starts right now. an unprecedented crisis at the border and the legal system is struggling to keep up. now some controversy over a new immigration court in the east bay that's helping pick up the slack. >> americans are ticked off that this does not resolve. >> reporter: with congress frozen on immigration, a new bay area court is helping the massive backlog with concern for the people whose cases will be heard there. >> we want to make sure that we also get an equal expansion of resources for these immigrants. >> reporter: wednesday is a first alert weather day as a quick moving storm system that will make a mess of the afternoon and evening commute. we're tracking the hour-by-hour timing in the first alert forecast. how former san francisco mayor is shaking up the race to unseat london breed who he is already talking about firing. and how the negative headlines about crime may actually be helping the city get more police on the streets. >> the conditions in the city and people wanting to make a difference have inspired people to become applicants. >> the moving boxes are out for

the 49ers as fans tried to mend their broken hearts. on this day before valentine's day, we are finding a lot about living in the bay. >> you just keep going. don't let them get you down. hello, i'm sara donchey in for juliette today. we are fast approaching an election. immigration is always a hot topek. once again at the forefront of the political conversation. it is an issue that is not always immediately visible here in the bay area, but the his forric surge of border crossings and the backlog of cases have become a big problem. now a new court is opening in contra costa county to help deal with it all. the numbers are staggering. u.s. officials process more than 300,000 migrants at the border with mexico in december. and that is the highest monthly tally on record and arrests are up too. and there were more than three million active cases said to be heard by immigration courts across the country. and there is a stalemate in

congress to do anything about it. today the senate passed a major foreign aid package without the extra border security measures that biden wanted. this week a new immigration court opened up in concord. it will take cases for 10 counties across northern california and the central valley. until now the bulk of cases have been handled in san francisco. jose martinez has a new look at how halep and concerns on whether there will be enough legal support to navigate the person. >> reporter: edwin rodriguez has lived in concord since he was 17. he was a part of a group that rallied outside courthouse on opening day. doing volunteers with a non-profit providing free legal services to immigrants. entering a plot five years ago after moving here from guatemala. he tells me that i

arrived here with my brother and he was deported. so he would stay here alone. battling a legal process that ended with a positive outcome. he says thank god i was able to find a lawyer. now my process is completely different since my asylum case was approved. his case is just one of many that will not be processed in this new immigration court in concord where at least 21 new immigration judges started boricking on cases this monday. >> the government is currently trying to expand the immigration courts and hire many more judges and attorneys to deal with all the cases that are coming in. judges have dockets of thousands of cases. >> the immigration court system is just overwhelmed, based on

millions of migrants crossing the border and over 700 judges hearing cases nationwide. >> the last fiscal year, the courts completed half a million immigration court cases, which is really an astonishing number. but at the same time, they received more than one million new cases. >> reporter: that's why the department of justice is opening new offices in areas where migrants are settling in like concord. but some advocates are skeptical of the new court system, saying it leads to faster deportation with due process. >> we want to make sure that we also get an equal expansion of resources for these immigrants to be able to get legal representation in immigration court. >> that's why he joined them in this effort. he says i'm here to help because we need to continue supporting all those moving here. and he tells me he's going to get working and to bring more information to other migrants, so they can at least get the legal support

they need before going to these meetings. >> immigration attorneys are worried that people might end up missing court and being deported as a result because they might not have been told their cases were transferred or that their hearing dates were changed. a major settlement reached by two east bay refineries. the chevron refinery in richmond and martinez have agreed to drop their lawsuit against the air quality management district. the agency requires them to cut down on particulates released during the refinery process, but the refinery sued trying to block the new rules. today they settled. >> when we speak about environmental justice, this is a furtherance of supporting communities of color. at some point we have to say enough is enough. that we have to put in rules and regulations that support those people as well to have clean air and an outcome in life. >> as part of the settlement, each company agreed to stricter emission standards by 2026 and will have to drop lawsuits

challenging those standards. chevron paying a $20 million fine for more than 600 other violations. and they will be taking a series of measures to reduce flaring. people living near the martinez refining company say they are worried about chemical contamination. one woman can't share the food she grows in the garden with other people. >> nobody wants my lemons. i'm not living in martinez. that's the sad thing, you know? what do you do? >> reporter: this is the best place i have ever lived. and i am not going to just pack up and leave. i am going to hold that refinery accountable. >> the refinery in martinez handles more than 150,000 barrels of oil each day. we reached out to the companies for comment. chevron sent us a statement saying they are committed to working with air quality agencies to improve air quality, but they also told us they remain concerned over the bay area air quality management districts, rule making process calling it, "broken." and an update to a truly tragic story out of san mateo.

