5:30 pm
concept right now at 5:30, a warning from health officials in the north bay about a growing number of drug overdoses. apple is facing $2 billion in fines in the european union, the reason for the huge penalty. just hours until the polls open for the california primaries and this year's turnout, that could be key. we're one day away from the
5:31 pm
busiest day of the primary campaign also known as super tuesday. >> while some voters have mailed in their ballots or will hit the polls tomorrow, others might take a little convincing. >> our lauren toms is here with how community members might encourage their neighbors to cast their ballots. >> so far the elections department is reporting just about 15% of eligible voters in san francisco submitted their ballots so far, on track to potentially be a very low voter turnout for the primary. i spoke with one person who is on a mission to not only encourage, but help areas with low voter turnout submit their ballots this primary. >> are you registered to vote? >> reporter: step by step and door by door, brandy bowen is encouraging residents of the bayview neighborhood to vote in the primary election. >> voting might not be like the magic wand that can keep us all here, but it's like a really powerful tool. >> reporter: she's part of an
5:32 pm
advocacy group that aims to support black and brown communities. the area surrounding keith street has one of the lowest voter turnout rates in the city. it's also home to 22% of the city's black community. over 70% of adults in san francisco are registered to vote according to the department of elections, but here voter registration hovers around 50% and bowen says it could be due to factors like voter fatigue. >> we have an education crisis. we have a safety crisis and we have so many different economic housing crises that we want them to feel like they have a voice and they have a power, have power in impacting and creating the change that they want to see perform. >> reporter: but voting holds a deeper weight for bowen who says she casts her ballot each year with the reminder that her great grandmother once
5:33 pm
couldn't. >> and eventually when she was able to vote, she was going out every election. so it was super important to me then and i think even more important to me now. >> reporter: voter turnout for the 2022 primary election hovered around 46% city-wide according to the elections department compared to the last general election in 2020 that saw over 80% voter turnout. bowen says voting in the primary is just as important for residents to vote on ballot measures that can change city policies and particularly for people of color to make sure their voice is heard on policies for housing and public safety. >> sometimes feels like i'm going to the ballot to impact and change a city that i might not be welcomed in or a family that i'm growing might not be welcomed in in the next few decades. so just letting people know that what they do at the ballot is a tool to keep us here. >> reporter: each voter guide
5:34 pm
handed out is a step towards protecting democracy and protecting this community. >> do see the impacts of what we're doing, but, you know, there's always more work to be done. >> reporter: making sure voices across the city are heard in this election. >> voter fatigue and weather, confusion can play a big role in voter turnout. our weather team tells me tomorrow looks similar to today with a bit of overcast, but no reason to not make it to the ballot box. a common misconception is primaries just narrow down candidates, but this year there are some significant decisions being made on the ballot in the form of propositions just like any other election. one fun of the made this year by the san francisco elections department is the new sticker for those who voted made by a local artist. keep your eye out to get one of those tomorrow. >> yeah. you got to get the sticker. that's the number one
5:35 pm
sticker not to mail it in. >> i voted. >> yeah. wear that with pride and collect them. >> what are they expecting the turnout to be? >> in the primary it typically hovers around 40% unlike a general election which hovers closer to 60 to 70%. this 15% number is not what the elections department was hoping for. everybody has a chance to get out tomorrow. they're hoping for a much bigger turnout. >> every vote counts even if you think your voice can't be heard. it can. >> exactly. you got to get that sticker. >> we got to wear it tomorrow. >> thanks, lauren. now to a developing story, vice president kamala harris is calling for an immediate ceasefire in gaza for at least six weeks. today she met with israeli war cabinet member and opposition leader benny gantz in washington. israel's army put out new video of soldiers on the hunt for hamas in gaza amid a forceful new call from
5:36 pm
the u.s. to stop this war. >> israel has a right to defend itself. far too many innocent palestinian civilians have been killed. we need to get the aid in. we need to get the hostages out. >> the u.s. made its first airdrop of aid to gaza saturday sending more than 38,000 meals. another airdrop is planned for wednesday. the european union is hitting apple with a fine of $1.8 billion, about $2 billion. it says the company violated competition laws by favoring its own music streaming service. the ruling claims apple did this nearly a decade resulting in significantly higher prices. apple denies it caused any harm to consumers and says it will appeal that ruling. cvs and walgreens will soon start selling the abortion pill. mifepristone will be available in states where abortion is legal. walgreens is expected to begin selling the pills within a week, in california and other states.
