this is cbs news bay area with elizabeth cook. >> this one came in stronger than expected. thunder, lightning, even some flood advisories right now. we are tracking the storm on this first alert weather day. a huge hall of stolen merchandise. cars, cash. bay area police led to a bigger operation. the face-offs are coming into clearer focus in the races for president and senate. political expert joins us live to discuss what the candidates

need to do between now and november to secure those seats. thank you so much for joining us. we have just declared a first alert weather day with thunder storms and heavy downpours and flood advisories right now. let's get right over to meteorologist darren peck. >> the first thing to do is go right to the main point or the reason why we set this as a first alert day. a pretty good complex of thunderstorms having developed over the east bay. we can see some downpours which have led to some minor street flooding. we will pick out some of the areas that fall under the flood advisory. east bay, castro valley , working your way up over toward the tri-valley. not to mention, the peninsula as well. some of this rain coming down a half inch in short bursts. that is enough that you could get some roadway flooding. take a look at this complex. we saw this blossom within the last two hours. you can see the area is what we

just highlighted for the flood advisory but what we want to know is how much longer this lasts. we put it into futurecast. this is the one right here that will likely have a bigger impact. that will take its time working over pleasanton, the tri-valley. by that time we have gotten past 8:00, 9:00, the majority of this does come to an end. that is just that complex. looking at the east bay and santa clara valley. to the north of here, there is another one which is set up , working through wine country. we can watch this complex up here which will slowly march its way southward with very similar timing to what we are seeing in the south bay. that gets us ahead into the 6:00 hour. it is entirely possible that could come with enough rain that also could raise some short-term roadway flooding issues. perhaps

another small stream flood advisory would not be out of the question. we will keep a close eye on that and have updates throughout the afternoon and evening. we will have the latest updates on this going forward. that is the here and now. one little background on this, this system is the one we have been watching for the last few days. it is a cut off low . i will show you this to help set that stage for what we mean when we say that. a tightly wound up area of low pressure is pretty much detaching itself from the jet stream which meant that it wobbled around a lot. when we were looking at this yesterday, the forecast for rain would generally be a quarter inch of rain today, the possibility was always there with this system . if it wobbled west or east, we would get a very different outcome. sure enough, it wobbled just enough east that

we got isolated thunderstorms moving to the east side of the bay. that covers this system for today. there is another one out here getting its sights set for saturday. we watch this one pretty much fall apart as it gets here. we have a very light band of rain that will work its way across the bay from saturday afternoon and really fizzle as it does so. watch this one fall apart. then there is another one that could come in next week. we can't take rain out of the forecast. none of these look significant but they are technically holding together enough for a chance of rain. you will see why we have a couple of days on here. we have wednesday and thursday, the primary focus. as we look toward saturday, there is the next chance when that other system comes through. thankfully, those follow-up systems on saturday and monday look fairly weak.

let's check in with anne makovec for a look at your news headlines. >> san jose police announcing two arrests made in separate homicide cases today. the most recent case, a deadly shooting at a parking lot on moorpark avenue. police say a man was shot and killed while sitting in a car last thursday. police say they are also looking for a second suspect in that case. they released this photo from a surveillance camera and they are asking for people to help identify this person. the motive for the killing is under investigation. police in san jose made an arrested a shooting that killed one person and injured two others. this guy, juan perez was booked into jail. the shooting happened at a parking lot on story road on february 18. vigil was happening in the

area at the time. an old navy robbery in alameda led police to a discovery of $75,000 worth of stolen merchandise. police say they had been investigating multiple cases of organized retail theft which led them to recovering eight truckloads of stolen goods, multiple stolen cars and more than 10 grand in cash. police say this investigation is ongoing. a police cruiser crashed during a jason heyward today. officers were responding to an armed robbery in progress and then the suspect took off. one officer crashed on whitten avenue during the pursuit. the officer was injured but should be okay. levi strauss announcing they plan to layoff 150 employees at their san francisco headquarters. the iconic holding company has deep roots in the san francisco dating back to the 1850s. the company called the cuts difficult but necessary. a likely rematch is coming this november in the race for the white house. president joe biden and former president donald trump getting commanding victories on super tuesday. now, mr. trump's biggest challenger, nikki haley, is

bowing out. >> it is now up to donald trump to earn the votes in our party and beyond it who did not support it and i hope he does that. >> we have a great republican party with tremendous talent and we want to have unity and we are going to have unity and it is going to happen very quickly. >> president biden dominated the democratic race here in california. he has 89% of the vote. the president won all super tuesday contests except one in american samoa. joining me live now is political reporter doug sovereign. thank you so much for joining us. >> what do president biden and former president trump have to do to keep haley supporters from going third-party or not even showing up at all to the polls? >> it is a real challenge for both of them. roughly 1/3 of supporters say they cannot vote for donald trump. are they

going to sit it out? will they vote for bobby kennedy junior or jill stein? it is probably all of the above. some will go to another person. it is tough. trump will lose some of those people but can biden win them over? they both face really tough challenges. there is a lot of dissatisfaction among their own voters. biden has got to keep the progressives in line. a lot of people are disenchanted with him. it is going to be tough. in the end, a lot of nikki haley voters will vote for trump. >> president biden delivers a state of the union tomorrow. what do you think voters are looking for? it could be a potentially big night for him. >> do voters even watch the state of the union anymore? certainly, there are a lot of people that want to hear the changes. there are voters who don't see him as a strong enough leader. one of the things that appeal to them about donald trump is they think he is strong. whether

