i'm shanelle kaul in new york. a hearing will begin today in london to determine whether wikileaks founder julian assange will be extradited to the u.s. on spying charges. he was indicted in 2010 on charges over wikileaks' publication of classified documents. a haitian judge investigating the 2021 assassination of president jovenel moise has indicted dozens, including moise's widow, the country's ex-prime minister, and its former chief of national police. 11 suspects already face charges in the u.s. tied to the killing. and after rain pushed the race back to monday, william byron edged out the pack amid multiple major crashes to win the daytona 500. for more, download the cbs news app on your cell phone or connected tv. i'm shanelle kaul, cbs news,ew

it's tuesday, february 20th, 2024. this is "cbs news mornings." california misery. another day of drenching rain and powerful winds walloping an already soaked west coast. tens of millions under weather alerts. president biden considering new sanctions against russia following the death of opposition leader alexei navalny. and he's hoping it will push republicans to approve ukraine aid. and growing fears. the israeli military uncovers video they say shows a family just hours after their kidnapping. well, good morning and good to be with you. i'm anne-marie green. we start with nearly all of california under the threat of dangerous weather due to another atmospheric river slamming the west coast. torrential rains, snow, damaging winds, and possibly tornados are expected in this multi-day storm, bringing threats of

severe flooding and mudslides. this is the second batch of storms to hit the region in recent weeks, leaving little time for rain-soaked hillsides to dry out. dina demetrius reports from los angeles. >> reporter: this creek in santa barbara county is now a raging river after intense rains, flooding a bike path and tearing away some pavement. >> we're counting up to 6 inches of rain in the foothills. >> reporter: that means into the city of santa barbara where sandbags are protecting properties. a property was shut down. rescue responded to a scene after the cbs news crew saw a body in the water and had to shut down. >> whether this person was walking near a creek or living in a creek or tripped and fell in. we don't know at this point.

>> reporter: the storm also toppled trees in the area. in alameda county, parts of route 84 broke off. farther south there was more flooding in ventura county. >> the roads are very hazardous, plus there's flooding in the low-lying areas. again, we like to urge people to stay off the roads if they can. >> reporter: a landslide destroyed a home and cars in a los angeles neighborhood. almost 40 million people are under weather alerts with more rain in the forecast. dina demetrius, cbs news, los angeles. outrage continues to grow over the sudden death of russian opposition leader alexei navalny. but president biden says he's unsure if the furor will move house republicans to act on about ukraine aid. u.s. defense officials warn that ukryukraine cannot sustain its t against russia's invasion without it. cbs's jarred hill joins us this m morning from new york with that story.

jarred, good morning. >> good morning, anne-marie. president biden isn't sure but he's hoping that navalny's death will nudge house republicans to pass more aid to ukraine in the fight against russia, awl the while the white house is considering steps of its own to punish the kremlin. this morning growing international outrage over the dearth of opposition leader alexei navalny. at the white house president biden is weighing new sanctions. president biden blaming navalny's death on russian president vladimir putin. he also told reporters he's not sure if navalny's death will persuade house republicans to act on a senate-passed bill that includes billions in aid to ukraine. president biden even said he's willing to speak with house speaker mike johnson to discuss ukraine aid. johnson spent presidents' day in florida meeting with former president donald trump who's openly opposed to the bipartisan senate bill that included funding for ukraine and border security. yesterday trump broke his silence on navalny, writing on social media, the sudden death of alexei navalny has made me

more and more aware of what's happening in our country. gop rival nikki haley is ramping up her attacks on him with regard to russia in recent days. >> i don't know why he keeps getting weak in the knees when it comes to russia. >> reporter: this week marks two years since russia's brutal invasion of ukraine. the pentagon warns ukraine absolutely needs more aid and the country is running loi on critical supplies, in particular ammunitions. speaker mike johnson has refused to bring this vote up in the house saying he won't be, quote, unquote rushed. back to you. >> all right, jarred hill in new york, thank you. alexei navalny's widow is speaking out, accusing vladimir putin of killing her husband and hiding his body. yulia navalnaya ya vowing to