5:37 pm
cvs will begin filling prescriptions in massachusetts and rhode island in the weeks ahead with plans to expand to additional states. >> still need a prescription. this is not over the counter, but in the past it's been either through specialty clinics or mail-order pharmacy. it really opens up avenues for women to access. >> the price is about $79, although some women will be able to use health insurance to purchase the drug. a warning in marin county, health officials seeing an uptick in fentanyl overdose deaths in the last two weeks. there were five suspected overdose deaths in the last four days. it's the leading cause of death for people under age 55 in marin county. up next, a napa teen survives a horrific snowboarding accident, how he's finding positivity while
5:38 pm
facing the fight of his life. >> you won't "overflowing with ideas and energy." that's the san francisco chronicle endorsing democrat katie porter for senate over all other options. porter is "easily the most impressive candidate." "known for her grilling of corporate executives." with "deep policy knowledge." katie porter's housing plan has "bipartisan-friendly ideas to bring homebuilding costs down." and the chronicle praises "her ideas to end soft corruption in politics." let's shake up the senate. with democrat katie porter.
5:39 pm

5:42 pm
he won't let this stop him. >> reporter: as blake rebuilds his strength, strength for blake from others continues to grow. the napa valley community has rallied behind blake's family. >> it just shows who he is as a person. >> reporter: locals and strangers have supported a fundraiser set up for medical costs now and in his future and support is coming in other forms, too. team blake is written in the snow on the top of the parking garage at renowned hospital in reno. >> what's going on, blake? >> even famous athletes are sending him strength. >> hey, blake, trevor kinson here. stay up, stay positive. >> thank you for all the support. it's such a blessing. >> reporter: blake said he'd like to get back to snowboarding and suffering and playing his favorite sports. he knows it won't be easy, but he plans to take it head on with
5:43 pm
optimism. >> i believe it will come. >> reporter: and he reminds us the importance of approaching life with a positive mindset no matter what cards you're dealt. >> have fun in every moment because life never lasts that long. even if you're having a bad day, just make it a good one. >> blake will soon be transferred to craig hospital in colorado that specializes in neurorehabilitation and care for people with a spinal cord injury. there is an online fundraiser up and running. >> what an inspiration. still ahead at 5:00, the science of inclusion, how one woman is helping the beauty industry see and understand the different tones of their customers. straight ahead in sports, high school basketball is our focus. we're on the eve of a big one. what does the number one high school what do i see in peter dixon?
5:44 pm
i see my husband... the father of our girls. i see a public servant. a man who served under secretary clinton in the state department... where he took on the epidemic of violence against women in the congo. i see a fighter, a tenacious problem-solver... who will go to congress and protect abortion rights and our democracy. because he sees a better future for all of us. i'm peter dixon and i approved this message. i launched our campaign at this union hall. let's go win this thing! then we hit the road and never stopped. you shared with me your frustration at working harder to barely get by and afford a place to live. your fears for our democracy and freedoms and your dreams for yourself, your family, and the future. it is not too late to realize those dreams. i'm adam schiff, and i approve this message because together we can still get big things done.
