from cbs news bay area, this is the morning edition. we have the latest on the prime suspect in santa cruz with a woman strangled on the beach. it is political space, a recreational space. >> it did not feel like it was

somewhere they were ready to go or somewhere they could enjoy. >> the fight over people's park rages on. >> this battle is far from over. >> a tragedy for the family of a bay area uc santa cruz student. someone strangled her to death at a beach on the prime suspect is her boyfriend. that boyfriend, 20-year-old samuel stone reportedly the one to call 911. when first responders got there, they found stone standing over his unconscious girlfriend. we do not know her name, only that she is 21, from the bay area and having in santa cruz. stone is facing a murder charge and a judge today. an update to the breaking news story we brought you throughout our forecast yesterday morning. a 12 hour standoff that shut down the neighborhood near san pablo is over. we now know law enforcement was dealing with the suspect who was shooting a gun from a shed. 38-year-old leo ortega was taken into custody just after 4:00 p.m.

businesses suffered after a devastating fire. today, horn barbecue could get a $100,000 grant and relief money from alameda county. the temporarily closed restaurant has experienced numerous other setbacks since the pandemic including revenue losses during covid-19 lockdowns, vandalism and attempted burglary. on its application, horn barbecue wrote that it is committed to being a positive force in the community, despite all that has happened. the alameda county board of supervisors could approve the grant as soon as today. a beautiful day throughout the bay area. upper 50s and low 60s. it is dry out there for us today. not a splash of showers insight like what we saw yesterday. tomorrow is looking gorgeous, warmer than today. then, the big forecast change happens into thursday.

welcome back. let's take you live to the international airports where flyers could see an increase in passenger flights from china. chinese carriers will be able to fly 50 weekly roundtrips to and from the united states. according to the department of transportation, they are allowed 35 trips. this increase is a fraction of the weekly trips allowed before the coronavirus pandemic in 2020. d.o.t. says it is making a

change after looking at public interest. it is time now for your money watch report. wall street closed in the red yesterday. this morning, stock futures were flat. investors are at the edge of their seat releasing -- releasing more data this week. let's see how the market sits. the dow was down 160 points. big changes are coming to macy's. the company announced it is shutting down 150 stores nationwide over the next few years. during that time, the retail giant plans to open more smaller versions of its successful bloomingdale's and blue mercury brands. no word yet on whether any bay area locations will be impacted. we will be reaching out when the stores open this morning. the irs says tax refunds this year are slightly higher compared to a year ago. as of february 16, the average refund was just over $3200. that is up about 2% and so far 32 million

americans have filed their taxes. the deadline to file is april 15 or you can request an extension to mid-october. you can expect to pay more during the lunch hour. when days announced they will be increasing their prices during peak business hours. the company hopes this uber surgeon pricing will improve sales growth. the change as part of a $20 million investment in digital menu boards. wendy's has not yet said how much the prices will change. voters in michigan are at the polls right now. the great lakes state is considered the first major battleground of the primary election season. former president donald trump is looking to add to his lead in the race for the gop nomination. despite the big win so far, former u.n. ambassador nikki haley signaled she is not

going down without a fight. here is a live look at detroit where voters will see president biden on the ballot. he has received backlash on his handling of the israel-hamas conflict. that is an issue that could spell trouble for him in this battleground state. back here in the bay area, we are a week out from the march with primary. one of the most expensive ballot measures would change how police fight crime. prop e would give officers more power to use surveillance technology and ease restrictions on car chases. supporters say this recent burglary is an example of why it is necessary. police got there just as the burglary suspects were getting away but could not chase them because the crime did not meet the criteria. lauren toms has a closer look at how property would change that. >> ciara keegan was driving this blue suv when a police chase ended in a fiery crash

on the other side of the bay bridge last december. keegan was not the suspect but she says the suspect crashed into her vehicle after fleeing the crime in san francisco. in -- nearly 3 months later, getting in the car even to get to work remains a challenge. >> i was in a lot of shock. i was very disoriented. i really could not process what had happened to me. >> the pain did not set in until after five minutes after i got out of my vehicle. i just wanted to see my family. >> the san francisco native was lucky to walk away with minor injuries. during her recovery, she learned about proposition e, a ballot measure which could open the doors to the use of high-tech police equipment enclosing facial recognition software, reduce written reporting in certain incidents

and lessen the power of the police commission. it would also broaden police policy to include certain misdemeanors. for keegan, that is what she is fighting to prevent. >> it really felt like the police chases in san francisco are already out of control and i was really upset to see that they are hoping to expand that. >> backed by mayor london breed and the police union, the proposition has gained over $1 million in fundraising. supporters like tracy mcrae says the measure will give the sfpd more nonlethal resources that they believe will boost public safety. >> people who want to commit crimes think that we are not going to chase after them or try to apprehend them. will they feel more emboldened to commit more? >> we need more tools. when we feel the pursuit has crossed that threshold, more dangerous

than apprehending them at the time. it would be nice if we could lift a drone up and say, they can follow. >> the measure could help combat the chronic understaffing issues that have plagued the sfpd and are currently being supplemented by millions in overtime costs. >> it is like leveling the playing field, getting tools and technology to help us because we are not pulling people into this profession at the rate that we used two. >> it is investments in community resources that she believes are the answer to public safety. >> one of the people driving the vehicle was 17 years old. we need to invest in people to prevent people from doing bad things that hurt other people. >> hopeful she can return to a feeling of safety and security in the city she strives to grow with. california governor gavin newsom could face another recall vote this november. why
