we begin tonight in contra costa county, where regulators are celebrating what they are calling a landmark victory for public health. good evening, i'm elizabeth cook. today the bay area air quality management district announced a pair of settlements with the chevron refinery in richmond and the mrc in martinez. >> when we speak about environmental justice, this is the furtherance of supporting communities of color. at some point, we have to say enough is enough, and that we have to put in rules and regulations. they support those people. >> now as a part of the settlement, each company has agreed to meet stricter emission standards by 2026. both companies will also drop lawsuits, challenging those standards. our katie nielsen spoke to one martinez resident who says she's not sure if it will make a difference. >> reporter: this refinery in martinez processes more than

150,000 barrels of crude oil every day. just behind the smokestacks are neighborhoods, where residents say it's about sometime something changed. every time i plant, i'm always hoping that it'll be okay. but always, i never know. >> reporter: one of heidi taylor's favorite thing about her house in martinez is the space for a garden. now there is always a lingering concern, like what are we breathing? what are we eating? >> and their house is literally in the shadows of the refineries, but also walking distance from downtown with plenty of space for herbs, veggies, and lemon trees. >> nobody wants my lemons. not living in martinez. that's the sad thing, you know? what do you do? >> reporter: she is worried about chemical air. >> and end of story. >> reporter: and that is what the settlement is all about. the air quality management

district requires the refineries to cut down on particulates, released during the refinery. they tried to block the new rules. and now they settled. they are also paying the largest settlement in history. >> when we started hitting companies in the pocketbooks, that's when they really start to realize that they have to start making changes or it will affect their bottom line. >> reporter: the council member in the city of richmond and they say this settlement is a good first step in holding corporate polluters accountable. but there are others in the area that still need to be addressed. >> and there are conversations about the rules and hopefully at the end of the day, our community is the one that wins. >> that level of change that nearby residents say is needed the most. >> i'm not going to just pack up and leave. i am going to

hold that refinery accountable. >> reporter: now under the settlement agreement, both refineries have until the middle of 2026 to make those reductions to particular pollution. now we reached out to the refineries for comment and chevron responded with a statement saying they are committed to working with agencies like the baa. however, we remain concerned that the rule making process is fundamentally broken, and believe it is another example of how california policies have led to a hostile business environment for manufacturers. and chevron is also paying a $20 million fine for more than 600 other violations at the refinery, and will be taking a series of measures to reduce flaring. chevron reported flaring at the refinery. they say it is no longer flaring with no public health risk. turning to the peninsula

where we are learning more about four people found dead inside a san mateo home. police are investigating this case as a murder suicide. investigators say a man and woman were found with gunshot wounds inside a bathroom. they also found a gun and loaded magazine they believe was used. two children were found dead inside a bedroom, but they did not have gunshot wounds. the victims were discovered by police while doing a welfare check at the home yesterday. >> by this time, it can be, we can't conclude which person was the shooter or which person was possessing the gun until the autopsy was completed and we do all those findings. >> san mateo police says this appears to be an isolated incident, but the motive is still under investigation. tomorrow, a portion of the pacifica pier will reopen to the public. crews shut it down

back in december after high tides and large waves damaged the concrete railing there. the chopper flew over the pier earlier today, still blocked you have a, but they will open half of the main pier deck on wednesday. our last dry day before another series of storms arrive here in the bay area. a live look outside right now. some gray skies. kind of threatening clouds there in the distance. first alert chief meteorologist paul heggen is tracking the rain for us. paul? >> we still got a dry night in stored for us before the initial rain chances move in tomorrow. let's take a look at doppler with the satellite imagery thrown in as well. the loop over the past several hours shows a lot of cloud cover over the pacific, which will make it closer to us. some hints of moisture making their way towards the coast, all evaporating on the way down. that won't be the case tomorrow. let's track the hour-by-hour rain chances there, good rain by late morning. continuing into early afternoon and into drive times tomorrow evening. that's really when the rain chances

