front of the owner's home. the owner left in shock looking for answers. >> i was in disbelief. i saw three other teslas here the same day. so why my car? i have no clue. >> meanwhile tesla ceo elon musk trying to make things and we sit down with london breed as she tries to change the narrative of crime in the city. >> good evening. i'm andrea nakano. an arsonist is on the loose tonight in san francisco, the person caught on camera setting a tesla on fire this weekend. police say this was the second tesla torched that night. this happened pretty much in the same neighborhood. this was destroyed while parked in soma, the second car destroyed just a block away. da lin spoke to the owner of one of the cars tonight who shared video you'll only see here on cbs news bay area. >> reporter: this is one of the arson locations. the arsonist is linked to at least two tesla fires. investigators want to know who and why. an arsonist caught in the act, the

person sets papers on top of the front passenger tire of a 2020 white tesla model y. he uses a lighter to burn the papers and walks away. we're speeding up the surveillance footage to show you within minutes the front portion of the model y is engulfed in flames. a neighbor shares this cell phone video. the flames shooting about ten feet into the air. this happened on saturday morning around 12:45 a.m. near the intersection of shipley and fourth streets. nine hours later van wong walked by his own tesla, not knowing it was his. >> we were going to play tennis and the first thing i notice was hey, someone burned a car and we kind of walked by it and then i thought shoot, where's my car? and i said -- and i thought no, that can't be my car and then i kinded looked around at the parts that were here. the license plate was here and it was white color and i was like oh, my god. my car is gone.

>> reporter: a witness gave me this video showing the tesla after firefighters put out the fire. flames destroyed the frunk. >> there was a radiator, my license plate, some melted umbrellas and some clothing that i recognized, too. >> reporter: the heat melted the back of a red hyundai parked in front of the tesla and charred a nearby tree. about 30 minutes earlier one block away on bonifacio flames destroyed another tesla model y. >> i smelled something and woke up and then i see this red smoke and then i opened the window and look at it, my god. >> reporter: these two witnesses called 911 and said firefighters responded very quickly, but they say the model y was also destroyed. >> i can't believe it's random, i guess. that's what's scary because why would they go after those cars? >> it's an electric car and they know electric cars have

big electric battery fires. so that's probably why they did that. >> reporter: that's one theory. police say only the arsonist can explain why. two model ys on two alley streets one block apart, the arsonist appears to be a man wearing a hoodie or beanie. he carried a few bags. i showed van the surveillance video. he doesn't recognize the arsonist. >> i think it's random is my guess, sad and disappointed that there's such bad guys out there. >> reporter: van drove his tesla from seattle to visit his two sons. they're studying at a san francisco dental school. he'll rent a car to drive back to seattle. >> i hear it's beautiful and it's ugly and we got hit by the ugly. >> reporter: here's another look at the arsonist. it's hard to see his face, but investigators say people who know him may recognize him. they're asking for help to identify him. by the way, some tesla owners in the neighborhood say they'll pay for garage parking until the person is caught.

we're definitely doing better. >> san francisco mayor london breed said despite the perception, crime is actually going down according to the latest numbers. city data shows in the last quarter of 2023 property crimes like on your screen dropped by 34% overall compared to the same time in 2022 and those trends have continued so far in 2024, showing property crime down 41% in january and violent crime down 23%, but some business owners aren't feeling that reality and san francisco perception problem continues. our max darrow sat down with the mayor to see how she plans to address these problems. >> we have the lowest crime rate in 2023 than we've had in ten years, not including 2020 when we shut the city down. >> reporter: that's the word from san francisco mayor london breed and sfpd data shared by her office that is publicly available shows the reality.

