3:11 pm
he'll make us all proud as california senator. i'm adam schiff and i approve this message. this week, volunteers in several bay area counties are
3:12 pm
up counting the number of homeless people, that data will help secure funding and resources. it is not just a simple headcount, volunteers also try to tally those who suffer from substance abuse or mental health problems. in alameda county, sheng thao was among those volunteers. >> we also know it is a larger problem nationwide. having people go through our county jail is not the appropriate resource or methodology in regards to getting people off the streets, so we really have to target the root cause. >> this new count will be compared to the 2022 count which found more than 7000 people are living outside in alameda county. half of them are in the city of oakland. yesterday, 200 volunteers in contra costa county worked to count the homeless population, the last account showed more than 2000 people are currently without a home.
3:13 pm
>> it is critical on days like today that we get as accurate a count as possible because that is really helping the resources come into the community. that will translate into additional dollars to help affordable housing come into this county, outreach services, wraparound case management services. >> we are seeing communities take on the homelessness crisis in their own ways. shawn chitnis has the story of one couple that recently got into permanent housing. >> reporter: jim and sherry have lived in the bay area their whole life, including on about enrichment, returning to where they once lived, but also the journey they've been on to find a permanent home. >> it was hard, because you have to keep moving.
3:14 pm
>> reporter: they found themselves unable to afford any other option so they moved into an encampment. last year, they lost their rv in a sweep. >> it really isn't so simple. >> reporter: after moving through shelters, they got help from charities to find housing, the nonprofit said the weather this week reminds us of just how tough they have it on the street. >> i'm sitting here, i'm cold, i'm wet, how about the folks that don't have the ability to go and find a warm place? >> reporter: others are fighting in the courts to have more encampment sweeps. advocates say the bay area needs a regional approach to find more success. >> this is a situation that is not going away. and it is ever growing. >> reporter: jim and sherry are in their 70s and said when they
3:15 pm
were younger, they didn't feel homeless even living in their rv, now they feel more stable in this apartment they call home. >> we were always teetering on the edge, not knowing what to do, where we were going, what we should do. >> reporter: on the other side of this issue, they hope people can find more compassion for those still without a home. they say it is important to remember what the rv means to someone else. >> people just look at it as a mobile home, but it is a home inside. the bay area has a break from the rain at least for now, but in the east bay, we've got word of a growing problem. every time the showers return, they have watched more and more of the hillside slide down into the canyon. they are worried it is a disaster waiting to
3:16 pm
happen. >> it has been years since the water main break caused a landslide in the canyon and over time, it has only gotten worse. neighbors are concerned every time a new atmospheric river rolls into the bay area. ken loves walking his dog along this path, and you can see why, the view is spectacular. but, a lot of people haven't seen that in a long time. >> you can't get there from here anymore. >> reporter: that is because the path ends here, and a massive landslide that has been years in the making. it started with a major pipe rake that occurred about eight to 10 years ago. >> i don't know how many hundreds of thousands of gallons that went on, for a couple of days i think, and
3:17 pm
then it has been deteriorating ever since then, they did a makeshift fix for a while, and that didn't hold, so it just keeps coming back further and further every time we have a winter with some rain. >> reporter: the original slide happened about halfway down the canyon but it has moved up the hill. the black plastic to stabilize the cliff has long since rotted away, and you can see cracks forming in the ground showing the instability. >> when we are coming through and the dog walks to the edge, it scares me to death because you just don't know when it is going to give. >> reporter: the slide has moved so far up, it is close to a giant concrete water tank at the top of the hill. >> i don't know the function of this particular water facility, but a kind of doesn't matter, it just seems like a bad idea to allow this to continue. >> reporter: it has been emptied and out of service for several years, but they were
3:18 pm
unaware of the landslide approaching it, and they were sending engineers up to look at it immediately. pg&e said they were also unaware of the slide. it turns out the water pipe that burst was the property of the city of oakland and there is reportedly a project in design to replace the pipe and stabilize the hillside. but, it has been a long time coming. >> in terms of this being a hiking trail and an area that should be an asset, it is just a shame that it is completely closed off. and secondly, it seems to me that it's probably an important fire road to have access from both directions. it is hard to understand. >> reporter: he has been trying to get people's attention for years, but now they are looking into it, the city may have more incentive to take action. before a huge water tank ends up at the bottom of the canyon. >> the homeowner said he is
3:19 pm
concerned that the fire road being cut off could prevent or delay response in case of a wildfire. the canyon was one of the areas severely burned during the oakland hills fire in 1991. the american red cross is trying to overcome an emergency blood shortage with the lowest number of donors in decades. elected officials in the south bay came out to donate and set an example. they are urging people to roll up their sleeves and give blood. it is painless and directly result in lives saved. today's drive took place at the red cross center in north san jose and it was in councilmember david cohen's district. >> i happen to be a positive, so they encourage me to come back in, so i make sure i get in every eight weeks. >> you can make your appointment at the red cloth -- red cross website, and all

that was another way i would smoke once an hour. that didn't work either. all that would happen at some point of the day. i would end up doubling up. other ways that i tried to quit was i stopped buying cigarettes totally. but if i took three puffs off of like 15 friends, those didn't count because they weren't my cigarettes and they weren't full cigarettes.