are going to be peeking around san francisco and oakland. right around the peak of the wednesday afternoon and evening rush hour. that's why tomorrow is a first alert weather day. we are not expecting any damaging weather tomorrow, either from the rain or gusty winds. but it's going to be inconvenient for that afternoon, evening commute, and the rain is going to make its way farther and farther inland. san jose rain chances are peeking around after the sun goes down. a decent rainmaker. this is not associated with the atmospheric river of any sort. that changes over the weekend. back-to-back atmospheric rivers, yes, again, will impact us for presidents' day weekend. i'm tracking those in our forecast. i'm anne makovec with a new candidate in the race for san francisco. mayor mark farrell served as mayor after the sudden death of ed lee in 2018 and never ran for the job in the oakland election until now. he was a supervisor for seven years, and he says that if he is voted mayor, he will replace the police chief. clear all large camp encampments,

fixing the city's economy and lift san francisco from what he calls being the butt of jokes across america. >> i will not allow public safety budgets to be compromised or slashed because of mismanagement. it is the number one responsibility of our city government to protect our residents and our number one commitment as your mayor. >> in addition to current mayor london breed, the other top contenders for supervisor. they think farrell might veer to the right, but the results are unclear. >> to know that the city still has a cloud over it doesn't help the mayor. that is harder

to prove . >> thank you so much. a live look at san francisco's city hall tomorrow. the city will mark 20 years since the winter of love. there's a shot at the city there. a gorgeous day. they would call on local issues for marriage licenses. the first were issued on february 12. and thousands of couples, they tied the knot over the next month. tomorrow, nearly 200 couples plan to get married at city hall as a celebration of love. tomorrow as you know is valentine's day. all over the bay area. love is in the air. but also scammers are taking advantage of singles looking to find their match. >> and to scrape facebook and other social media sites to get appropriate information. so

divided gop lawmakers. >> this is about whether we spend it across the ocean or whether we spend it in our country. >> this legislation would send a strong message to putin that his goal of capturing free democratic nations will not be allowed to succeed. >> where the bill goes from here remains unclear. the house speaker says he won't consider security package that does not include the southern border. >> we have to do our job. >> reporter: speaker mike johnson stood his ground on his way to the house chamber. >> it's the national security again with the border security. that is my comment since late october and my comment today. >> reporter: the provisions to boost border security had to be stripped from the bipartisan senate bill last week after a growing number of gop lawmakers including speaker johnson said they did not go far enough. >> meanwhile house democrats

have signaled they are discussing ways to potentially force a vote if they don't bring the bill to the floor. breaking news out of congress right now, in a second attempt. the gop-led house voted to impeach homeland secretary alejandro mayorkas over his handling of the u.s.-mexico border. a similar vote failed last week. republicans were able to come up with the necessary votes with majority leader steve scalise's return from cancer treatment. mayorkas is the first cabinet official impeached since 1876. still ahead the man charged with stealing a small plane from a bay area airport heads to court. what we're learning about the suspect. and a california coastal community at risk of being cut off from the rest of the world. and another series of storms is on the way. plus we'll hear from the 49ers as they return to levi's stadium and a look ahead to another run at the super bowl. all right, this is

and the full squad gets together a week from today, liz. for sports, it's a nice little transition from football. it never stops. >> ending on the high note. a lot to look forward to. vern, thank you. well, tuesday in new orleans is the nation's largest and best known mardi gras celebration. many of them wearing colorful outfits. and they rolled through the historic neighborhoods. here in san francisco, people are also out celebrating ash wednesday. it's a look at the carnival festivities happening in the mission district with several events going on tonight that will include live drummers, dance performances, of course, it's not a party without music, right? a powerful winter storm dumps fresh snow in the northeast including new york city. check this out. more than three inches fell in central park. you don't see that every

day. people enjoy walking their dogs in the blanket of snow and some folks decided to have snowball fights or start building the snowman because why not? meanwhile southern massachusetts also dealing with the cold white stuff. check out the slushy conditions. it was hit with intense wind gusts and rough waves. some parts saw as much as eight inches of snow and some power outages. back here in monterey county, 50 people are trapped along the big sur coast because landslides have cut them off from the rest of the world. there is no way in and no way out. crews have already been fixing the roads after landslides from late last year. >> and that's what this place is. they are really great for it and pushes people to immerse themselves in the future and