when comparing january 2024 to january of 2023, property crime is down 32%. violent crime is down 11%. during the same time frame the numbers show a 39% reduction in larceny theft, which includes car break-ins and retail theft, and an 11% reduction in robberies and a 20% reduction in burglaries. looking at january 2024 versus the three-year average across january 2018 to january 2020, the numbers show property crime is down 40% and violent crime down 24%. >> all of the work that we're doing with alternatives to policing, with our police department, with the community-based organizations, how we're bringing all of that together has led to significant change on the streets of san francisco. >> reporter: the numbers may be reality, but for some they're just numbers because that isn't the reality they're experiencing. jeff woo is the owner of il canto cafe. he's

happy to be in downtown san francisco. however -- >> we just had a break-in in december. >> reporter: -- with less foot traffic after the pandemic, he only does takeout and delivery orders, but right now at this moment at least he doesn't want to bring people back inside. >> we just don't know the people that are coming by anymore. that's one main big reason why we don't let people in. we've had some crazy people outside. they do their thing outside, but as long as they aren't in here. >> reporter: just this past week -- >> it's like everything is locked up. >> reporter: -- the team at fredricksen hardware at fillmore and union showed cbs news bay area the steps they're taking to reduce shop lifting at their store. after a recent string of thefts, they now have employees escort customers as they shop. >> it was still locked. >> reporter: long time employee sam black says they've experienced the worst bout of shoplifting he's seen in his more than 20 years working there. >> it's just been lawlessness. i've never seen anything like this, not even close. >> reporter: both realities

can exist at the same time, but making things more complicated, perception. >> there's a lot of things that went into helping us to get to this place and that momentum is continuing. >> reporter: how do we get that across to people, though? i still talk to people every day who tell me gosh, are you safe? you live in san francisco, max. how do we get this message across that crime is not as bad as it was? >> yeah. that continues to be a very hard one and i think the press and the conversations that the press have, the negative stuff seems to get a lot more attention and what doesn't get attention are the exciting and positive stories. >> reporter: the data does show progress for san francisco's efforts to reduce crime. >> is it where it needs to be? no. but this is a major city. there will always be challenges around crime, but sadly, san francisco continues to be a bit of a punching bag for a lot of folks who don't necessarily live here. >> reporter: but for those who aren't experiencing the progress, the numbers will

remain numbers until their reality changes. meanwhile down in southern california it's like a scene out of the goldilocks book. the owner of this seven-bedroom mansion in the hollywood hills found a man they did not know sleeping in their bed when they came to get it ready for some potential buyers. they left before he woke up and called the police. that's when they learned the shocking discovery of what was going on for at least two weeks when a woman answered the door for police. >> she was renting from the guy who actually was the whole ringleader in the thing and she was hired to do only events content in there. when we went in there, it was eerie and beard. you could tell there was weird stuff going on in there. >> the man sleeping was the so-called ringleader. he slipped out while police talked to the woman at the front door. she was kicked out. the man has not been found.

♪ tens of thousands of people came out today for oakland's black joy parade. the parade has grown each year becoming a big draw for the town. john ramos has the story. >> reporter: in 2018 a pair of oakland women decided that black residents here deserved to have a reason to hit the streets rather than just to protest. that's how the black joy parade began. when the parade began years ago, founders elisha greenwell and amber lester had the idea to bring joy to the often turbulent streets of oakland. they wanted an event that would bring the same positive energy as san francisco's pride parade. >> started getting together with the community trying to see if this is something the community wanted. obviously it was. >> reporter: now parade

director elycia knight said an initial event with about 1,000 people has grown to tens of thousands as people come from all over the bay area to celebrate happiness for its own sake. >> we want to come together and just show there's joy in being black. we show off and we show our stuff and march down the street joyful. >> reporter: here there were no protest signs, no politics. this one was just for fun and parade grand marshal bay area rapper and entrepreneur mistah f.a.b. explained in the words of a poet how his people's joy can co-exist with their struggle. >> one thing about us, the sun-kissed people, we find joy in some of the most darkest moments. we find bright spots. we've always learned how to not so much grieve in our pain to the agony of most, but we dance it away, laugh it away, sing it away and to be able to have forms of entertainment and excitement without ignoring pain is a beautiful thing. so the joy in this is we're here for the sole purpose of joy and

no greater feeling. >> reporter: more than 130 groups joined the procession in franklin street, each in a different way. for armani white it comes when he puts on roller skate. >> black joy is like literally light. if i'm able to skate and live and i actually walk better on my skates than on my feet, so if i'm able to do both, why not? my joy, i love it. >> reporter: debbie hicks drove in from antioch and says she finds joy in family. >> just we all getting and taking a day, a time to just celebrate kindness, happiness, being together and loving on each other all day. >> reporter: and don sibley doesn't have to define black joy. she is black joy. >> it means everything. this is us. i just told this baby today everybody's your mama down here today. that's how the village do it. yeah! >> reporter: there are plenty of serious issues that the black community in oakland must

