the california primaries have arrived today, a day when voters will reside in high-profile races and ballot measures that will face the future of the bay area and beyond. i'm ryan yamamoto. >> i'm elizabeth cook. we will be here with you breaking down the big races and up to the minute results. polls are still open until 8:00 tonight. >> here is a live look inside san francisco city hall where volunteers have a long night ahead. that is where we find our jose martinez. >> reporter: it's been an active day hoar at city hall, where voters have been showing up to cast their ballots, hoping the selection could actually bring some positive news to the cities that battled against homelessness and drug addiction. he has been a voter in san francisco since 1968, when they moved from new york city. >> i'm ready to vote. i did it over the weekend. and i figured

i would bring it in. >> reporter: just like many others, she got to city hall ready to cast her vote with some concerns in key issues in mind like homelessness and a drug epidemic. >> i'm a little nervous and i guess frustrated the way things are going in general. just seems like it's kind of hopeless on one side, and on the other side, if we don't vote, you can't complain. >> reporter: so we walked with her over to the official ballot drop box. >> i'm relieved that it is in the ballot box and my vote will count. >> reporter: that is exactly what the director tells me about this primary day in san francisco. >> it is certainly picking up as far as city hall is concerned. it will probably do so as we move through the day as we get to 8:00 p.m. for the closing of the polling places.

we received 120,000 ballots back so far in san francisco. that is a 24% turnout. and really i don't know what the turnout is going to be. i have to wait for the end of the day like everyone else. >> reporter: john says they will decide if the department can do better ahead of the general elections in november. >> we know we are looking at our process and thinking about where we're going to have more pressure on those processes. what services we need to do to provide voters in different ways, where we could make improvements, where we could make it smoother for the voters at the polling places. >> reporter: for now el ma says it is time to pay attention to. >> the local elections are the ones that will really drive what's going on around you. >> reporter: and she is going to be watching tonight's results and hoping her vote could be a part of the solution. >> san francisco city voters have big local issues on the ballot today including a pair of housing related measures.

prop a is a $300 million affordable housing bot. prop c would wave the transfer tax from commercial to resident use. several others will involve policing. they would change policies on the police chases in the use of surveillance technology among other things. proposition b would set minimum staffing levels for the police department. the city supervisors have been debating about how to boost the ranks of the police department. >> if we are going to do this proposal, then we need a revenue source. >> i don't think they are going for it. we'll untangle the battle and what it could mean for the city moving forward. there is one statewide proposition on the primary ballot, and it is a big one. proposition one is a $6.3 bond measure creating drug and

mental health treatment beds. massively overhauling how they would end the battle of the homeless crisis, diverting billions of dollars away from the affected mental health services. and following a rare senate race in california, the most expensive in history. until her death last september. to narrow down who is taking her place known as the jungle primary for the first time in 35 years, the candidates in november. a look at the top four, they are moving on. the congressman will cast their vote this morning in burbank, polling at the top. but recently he's gotten a run for the real money from the challenger. and garvey voted by mail, so he did not face the reporters today, old video of him. and the relative political

novemberist so far. the strategy seems to be laying low. >> and that has not hurt them in the primary while they will go after each other and they would slice and dice that while the republicans will stay hole. >> known for making her case on the white board, polling in the number three spot. barbara lee voted early on friday, the only candidate representing the east bay, but mainly polling into fourth place. now you might have notice this. ballots are being asked to vote twice, one left by feinstein from november to early january, starting next year. >> thank you so much. another big bay area congressional race, replacing anna eshoo who has held that

seat for more than three decades. and what was called the year of the woman. senators feinstein and barbara boxer were elected as well, and now there are 11 candidates vying for that position. that includes some familiar names. former san jose mayor sam liccardo. joe samiddian, rishi kumar, and evan lowe. santa clara county is the last to certify their election results. shawn chitnis shows us how workers are racing to count all those ballots. >> reporter: i'm shawn chitnis in san jose. we are here at election headquarters for santa clara county. they have opened up their voting centers across town with over 100 locations, where they could vote in person or turn in their ballots. they have until 8:00 p.m., working hard for the last few weeks and the last several days to make

