rain started coming down. >> that rain is forcing closures around the bay area today, including at the oakland zoo, although this african elephant doesn't seem to mind the rain much. >> let's head back to chief meteorologist paul heggen. >> he's in elephant heaven splashing around in the puddles today. >> probably felt good. >> they are numerous. let's look at first alert doppler. the rain means it's a mess for the evening commute, not only rain, but also wind. the area of heavy rain will move onshore in the next few hours. we have an urban and small stream flood advisory for another five hours for most of sonoma county meaning low lying and areas with poor drainage may have some high water concerns to watch for driving around. best advice, don't be driving around unless you have to and then allow plenty of extra time

and extra stopping distance. some of the heaviest rain now is climbing over the east bay hills into the northern end of the tri-valley along 680. farther south the heaviest rain hasn't quite made it into fremont and livermore yet, but it's on its way and heavier rain making its way into the santa clara valley where you have seen very modest rainfall amounts so far. the area of heavier rain to our west will fall onto increasingly saturated soil, so we have a flood watch in effect through 4:00 a.m. friday for the entire bay area. if we'll see rapidly changing conditions, it will be the next four to six hours. there's a high wind warning in the red shaded areas, coastal and high terrain, most of the gusts over 50 miles an hour in the high wind warning. wind advisory for the rest of the bay area where 30 to

40-mile-per-hour gusts have been common. sunday and sunday night the next atmospheric river, termed a slight risk, but the terminology is a little misleading, elevated threat of additional flooding with more rain falling onto saturated soil. we'll track all these rain chances in a few minutes. some pg&e customers have been shutting off the lights as they deal with sticker shock over sky high bills. the company implemented double digit rate hikes this year saying the money will help pay for wildfire prevention and other things. as kenny choi shows us, fed up customers are not buying it. >> reporter: alan charges his electric car after midnight to minimize his pg&e bill. that's not all. >> everything dries outside and the laundry room got places to hang all the clothes. this hardly ever gets used. >> reporter: there's more. >> we've had plastic up there for 23 years. >> reporter: that extra layer

of insulation on windows, a new electric water heater, heat pump and energy efficient lighting doesn't seem to lower the costs when the rate hikes keep climbing. >> i've paid 800 and i'm wearing three layers. >> reporter: the 80-year-old former bus driver had to do a double take when looking at his latest invoice. when you saw your bill this month or last month, what was your initial reaction? >> shock. >> reporter: pg&e is now charging 13% more for power. the company says the extra revenue will pay for wildfire prevention work, safety investments, new connections, and clean energy initiatives. securities and exchange commission filings in 2021 show the ceo's earnings topped 50 million. >> i'm upset because i think all the money goes to these guys who run these companies and the rest of the workers in

that company and their clients are getting squeezed. >> reporter: he doesn't have much faith lawmakers are doing anything to help. >> they seem very ineffective. they basically let pg&e go out of bankrupt, helped them stay in business and this is the payback. >> reporter: he's doing everything he can to unplug, but isn't sure how long he can afford to keep the lights on. >> the federal reserve once again decided to leave interest rates at their current 20-year high despite inflation dropping significantly. chairman jerome powell says while they were pleased with the drop to 3.4%, they want to keep going until inflation is down to 2% before they stop dropping interest rates. with most economists predicting that that will happen around may. when we come back, how two teen sisters are delivering messages in a bottle to help fight alzheimer's, the inspiration to make a difference after watching their

let's go back to that breaking news out of san francisco. the chp is investigating an officer-involved shooting on interstate 280. all southbound lanes are closed near the mariposa street exit, just a wall of lights there. drivers are being asked to use alternate routes and now there is no estimated time of reopening. we will bring you the latest details as we get them. more than 6 million americans are living with alzheimer's and an estimated one in three seniors will die

of alzheimer's or dementia. it kills more people than breast cancer and prostate cancer combined. >> alzheimer's can be devastating, not only to the person suffering from the disease, but also the loved ones watching them fade away. i met up with two sisters who wanted to do something after their grandmother was diagnosed with dementia, proving you are never too young to make a difference. 15-year-old charlotte and 12-year-old alexandra share almost everything, a competitive edge on the tennis court, a passion for music, taking care of their chickens and a love for their grandmother, who they call oma. >> we always loved having her here because she was so sweet, so kind. she really loves like nature and the outdoors. >> like in this picture, too, i always remember her amber necklace. i really love that one. she's just very creative. >> the sisters would cherish her annual trip from germany to

