south, the farther inland the numbers are not as impressive. it is forecast model data. not perfect. gives you an idea of the general pattern. indicating a fair amount of rain. more rain to come, continuing into sunday and monday. that will be an atmospheric river. on the low end of the spectrum but falling on saturated ground. 2-4 inches of rain over the next 7 days, some spots in the north pay picking up 5 plus inches of rain. higher elevations, on the coast, and then in the higher elevations of the santa cruz mountains, that is enough rain that we could see flooding issues and

mudslides with the rain, specifically sunday night into monday. it will be a snow maker for the sierra. the snow line will be up to 7,000 feet because of the tropical source of this moisture. so, the highest peaks picking up a foot or two of snow. lake level, forecast models, 7-8 inches of snow. i would bet the under on that. i think it will be a sloppy rain/snow mix. as you are heading up there, it will be tough going on u.s. 50 and i-80. let's look at the seven-day forecast. we don't have to worry about the temperatures a lot here, because, the story will be the rain chances over the next several days, temperatures consistent for the whole bay area. you can see the seven-day forecast, all of the wet weather over the next four days and then we get a new one, every other day pattern. tuesday, a chance to dry out and more rain showers on wednesday for another dry day as it tries to settle in on thursday. we will be here keeping an eye on things for the next four days >> you will be busy, thank you,

here. >> i guess i am a social animal as they say. >> dorothy was born and raised in san francisco's chinatown. she says she got her nickname from a boss she had as a teenager who had two dorothys on his staff. >> he finally said, okay, you are polka dot and she is giant dot. that is how it got started. >> i feel like you got the better of the two options there. i don't know if i would want to be called giant dot. >> reporter: dorothy said for most of her life she lived traditionally. she got married, moved to livermore and became a mother. but then in her 60s, she got divorced, moved back to the city and quickly started to gain a following >> she is a community treasure. a human unicorn and we absolutely love her. >> reporter: dorothy spent years giving walking tours around chinatown. she met people from around the world n. 2014 a filmmaker brought her on