sure they have all their operations in place including language aids to help those who are voting in santa clara county and, of course, make sure they can process all those ballots in an effective and secured way. turnout is looking to be 60% into primary day. they are hoping to see that go up. they estimate that turnout to be under 40%, below average, but they believe they can still try to get out to vote by encouraging more people to show up and turn in those ballots in person or by mail. well votes are still coming in across the country on this super tuesday. no surprises here. biden already projected to win vermont, virginia, and iowa. >> former president trump protected the win. 50 states of one territory deciding on their democratic and republican candidates and who they will be. >> reporter: from coast to coast, millions of voters

across more than a dozen states are getting their chance to shape the presidential race. >> if you don't vote, then you can't complain about, you know, what's going on in the world. >> exit polling from virginia would show border security is the number one issue for republican voters there. >> i'm going to vote for anybody who says they are closing the border. that's my issue. >> reporter: by a two to one margin, virginia gop voters trust former president donald trump more than nikki haley to tackle the problem. the majority of primaries today are open, like here in virginia, meaning registered voters can choose which primary they would like to participate in. >> i'm a democrat, and i will be voting for joe biden, but i put in a vote for nikki haley

invest investigators are still trying to find a suspect and a motive, but they say there is no longer a threat to the public. our chopper caught footage of a heavy police presence in concord in the residential area. you can see a number of police cars spread out throughout that area. we checked out with authorities for more information. we'll give you an update as soon as we learn more about what happened here. and 20 years after being convicted of murdering his wife and unborn son, scott peterson is getting a status hearing. a los angeles innocence project is taking up the case. the non-profit is hoping a judge will allow them to bring additional evidence and dna testing that could clear his name. peterson's wife, laci,

was eight months pregnant when she disappeared in 2002. it was reduced to life without parole. egyptian officials say three days of cease-fire negotiations with hamas ended today without a breakthrough. there is less than a week before the holy month of ramadan. diplomats have stayed away from the talks as the war rages on. cbs's tina kraus has more. >> reporter: the white house is intensifying calls for a six-week break in the war between israel and hamas. >> it is in the hands of hamas right now. the israelis have been cooperating. >> reporter: with the clock ticking, the war cabinet ministers, a rival of prime minister benjamin netanyahu, wrapped up meetings in washington with u.s. leaders,

including chuck schumer and secretary of state antony blinken. in gaza, they are warning about possible mass starvation and the u.s. is dropping more aid into the territory. palestinians race to find food when it falls from the sky, but aid groups say it is nowhere near enough. this man asks is there a father in the world who can watch his children riding in hunger and stay silent? >> they need to be released now. >> reporter: in israel, there is new fear for the estimated 100 hostages hamas is holding. the united nations released a report revealing there are reasonable grounds to believe militants sexually assaulted women on october 7, and the abuse of hostages is ongoing. >> this is the first time the big wide world is seeing that this is, in fact, a horrific, horrible crash. >> reporter: as israel's army keeps hunting for hamas fighters, it released video claiming troops have destroyed

and sealed off hamas' largest ever tunnel. israel's military says they will not place any limits on the amount of humanitarian aid entering gaza. but the aid groups say ongoing hostilities are severely hampering the distribution. turning to the weather right now, a look at this. actual clear skies in the sierra, and look at that. a beautiful day to go skiing, the scene at sierra and tahoe today. the resort reopened today after shutting down last thursday due to the storm. meanwhile people living in the area just starting to dig out. look at all that at soda springs. the snow has piled up eight feet high. and that looks like a gauntlet there. >> it is unreal. one couple taking white wedding to a whole new level. chloe bowman and chris neilson got married at a snow covered golf resort in truckee. the couple at first worried the weather would ruin their plans, but decided to go along with it any way. >> and i cried more than i have

ever in my life. wednesday my planner thought i was going to cancel it, but she was a trooper and just kept the show going on. >> the couple had originally invited more than 160 people. only 70 were actually able to make it. but the pictures, they are great. it's a great story. i know it is not what they had planned, but i admire that pushing forward. you can have another party next year. maybe during the summer. >> exactly. if it rains on your wedding day, that a wet knot is even tighter, so it is suppose to be good luck. i don't know about snow. >> it's frozen. >> exactly. >> that could go either way. let's choose the good side. >> absolutely, frozen in time. there. >> okay. let's take a look at what's happening weather wise as they get a chance to thaw out. we are still dealing with some spotty showers around the bay area. a live look towards downtown from treasure island. some clouds and light filtering through the clouds. glimmers of sunlight today. we will see plenty of cloud cover and fog.