face every day, but on this day in this town it was all about joy and in the words of mistah f.a.b., no greater feeling. still ahead tonight at 11:00, after backlash of tesla canceling a massive order at this local bakery, ceo elon musk pledges to make it right. then we'll look at some of the chinese lunar new year celebrations happening around the bay area to end the weekend. the weather was very cooperative for all those celebrations and we finished the weekend with a beautiful sunset, just as beautiful as the weather we got to enjoy saturday and sunday. a few changes heading into the workweek, i'm tracking those coming up in the first alert forecast.

many spent this weekend outdoors to enjoy the beautiful warm weather. malik khan wasted no time getting on his boat and out on the water. >> this is what makes california so special. i had some friends over from the east coast. there's one of them, john, and we've been snowboarding the last but it's going to end at some point. eventually we'll get into actual spring, but it was nice to get a little preview the past couple days. now it's

kind of back to late winter reality heading into the last few days of february into the homestretch. don't shoot the messenger. let's look at the big picture pattern and how things change the next few days. it's going to change beginning with a few spotty showers tomorrow. these will be few and far between. the storm system is going to direct most of its energy and moisture towards southern california, but they're not likely to have major issues. we'll see dry weather taking back over and we're talking about minimal amounts of rain tomorrow. the completely dry weather takes back over tuesday and wednesday with plenty of sunshine. let's look at futurecast. we will zoom in for a closer look at those very few and far between showers on the radar off and on throughout the day tomorrow. blink and you'll miss them, a few radar freckles here and there, enough you should probably plan on taking the umbrella with you. it's better to have it and not need it than need it and not have it. we're talking about lower than a 50/50 chance of a trace of rainfall in any spot. then we'll clear out heading

through tomorrow evening and into the overnight and early tuesday morning hours. should see plenty of sunshine overhead both tuesday and wednesday. plenty of clouds right now helping hold a little warmth near ground level except in santa rosa. you're down to 46 degrees. everyone else's temperatures are in the low to mid-50s. for the most part, we'll end up in the mid- to upper 40s and low 50s by early tomorrow morning, which is slightly above average for this time of year, maybe an increase of 1 degree in santa rosa by early tomorrow morning. high temperatures tomorrow afternoon, we're talking mid-60s on the warm end in san jose, much closer than what's typical for late february as opposed to the 5 to 10-degree above average temperatures we had over the weekend. half moon bay 58 degrees, 58 in san francisco, everybody else in the lower half of the 60s. petaluma may struggle to get to around 60 degrees. these temperatures are appropriate for late february and very

similar temperatures again tuesday before a warm-up on wednesday. we will see more rain chances headed our way as we head farther into the week. let's talk about how much. we'll put a bow on tomorrow's rain chances by showing you the minimal amounts expected and even this is probably an overestimate, a few sprinkles on the windshield likely the extent of it. another round of showers moves in thursday. it looks like light to moderate rainfall, moderate rainfall more likely friday and continuing saturday. it's going to be a fairly wet stretch of weather with lingering showers possible into the second half of the weekend sunday. you can't take the specific amounts to the bank just yet. i want to show you the overall pattern when and where the rain will fall. in the sierra it's a minor snow event the first time around, but the weekend they're talking feet of snow, travel strongly discouraged thursday evening through saturday. let's check out the seven-day forecast, not much change the next few days, close to normal for this time of year. to go

coach calling for a ban on court storming. >> how many times does a player have to get into something where they get punched or pushed or taunted? it's a dangerous thing. >> reporter: in a statement wake forest director of athletics john curry agreed with the call writing, "something must be done about the national phenomenon of court and field storming." a review by espn found fans have been rushing college basketball courts three times a week in the past three months. right now the ncaa lets conferences determine how to penalize schools for these incidents. some don't fine schools at all. others impose penalties of up to $500,000, but even those fines are not deterring fans. >> one thing certain leagues do is make it mandatory for their schools to present a safety plan of sorts. could it be a situation where there is an announcement, for example, saying wait ten seconds so players can get off the court? >> reporter: with march madness just weeks away, there
