♪ please open the ♪ >> what a night. some of music's biggest legends take the grammy stage while taylor swift makes history and a surprise announcement. good morning, and good to be with you. i'm anne-marie green. we're going to start with the weather today. millions of people in southern california are under a state of emergency as heavy rain, powerful winds, and potentially life-threatening flash flooding is drenching the region. evacuation warnings and orders have been issued for mountain and canyon areas in southern california including los angeles and santa barbara counties. the santa barbara airport was closed due to flooding. strong winds and heavy rain brought treacherous conditions to the coastal city of ventura where freeways and streets were flooded. wind gusts topped 60 miles per hour in some places, knocking down trees and power lines. close to a million people lost

power. heavy snow fell throughout the sierra-nevada where drivers were told to avoid mountain roads. forecasters are warning of possible hurricane-force winds, flash flooding, and mudslides. southern california's coastal and valley areas could see up to eight inches of rain with 14 inches possible in the mountains until tomorrow. after a weekend of retaliatory strikes, the u.s. is warning iran-backed militias the attacks will continue as long as they target american troops. the latest strikes coming saturday against the houthis in yemen which are now vowing to retaliate. cristian benevides reports. >> reporter: the u.s. says there are no plans to scale back its response against iranian-backed militia groups after carrying out a series of air strikes along with the uk over the weekend targeting the houthis in yemen. this followed other air strikes in iraq and syria. >> what happened on friday was the beginning, not the end of our response.

>> reporter: the u.s. is walking a fine line, careful to avoid hitting any targets inside iranian territory. >> we don't want to go to war with iran. that, by the way, is an objective that iran shares. they don't want to go to war with us. >> are the air strikes working? >> yes. >> reporter: the escalation comes amid republican criticism that the biden administration waited too long to respond to the initial drone strike on a u.s. base in jordan that killed three american soldiers. >> you want to do this in a deliberate way. you want to carefully select targets, make sure that all the parameters are in place to have good effects. >> they keep saying they want to, you know, retaliate, but then they say it's about deterrence, then they say it's about diminishing capabilities. those are all different goals and objectives, and they're not doing any of those. >> reporter: this comes as secretary of state antony blinken is traveling to the region for a series of diplomatic meetings. blinken has planned stops in saudi arabia, qatar, egypt, israel, and the west bank.

cristian benevides, cbs news. after months of negotiations, a bipartisan group of lawmakers released the details of a new immigration agreement to enhance border security. the measure also includes funding for ukraine, israel, and gaza. naomi ruchim is joining us now to break down the plan and the opposition that it's already facing. good morning, naomi. >> reporter: good morning. while the bipartisan proposal has the potential to bring groundbreaking change to the american immigration system, it would have to pass the sharply divided house of representatives. the deal stages a major aboutface for the president who just three years ago said he would dismantle trump-era border policies. three u.s. senators along with white house leadership have announced their long-awaited plan to fix the nation's broken border system. the bill considered an overhaul of american border policy gives the president far-reaching powers to effectively shut down the border during spikes in

illegal immigration. it would also make it harder for migrants to pass initial asylum screenings and ramp up deportations. though the bill has bipartisan support in the senate, its prospects in the house are grim with house speaker mike johnson saying the proposal would be dead on arrival. in the border town of eagle pass, texas, on sunday protesters gathered to demonstrate against current border policy. a group of republican governors joined texas governor greg abbott in his call for tougher security. >> if somebody makes it across the border illegally, the president has the responsibility imposed by congress to detain any illegal immigrant who's come here. >> reporter: independent arizona senator kyrsten sinema, who helped craft the bill, urged compromise. >> members of the house including speaker johnson will have had ample opportunities to read, understand the bill, and ask questions, and watch our debate in the senate.

and then they get to make a choice. >> reporter: though approval hangs in the balance, if passed the bill would be the first major update to the u.s. immigration system since the '90s. the $118 billion package includes $60 billion in support for ukraine and $14 billion in security assistance for israel. $10 billion would provide humanitarian aid for civilians in conflict zones, including ukraine, gaza, and the west bank. senate majority leader chuck schumer is calling the senate to act quickly and plans to schedule the first vote on the measure for wednesday. anne-marie? >> all right, thank you so much. now to music's biggest night. it was a big night for women, sweeping all the major categories at the 66th grammy awards. taylor swift had a historic win while a legend made her grammys performance debut more than 50 years after her first album was released. cbs' amanda starrantino joins us
