home of super bowl lviii between the 49ers and the chiefs. this is kpix, cbs news bay area. tesla agreed to a new settlement after eight bay area counties accused the company of environmental violations. a live look outside where we're seeing some rain scattered across the bay area just in time for the evening commute. >> we've already seen significant impacts from the storm, including flooding in sonoma county where crews had to rescue a driver trapped in her car this morning. >> during the storm researchers have been studying the atmospheric river sending all that rain our way. itay hod explains how balloons could help provide more timely and accurate information. >> reporter: it may sound a little simplistic, maybe even inflated, but jerry wilcox and

ross beaudette are taking meteorology to new heights. for days they've been coming to this little hilltop near bodega bay to release huge silicone balloons from the same spot every three hours. field researchers from the scripps institution of oceanography, jerry and ross are storm chasers who investigate a weather phenomenon called atmospheric rivers. >> the weather balloons, when we send them up, we're able to gather a lot of information about what's really going on in the atmosphere during these atmospheric rivers. >> reporter: known simply as ars, they're essentially rivers in the sky that can stretch more than 1,000 miles and can cause intense flooding. last year they ended california's drought, but also created billions of dollars in damages. these balloons are attached to a device called a

radio sond which measures temperature, pressure, relative humidity and wind speed. >> we're essentially dissecting the storm from the surface to the troposphere. >> reporter: these atmospheric rivers are expected to get even stronger as climate change intensifies. >> when you live in a place like california where it's sunny most of the time, water is the new gold, right? where we have to operate the reservoirs as best as possible and the prediction of the weather is at the forefront of that. >> reporter: for jerry and ross, it's about getting the most accurate data possible. >> we have a multitude of different instruments, but the radiosonds, the balloons, are the only ones that do it in realtime. >> reporter: using the simplicity of a balloon. >> three, two, one. >> reporter: it makes weather forecasting a breeze.

>> there it goes. >> 25 california counties, including eight in the bay area, coming to a settlement with tesla over its mishandling of hazardous waste that. lawsuit claims tesla mislabeled its hazardous waste as it was sent to landfills not equipped to handle it. they say this happened at sites all across the state, including in one in fremont. as a result, tesla agreed to pay $1.3 million in penalties and submit to audits of their trash facilities once a year for the next five years. napa is the only city not participating in that suit. tesla settled a similar suit in 2019. tesla agreed to pay fines and make changes how they handle their toxic waste. the company was fined in 2022 for not following through on those changes. a federal judge in oakland dismissed a lawsuit that sought to force president biden to pressure israel to stop bombing gaza. the unusual lawsuit was

filed by palestinian human rights groups and people who lost their familiar in the war. the judge said he did not have jurisdiction over the matter, but he still offered harsh criticism of the biden administration and said israel's actions may amount to genocide. more than 26,000 people have been killed by israeli forces following the october attack by hamas. las vegas is buzzing with excitement over the super bowl and some 9ers fans are taking the opportunity to tie the knot. we'll meet them next. >> last kiss before the nuptials. >> i know. and a bay area bluegrass star is up for another grammy this weekend, how she's keeping her hometown

clouds in between showers. we see all of the above as we look west from salesforce tower, more thunderheads trying to grow in the distance. let's look at what you need to know with another first alert day sunday. it's going to be just shower activity tomorrow and saturday. the next atmospheric river event will arrive sunday, the strength of which is still very much up in the air for the bay area, lingering rain to start the week, maybe finally a break from widespread rain by late next week. now we're tracking off-and-on showers coming at us in waves and more coming at us in san francisco, more moving into the santa cruz mountains, light shower activity in the north bay, but gaps in between. this scenario will repeat the next couple days. futurecast indicates locally heavy downpours, but they don't last nearly as long as last night and they move through. we get a dry batch for a couple hours and the next showers take shape. you need to

be very flexible with outside plans and be ready to adjust. in the sierra the winter storm warning continues through 4:00 a.m. saturday for the western slope, another up to 12 inches of total snowfall, enough to mess up road conditions on u.s. 50 and i-80. they are in for a lot more snow with the next system over the weekend into early next week. check out the high temperatures from today, between showers got up to close to normal, mid- to upper 50s and low 60s, everybody within a degree or two on either side of average for this time of year. slightly above average temperatures tonight with the intermittent cloud cover and intermittent shower activity, 40s on the map pretty much across the board by early tomorrow morning. tomorrow's forecast highs reach a little short of average for this time of year, steady decline in temperatures the next few days. the 60s on the map tonight, don't think we'll have any tomorrow, closest 58 degrees in san jose. otherwise mostly in the mid-50s, doesn't matter if you're bayside, along the