visit them over the holidays, but a few years ago they noticed something was different. >> we didn't know what it was at the time, but she would forget our names or mix us up. >> like misplace the utensils. >> or continuously repeat questions. >> their oma had alzheimer's. >> when we said that there's no cure for oma, oma was going to get worse, they didn't like that very much and they wanted to know who's out there helping? >> they remembered the analogy their parents used when explaining what was happening to their oma. >> they used the analogy of a bottle actually and they said people is like memories and experiences are like messages in that bottle and sometimes as you get older over time, the content inside the bottle changes. >> so they got to work making arrangements inside used wine bottles. the girls get their hands dirty working with the plants. their mom tries to keep hers intact. >> i still have ten fingers,

moderate to heavy rain covering most of the bay area. here is the loop on first alert doppler the past couple hours. the heaviest rain is still offshore yet to make its way across the bay area falling across increasingly saturated soils. some spots in the rain shadowed locations you haven't added up a lot of rain so far. it's on its way. the rain is heavy enough to overcome the terrain barriers. the rain will continue to fall throughout the evening. if you were thinking about running some errands, put that off. we'll see scattered showers the next couple days, but the heaviest rain will push to the east by midnight and then we're into the off-and-on shower pattern through tonight and the day tomorrow. at no point can we guarantee dry weather. there will be gaps in between. take advantage of those when you can. the next chance of a shower will be right over the horizon through the first half of the weekend saturday. saturday does look

like the dryest day overall if you have to get something done outside. how much rain on top of what we have already received? this is additional rainfall. futurecast estimates between now and midmorning friday around an inch on top of already saturated soils for the north bay. you've added up more than an inch of rain in santa rosa and there's another inch or so on top of that. farther south santa cruz mountains obviously will maximize the rainfall potential as the atmospheric river tries to climb up and over that particular terrain barrier. even in the rain shadow in san jose talking about an inch or so of total rainfall, closer to that amount in livermore. let's look at total rainfall amounts to this point in this system. again, they are modest, 0.01-inch in san jose so far, other amounts about a third of an inch to redwood city, quarter inch for san francisco and half moon bay and tracking

higher amounts farther north. over 1 inch of rain so far in santa rosa, putting together the update for 6:00. it has been a decent rainmaker to this point and that heaviest rain is still offshore. let's look at the wind energy associated with this. the strongest gusts have been over 60 miles an hour on top of some of the peaks, 40 to 50 miles an hour in lower elevations. the winds will calm down, but it will take another few hours. as the heaviest rain moves off by midnight, it will drag the strongest winds with it. noticeable winds picking up throughout the day wednesday, but nearly as strong as today. fta down the line there's another system that will head our way. this system off the coast of the pacific northwest is the parent storm of the atmospheric river that's been soaking the bay area most of today. there's another one way

out in the pacific. the one that's directing the atmospheric river towards us now doesn't really go away. the next one moves in and they kind of join forces and direct another atmospheric river towards the bay area heading into sunday and monday. the most conservative forecast models estimate 1 to 2 inches of additional rain out of that system with 2 to 4 inches of rain, some of the higher elevations of the north bay and santa cruz mountains. we'll be in for another potential impactful weather system heading into the second half of the weekend and early next week. let's look at the full seven-day forecast. over the next few days the rain isn't going to be nearly as heavy as now, showers, scattered, some breaks in between, but still unsettled and the rain and wind return, a longer stretch of stronger wind sunday into monday. that's my greatest concern at this point, the strong winds potentially knocking down trees because they won't hold onto the increasingly saturated soils as more rain continues to fall. we head towards a couple more

first alert days sunday and monday. at 6:00 we are following the breaking news, the freeway shutdown, having a major impact to an already wet and windy commute, the chp investigating an officer-involved shooting that shut down both southbound lanes near the mariposa exit. we'll have the latest on that update. we're tracking the trouble spots from this atmospheric river from flooding concerns to fallen trees. then later as the 49ers get down to business, the party planning for the super bowl is ramping up big time. red and gold goods are flying off shelves. we'll take you to the south bay business busy making 9er-themed pinatas for the big game. let's go to vern and sports. >> i wonder, how many times has kyle shanahan looked over at christian mccaffery and said