survive. we will become big survivors in that sense. >> and very zen with the whole thing. caltrans has been helping folks get supplies in and out of the area, but with more rain in the had forecast. there is a risk of even more landslides in that area. speaking of the rain, first alert chief meteorologist paul heggen is coming in now. you know, are we going to get -- is it going to be as intense as weeks prior to this? >> the rainfall could be as intense, so that had really brings in the threat of landslides and debris flows. doesn't look like it will be as intense as what we had in the first weekend of february. and that is still a few days down the line. and they will bring rain to the bay area, the preview of the coming attractions, as they would get closer to the coast. it will spark widespread rain across the bay area tomorrow and that is why tomorrow is a first alert weather day. it is just going to be inconvenient for the afternoon and evening

commute especially. allow the extra time for that. exercise that option rather than deal with the conditions on the road later. but we will be dry this evening, the chance of a passing shower for the section of the north bay into early tomorrow morning. but it won't move everywhere until late to mid-morning and the rest of the bay area until midday and the afternoon. first showers are reaching san francisco right around 2:00, 3:00 with the heaviest and steadiest rain, coinciding with the peak hours of the commute on wednesday afternoon and evening. that's going to make just a mess of conditions on the roads. this will be a quick hitting system before the sun will go down or midnight wednesday night. those will give way to lingering clouds and a pop-up shower on thursday. but the bulk of the rain will fall on wednesday evening. half an inch of total rainfall and a few spots that may overachieve on that and pick up over one inch of total

rain, but that's not enough to lead to significant flooding threat. and the rain shadows are showing up for a little over a quarter of an inch. but over one inch of rain likely in the santa cruz mountains. again not enough to lead to any significant flooding threat. and a brief burst of gusty winds. and the winds will gradually pick up 15 to 25 miles per hour at noon with the strongest winds occurring with the heaviest rain. some 30 to 40 miles an hour gusts, even the forecast models, indicating the potential for a few 40 plus miles an hour gusts along the coast. a far cry from the gust a week ago on sunday. we'll keep an eye out for any potential problems, but they should die down pretty quickly into thursday morning. as we

head through presidents' day weekend, challenging travel conditions, easy for me to say. and for this holiday weekend. they. and the first of a couple of atmospheric rivers headed our way on saturday. and they will add all of that over the next seven days. and they estimated a pick up of two and a half inches of rain over the next week for the bay area. and the santa cruz mountains, it will be in excess of five inches total. and that it will be enough to lead to the potential for the localized flooding. and the atmospheric river on sunday night into monday. right now temperatures are in the 50s, it's been nice so far. temperatures tomorrow won't be the problem. it will

be that rain for commute time. take a look at the forecast highs, they will reach up to pretty much what's normal. and reaching up to the low 60s, but it will be a little cooler along the coast. upper 50s for san francisco. and mostly upper 50s for the north bay as well because you'll have the thicker clouds earlier with the rain chances moving in faster than everyone else. check out the seven-day forecast, it's a wet one even when we see a few lingering showers on thursday giving way to dry conditions on friday with a four-day stretch of good rain chances on saturday and sunday, especially late in the day on sunday, continuing sunday into monday with the wind potentially kicking up as well, continuing into tuesday of next week. it's going to be busy around here beginning with our first alert day tomorrow. >> no rest for the weary. thank you so much. for the bay area all the way to guam. flight attendants say they have had enough. why they stage protests at airports

the man accused of stealing a small plane pleaded not guilty today. he was arraigned this afternoon in san mateo county. the florida man stole the plane last week. he landed the plane 25 miles east. a preliminary hearing is set for later on this month. from guam to atlanta to sfo. thousands of frustrated flight attendants hit the

picket lines earlier today. what's being called the day of action. they are demanding better pay, retirement benefits, flexible schedules. the unions also want flight attendants to be paid for all their time working. most are not compensated for time spent waiting between flights in the airport or even time boarding the plane. >> and most of us are in contract negotiations right now. and we need to have progress. some of us have not had contracts or raises for the last five years. it is really important that we show our solidarity because all airlines are in the same boat. we are fighting corporate greed. we need a livable wage, and we need to get paid for all hours of where they work. >> sfo says the demonstration did not impact airport operations. up next valentine tine's day is the time for romance and scams. how you can protect yourself. >> there's been 18,000 new