here is the current temperature map, upper 50s to around 60 degrees. we do have those scattered showers that will be with us as we head through next day or two. it will affect our electricity as well. and i do want to show you the showers throughout the rest of tonight and into tomorrow because we're not going to break out of the shower pattern just yet. plenty of clouds overhead tonight into early tomorrow morning. showers are going to be hit or miss. a pop-up variety shower on wednesday. the good news is they are going to be hit or miss. so you will have a chance of staying dry. actually i think the north bay has a decent chance of avoiding a lot of shower activity. the bulk of the energy will be missing us down to the south. that will steer most of the moisture away from the bay area as well. but take the umbrella with you just in case, finally tomorrow night, once they quiet down, we're going to get into a break into the action. partly cloudy skies taking over on thursday. we should see full sunshine on friday. even partly cloudy skies on thursday will have an impact on the solar generation. numbers are below average with all the cloud

cover. and peaks of sunshine tomorrow should boost us a little bit. then the huge jump in those numbers for thursday as the mid march sunshine will take over and still early march, technically. getting closer to the first day of spring, getting longer. that does make a difference. the view of downtown, again, current temperatures are running in the 50s to 60 degrees. those numbers are going to drop down as we head through tonight. but the blanket of clouds will keep them from dropping too far. so we should level off tomorrow morning. in between the showers, temperatures are going to warm up within a couple of degrees of what's normal for this time of the year. 64 degrees in san jose is just a degree or two below average. low 60s for los gatos and morgan hills. and pretty much everybody between 60 and 64. the exception along the coast, but you are just barely going to fall short of 60 degrees at half moon bay. 59 there. the temperature is just above 60 with mostly low 60s in the north bay as well. similar temperatures on thursday even

with the reemergence of the sunshine, and a bigger warmup is going to kick in by friday with temperatures reaching the mid to upper 60s. it is temporary though because there are more rain chances down the line. let's take a look at those rain chances as we would look at the outlook. you can see the low on thursday and friday. and a chance for showers in the forecast on saturday will be light, but out there. and another break in the action for most of sunday, but then late sunday into sunday night, they will continue on monday and tuesday, still more rain in the forecast. it is light rain. you add up all the chances, talking about less than a total inch of rainfall. and then farther down the line if you are ready for warmer weather, the tail end of the ten-day temperature outlook for san jose and a big warmup, up into the mid to upper 70s. but that is beyond the scope of the seven-day forecast, so let's check that out. plenty of rain chances over the next several days with a couple of dry days. as we head into the weekend as it has been the case for almost all the weekends of 2024, there is that chance for showers. saturday and then again late in

the day on sunday with those rain showers lingering into monday and tuesday. it is just really the tail end of the seven-day forecast that we will see that shift in the big picture pattern that would send us back into drier and warmer weather, but you've got to wait a little while. guys? >> it will feel so good when it's here. thank you, paul. up next, the a's long delay move to vegas may finally be taking shape. our first look at the plan for their new stadium. and we will take you to a big celebration into east bay today in honor of a world war ii vet turning 104 years old. we would like to present you with the key to the city.

today the a's released new renderings for their proposed ballpark in vegas. the design includes views of the vegas skyline. the plan is to build at the side of the tropicana hotel, which is closing next month. there are still questions though about how a baseball stadium will fit at

that site. major league baseball approved the plans to move from oakland to vegas last year, but the ballpark isn't expected to be ready until 2028. to danville now where a world war ii veteran showing the type of longevity we can only hope to reach. >> reporter: arthur larsen is celebrating his 104th birthday today. ♪ happy birthday to you ♪ >> oh that special party held at the diablo large where he lives with joanne, his wife of more than 70 years. arthur told us he's proud of the milestone, but he played it cool on camera. >> i'm 104 years old. >> what do you think about that? >> good basis for a party. >> he was born in colorado and

served as an army quarter masters for much of world war ii. after the war, he went into education, became very active in the red cross. even organized a program for physically challenged students. and today danville's mayor presented arthur with a key to the city. his son says his father has always been a great role model. >> he gave me a solid sense of support and love in our family. i always felt that he was proud of me and he let me know that. and i followed in his footsteps and went into education myself. >> and these days, arthur says he has an active social life, yeah, he does, writing a memoir. >> here is a fun fact. he told us he attended one of the first ever public presentations of a working television. this is at the chicago worlds fair back in 1933. >> happy birthday. >> unbelievable. he's somebody that you would want to sit down with and just talk for hours. >> be a sponge. >> tell me everything.