coast 54 degrees in half moon bay, or farther inland. pretty much everybody is in the middle portion of the 50s. let's look in more detail at the next rainmaker that heads our way with a look at our seven-day rain chances which are there friday and saturday, but it's hit or miss stuff, not a guarantee of rain. the rain chances really spikes early as saturday night, but much more likely sunday into sunday night with lingering rain monday and lingering showers still possible tuesday, wednesday, even into thursday next week. whether or not this is going to be categorized as an atmospheric river is the part of the forecast that's still up in the air for the bay area. there's going to be an atmospheric river. it's where it's directed at the california coast. one of the forecast models says the strength of the next atmospheric river is going to be almost identical to the one yesterday and last night. a different forecast model is telling a different story saying it's going to be a much weaker event with the bulk of

the rain and wind energy really being directed farther down towards the central coast and southern california. either way we're likely to get additional rainfall in the bay area. the most likely scenario over the next seven days, we're talking about 2 to 4 inches of rain across the bay area with more than 5 inches of rain in the santa cruz mountains. this is more evenly distributed than the usual pockets of heavy rain we see in the north bay with rain shadow effect because the direction the rain comes from and the uncertainty with how the system will behave. this is not the final forecast for the weekend. be prepared for rain and wind, rain lingering into monday and back to our showery pattern tuesday and wednesday, maybe even thursday. if there's one day we're hoping to remove the raindrops, it would be thursday. you got to wait a week. >> thanks, paul.

coming up at 6:00 one storm down, another atmospheric river on the way and a good amount of damage to clean up around the bay area. from flooded roads and vineyards to fallen trees, cutting off power to neighborhoods for hours, we are tracking some of the trouble spots before the next round moves in. plus we talk a lot about the dedicated 49ers fans, but this takes it to another level. meet a south bay fan who is scheduling his life saving treatments on the road so he can cheer on the team, how the 9ers have helped him through a health crisis. that story and more coming up at 6:00. let's go to matt to find out how the 9ers are getting down to business before the big game. >> yeah. they return to the practice field thursday, make final preparations before boarding a flight to vegas on saturday. nick bosa will be ready. he's already been scouting the chiefs offensive line. he's got some thoughts. >> reporter: anything stand out when you watch them?

>> they hold a lot. >> that's a plus analysis. the chiefs will do everything they can to get away with slowing down number 97. bosa is coming off a huge game in the nfc championship. he sacked jared goff twice sunday. he'll play a big goal getting the team ready next weekend. bosa has been tasked with giving the team a pep talk the saturday before games. kyle shanahan says he really wasn't too comfortable with it at first. >> it's funny how guys who are so confident in everything they do, they're just not to always speaking in front of groups. etch used to tell me that was the most nervous he'd be throughout the whole week. he started getting nervous about it on wednesdays. >> i don't remember the first time, which is surprising. i usually remember traumatic experiences. >> thanks for doing that, by the way. i've gotten better at it. i'm not as nervous anymore. he's really good at it. everything he says he thinks through. nick doesn't waste words. he doesn't use many of them. >> no. it's been good for me.

i've kind of enjoyed kind of dealing with the stress and kind of facing something that i'm not used to. >> brock purdy might also have a few things to say to get the guys ready for next weekend. from mr. irrelevant to super bowl starter, purdy will look to bring the lombardi back to san francisco the first time since 1995. 49ers ceo jed york spoke to the media today and revealed shanahan knew purdy was the guy dating back to last season's training camp. >> he's like i think our third string quarterback's our best quarterback. i'm like okay. i'm like what does that mean? he said well, obviously we've invested in trey, like trey's doing a good job. we're not going to change that or change the depth chart, but like i think brock will end up being our quarterback at some point. >> well, he was right. around the league a former 49ers coaches returning to the nfl, jim harbaugh was introduced today as head coach of the l.a.