continue her fight. they've been asking to see his body for days. his widow accusing them of hiding his body to cover up a crime. russian investigators say they will hold it for at least two more weeks for examination. and israel has given hamas a deadline to return hostages by the start of ramadan next month or face a ground offensive in the city of rafah near gaza. that's where 1.5 million are sheltering. over 100 are still being held in captivity. cbs's holly williams reports on newly released video showing the vivas family in the first days of the war. >> reporter: israel's military released this video showing a family the same day they were kidnapped october 7th, being moved by the militants. the baby was 9 months old at the time, the youngest hostage, taken with his 4-year-old

brother and their parents. in november as hamas released over 100 hostages during a seven-day cease-fire, the group claimed she and her two children had been killed in an air strike. but the militants haven't shown any proof or handed over any bodies. despite mounting international criticism, israel's prime minister benjamin netanyahu seems determined to launch an offensive in rafah. he vowed to puppish the militants who took the family. >> we will bring these kidnappers of babies and mothers to justice. >> i say give them what they want. just bring me back my family. >> yifat zailer is a cousin. we spoke to her before the new video was made public. so you're in a kind of limbo. >> for me and my family still, they're still very much alive

hold on, hold on. let me get you guys out of there. >> a florida deputy sprung into action to save a mother and her two daughters trapped in her car after a motorcyclist slammed into them at more than a hundred miles an hour. >> i remember the impact and everything and i just hear my daughter ariele screaming like bloody murder. i remember honking the horn to let him know i'm here. >> he will always be our hero. >> deputy sergeant dave musgrove removed a-year-old unharmed from her car seat and then he found 6-month-old lola trapped and not breathing. he immediately began performing chest compressions until he could hear her inhale. lola remains hospitalized. a student is arrested in

connection with the murders of two people at a colorado college, and the gunman who killed two police officers and a paramedic. those are some of the headlines on the morning newsstand. cbs news minnesota reports the man who shot and killed three first responders was identified as shannon gooden, according to authorities. police say the 38-year-old man barricaded hymn and family members including seven children inside a home in a minneapolis suburb. after an hours-long standoff, gooden opened fire, killing two police officers and a paramedic. he also died. court records show gooden was not legally allowed to have guns after a 2007 assault conviction. he petitioned the court in 2020 to try to get his gun rights back, but that request was denied. the "denver post" says a 25-year-old student was arrested in the deadly shooting of two people in a dorm room at the university of colorado, colorado springs. nicholas jordan was arrested yesterday on two counts of first-degree murder.

investigators say 24-year-old student samuel knopp and 26-year-old celie rain montgomery who was not a student there were found dead on friday. police say it appeared to be an isolated incident between people who knew each other. hundreds of people took part in a solidarity walk on about the campus yesterday. and the "houston chronicle" says the main person of interest in the disappearance of an 11-year-old texas girl was the last person to see her. that's according to police. audrii cunningham was last seen thursday morning before she was supposed to catch her school buss. authorities say 42-year-old don mcdougall acknowledged he left the family's home with the girl but would not say if he dropped her off at the bus stop. he was a friend living in a trailer behind the house. he was arrested friday on an unrelated aggravated assault charge. up next now, sun-stopper. scientists recorded a black hole that's ever recorded as it

a sly fox in england snatched a phone from an animal rescuer who set it down to record the fox. the best part, it was recording, so we got to see the fox running away into the leaves. the fox eventually dropped the phone before taking off. the animal rescuer who did get the phone back said it made his day. the widow of jovenel moise is among a dozen people facing charges over the assassination of her husband. the judge of the 2021 assassination issued a file report yesterday. it also indicts the country's ex-prime minister and the former head of police. they're all accused of conspiring in the plot to kill the president. moise was shot dead in his bedroom and that also in injured his former first lady. wikileaks founder julian assange is facing a british court today in his latest and likely final attempt to appeal his extradition to the u.s.

he is facing espionage charges for publishing thousands of leaked classified military documents in 2010. now, if he loses his bid, assange will have exhausted all of his uk appeals, but his legal team has said it would then appeal to the european court of human rights. and some fascinating historic news is linking two presidents across the centuries.
