for dangerous rain and more potentially life-threatening flooding from southern texas to tennessee. cbs' janet shamlian reports from houston where nearly a foot of rain has already fallen in some areas. >> reporter: a dramatic rescue not a moment too soon. a houston driver on top of his car as flash floodwaters swallow it. >> there you go. there you go. >> reporter: the storm drenching the south. beyond relentless rain, hail, lightning, and dense fog. a whopping ten inches of rain over the past three days northwest of houston. washing away roads like this one leading to a neighborhood. the deluge has swamped low-lying areas like this park in houston and so many other across southeast texas. it's not over yet. more storms are expected on thursday. >> this is a pretty bad storm definitely. >> reporter: louisiana is also in the path of flash flooding tonight, pushing dangerously close to homes. in mississippi, this car filled like a bathtub full of water.

it's the same storm that brought ferocious flooding to san diego earlier in the week after historic rainfall resulted in hundreds of water rescues and a state of emergency. in northern california newly released video shows a woman being rescued after she was stranded for 14 hours when her car flipped in rising water. >> could have had a whole different outcome. she could have been swept downstream. but strong enough to get up on top of the vehicle. >> reporter: scientists say climate change will make scenarios like these a regular reality. with every one degree of warming, the air can hold 4% more moisture, and it has to go somewhere meaning rain and flooding. this is swollen with floodwaters, and the ground is so swollen here that any additional rain will mean more flooding. janet shamlian, cbs news, houston. the faa is going to let boeing's 737 max 9s jets fly again soon, but they're putting new limits to production. the decision comes weeks --

the decision is coming weeks after a near mid-flight disaster. the company's ceo is expected back on capitol hill today reassuring lawmakers of the plane's safety. kris van cleave reports. >> reporter: a fresh look inside that horrifying alaska airlines flight, the gaping hole left after a door panel blew out this month leading to the grounding of the 737 max 9. boeing's ceo dave calhoun is meeting with senators on capitol hill. >> we fly safe planes. we don't put airplanes in the air that we don't have 100% confidence in. >> reporter: investigators have honed in on the four bolts that should have held the panel in place. an anonymous post appearing to be from a boeing employee alleges boeing's own record show these four bolts were not installed, raising more questions about quality control. cbs news has confirmed 737 fuselages arrived at boeing's renton, washington, plant with so many problems, the manufacturer assigned a team to be on site to make repairs.

ed pierson is a former boeing senior manager-turned-max whistleblower. would it surprise you to learn that bolts weren't put in a door panel? >> not at all. in fact, the only thing surprising to us is we're so thankful that it wasn't a fatal crash. >> reporter: in a letter obtained exclusive by cbs news, senator tammy duckworth is demanding the faa deny bowling's request for safety waivers on a future version of the 737 max. >> it is such a bold-faced attempt to put profits over the safety of the flying public, it -- astoishes me they would do this. >> reporter: boeing will pause production at the 737 factory for a safety stand-down focused on improving quality. >> boeing is better than this. flight 1282 should never have happened. >> reporter: boeing and its supplier spirit declined comment citing the ongoing investigation. the ntsb says it is aware of the posts. cbs news has not been able to

independently verify the accuracy of those claims. the faa has now approved inspection criteria for the airlines that could lead to the 737 max 9s being ungrounded and returning to commercial service in the coming days. but the faa will not allow boeing to expand public sector of the max as it had planned february 1st. kris van cleave, cbs news, phoenix. overseas now, and indirect talks of a cease-fire between israel and hamas are continuing, but both sides are said to be far apart as fighting intensifies in gaza's second largest city. tank rounds hit one of its facilities killing nine and wounding dozens of others. the israeli military says its aerial or artillery did not strike the facility. but a thorough review is under way including the possibility that it came from hamas fire. the idf released video it shows an underground tunnel connecting the north and south of the gaza

strip as well as anti-aircraft missiles and a rocket launcher discovered in a refugee camp. a rare scene in gaza where dozens of displaced palestinians demanded a cease-fire. they chanted they want to return to their homes. and the u.s. says two -- and the u.n. says two american flag ships carrying military supplies came under attack by yemen's houthi rebels. the u.s. navy intercepted some of the incoming fire. and the u.n. world court in the hague announced it would issue a decision tomorrow on south africa's request for an interim order against israel to halt the fighting. russia and ukraine are blaming each other after a russian military transport plane carrying dozens of ukraine p.o.w.s crashed. cellphone video captured the moment the plane went down and exploded in a border region near ukraine. russia says all 74 people on board were killed, including 65 ukrainians headed for a prisoner exchange. moscow is accusing ukraine of shooting the plane down.

"the arizona republic" says state republican party chairman 1995 five resigned after a recording with candidate keri lake was leaked. during the conversation last march, dewit can be heard offering lake a lucrative job if she quit the senate race. he said, quote, there are very powerful people that want to keep you out. he repeatedly told her not to tell anyone about the conversation while dewit said he was offering advice to lake and denied trying to bribe her. lake denies leaking the