we are learning police are investigating four people found dead inside a home as a murder-suicide. investigators say a man and woman were found with gunshot wounds inside a bathroom. they also found a gun and a loaded magazine they believe was used in that case. police say they also found two children dead inside a bedroom. they said the children did not have gunshot wounds though. the victims were discovered by police while doing a welfare check at the home yesterday. the motive is still under investigation. the newest candidate is familiar with the job. >> we see the results of leadership that failed us. mark farrell -- >> public safety has never been a bigger concern. the conditions of our streets have never been worse. so i believe i'm the only candidate with the right experience, the right policies, and most importantly a track record of effective leadership inside city hall. >> farrell also wants to reopen

all of market street to cars to make it easier for people to visit downtown san francisco. he joins a growing list of candidates including incumbent mayor london breed. also running for mayor is supervisor and philanthropist daniel lury. mayor breed is touting all the reasons she should keep her job. the mayor gave a first year progress report to revitalize downtown. she highlighted $20 million to help small businesses. the launch of the vacant to vibrant pop-up program to drop people into downtown and jump starting efforts to transform the office space into housing. she also says the city had the lowest crime rates last year in a decade other than 2020 during the shutdowns. one of the things breed wants to do is to recruit more police. her budget funds 220 new officers to get the force back to the full standings. lezla gooden got to see one of the new classes in action and learned the negative perception about crime in the city was a major motivator for a lot of

these recruits. >> reporter: class, attention. >> reporter: meet the san francisco police academy class 282. this is the highest turnout that they have seen since they began. >> you're going to see what they are doing before you go out there. >> san francisco currently needs 500 police officers to meet the city's demand. these cadets are helping them reach their goal. they will train inside and outside the classroom. >> and into that car, is that your vehicle? >> no? >> reporter: helping to train them is captain sean perdamo. a police captain at the academy. >> i'm sorry, sir. a wider step, please, sir. 55 please respond. i'm going to need your assistance. >> reporter: and they are on track to graduate. more recruits this year than previous years in the pandemic. >> so we do have a recruit that is currently in the academy that has noticed the decline and the quality of life issues

in the city and his relative was a crime victim. he stated that was one of the number one reasons why he applied to become a police officer. >> reporter: he attributes the increase in interest to several factors. >> increasing the applicants to the police department and the public perception has influenced how many people do apply. and i also think that the conditions in the city and people wanting to make a difference has inspired people to become applicants. >> reporter: now the police academy's goal is to have a total of 100 recruits by the end of 2024. that the momentum will continue and they could meet it. >> the starting salary for sfpd officers is $120,000. one of the highest in the bay area and the country. but public safety is sparking some fighting words in city politics. candidate mark farrell says if he is elected, he wants to fire police chief bill scott and hire someone who is, "more aggressive.

>> and they are demand better pay and flexible schedules. at sfo, they said many have not had a raise in five years and should be paid for all the hours they worked. most aren't paid while they wait between flights at the airport or for time spent boarding the mane. >> we just want to make sure that management will get that message that we need a livable wage, that we need to be respected for the contribution that we made during the pandemic that brought them success that they would have today. >> pilots, first officers, baggage officers joined them in support. the demonstration did not impact airport operations. and a powerful storm in the northeast is bringing a lot of snow. it is hard to tell, but this is central park in new york city. about 1,500 flights across the country are canceled today because of this. they say more than 60 have been delayed