they agree with him or not on policies, they don't see biden as a robust guy. they want to see energy. they want to see strength. the majority of voters agree with joe biden on a lot of issues. if they knew what he had done in office, they might like him more. it is a very big moment for joe biden. it is the kickoff of his general election campaign. >> it will be interesting to see how the president will balance his political message with his current role, especially getting a lot of pushback over the war in israel. >> i don't know if he is modifying his position. that has not served him very well with a small percentage of his party. that percentage is growing. there is more and more satisfaction. there is

tremendous pressure on him. you saw last night with adam schiff. his victory speech was interrupted by protesters. this is an issue for the entire democratic party. as more voters sit this out, it could be the difference. >> what about donald trump? what is his strategy in all of this? he is facing legal challenges on all sides. he is not technically in a leadership role. does he have a little more freedom because he is not in any specific role? >> donald trump is not bound by anything. he knows he can get away with pretty much anything. the supporters have this double standard. he is a loose cannon. he will continue to do what he does. there is 25% who don't like him but more will come along and keep attacking biden and say that biden is

weak . trump wields a lot of power in the party. he stubble the immigration deal by telling people in congress not to vote for it. he will continue to stumble and that somehow trump gets back in office. >> let's get to the california senate race to fill the seat of late senator dianne feinstein. two and runners, adam schiff and steve garvey are expected to face-off in the november general election. adam schiff is grateful his opponent is steve garvey and not katie porter, the other democratic candidates. what do you expect to see out of these two in the next eight months? >> we will talk with adam schiff on our radio show in just a few minutes. adam schiff got exactly what he wanted. he wanted steve garvey as his opponent. he did not want to have to scrap the intraparty player. he elevated garvey by running early on . that is what

he got. in a deeply democratic state, he has a huge advantage in fundraising and name recognition. the polls show him up 15, 17 points. i won't say he will coast but he will have to run the campaign. he has a huge advantage. it would take a miracle for garvey to beat him. >> the war commanding attention here . given adam schiff's congressional role, protesters interrupted his speech last night. do you think that will remain top of mind as the two campaign in the state? >> i think it will. adam schiff is under pressure. he doesn't need the voters like that. he will toe the line and echo his policy unless he thinks it significantly. steve garvey is far to the right. he does not

have a lot to lose because steve garvey will be staunchly pro-israel and not supporting the palestinians. i do think it will be an issue. he did not get through his speech last night . i do think that he has less to lose in california. he could lose the 5% who might be upset about that. >> political reporter, so good to see you. >> it will be a very fun or interesting next eight months. talk to you soon. public safety is one of the main issues from san francisco's in the selection. we hear from the mayor today about the new tactics to fight crime and drugs in the city.

san francisco just got the green light from voters to deploy new tactics to fight crime and the drug crisis. >> it is clear from what we see in the election results last night that people also want accountability and that is what happened with proposition e and proposition f. this is not about being hard on crime. it is about being smart and being

balanced and being fair. our plan is to try to get people to help them and get them the support they need and make sure there is accountability tied to the resources we are providing. >> proposition e passed with a 60% vote that gives police more powers including access to more cameras and drones. lists -- lifts restrictions on police chases. >> it is not going to yield a decrease in crime. it is not going to yield an increase in safety. it is a mismatch of old and bad policies that this city rejected. >> meanwhile, prop f passed with 62% of the vote. it requires mandatory drug screenings for those receiving cash assistance. the san francisco election

department has to process and count more than 110,000 ballots. it expects to release the next preliminary votes tomorrow afternoon. mayor breed will be holding her state of the city address tomorrow. now to a big bay area congressional race, the contest to replace representative anna eshoo. she is retiring after more than three decades in district 16 which covers parts of san mateo and santa clara county. out of a nearly dozen candidates, former san jose mayor sam liccardo leads the pack followed by joe simitian and the state assembly member evan low . the top two candidates will head to the november runoff. shawn chitnis breaks down the results and has candidates from the reaction. >> we had a chance to hear from the leaders who expect to move forward in the general election. in palo alto, this is one of the many communities that are represented by this congressional district. not only parts of the peninsula but also a section of san mateo county as well as areas in the

south bay. last night, former san jose mayor sam liccardo, who is at the top of this pack , was declaring victory among the 11 candidates who hoped to replace representative anna eshoo. she has held this seat since 1992. liccardo is leaning into what kind of member he says he will be in congress as someone who can be productive. it was a close fight to the other spots to advance to the general election. current santa clara county supervisor and former state senator sam liccardo edging out evan low for the second place spot in the primary. low had not conceded as of last night. joe simitian served as mayor of palo alto and has decades of experience. he is focusing now on the major national issues he says he can take on as a problem solver. >> on day one, we are going to restore a woman's right to choose, reproductive freedom. we are going to press forward

further , faster on climate change here in the united states and around the globe. >> i am pretty familiar with the turf in washington, d.c. we got to get congress focused on the problems that our residents are most concerned about. there is a whole host of challenges that is not just us facing but many communities facing. >> this race to replace anna eshoo, crowded in the primary. also the most expensive u.s. house seat in the country. more than $8 million spent on advertising for tv, radio and what you get in the mail. a good percentage of that going to just the two top candidates in this race. >> the only statewide proposition, prop one is up in the air. it is part of governor gavin newsom's plan to get people with severe mental illness off the streets and into treatment. the votes are split nearly 50-50 at last count with yes votes just

what is the opposite of finding a needle in a haystack? it might be the situation we saw today up in solano county. take a look. >> you in the red, might as well keep going. >> it looks like he's sliding toward land again. >> that is the suspect trying to swim or crawl away from the solano county sheriff's office. it was not hard for them to spot him. you can see his red jumpsuit against that sea of mud. deputies say they were trying to arrest him on some outstanding warrants when he took off but he realized his mistake and with a little encouragement from the deputies, he made his way back to shore and was taken into custody. coming up, - temperatures cooling down as we head into the weekend and stronger onshore...