5:45 pm
when peter dickson led my platoon into combat
5:46 pm
in afghanistan, he cared about two things: completing the mission, and making sure his marines came home. and we all did. pete's always fought for what he believes in, and i know he'll do the same in congress for affordable housing, the rights of women, and the democracy he swore to protect. because helping people who need it has always been pete's mission. and i know he'll get it done. next generation veteran fund is responsible for the content of this ad. paul, most of us got a little break from the rain today, which was nice, but you look at those clouds and you're going this is not going to last long. >> they look ominous. >> yeah. >> much scarier looking than they actually are producing. there are just a few light showers this evening mainly over the north bay and a lot of us did stay dry. it's going to be a very similar pattern
5:47 pm
tomorrow, a couple showers here and there, but one storm system is losing its influence over the bay area while the next one is lurking offshore. this is going to be a troublemaker. it's cut off from the main flow of weather. so it's going to meander closer to the coast. these tend to defy predictions. right now it does look like showers become likely again by wednesday, but there's time for that to change. now we have a few light showers mainly over the north bay. this is stuff adding up to a couple hundredths of an inch of rain, barely more than a trace. we'll see the chance of off-and-on showers continuing tonight into tomorrow, but a few radar freckles here and there, maybe a few hundredths inch of total rain and then there's a better chance of showers in the bay area wednesday morning, light to moderate rain, no torrential downpours, but enough to wet down the roads for the wednesday morning commute and adding up maybe a few
5:48 pm
hundredths inch once again of additional rainfall. you really overachieve, you might pick up closer to a quarter inch of total rain out of this one. that's not enough to lead to any significant flooding threat. we'll be looking farther down the line at still more chances of rain into the weekend forecast because it wouldn't be a weekend in 2024 without a good rain chance. that's saturday, mostly dry out sunday and another chance of rain heading our way early next week. it might be the last one in a while, but a lot can change. seeing a little sun as we look towards downtown from treasure island, topping out mid- to upper 50s to low 60s. as we see a drier pattern taking hold a couple days later this week, it looks like we'll warm up for a couple days. tonight 40s across the board, highs tomorrow with the clouds still hanging out and a chance of showers here and there are a
5:49 pm
little below average, 65 degrees in santa rosa, one of the warm spots on the map, temperatures inland in the east bay mostly low to mid-60s, a couple degrees below normal, upper 50s along the coast for half moon bay, barely above 60 degrees for san francisco and temperatures in the north bay a little cooler because you have the better chance of some of those sporadic showers on tuesday. let's look at the seven-day forecast which does include more rain chances farther down the line. i'll stand in between the part of the forecast a lot of us are looking forward to, thursday and friday, a mix of clouds and sunshine thursday and a lot of sunshine friday. mid-60s is kind of the middle ground for temperatures, but some inland spots get maybe close to 70,
5:50 pm
something to look forward to before we get into a half rainy weekend. temperatures will be below normal heading into the second full week of march with the next rain chance looming by monday. time for what's ahead at 6:00. we switch over to july yet. >> a washed out road in the oakland hills is getting worse with every storm. neighbors have been asking the city to fixes the road for years and worry about the danger of waiting too long. plus the high profile effort to recall alameda county d.a. pamela price is now colliding with a ballot measure that could change the recall rules. we'll look closer at the possible impact. all that and nor is coming up in about ten minutes. but let's go vern and some sports. >> reporter: all right, jules. good evening from the home of the number one boys basketball team in the bay area. they're getting ready for a big one
5:51 pm
tomorrow night against number two, reardon to play for the state title. >> i would say it is the game to see in northern california this year and it's being play one mile from our school. >> reporter: they're expecting a sellout crowd tuesday night and one thing is for sure, salesion will live up to its nickname. >> we have a little pride when we put that jersey on. >> reporter: the pride have lost only one game all season thanks to a swarming defense. >> we're top five and don't have a player averaging double figures. >> nobody cares who has a really good game. as long as we get the win, that's all we really care about. >> reporter: the team is two wins away from their first open division state title in program
5:52 pm
history. >> we've been talking about getting to where right now for the past year and a half, two years. so to actually be this close to getting there is really a blessing and honor. >> it's a group that deserves every accolade that comes their way. we know it won't be easy, but it would be a lot of fun if we could get a couple more wins. that would be great. let's have a good practice. >> reporter: game time tomorrow 7:00. let's switch gears and talk about the 49ers where kyle shanahan has been busy adding to his coaching staff on the defensive side of the ball and the newest member was a long time rival. >> you got to tell me right off the bat, is it a little painful to see the 9ers in this game? >> no, no. >> reporter: k.j. wright played a decade with the seahawks. he is joining the 49ers staff as an assistant