at sfo. tomorrow is a first alert weather day here in the bay. we've got the first of the series of storms moving in. chief meteorologist paul heggen has been preparing us for that. sometimes we brace ourselves for extremes. that's not the case right now, right? >> no, this will be an inconvenient weather event as opposed to something more impactful or threatening. we will have locally dense fog to begin the day tomorrow. they indicate that in a fairly narrow time frame and continue through sunrise. the green showing up in the hour-by-hour chart that will indicate the first light showers arriving by late morning and more widespread rain in the afternoon. they will coincide to track the hour-by-hour forecast with the rest of the bay area coming up in a few minutes. still ahead, 49ers will clean out their lockers to give some parting words as they look ahead to next season. >> this is happening for a reason. it is all part of all of our stories. >> and cheer up niner fans. on

many piers were closed after the high tides and huge waves of everybody watching, tearing a part of it to shreds. keeping an eye on it as they could close it again if they had to. and that is the reality in which we live now. the good news is this next storm is not that, but we'll have a lot of rain afterwards. and it will be inconvenient for threatening. obnoxious rain. we'll need to call it that. but we do need a rain. >> and the midwinter rain will be inconvenient for the commute. just beneficial rainfall this weekend. maybe not as much. of course, it's

happening on valentine's day tomorrow, which may not exactly jog with whatever plans you have including if you are heading out for a dog walk tomorrow. and take a look at the dog walking forecast, and wish you a happy valentine's day. they are all ready to go. but where they live in the north bay, that's where the rain is going to arrive first. it will intensify as we head towards late morning into the afternoon. that rain is sweeping across the rest of the bay area throughout the rest of the day. let's take a look at what you need to know looking towards the golden gate. and rain tomorrow, windy at times. but this is not going to be a hugely impactful system in terms of wind energy either. few lingering showers thursday, but the late week break for the action will carry us into friday and then back to back atmospheric river on saturday and saturday evening when the first one will arrive and then another longer lasting surge of moisture is going to move in late sunday and continuing for monday. possibly even tuesday. and the longer that rain will fall on saturated ground, the more localized flooding will be a concern with more rain in the

forecast. really the duration of the seven-day outlook. take a look at futurecast through tonight. there is a chance of passing shower for the north bay. but the bulk of that will miss us to the north. rain chances will increase as we head into the afternoon. the latest forecast models have slowed things down just a little bit, but they still push the heaviest rain across the bay area right during the peak of rush hour on wednesday afternoon and evening. that is why tomorrow is a first alert weather day. a quick hitting storm system that will move out quickly. just a few lingering showers tomorrow night into thursday. a couple of those will be dotting the radar off and on on thursday and more miss than hits. maybe you'll be able to get that done on thursday before we dry out on friday. again, a typical midwinter, just really quickly in and out kind of system. so anywhere from a quarter of an inch to about three quarters of an inch on the high end if you overachieve. they say close to an inch of rain for downtown san francisco. the exact placement of those stripes of heaviest rain with this quick

hitting storm system. and maybe less than a tenth of an inch of total rainfall. you'll make up for that with the subsequent round of rain headed our way. in terms of the rain, they will pick up around noon and continuing into the afternoon. but the strongest gust will accompany the heaviest downpour. and especially along the coast, but not nearly as strong or as long as lasting as those blustery conditions that we've had with the atmospheric river a week ago or sunday. this will be a snow maker with a few inches of snow. over a foot of snow at the highest elevations with a winter storm warning in effect. add up the numbers through presidents' day weekend and travel will be tough along u.s. 50 and i-80. they will be adding up a feet of snow as the rain chances heading into the bay area. a chance for rain on saturday. then the next one will be heading our way on sunday and monday as you add them all up. over the next seven days, we are talking two plus inches of

rain even in the rain shadow locations. look at the high end, over eight inches anticipated according to the weather prediction center estimates for the santa cruz mountains. a lot to keep our eyes on. a quick check of today's forecast. high temperatures to get you ready for valentine's day where you wait for the rain longer. and inland in the east bay, not as much along the coast. mid-50s for half moon bay and upper 50s for san francisco. and more quickly and keep a lid on how much your temperatures warm up. and more rain late sunday into monday and more rain on top of that. and more of that rain that will fall on the ground that they could not hold it. we will need to worry about flooding and the potential for more trees coming down because they couldn't hold on to the soil.
