sprinkles. hello, i'm sara donchey alongside paul heggen. looks like a lot of rain with the storm? >> a lot of rain and winds. it is the combination tomorrow. it is first alert weather day. it is the latest atmospheric river. in this scenario this is the classic river set up. the pineapple express. you can see the trace of moisture on future casting just seeing where it is coming from around the hawaiian islands and the stream that stretches thousands of miles directed towards the pacific nothing west and northern california today but heading through the day tomorrow, the stream, the fire hose of moisture will be more directly aimed at the bay area. the rain chances are going to increase significantly and plenty of wind energy associated with this as well.. in terms of flooding, it is a slight risk of excessive rainfall. it sounds oddly reassuring, just a slight risk. what it means, elevated threat of flash flooding. it including the entire bay area, now, we look

at the specific forecast for trouble spots including the mark west creek in sonoma county. and peaking near the russian river peaking in the minor flooding stage. but, river forecasting is tricky. and how that water behaves as the flow sheds into the creeks and rivers. flood watch for the entire bay area. not just those few trouble spots that may have high water concerns any place that tends to collect water, poor drainage areas and low-lying spots will add it up in a hurry. goes into effect at 4:00 tomorrow morning and continues through 4:00 p.m. on friday. it can continue long after the heaviest rain moved out. wind advisory for the whole bay area, 4:00 tomorrow through 4:00 a.m. thursday. gustiest winds are tomorrow afternoon and evening. a high wind warning, one category higher in the santa cruz mountains and one more advisory just for good measure. a high

surf advisory is in effect along the coast because of the, again, waves over 20 feet that are going to be pounding the coast as the storm system makes its way onshore. we will track the rain and the wind, hour by hour, coming up in a few minutes >> thank you, paul. he was just talking about it. people in the north bay are getting ready for potential flooding. marin fire set up a sandbag station today. they were not busy for the most part but still they want them to be prepared >> we expect outages, that is one of the primary concerns for the public. everybody needs to get prepared to have back up batteries and their stay box of food and water. >> they are adding staffing tomorrow in case things get hectic during or after the storm. a few attractions will be closed. the national park service is shutting down near woods, the beach parking lot and evening tours of alcatraz, the oakland zoo will be closed. for the latest on the storm as it moves into the bay area stay

with us on air and streaming on cbs news bay area. pg&e will be busy dealing with potential power outages in all of that wind and rain. but customers have been voluntarily shutting off their lights and this has nothing to do with this particular storm. this is about saving themselveses from themselves from sticker shock. we are introduced to a man trying to do everything he can to save money but he says he is shivering in his home and that he really does not buy it. >> reporter: for seniors living on social security checks with nothing else coming in these rate hikes hurt. especially when they are doing everything they can to keep usage to a minimum. alan charges his electric car after midnight to minimize his pg&e bill. that is not all. >> everything dries outside and

topped $50 million. >> i am upset. i think all of the money goes to these guys who run these companies and the people, the rest of the workers in that company and, and their clients are getting squeezed. >> reporter: he does not have much faith lawmakers are doing anything to help. >> they seem ineffective. they basically let pg&e go ahead and not go bankrupt and helped them stay in business and this is the payback. >> reporter: he is doing everything he can to unplug but is not sure how long he can afford to keep the lights on. more local headlines now, a man fired a gun inside of a church according to the police video from our helicopter shows shattered glass at the front door of the church. caught the moment the shots were fired. someone was running away. a middle school had to go on lockdown as a precaution. >> there was no drill for this. i thought this was actually serious. this feels so frightening. and i, i am honestly shocked how it happened. this, this is the first time this ever happened. >> thankfully no one was hurt. south san francisco police say someone saw a man running away after the gunshots and for now they don't seem to know why somebody did this or who it was. a small plane crashed into a major road in concord killing the pilot. this plane went down this morning near concord avenue and diamond boulevard. not far from the airport. no one else was on board the plane at the time. it smashed into a car. that person had minor injuries. they were caught off guard. >> standing over there, loading my truck, i heard it. it went straight down and boom. >> definitely put stuff into perspective. things can happen

will not be partying in vegas next week, the 49ers. their distraction free hotel is located off of the strip. like way off. they will be making camp at the hilton lake resort about 25 miles east of town. if they get lonely they can visit the chiefs at the weston across the street. here is where we are staying. those of us traveling to go to vegas to cover the game, that is, vern, one guest that is sponsoring the media hotel in the luxor. >> that is my room right there, under the d. >> yes. the doritos dust. just blow the dust off when you walk in and out of there. i am not going to the game, vern is. going to vegas. when do you leave? >> we leave sunday morning around 9:30 for my 6th super bowl. >> congratulations, sounds amazing. a little jealous. the 9ers are not the only people we need to talk about tonight. we need to talk about the doves. >> don't talk so fast. when you see the bags under my eyes,

shows a few radar freckles overnight. a few light showers, hitting the coast already. the bulk of the heaviest rain is not until the morning. charging across the rest of the bay area heading through the afternoon. you can see this stripe here on future cast. narrow rain bed, associated with the heaviest downpours and the strongest winds, advancing across the bay area right during the peak of rush hour on wednesday. it will be sloppy out there on the roads, both hands on the wheel. watch for debris with the gusty winds. the heaviest rain moves off to the east. light to moderate rainfall. continuing much through the night. heaviest rain is falling, you will be slow to receive because of the light to moderate rainfall with off and on showers throughout most of the day on thursday. locally heavy downpours, at loft gaps in between that hopefully will allow the waters to recede. let's talk about winds, notice it already, starting the day, strongest wind gust with the heavy rain moving onshore by late plorning and continuing

into the afternoon. we are talking about 40-50 mile-an-hour gusts along the coast with 30-40 mile-an-hour gusts inland. everyone with the wind advisory with the high wind in effect. the winds will die down as the heaviest rain pushing off to the east by tomorrow evening. how much rain? let's take a look at the amounts and in the circles on our map. that is the amount that we generally expect to pick up. a few locations highlighted. san jose. we expect an inch and a quarter of rain. if we hit the jackpot, two inches of rain possible in the low end of the possibilities over half an inch. again, we are evaluating not just the amount we expect but also what is on the low and high end of the spectrum. an inch, inch and a half of rain. the range of possibility, narrower for concord than san francisco where we expect over an inch of rain. if the city hits the jackpot, 2-1/2 inches of rain could add up. for the

north bay, 2-3 inches of rain. if the system is efficient at squeezing out rain for a longer period of time. could pick up four inches of rain just with the first wave of rainfall that will be moving through. then, the sierra, it will be a snow maker, winter storm warning is in effect for the high sierra. going through until 4:00 on saturday morning. it will be high-level snow event to begin with. the snow levels will come down in elevation as we hit the end of the workweek and the weekend. lake level, 12 inches of snow. higher peaks picking up 2-3 feet. more rain on the way and more snow for the sierra heading into sunday, sunday night, into monday, another atmospheric river that is going to bring the potential for wind damage. you add up all of the rain chances over the next seven-days, this is the outlook from the weather prediction center. most of the pay area, 2-4 inches of rainfall. look at the numbers for the north bay. that is in the community. 4-6 inches of rain. higher elevations in the

mountains and coastal ranges could pick up 8 plus inches of rain over the next seven-days. we will be watching with heaviest rains, thursday, friday, saturday, they will be more miss than hit that is the driest day. more rain, more wind on sunday. lingering into monday and potentially even into tuesday of next week. it will be a week full of rain chances all of the way into next week. >> hits and misses and spotted showers, i am trying to come up with album names for you >> keep working on it. >> i will keep trying. up next paul, a lot of