5:53 pm
linebackers coach. now the warriors return home from a 3-1 road trip. i don't think steve kerr will spend too much time looking at the tape from sunday. >> you flush it down the toilet and we had a great road trip. >> reporter: the dubs lost by 52 points, their fourth worse loss in franchise history, so bad steph curry, draymond green and klay thompson didn't even play in the second half. >> reporter: when did you guys decide steph, klay and draymond weren't returning to the game? >> it was when they went up 42 late first quarter or 56 early second quarter, somewhere in that range. >> reporter: man, that afternoon in boston is something they certainly want to forget. don't forget this, though. you want to see some top quality basketball, you go out to contra costa college
5:54 pm
tomorrow night. salesian and reardon for the right to go to state. >> that's the future of the game. you want to see where the next stars are. >> thanks, vern. still ahead at 5:00, a california scientist working to make sure the beauty industry reflects its customers, how she's hoping to show that true beauty can come in every shade. >> you'll be surprised to actually understand the spf value on a bottle is tested from people with lighter skin tone. "overflowing with ideas and energy." that's the san francisco chronicle endorsing democrat katie porter for senate over all other options. porter is "easily the most impressive candidate." "known for her grilling of corporate executives." with "deep policy knowledge." katie porter's housing plan has "bipartisan-friendly ideas to bring homebuilding costs down." and the chronicle praises "her ideas to end soft corruption in politics."
5:55 pm
let's shake up the senate. with democrat katie porter. i'm katie porter and i approve this message. this election is about who shares your values. with democrat katie porter. let me share mine. i'm the only candidate with a record of taking on maga republicans, and winning. when they overturned roe, i secured abortion rights in our state constitution. when trump attacked our lgbtq and asian neighbors, i strengthened our hate crime laws. i fought for all of us struggling to keep up with the rising cost of living. i'm evan low, and i approve this message for all of our shared values. democrats agree. conservative republican steve garvey is the wrong choice for the senate. ...our republican opponent here on this stage has voted for donald trump twice. mr. garvey, you voted for him twice... as your own man, what is your decision? garvey is wrong for california. but garvey's surging in the polls. fox news says garvey would be a boost to republican control of the senate.
5:56 pm
stop garvey. adam schiff for senate. i'm adam schiff, and i approve this message.
5:57 pm
the beauty industry is a multibillion dollar business, but one issue is the lack of diversity when it comes to who is creating and developing the products. >> in this women's history month danya bacchus introduces us to the science industry working to make it more inclusive. >> this is zinc oxide. so this is responsible for what absorbs the uv light in your sunscreens. >> reporter: a.j. is earning her phd in teaching at ucla. she wants to draw more scientists of color into the research and development segment of the beauty industry. >> you'll be surprised to actually understand that the
5:58 pm
spf value on a bottle is tested from people with lighter skin tone. >> reporter: as a student and researcher, a.j., whose parents immigrated from ghana, saw when she calls an inclusivity gap, people of color left out of research and testing for beauty products. to fix that, in 2021 she founded sula labs. >> when there's not a lot of people to help you understand the efficacy of these products from a spectrum of skin tones, that becomes a problem. >> reporter: the eight-member team helps test and formulate products specifically for darker skin, the company currently working with at least 20 brands. >> if it's a brand that focuses on darker skin tones or has a dark founder, we may have touched it. >> reporter: rihanna broke down barriers in 2017 when she launched her fenty beauty line. >> i think what she did for the beauty industry was wild because all she did was help give shades to people that look
5:59 pm
like me. so i think the scientific counterpart to rihanna is effectively what we're also trying to do, too. >> reporter: a.j. hopes to be a game changer, also, using science to show black women they have value and a voice in the beauty industry. that's it for the news at 5:00. cbs news bay area with juliette goodrich starts right now. >> thanks so much. the big dig begins in the sierra. after days of nonstop snow and it's still not over yet, the round the clock work to clear those roads. around the bay area still a few leftover showers today, but few and far between compared to the past several days, more rain to come, details in the first alert forecast. drivers finally moving after a weekend stranded in the sierra. >> at least 72 hours. >> the cleanup and journey home after the blizzard. >> you could see how much snow is up here on the sides of the road. an eroding east bay road
